The modern person in an era of information breakthrough faces the problem of choosing and processing information coming to her. Human activities in the systems "driver - vehicle - road - environment" - not an exception. The role and importance of information in all spheres of human activity have increased significantly. The paper aims to find and assess the patterns of information flow impact on the driver performance in the "driver - vehicle - road - environment" system. Electroencephalography (EEG) method using the Neurocom hardware and software complex used to determine the change in the electrical activity of the driver's brain during the processing of input information; electrocardiography method using the hardware and software complex «Cardiosens», used to determine the fatigue level of the driver during research; tabular method of double letter cancelation test, involved in determining the time of distraction from the performance of the driver's core activity in laboratory experiments. Using mathematical modelling methods and methods, mathematical models of EEG and ECG parameters influence on the time of distraction from execution by the driver of the main activity were obtained. Regression models of the influence of the aggregate of the quantitative characteristics of the intensity of fast (beta-rhythm – β and gamma-rhythm – γ ) and slow (delta- rhythm – δ and theta-rhythm –θ) EEG signals are proposed. The regression equations obtained for determining the regularities of the influence of information flow on the results of activity of road users are defined. Set up that the time of the driver's distraction from performing the core activity can reach from 0,94 s to 4,77 s depending on particular conditions. Information flows arising from the location of noticeable advertising in the driver's field of vision when driving a vehicle, distract his attention from 0,23 s to 2,81 s. The practical significance of obtained results is the possibility to use them in coordinating the location of advertising structures and organizing the work of drivers while driving a vehicle.

In particular we determine the successive extremal graphs in the class of trees with respect to the number of (A, 2B)-edge colourings. W pracy zaprezentowano oprogramowanie TELESOUND, które powstało na potrzeby ćwiczenia pt. „Właściwości źródeł informacji” realizowanego w ramach laboratorium „Podstaw telekomunikacji”. W trakcie tego ćwiczenia studenci zapoznają się z podstawowymi pojęciami i mechanizmami funkcjonowania systemów telekomunikacyjnych przekazujących wiadomości na odległość poprzez kanał przestrzenny. Na przykładzie telegrafii i telefonii, studenci praktycznie poznają właściwości wiadomości generowanych przez źródło oraz cechy reprezentujących je sygnałów zapewniające skuteczne przesłanie przez kanał nadawanych wiadomości.
The paper presents software tool TELESOUND, which has been developed for the laboratory exercise „Information sources properties” from the course „Fundamentals of Communications”. The goal of this exercise is to present students with fundamental terms and functions of communications systems exchanging messages through a spatial channel. On the basis of telegraph and telephone system models students in practice gain understanding of relationships between properties of messages generated by the information source and the signal properties required for successful reception of the transmitted messages on the other side of the channel.

