The Presidency of European Union (EU) plays an important role in the functioning of the whole organisation. First of all, it is the propelling force for new decisions and policies in every area. Interior and exterior security of the EU (especially terrorism and its prevention) has become major issues in recent years. Terrorist attacks in London and Madrid not only made us realise that interior security was threatened, but also that this problem is connected to the exterior environment. In eff ect, many documents referring to fi ghting terrorism have come into existence. It have shown a big demand for creating instruments that would deal with security issues. Moreover, many of the Union’s institutions have been granted rights to combat it. That is why it is legitimate to look closer at the output of previous Presidencies in the area of freedom, security, and justice. This paper aims at listing matters connected to the EU’s security through the analysis of priorities and conclusions of the Presidencies in years 2005–2010, and the effects coming from Work Programmes’ guidelines with simultaneous pointing to often different goals set by particular countries.

A very important element of the structural and substantive functioning of the Council of the European Union is a cyclic Presidency (leadership) held for a period of six months by each Member State in turn in the system of the intergovernmental councils (the Council of the European Union and the European Council). The author of the present article would like to focus on the first two presidencies of the unifi ed Germany. Both took place in the 1990s – in the first decade of the country’s functioning after reunification. They also exemplify the ‘new’ Germany’s approach to the European integration, its deepening and widening. Germany wanted to dispel the doubts of the other EU Member States whether, as the united country, it would still support the process of integration. The 21st century proved the fears pointless.

The article is the attempt of introduction to the subject of the Polish Presidency the security perceived through the functioning of the national and the European Union’s (EU) secret services. The secret service understood as the service of the intelligence and counterintelligence (of security), legally authorized. The subject issues are presented in the aspect of the approaching Polish Presidency. During this time Poland can and should contribute to the improvement of security measures of the continent through its commitment and contribution to the construction of the secret service of the EU. Europe, if it wants to be a taken into the account player on the political, economical and cultural arena, needs to integrate. Otherwise it will still be a marginal continent. This determinant should effectively defeat the national prejudices and phobias. It needs to be remembered that the current crisis, consistently called economical, has deeper sources and wider roots. It generally concerns the whole, so called western lifestyle which is determined by the political and economical society structure. The countries of the EU of the Central- Eastern area can bring many new and positive values integrating Europe and thereby limit the barriers in the aspect of building the measures of partnership and trust.

The goal of the article it to present the role and meaning of the Western Balkans for the Polish foreign policy on the eve of the Polish Presidency in the EU. It is worth wondering if the fact of running the Presidency causes the change of character of the Polish foreign policy toward the region. The final answer will be possible after its end but some divagations are possible today, after the analysis of initial aims of the Polish Presidency. A question, if there is a necessity of enhancing the Polish activity and Polish presence in this part of Europe, is also legitimate. Experiences of the last years show that the interest of the Polish diplomacy in the region of the Western Balkans was limited and even if we showed some activity, it was the support for realization of the strategic aims of the foreign policy. The turning point in the Polish policy towards the Western Balkans could be a membership in the EU. Then there appeared a possibility of widening the field of influence of the Polish policy on the Balkans with the use of not only the own resources and political instruments but also the instruments at the EU disposal. It is worth considering whether it is not worth to use the moment to dynamize the Polish actions towards the region, especially when the region is very important for the EU and when the EU functions also as a promoter of stabilization, transformation and permanent development of the Western Balkans.

Opis:
Organizational preparations to the Polish Presidency are in progress at full steam. We began accomplishment of some tasks in 2007 starting from the analysis of experiences of other countries. In 2008, the Government Plenipotentiary for the Polish Presidency in the EU was appointed and in January 2009 the Polish government passed a comprehensive program of preparations to this historical event. Moreover in 2009 the financial resources for organization were provided, logistic preparations as well as trainings for Polish officials and first promo and information activities were undertaken. On July 1, 2011 Poland will assume the Presidency of the EU Council. It is not only a great challenge requiring strategic planning, full political and organizational activity on domestic and European level but also, what the representatives of the current government emphasize, a big opportunity for Poland in shaping the EU. According to them, the Presidency gives a possibility of a bigger and real influence on decisions taken in the EU. To the public opinion, they send messages that we will have an opportunity to present in the EU arena the priorities of Polish policy, emphasize the most important area, submit our own ideas and initiatives. Only few emphasize the fact that the Presidency is mainly the continuation of previous activities of the EU, providing its coherent functioning and guaranteeing the vote in the worldwide important matters.

