The last one hundred years of land use history in the southern part of Valdai Hills (European Russia) were reconstructed on the base of high resolution pollen data from the peat monolith taken from the Central Forest State Reserve supplementing with historical records derived from maps of the General Land Survey of the 18th and 19th centuries and satellite images. According to the created age model provided by dating using radio-nuclides 210Pb and 137Cs, pollen data of the peat monolith allow us to reconstruct vegetation dynamics during the last one hundred years with high time resolution. The obtained data showed that, despite the location of the studied peatland in the center of the forest area and rather far away from possible croplands and hayfields, the pollen values of plants – anthropogenic indicators (Secale sereale, Centaurea cyanus, Plantago, Rumex, etc.) and micro-charcoal concentration are relatively high in the period since the beginning of the 20th century to the 1970s, especially in the peat horizon formed in the 1950s. In the late 1970s – the early 1980s when the pollen values of cereals gradually diminished in assemblages, the quantity of pollen of other anthropogenic indicators were also significantly reduced, which reflects the overall processes of the agriculture decline in the forest zone of the former USSR.

The article is a comparative study of the forests of the city of Poznań and the State Forests in Poland concerning functions of forests and forestry management (recreational development, economic division, harvest cutting, fellings, renewals, afforestation and the type of the forest management plan). The study objective is to demonstrate and analyse the basic differences in the function and management method between urban and state forests. In Poland 77.3% of forests are administrated by the State Forests National Forest Holding, while the urban forests constitute only by 0.2% of all Polish forests. They differ not only in terms of ownership and participation, but also in the species and age structure of the stands, their functions and principles of forest management. There is no appropriate instructions concerning the principles of the management in urban forests, whereas this problem does not appear in the State Forests. However, irrespective to the owner, a common definition of 'forest' is included in the Forest Act. Regulations relating to forest management in the forests of the city of Poznań are a reflection of the expectations of society that urban forests are for residents of the city, primarily a place to satisfy their needs of rest and recreation. It was the reason for adapting the principles of forest management. In contrast, forests managed by the State Forests are governed by completely different rules and perspective on forest. It results in a different structure of forest functions, the occupied area and legal requirements concerning this group of Polish forests. Foresters from the State Forests conducting forest management have clearly defined rules that are missing for other Polish urban forests. Excluding city of Poznań that is a very good example that one can meet the expectations of the foresters of urban forests and offer guidance on forest management, taking into consideration the specificities of urban forests and the expectations of society.

Opis:
The article depicts the methodology of long−term financial and economic forecast for the State Forests. The method of forecasting Polish raw timber requirement was confined to determining the demand for timber materials whose use depends on the demand for final timber products. Timber price forecasts were carried out with the application of several methods and their reliability was evaluated using an expert’s method. The methods of assessing the timber harvest potential in the State Forests NFH in the forecast period were based on the forest management planning guidelines. Forest administration cost forecast variants were prepared. The forecasted income and expenses, as well as the financial result of the State Forests NFH were included in Excel forecast spreadsheets. The completed forecast was used in 2007 by the management of the State Forests NFH for salary negotiations with trade unions and for negotiating prices of services with forest companies.

The paper presents a method for grouping forest districts that are characterised by similar natural and forest conditions and the results of standardisation of wood extraction costs for forest districts and regional directorates of the State Forests. The adopted standard costs referred to the costs which determine the reasonable level of costs necessary to perform a specific management task in the given natural, forest and economic conditions of forest districts. Forest districts were grouped based on the forest habitat types and the land diversity index (Wtri), which were determined with statistical methods to be the factors that shape wood extraction costs. In order to determine the standard unit costs of wood extraction, source materials for the year 2017 have been used, which had been obtained from the State Forests Information System for all forest districts in the country. The method of standardising wood extraction unit costs on the basis of forest district groups with similar natural and forest conditions was reduced in 2017 to the designation of eight uniform forest district groups in terms of forest habitat type structure and Wtri index. Standard unit costs of wood extraction, determined on the basis of the methodology presented in the paper, should be used in the State Forests’ financial system.

Nearly one and a half century ago, a large territory of Poland became part of the Prussian (since 1871 – German) State. In the territories annexed as a result of the Three Partitions, forest administration structured on the Prussian model was very soon installed. This entailed adoption of the Prussian uniforms by the new forest administration. The forest service uniforms studied in this paper were introduced by virtue of the Regulations of 29 December 1868. Three kinds of uniforms were in use at the end of the 19th century: forest, temporary and state one. These basically consisted of a frock coat, trousers, a hat or a cap, and a coat.