Ksiądz Jan Twardowski zaleca, by śpieszyć się kochać ludzi, zanim „zostaną po nich buty i telefon głuchy”. Poeci sięgają po motyw spóźnionego dzwonienia do tych, których już nie ma, ale – wbrew diagnozie z innego wiersza Twardowskiego, Potem, że umarli „nie telefonują” – trauma śmierci wraca też w formie telefonu od zmarłego (jak w Słuchawce Wisławy Szymborskiej). Takie (nomen omen) sygnały traumy – Holocaustu, wojny, pojedynczej straty – są wyrazem bezradności tych, którzy przeżyli, ale i próbą podtrzymywania pamięci (Spis abonentów sieci telefonów miasta stołecznego Warszawy na rok 1938/39 Jerzego Ficowskiego, Notes Antoniego Słonimskiego). Wizje telefonicznego porozumienia między światami mogą pozwolić na rozmowę wcześniej niemożliwą (Telefon Zbigniewa Herberta), mogą pomagać w przepracowywaniu traumy, a nawet służyć człowiekowi w oswajaniu jego własnej śmiertelności (Telefon Mieczysława Jastruna). Interesujące są funkcje tych „kontaktów” i metafory charakterystyczne dla wymienionych wierszy (oraz pokrewnych, jak Telefon Władysława Szlengla). W centrum podjętej w artykule refleksji znajduje się polska poezja współczesna, ale pojawią się konteksty zagraniczne (Telephone Call Donalla Dempseya) i prozatorskie (Szum Magdaleny Tulli, Duchy w maszynach Anny Kańtoch, Maigret w Vichy Georges’a Simenona).
Fr Jan Twardowski advises: “Let us hurry to love people” before they leave behind “only their shoes and silence on the phone.” The poets use the motif of overdue phone calls to people who are no longer with us, but – in spite of the diagnosis from another of Twardowski’s work, Potem, that the dead do not call us – the trauma of the death comes back also in the form of the telephone calls from the dead person (e.g. Słuchawka by Wisława Szymborska). These (nomen omen) signals of trauma – trauma connected with Holocaust, war, individual loss – seem to be the expression of helplessness of the people who survived, but also the attempt to rescue the memory of the dead (Spis abonentów sieci telefonów miasta stołecznego Warszawy na rok 1938/39 by Jerzy Ficowski, Notes by Antoni Słonimski). The vision of telephonic understanding with the dead can help to work through the trauma, allow to have the conversation impossible ever before (Telefon by Zbigniew Herbert), and support people in comprehending their own mortality (Telefon by Mieczysław Jastrun). What seems the most interesting are the functions this “contacts” perform and the metaphors characteristic for the mentioned poems (or similar, like Telefon by Władysław Szlengel). In the centre of this article is the contemporary Polish poetry, however as a context foreign (Telephone Call by Donell Dempsey) and prosaic (Szum by Magdalena Tulli, Duchy w maszynach by Anna Kańtoch, Maigret en Vichy by Georges Simenon) works are also used.

Opis:
Wolność komunikowania i ochrona tajemnicy korespondencji, zaliczana do kategorii klasycznych wolności obywatelskich, odgrywa we współczesnych państwach demokratycznych doniosłą rolę. Nie jest ona jednak wolnością absolutną i doznaje pewnych ograniczeń. Niniejsze opracowanie ma na celu przedstawienie najważniejszych z nich, zawartych w polskiej ustawie karnoprocesowej. Po pierwsze, wskazuję na kontrolę rozmów telefonicznych stosowaną przez organy procesowe i warunki jej dopuszczalności. Następnie analizie poddaję podsłuch stosowany przez osoby prywatne i możliwość wykorzystania go jako dowód w postępowaniu karnym. W tym zakresie przedstawiam regulację obowiązującą do 1 lipca 2015 r. i wskazuję na jej wady i niedociągnięcia oraz poddaję ocenie wprowadzenie nowego art. 168a kpk, implementującego do polskiego porządku prawnego doktrynę owoców zatrutego drzewa. Postaram się wykazać, że takie działanie ustawodawcy zwiększa przymiot rzetelności procesu i jest zgodne z zasadą demokratycznego państwa prawa.
The freedom of communication and the secrecy of correspondence is one of the basic civil freedoms and they play crucial roles in the democratical states. Of course, the already mentioned freedom and secrecy cannot be unlimitted. The article is focused on underlining the main limitations of the freedom and secrecy, which are a part of the polish penal proceeding. First of all, the article analyses the admissibility of control of telephone conversations, which is applied by national authorities. Secondly, the issue of illega phone tapping by private person and admissibility of using the obtained informations as an evidence in the penal procedure are presented and analysed. The new aspect of penal procedure, which came into force on 1st July 2015, is presented in this context and its disadvantages are underlined. Finally, the article presents the new regulation – article 168a of the Penal Proceeding Code, which implements „the fruit of the poisonous tree doctrine”. The author intends to prove the fact, that this amendment has significant impact on the rule of fair trail and is compliant with the principles of democratical state.

The report presents the forecast of the telecomm services market development in Poland in the period 2001-2010 with the consideration of conditions and limitations during the time of its realization. The method of estimation used for this forecast, which determines the extent of the telecomm market, consists of laying down the theoretical demand for telecomm services in stationary and mobile nets based on the GUS prognosis regarding population and the number of households in Poland.