The European Union resembles only partly a community in the way it works. The internal differences between the member countries, disclosed in their full strength by the financial crisis, dilute the foundations of the European unity. Will the EU survive this bend, as it has in the past, or will it share the fate of other unsuccessful political and economical unions known from history? Considering the latter possibility remains, in any case, no longer just an exercise in political fiction. The fact that the Union is not uniform has been known since it ceased to be a safe, close union of six founding countries. Yet only the extension to the East in 2004, accepting simultaneously ten new countries, gave rise to a heated discussion, whether an Union of 27 countries can work jointly at all, taking into consideration the increasingly visible disproportions between its members. It also quickly turned out that the Lisbon Treaty is just partly an answer to this dilemma. An institutional reform did not protect the Union from new, huge shocks, which the financial crisis brought with it. These phenomena create a challenge for Poland, which will take up its half-year EU presidency in the middle of 2011. They will not always agree with the plans and means concerning the realization of the planned actions.

The authors have taken in their article topic about the Presidency of the Council of the European Union because of the impending coverage for Poland the presidency in that organ. Briefly, the three countries have been characterized that are part of the so- called Second Presidency Trio (Federation of the French Republic, the Kingdom of Sweden and the Czech Republic). The article in authors opinion is aimed at selecting the most important and the most useful aspects and determinants of good Presidency. Each of the countries that are part of this Trio has been subjected to detailed analysis in terms of goals and their final implementation. According to the authors of the text, for the Polish Presidency of the European Union the most will be to stick to the pre- designated purposes such as European Union enlargement to Croatia, or take action for the Eastern Partnership and the Region of the Baltic Sea.

Artykuł przedstawia zasadę reprezentacji instytucjonalnej obowiązującą w UE w odniesieniu do członków Rady Europejskiej. Celem niniejszego artykułu była analiza zasad udziału przedstawicieli państw członkowskich w Radzie Europejskiej przedstawiona w oparciu o ich uregulowania ustrojowe. Pierwszym dokumentem Wspólnot Europejskich, na mocy którego uregulowano skład Rady Europejskiej, był Jednolity Akt Europejski. Kolejne traktaty rewizyjne uzupełniały i modyfikowały skład tej instytucji. W artykule dokonano analizy uwarunkowań reprezentacji państw członkowskich w Radzie Europejskiej przez szefów rządów lub państw w oparciu o zasady ustrojowe reprezentatywnych państw. Przeprowadzona analiza prowadzi do wniosku, iż wybór reprezentanta w Radzie Europejskiej należy do wyłącznej kompetencji państw członkowskich UE. Wybór ten w znacznej mierze uwarunkowany jest zasadami ustrojowymi – formą rządów i systemem politycznym obowiązującym w danym państwie członkowskim. W zdecydowanej większości – w dwudziestu dwóch państwach członkowskich UE – reprezentację w Radzie Europejskiej stanowią szefowie rządów. Cztery państwa członkowskie w tej instytucji reprezentuje głowa państwa. Natomiast przedstawicielem dwóch państw członkowskich w Radzie Europejskiej jest kanclerz federalny. Należy również zaznaczyć, że każdorazowa zmiana w zakresie systemu politycznego państwa członkowskiego może zostać dokonana jedynie na gruncie przepisów konstytucyjnych.
The article presents the principle of institutional representation in force in the EU in relation to the members of the European Council. The purpose of this article was the analysis of the principles for the participation of the Member States in the European Council, which was presented on the basis of their constitutional regulations. The first document of the European Communities, which regulates the composition of the European Council, was the Single European Act. Subsequent reform treaties complemented and modified the board of the institution. The article analyzes the conditions for the representation of Member States in the European Council by the heads of governments or states, based on the constitutional principles of the representative Members. The analysis leads to the conclusion that the choice of a representative in the European Council belongs to the exclusive competence of the EU Member States. This choice is largely conditioned by the principles of the political system – the form of government and political system in force in the Member State concerned. A vast majority – twenty-two EU member states are represented in the European Council by the heads of their governments. Four Member States are represented by their heads of state, while the Federal Chancellor is the representative of two Member States in the European Council. Each change in terms of the political system of a Member State can be made only on the grounds of constitutional provisions.

