The article essays to answer the question of what the nature of prohibition of discrimination on grounds of sexual orientation is in the universal system of human rights protection. In order to determine this, a comparative analysis of selected documents of universal human rights protection system was carried out, which – in the case law and doctrine – have been recognized as the key issue in the prohibition of discrimination on grounds of sexual orientation, along with reaching out to the provisions of some national constitutions.

The un ou deux phonèmes? problem in PolishThe paper deals with the so-called un ou deux phonèmes? problem in Modern Polish. The framework adopted by the author is the theory and methodology of Axiomatic Functionalism, i.e., a functional semiotic approach developed by Jan W. F. Mulder in association with Sándor G. J. Hervey which is mainly based on linguistic ideas of André Martinet. The analysis focuses on the phonological interpretation of sequences of palatalized labials and [j], nasal diphthongs, and affricates in Polish. The author argues that nasal diphthongs and palatal and retroflex affricates should be interpreted monophonematically, whereas it is both adequate and economical to interpret sequences of palatalized labials and [j] and alveolar affricates as realizations of sequences of two separate phonemes. Problem un ou deux phonèmes? w języku polskimNiniejszy artykuł poświęcony jest tzw. problemowi un ou deux phonèmes? we współczesnej polszczyźnie. Aparatem pojęciowym wykorzystanym przez autora jest teoria i metodologia funkcjonalizmu aksjomatycznego, tj. funkcjonalnego opisu semiotycznego opracowanego przez Jana W. F. Muldera we współpracy z Sándorem G. J. Herveyem, który bazuje na koncepcjach lingwistycznych André Martineta. Analiza skupia się na interpretacji fonologicznej sekwencji spalatalizowanych spółgłosek labialnych oraz [j], dyftongów nazalnych, a także afrykat w języku polskim. Autor argumentuje, że dyftongi nazalne oraz afrykaty palatalne i retrofleksyjne powinny być interpretowane monofonemicznie, natomiast interpretacja sekwencji spalatalizowanych spółgłosek labialnych i [j] oraz afrykat alweolarnych jako realizacji sekwencji dwóch niezależnych fonemów jest zarówno adekwatna, jak i ekonomiczna.

The purpose of the present paper is to characterise the UN General Assembly (UNGA) Resolution No. 65 276 on the ‘Participation of the European Union in the work of the United Nations.’ This resolution was adopted as a result of efforts undertaken by the EU following the entry into force of the Treaty of Lisbon which radically changed the principles and conditions of the EU’s participation in other international organisations. Pursuant to the provisions of Resolution 65 276, the EU was granted a new set of new rights at the UNGA as well as in some of its subsidiary bodies, international conferences and meetings held under its auspices. Despite these changes, the status of the EU at the UNGA is not similar to the status of observer states, and Resolution 65 276 points out that the same rights may also be accorded to other regional international organisations. Consequently, the UNGA does not account for the uniqueness of the integration process in the EU member states, treating the EU like any other international organisation.
Celem prezentowanego artykułu jest dokonanie charakterystyki rezolucji Zgromadzenia Ogólnego ONZ nr 65/276 w sprawie statusu uczestniczącego Unii Europejskiej w pracach ONZ. Powyższa rezolucja przyjęta została w rezultacie zabiegów podjętych przez UE po wejściu w życie Traktatu z Lizbony, który zmienił zasady i warunki udziału UE w innych organizacjach międzynarodowych. Na podstawie postanowień rezolucji 65/276 UE otrzymała zupełnie nowe prawa w ZO ONZ, a także w niektórych jego organach pomocniczych oraz międzynarodowych konferencjach i spotkaniach organizowanych pod jego auspicjami. Pomimo tych zmian status UE przy ZO ONZ nie jest podobny do statusu państw obserwatorów, a rezolucja nr 65/276 podkreśla, że takie same prawa, jakie posiada UE, mogą otrzymać również inne regionalne organizacje międzynarodowe. Tym samym ZO ONZ nie uwzględnia wyjątkowości procesu integracji państw w ramach UE i traktuje ją jak każdą inną organizację międzynarodową.

Opis:
General debates of the annual sessions of the United Nations General Assembly (UNGA) get public attention. For the Mediterranean region the debate in the 67th GA session was significant due to the appearance of new political leaders emerging after the 2011 Arab Spring. Revolutionary changes in the MENA region resonated in the key speeches of the general debate that in turn anticipated events which we are facing today. As such, general debates of UNGA sessions provide a valuable source of information as well as an important agenda-setting mechanism.
Debaty generalne dorocznych sesji Zgromadzenia Ogólnego (ZO), w których udział biorą wysokiej rangi przedstawiciele państw członkowskich Narodów Zjednoczonych (NZ) przyciągają uwagę opinii publicznej. Dla regionu BMŚ debata podczas 67. sesji miała szczególne znaczenie ze względu m.in. na fakt, że wzięło w niej udział po raz pierwszy wielu nowych przywódców państw po wydarzeniach arabskiej wiosny z 2011 r. Odbiły się one szerokim echem w kluczowych wystąpieniach przywódców państw, antycypując wydarzenia, z jakimi przyszło nam się mierzyć w ostatnich latach. Debaty generalne dorocznych sesji ZO stanowią więc cenne i systematyczne źródło informacji, ale także inspirację do działań na uniwersalnym forum, jakim są agendy systemu NZ.