The present work discusses the problems associated with the limiting of the rights of a temporarily arrested person in the light of the regulation of the minister of justice issued on 22 December 2016. In the statutory act of law, i.e. the provision Art. 217 c §2 kkw, the legislator regulated the substantive limitations associated with the use of a phone by the person who was temporarily arrested. However, the solutions contained in the regulation of the minister of justice which was instituted, and more specifically §25 of this document, introduce substantive limitations. As a consequence, a situation is brought about in which the rights of an individual are limited in a lower-order legal act, which infringes the constitutional values of a state of law. Moreover, the article presents an interpretation of the provisions Art. 217 §2 kkw and §317 of the regulations of the minister of justice issued on 23 December 2015 – The rules and regulations of the operation of the courts of law and §190 of the regulations of the minister of justice issued on 7 April 2016 – The rules and regulations of the internal operation of the common organisational units of the public prosecution service.

Badania ilościowe w Polsce i na świecie realizowane są z wykorzystaniem technik badawczych zróżnicowanych w aspekcie warunków technologicznych i komunikacyjnych realizacji. Wysiłki naukowe podejmowane przez socjologów pozwalają przypuszczać, że zróżnicowane uwarunkowanie komunikacyjne pomiarów może przesądzać o braku ekwiwalentności, mniejszej bądź większej wiarygodności zgromadzonych danych. W niniejszym opracowaniu analizie poddano trzy standaryzowane techniki badawcze: osobisty wywiad kwestionariuszowy, telefoniczny wywiad kwestionariuszowy oraz ankietę audytoryjną. Artykuł, częściowo w drodze syntezy wyników prac empirycznych, dokonuje deskrypcji ilościowych podejść badawczych w kategoriach teorii komunikacji.
Quantitative researches which are conducted in Poland and all over the world use techniques varied in terms of technological and communication conditions of realization. Scientific efforts which have been made by sociologists suggest that the differential communication conditioning of measurement may prejudge of nonequivalence, higher or lower level of reliability of gathered data. The paper analyzes three standardized research techniques: the personal standardized interview, the telephone interview and the auditorium survey. The article, partly by synthesis of empirical studies’ results, makes a description of quantitative research methods in the context of the theory of communication.

W artykule przedstawiam wyniki badania metodologicznego, jakie przeprowadziłem wśród ankieterów telefonicznych współpracujących z czołowymi polskimi agencjami badawczymi. W projekcie starałem się ustalić, jak bardzo różne czynności wykonywane w studiu CATI są dla ankieterów stresujące. Ponadto, zależało mi na identyfikacji strategii, jakie stosują ankieterzy, gdy napotykają na kłopotliwych respondentów. Wyniki badania pokazują, że stresujące dla ankieterów są dwa rodzaje zadań: czynności związane z ryzykiem przerwania wywiadu przez respondenta oraz czynności powodujące poznawcze obciążenie ankietera. Strategie wdrażane przez ankieterów w trakcie rozmowy z trudnym respondentem zależą od rodzaju kłopotliwej sytuacji. W przypadku, gdy respondent ma trudności ze zrozumieniem pytań, większość ankieterów destandaryzuje przebieg wywiadu, upraszczając słownictwo i składnię. Reakcje ankieterów w innych sytuacjach (respondenci niechętni, zirytowani, cechujący się dużą aktywnością uboczną) są bardziej skomplikowane i zależą od szeregu czynników
The results show that there are two types of duties causing stress to the interviewers: activities that may lead to an interview break-off and activities that cause cognitive difficulties to the interviewers. Methods adopted by the interviewers in dealing with problem respondents seem to be dependent on the type of troublesome situation. In instances when respondents experience difficulty in understanding the questions, most interviewers destandardize the interview protocol and simplify the vocabulary and syntax. Interviewers’ reactions and strategies in other situations (i.e. reluctant, irritated and talkative respondents) are more complicated and are thus determined by many factors