Opis:
Climate policy is a complexed area of cooperation between Member States and European Union institutions. The ambitious goals that the EU sets for itself in this matter are not always possible to be met by all Member States, hence the ability to work out compromise solutions is of great importance. Member States have different internal conditions, which determine the objectives of their economic and energy policies, therefore they do not always have convergent interests in this area. The decision-making centre where EU climate protection policy is created is: the European Council, where key elements of this policy are agreed (such as reduction targets), and so-called an ‘institutional triangle’, i.e. EU Council, European Parliament and European Commission which are directly involved into the legislative process. This configurations is a platform where cooperation of the Member States manifests itself in various forms and intensity and where these countries may attempt to force their interests in the process of creating EU policy. The authors present the legal bases of the European Union's competences in the field of climate policy and the role of the EU institutions in its creation with particular focus on mechanisms that allow Member States to influence the shape of that policy.

This article attempts to explain the understanding of culture which form the basis of the EU’s cultural policy as well as to present changes in that regard occurring along with the development of this policy. The research material consisted of common positions of the EU member states adopted during meetings of the Council of the European Union. The research was done using qualitative content anal sis. The most general conclusion from the research is that the basis of the EU’s cultural policy since the beginning of the researched period have consisted of two different approaches to culture in the EU: cultural unity and cultural diversity. Moreover, the creators of the EU’s cultural policy understood the role of culture in the integration process in four ways: as a non-instrumental value, a sociocreative factor, an economic factor as well as a factor enhancing the external relations of the EU. During the researched period we observed certain changes regarding the approach towards culture. They involved either changes within the already existing ideas or creating new concepts concerning the cultural sphere.

The article argues that, contrary to the common view, the General Secretariat of the Council has a visible impact on the outcomes of the Intergovernmental Conferences negotiations. The empirical analysis showed that during the IGC 1996–1997 and IGC 2000 the Secretariat was not only able to autonomously propose compromises on important issues, but also managed to push through its own proposals, introducing them into the fi nal version of the Treaties. The triangulation of qualitative and quantitative research also identifi ed a number of conditions, which more or less affect the position of the Secretariat during the IGC. The first factor is the attitude of the Council Presidency. If the Chair of the Conference supports or opposes the activities of the Secretariat in certain area, the impact of this body increases evidently. The second factor infl uencing the position of the Secretariat is the nature of negotiated issue. The impact of this body is the greatest in the case of technical and apolitical issues, while the Secretariat is less influential in regard to matters of medium and high political importance.

Artykuł analizuje potencjalny wpływ Brexitu na siłę głosu państw członkowskich oraz pośrednią siłę głosu rezydentów w Radzie, w przypadku przyjmowania decyzji kwalifikowaną większością głosów. Hipoteza główna zakłada, że wystąpienie Wielkiej Brytanii z Unii Europejskiej doprowadzi do kolejnego transferu siły głosu na korzyść pięciu państw o największej populacji. Celem artykułu jest również określenie w jakim stopniu pośrednia siła głosu rezydentów z poszczególnych państw członkowskich jest równa. Uzyskane rezultaty wskazują, że konsekwencją Brexitu będzie przepływ siły głosu w stronę pięciu państw Unii Europejskiej o największej populacji.