One of the key problems of the modern world is the entrance onto the path of sustainable development, where in theory, the concept of sustainable devel-opment implies steady progress on economic and social in harmony with the natural environment, to ensure a high quality of life for present and future gen-erations. Thus, this article raises the question of how a man, and more broadly: the progress of humanity, is the starting point and also the point of arrival of this concept? For ambivalence (which can easily be noted here), creates a varie-ty of dilemmas, which opens a new field of discussion in various disciplines, including philosophy, and bioethics. One of them (speaking more in detail) is whether the concept of sustainability in the matter of human development and environmental protection means the same as the Aristotelian principle of “golden mean”? The answer, which is given, is negative. The author proposal: is the need to assimilate the principle of the “golden mean” in the framework of the concept of human development and environmental protection. This will be her love for the human person, discovered in a free and flawless conscience.

The essay compares selected Kantian ideas stated in The Perpetual Peace with the institutions established by the Charter of the United Nations and the Statute of the International Court of Justice. The concept of a nation and its position in international law in view of the Charter will be presented and linked with the Kantian theory of sovereignty of Nations. The core of the paper is an afterthought on the supremacy of three separate powers over the Nations, hence the question of the rules of procedure held by the International Court of Justice will be regarded as the consequence of the idea of sovereign equality. The Kantian concept: "Nations, as states, may be judged like individuals”: (Kant, 1917, p. 128) is observed from the perspective of state’s demand for independence. The institution of the International Court of Justice is presented as a universal supreme body. The key issue of the essay is the federative character of union as a guarantee of eternal peace seen as common point in both of the documents discussed.

Obecny system ochrony praw człowieka ma wielopłaszczyznowy charakter, w którym można zidentyfikować trzy standardy ochrony (powszechny, regionalny oraz krajowy). Z takim stanem rzeczy związanych jest szereg trudności w określeniu wzajemnych relacji między tymi standardami. Odnosi się to również do obowiązujących ram prawnych zakazu dyskryminacji ze względu na orientację seksualną. Zróżnicowanie źródeł ochrony praw podstawowych w prawie międzynarodowym publicznym oraz w ramach systemów regionalnych przedkłada się na problemy związane z różnymi zakresami ich zastosowania oraz skutkami prawnymi, które one wywołują, co związane jest również z problematyką dochodzenia roszczeń. Celem autorki jest odpowiedź na pytanie, czy możliwe jest stworzenie jednolitego standardu ochrony przed dyskryminacją ze względu na orientację seksualną. Z tego względu zasadniczym przedmiotem artykułu jest analiza obowiązujących podstaw prawnych zarówno w powszechnym, jak i regionalnym systemie ochrony praw człowieka (m.in. Rada Europy oraz Unia Europejska).
The current system of human rights protection has a multifaceted nature. There are three standards of the protection (universal, regional and national). It’s difficult to create the relationship between those standards. Each of those system relates the different ranges of application. The aim of article is to answer the question whether it is possible to create a uniform standard of protection against discrimination based on sexual orientation.

Artykuł dotyczy rozwiązań przyjętych w nowej bilateralnej umowie podatkowej, zawartej 7 lipca 2021 r. między Polską a Gruzją, która zastąpi umowę między tymi państwami z 5 listopada 1999 r. Zgodnie z wolą obu umawiających się stron nie została ona objęta postanowieniami Konwencji wielostronnej implementującej środki prawa traktatowego mające na celu zapobieganie erozji podstawy opodatkowania i przenoszeniu zysku. W związku z tym wprowadzenie do niej klauzul antyabuzywnych oraz sposobów usprawniających rozwiązywanie sporów musiało nastąpić w drodze dwustronnych negocjacji. Autor analizuje wpływ Konwencji wielostronnej, Konwencji Modelowej OECD i Konwencji Modelowej ONZ na kształt zaadaptowanych w niej rozwiązań oraz ich znaczenie dla przyszłości polskiej praktyki traktatowej.
The article deals with solutions adopted in the new bilateral tax treaty between Poland and Georgia concluded on July 7, 2021, which will replace the tax treaty of November 5, 1999. This agreement, in accordance with the will of both contracting states, was not considered as a Covered- Tax-Agreement within the meaning of the provisions of the Multilateral Convention implementing tax treaty related measures to prevent base erosion and profit shifting. Therefore, the introduction of anti-abusive clauses and solutions to improve dispute resolution had to be carried out through bilateral negotiations. The author analyzes the impact of the MLI, but also the impact of the OECD and UN Models on the shape of the solutions adopted therein and their significance for the future of Polish treaty practice.