Struktura rolno-leśnej przestrzeni w Polsce jest wadliwa, zwłaszcza w środkowo-wschodniej części Polski. Przejawia się to najbardziej na tle jakości struktury przestrzennej pokrywy glebowej. Najsłabsze gleby piaskowe tworzą siedliska leśne, a w rolniczym użytkowaniu przeobrażają się łatwo w ruchome piaski, z wydmami włącznie. Na podstawie wskaźników waloryzacji rolniczej przestrzeni produkcyjnej powierzchnie gleb żytnich bardzo słabych i słabych (nieefektywnych gruntów rolnych) oraz lesistości wyliczono wskaźniki niedoboru lasu i lesistości optymalnej oraz opracowano i opublikowano mapę w skali 1: 1 000 000 „Polska potrzeby dolesień” według gmin w roku 1980. W roku 2016 na podstawie danych z ewidencji gruntów, opracowano mapę lesistości aktualnej, w celu porównania jej z lesistością optymalną w roku 1980. Ze względu na objętość danych liczbowych, analizie porównawczej poddano część gmin w województwach: 1) mazowieckim i łódzkim o bardzo dużym niedoborze lasu, 2) kieleckim o względnym niedoborze lasu, 3) lubuskim i pomorskim o bardzo dużej lesistości, 4) warmińsko-mazurskim o dużej lesistości. Przedstawiono strukturę przestrzenną wzrostu lesistości w latach 1980–2016 w znacznej części gmin na terenie 6 województw. Stwierdzono, że mimo realizacji krajowych programów zwiększenia lesistości w latach 1980–2016 obszary o bardzo dużym niedoborze lasów, tylko w nieznacznym stopniu pomniejszyły niedobór. Natomiast obszary o lesistości optymalnej wydatnie zwiększyły ich rozmiar.
The structure of agro-forest space in Poland is faulty, especially in the central-eastern part of Poland. This is most evident when compared to the quality of the spatial structure of the soil cover. The poorest sandy soils make up quite good forest habitats, whereas under agricultural use, they are easily transformed into moving sands, including sand dunes. On the basis of indices which valuate the agricultural production area – the areas of very weak and weak rye soils (inefficient agricultural land) – and forest cover – the indicators of forest cover deficiency and optimum forest cover – were calculated, and the map in the scale 1: 1 000 000 “Poland – needs for afforestation”, presenting the country divided into municipalities, was published in 1980. In 2016, based on the land registration data, a current forest cover map was compiled in order to compare it with the optimal forest cover in 1980. Owing to the volume of numerical data, a comparative analysis was performed for certain municipalities in the following voivodships: 1) Mazowieckie and Lodzkie with a considerable deficiency of woodland, 2) Kieleckie with a relative scarcity of forest cover, 3) Lubuskie and Pomorskie with a very extensive forest cover and Warmińsko-Mazurskie with an extensive forest cover. The spatial structure of the forest cover increase between the years 1980–2016 was presented in a large number of municipalities in six voivodeships. It was found that despite the implementation of national forest extension programs between the years 1980 and 2016, there was only slight a increase in forest cover in the areas with a very large forest deficiency. On the other hand, there was a significant increase in forest cover in the areas with an optimal forest cover.

The paper presents the standardization of felling and production of assortments costs by the method of grouping forest districts with similar natural conditions. The standard costs were compared with the incurred (actual) and planned costs, and the method of determining the standard unit costs of felling and production of assortments was assessed in terms of its use in the State Forests National Forest Holding financial system. Source materials for 2017 were obtained from the databases of the State Forests Information System for all forest districts and used to develop standard unit costs. The method of costs standardization determined 12 uniform groups of forest districts in terms of the structure of harvested timber assortments and the share of dominant tree species in the total area of forest districts. Then for each group 5% of outlying values were excluded based on mean and standard deviation. Next, average value for such truncated number of cases was calculated and defined as the standard costs. Pearson linear correlation was used to examine the relationship between actual, planned and standard unit costs. We found significant relationship between the investigated types of costs. The significant relationship was found also among weighted averages of actual, planned and standard unit costs calculated for regional directorates of the State Forests. No significant differences was observed between average unit costs not reflected in the financial practice of the State Forests. Slight differences in analysed costs constitute significant cost values on the scale of the whole company as felling and production of assortments consists of many tasks. The presented method of forest districts grouping should be used to standardize unit costs of felling and assortments production, which would be helpful in financial planning at the various levels of the management in the State Forests. Values omitted in the presented method require additional analyzes. Separate assessment is also required for the factors (justified or unreasonable) causing deviations in forest districts obtaining actual costs departing from the costs of other forest districts included in the same assortment and species group.

Opis:
A growing need to lead a healthy lifestyle and to spend more time in nature causes an increased pressure on forests, which renders their social functions more and more important. In order to meet people’s expectations, the State Forests undertake several actions to make forests more available to the public including the organization of running events in forests and the development of a network of recreational and running paths. In order to describe these actions, an online survey was conducted among the workers of forest districts. Additional data such as information published on the State Forests’ website, Facebook and runners’ blogs, was included in the analysis as well. 283 forest districts participated in the electronic survey. The results indicate that the State Forests actively participated in promoting running events in forests totaling 488 running events in 2014 and 779 between January and October 2017, which constitutes an increase by approximately 60%. The average number of running events in the forest districts during the analyzed period was 9.5. Most of them took place in forest districts within city agglomerations and in the mountains. The State Forests supported over 20% of running events organized in the areas they administer. They had also started numerous initiatives (such as "Wolność w naturze", "Zielony punkt kontrolny" and "BiegamBoLubię Lasy") that were evaluated positively by their participants (according to Facebook). In conclusion, it is clear that the State Forests do promote recreation in forests and forest education by supporting public events.