Introduction: The coronavirus pandemic has changed daily lives. These changes affect many aspects of lives including periodic health examinations. Specialists warn that in the era of the pandemic people abandon examinations. This is a very dangerous phenomenon, which can negatively affect health and general well-being. The aim of this study was to determine the frequency of periodic health examinations during the pandemic period including the use of telephone advice services.Material and methods: The study was carried out in March 2021 among 147 people (120 women and 27 men), in the age range of 18-76 years. The study was carried out by the method of diagnostic survey, with the use of questionnaire technique (authors’ questionnaire). Questions included knowledge of prevention, frequency of periodic health examinations, and health services received by the respondents during the pandemic. Analysis of the survey results provided information on current health problems, time of diagnosis, and course of treatment to date. Results: During the pandemic, the majority of respondents had the opportunity to use a telephone advice, with women more likely to use the telephone advice than men (64.2% vs. 37.0%; p = 0.010). 36.9% of the respondents were satisfied with the service. The main reasons for dissatisfaction with the telephone advice included: inability to examine (33.3%), short telephone advice time (24.2%), misdiagnosis or ineffective treatment (21.2%), long waiting time, difficult contact with the facility (15.2%). Among telephone advice users, 39.1% had chronic diseases; among non- telephone advice users, the percentage was lower at 18.3%. Telephone advice users were significantly less likely to say they did not have periodic health examinations or did not remember when they had them done compared to non- telephone advice users (p = 0.019).Conclusions: During the pandemic, the majority of respondents had the opportunity to use telephone advice. Only 1/3 were satisfied with the telephone advice, and the main reasons for dissatisfaction were as follows: inability to examine, short telephone advice time, misdiagnosis or ineffective treatment. Telephone advice users were significantly less likely to say they did not have periodic examinations or could not remember when they had them done compared to non-telephone advice users.

W artykule przedstawiono zagrożenia elektromagnetyczne związane z użytkowaniem telefonii bezprzewodowej. Omówiono oddziaływanie telefonii bezprzewodowej na ludzi i infrastrukturę techniczną. Scharakteryzowano czynniki wpływające na poziom zagrożeń związany z użytkowaniem telefonów oraz sposoby ich oceny, a także europejskie i krajowe uregulowania prawne w tym zakresie.
Electromagnetic hazards caused by the use of wireless phones is presented. The influence of wireless phones on humans and the technical infrastructure is discussed. Parameters affecting the level of hazards, connected with the use of wireless phones, methods of their assessment as well as European and Polish regulations in this field are characterized.

Introduction: The secretion of hydrolytic enzymes is a factor facilitating pathogenic fungi invasion into the tissues. Purpose: To assess hydrolytic activity and biotypes of Candida strains isolated from samples collected from the surfaces of mobile phones and the hands of their owners. Materials and methods: The study included 175 mobile telephones and hands. The API ZYM test was used to assess enzymatic activity; biotyping was performed according to Williamson’s classification. Results: Among the strains isolated from hand surfaces, the highest activity was shown for C. albicans (acid phosphatase, esterase), C. glabrata (leucine arylamidase, acid phosphatase, esterase), and C. krusei (acid phosphatase). Of the strains isolated from phone surfaces, the highest activity was shown for C. albicans (leucine arylamidase, acid phosphatase), C. glabrata (esterase, leucine arylamidase, esterase lipase), and C. krusei (acid phosphatase). Biotypes G, B and F were dominant for all types of fungi, both for strains isolated from phones and hand surfaces. Additionally, biotype A was dominant for C. krusei. Conclusions: C. albicans, C. glabrata, and C. krusei showed activity for all hydrolytic enzymes. The strongest correlation between the hydrolytic activity of fungi isolated from hand and phone surfaces was shown for C. albicans.

W glosowanym orzeczeniu sąd opowiedział się za brakiem kwalifikowania informacji dotyczącej wyłącznie numeru telefonu jako danej osobowej na gruncie art. 4 pkt 1 Rozporządzenia Parlamentu Europejskiego i Rady (UE) 2016/679 z dnia 27 kwietnia 2016 r. w sprawie ochrony osób fizycznych w związku z przetwarzaniem danych osobowych i w sprawie swobodnego przepływu takich danych oraz uchylenia dyrektywy 95/46/WE. Ocenił, że w sytuacji, gdy podmiot dysponuje zbiorem danych zawierających wyłącznie numery telefonów, sam numer telefonu nie jest wystarczający do identyfikacji konkretnej osoby. Do wyroku WSA należy podejść z aprobatą.
Information relating solely to a telephone number does not qualify as personal data under Article 4(1) of Regulation (UE) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of naratural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC. The court assessed that in a situation where entity has a set of data containing only telephone numbers, the telephone number alone is not sufficient to identify a specific person. The judgment of the WSA should be approached with approval.