Taken globally the community development faces unique situation that can be characterized by the unification of socio-economic policies and long-term strategies, as well as movements and initiatives aiming to foster community diversity. Enhancing the sustainability of indigenous community life is inevitably linked with socio-educational regional specifics that are to be expanded and supported both nationally and internationally. Our globalised world, where the issues such as war and intercultural conflicts, economic and social risks or environmental crisis are daily articulated should redefine the general concept of cultural diversity and its attachment to community life. This text describes strategies and initiatives of the United Nations which on global field operate in order to support the sustainable development of local communities and community development work and their relation to global issues in the context of education.
Rozwój społeczności na całym świecie stoi przed niepowtarzalną sytuacją, którą polega unifikacji polityk społeczno-gospodarczych i strategii długoterminowych, ale także z drugiej strony ruchów i inicjatyw mających na celu promowanie różnorodności społeczności. Wzmacnianie zrównoważonego rozwoju rdzennych społeczności jest nieuchronnie związane ze społeczno-edukacyjną specyfiką regionalną, która być może być rozszerzona i wspierana zarówno na poziomie krajowym jak i międzynarodowym. W naszym zglobalizowanym świecie, w którym kwestie takie jak wojna, konflikty międzykulturowe, zagrożenia gospodarcze i społeczne lub środowiskowe są codziennie odczuwalne, należy przedefiniować ogólną koncepcję różnorodności kulturowej i jej powiązanie z życiem wspólnotowym. Tekst zawiera opis strategii i inicjatyw Organizacji Narodów Zjednoczonych, które na polu globalnym realizowane są w celu wspierania zrównoważonego rozwoju społeczności lokalnych i działań na rzecz rozwoju społeczności i ich stosunku do problemów globalnych w kontekście edukacji.

In the paper, we present new threats and dangers in the present international arena and their impact on the system of international security. We analyze the causes and development of these issues the international law system, paying particular attention to the case of Armenian-Azerbaijan Nagorno-Karabakh conflicts. We also discuss possible solutions to these problems proposed by experts. Some of the most interesting issues we address in the paper include the increasing activity of ISIL, cybercrimes, Ukraine crisis, immigration flow to Europe in recent years. All these problems are viewed from the multicultural perspective. We also analyze the genesis of ethnic conflicts, and put forward some recommendations for resolving them. We discuss the factors that led to the Nagorno-Karabakh conflicts, possible solutions to this problem, and a dangerous double standard policy. Terrorist threats, as well as “frozen” conflicts, resulted in the need for deepening interstate cooperation in the security sector.
В настоящем документе представляются новые угрозы и опасности на ны- нешней международной арене и их влияние на систему международной без- опасности. Мы анализируем причины и развитие этих проблем в системе международного права, уделяя особое внимание случаю армяно-азербайд- жанских нагорно-карабахских конфликтов. Обсуждаются также возможные решения этих проблем, предложенные экспертами. Некоторые из наиболее интересных вопросов, которые мы рассматриваем в документе, включают увеличение активности ISIL, киберпреступлений, кризиса в Украине, им- миграционного потока в Европу в последние годы. Все эти проблемы рас- сматриваются с точки зрения многокультурности. Мы также анализиру- ем генезис этнических конфликтов и выдвигаем некоторые рекомендации по их разрешению. Мы обсуждаем факторы, которые привели к конфлик- там нагорно-карабахского конфликта, возможные решения этой проблемы и опасная политика двойного стандарта. Террористические угрозы, а также «замороженные» конфликты привели к необходимости углубления межго- сударственного сотрудничества в секторе безопасности.

Edukacja globalna odgrywa znaczącą rolę w procesie kształtowania oby-watelskiego i wychowania człowieka w gwałtownie zmieniającym się świecie. Celem artykułu jest przedstawienie procesu wdrażania Agendy na Rzecz Zrównoważonego Rozwoju 2030 Organizacji Narodów Zjednoczonych. Analizą objęte zostały działania bibliotek publicznych w województwie śląskim w latach 2017–2018 w zakresie popu-laryzacji globalnych Celów Zrównoważonego Rozwoju.
Global education plays a pivotal role in the process of upbringing and citizen engagement in the rapidly changing worlds. The aim of the article is to pre-sent the process of implementing the Sustainable Development Goals. The analysis includes public libraries in the Silesian Voivodeship, which actively took part in the popularization of the Sustainable Development Goals in the year 2017–2018.

Opis:
The article shows the role of comprehensive rehabilitation in restoring good health, ability and in social and professional activation of the growing population of the disabled. The author discusses changes that have occurred in the approach to disability over time. The paper stresses the importance of comprehensive rehabilitation including medical, social and professional rehabilitation due to the fact that rehabilitation results depend on the work of a team of professionals from different fields working under the direction of a doctor specialised in rehabilitation medicine. It also presents acts of international and domestic law pursuant to which Poland should provide the disabled with equal and quick access to comprehensive rehabilitation, thus enabling them to participate in all aspects of life as fully as possible.