The semi-permanent presidency of the European Council, introduced by virtue of the Lisbon Treaty, has restructured the organizational space of the EU presidency, becoming the new leadership centre in the EU institutional engineering. Consequently the institutional balance in the whole system has been changed, however without a clear jurisdictional delimitation of the competences between the components of this multi-centre political system. In the imprecisely defined conceptual framework of the new space of the EU presidency, there exists a question of the possibility of various levels multiplying and overlapping with each other, giving rise to a potential conflict of power in this area.The aim of this article is to provide the assessment of the scope of implications of the introduced changes on the basis of analysis of the structural relations between the President of the European Council and his institutional partners in the EU hybrid presidency system, i.e. the President of the European Commission, the High Representative of the Union for Foreign Affairs and Security Policy and the rotating country presidency. This scientific problem seems to be of both theoretical and practical relevance with respect to the just initiated term of office of new President of the European Council – Donald Tusk.
Prezydencja Unii Europejskiej, rozumiana jako zinstytucjonalizowana procedura kierowania Unią Europejską, uległa przeobrażeniu wraz z wejściem w życie Traktatu z Lizbony, który nadał jej hybrydalny charakter. W wyniku wprowadzonych zmian unijne przewodnictwo sprawowane jest dwutorowo – przez państwa członkowskie w ramach rotacji oraz w wymiarze kadencyjnym, w którym przewodniczenie określonym instytucjom powierza się wybieranemu na określoną kadencję substratowi osobowemu danej instytucji. Przy czym wyraźnemu poszerzeniu uległ po Traktacie z Lizbony mechanizm kadencyjnej prezydencji, obejmujący obecnie także Radę do Spraw Zagranicznych i Radę Europejską.Zinstytucjonalizowane przewodnictwo w Radzie Europejskiej, restrukturyzując przestrzeń organizacyjną dotychczasowej prezydencji UE, niewątpliwie zmieniło równowagę instytucjonalną całego systemu. Wprowadzone modyfikacje uzasadniają podjętą próbę analizy implikacji przyjętych rozwiązań, bazującą na identyfikacji potencjału relacyjnego przewodniczącego Rady Europejskiej jako ośrodka przewodnictwa w postlizbońskim systemie prezydencji Unii Europejskiej.

Jednocześnie wiele miejsca poświęca się w literaturze problematyce interesów i wartości w polityce zagranicznej (wschodniej) UE. Stąd celem artykułu oraz zawartej w nim analizy wybranych dokumentów dotyczących konfliktu na Ukrainie (oraz szerzej, stosunków z Rosją i Ukrainą) jest weryfikacja hipotez na temat: 1) orientacji Parlamentu na wartości w opozycji do pragmatyzmu politycznego Rady UE; 2) orientacji mniejszych frakcji w PE na wartości wobec pragmatyzmu największych grup politycznych, tj. chadeków i socjalistów. Przyjęta metoda zakłada porównanie uchwalonych tekstów rezolucji PE z odnośnymi stanowiskami Rady z lat 2009-2015. Dokonano również przeglądu stanowisk poszczególnych grup politycznych w PE, celem uchwycenia różnic w orientacjach i dynamiki wpływu między nimi. W konkluzjach zawarto refleksję na temat dotychczasowej i przyszłej ewolucji stanowisk unijnych instytucji wobec konfliktu na Ukrainie.
In the analyses of European Union external relations, including eastern policy, the positions and importance of the European Parliament are often neglected. At the same time, there is abundant literature on the problem of interests and values in EU foreign (eastern) policy. Thus, the goal of this article containing an analysis of selected documents on the conflict in Ukraine (as well as on EU relations with Russia and Ukraine more broadly) is to verify hypotheses concerning: 1) the value-oriented position of the EP as opposed to the interest-based pragmatism of the Council; 2) the more principled and value-oriented positions of smaller EP political groups as opposed to the greater pragmatism of the biggest factions - Christian democrats and socialists. The method consists of comparing texts of adopted EP resolutions with related positions of the Council from the years 2009-2015. A review of positions of individual political groups is also conducted, in order to grasp differences and influence dynamics between them. The article concludes with reflections on the past and future evolution of the positions of EU institutions regarding the conflict in Ukraine.
