The aim of this paper is to investigate the implications of the fourth industrial revolution for technological competitiveness, its definition and measurement methods. An empirical part is aimed at identifying comparative advantages of the European Union in digital technologies. Recently new approaches have appeared to measure digital competitiveness, however they use a broad definition of competitiveness that encompasses not only technological factors but also the macroeconomic and institutional environment (IMD, 2017; WEF, 2018). There is still a limited number of studies focused on the technological dimension of competitiveness in digital technologies. This paper fills the gap by developing a conceptual framework based on patent indicators, i.e. Patent Share and Revealed Technological Advantage indices. It allows a consistent analysis of the comparative advantages of the EU member states in digital technologies to be conducted. The results confirm a huge diversity within the EU in terms of digital technologies, their global impact and comparative advantages.

This paper discusses the issue of the patterns of technological accumulation in selected European Union countries. Using the WIPO Technology Concordance Table and the index of relative comparative advantage (Balassa’s Revealed Comparative Advantage), it seeks to answer the question about the directions and dynamics of technological change in selected EU countries. The main objectives of the research are the identification of relative technological advantages in individual countries and an assessment of the diversification of comparative technological advantages. The principal findings of the analysis are (1) technological advantages (and competences) are relatively stable over time, and (2) technology leaders rarely change.

The technological entrepreneurship is a multi-layered notion, including various aspects of functioning of enterprises. Amongst determinants of the technological entrepreneurship, peculiarly a technological potential, often incorrectly identified with technological portfolios, will matter greatly. The technological entrepreneurship is a necessary condition of the market success, particularly in case of small and medium enterprises for which acquiring the technology is a condition of surviving and the development.  
Przedsiębiorczość technologiczna jest pojęciem wielowątkowym, obejmującym różne aspekty funkcjonowania przedsiębiorstw. Wśród determinant przedsiębiorczości technologicznej, szczególnie istotną rolę odgrywa potencjał technologiczny, nieraz błędnie utożsamiany jedynie z jego portfelem technologicznym. Zdaniem autora, przedsiębiorczość technologiczna jest warunkiem koniecznym sukcesu rynkowego, szczególnie w przypadku małych i średnich przedsiębiorstw, dla których pozyskiwanie technologii jest warunkiem przetrwania i rozwoju.

Models of accumulation show that capital goods have equal productivity and using them goods having similar quality can be produced. However, productivity increases together with technological change and the quality of goods gets higher. Capital accumulation influences technological change and technological change creates terms of new accumulation. Capital and the degree of its utilization have direct influence on technological capabilities of economy creating terms of faster economic development. The role of capital in different periods and economic approach evaluated but it was always a key factor of economic growth. Changes in the structure and character of capital directly decide about the efficiency of technological change reflected in the rate of profits and the level of savings, which influences the level of capital accumulation. High-level accumulation economies can pursue growth based on innovation, others have to find sources of capital gain. It is difficult because in a lot of countries a huge part of capital is wasted by inflation and public debt limiting sectors producing tangible goods. The use of innovation processes needs more widely capital resources. It may be accomplished through the reduction of constraints and the costs of raising and holding capital.

Results. According to the modern requirements of quality content and the process of technology training, its effective component is not determined by the level of mastering a certain amount of alienated knowledge, technocratic skills, but the mastery level of pupils of cultural needed key, brunch and the subject of design and technological competence. High-quality technological education involves not only creating conditions for the formation of the competencies based on the updated content, methods and forms of education, but also the development of diagnostic assessment criterion level of this competence of pupils.

The aim of research was determination of the content of selected constituents (dry matter, ash, α-aminonitrogen, reducing sugars, Mg, Ca, K), of sugar beet roots grown under conservation tillage using mulch from straw, winter rye and winter vetch, as well as two levels of nitrogen fertilization. This experiment was conducted between 2007–2010 at the Experimental Station of University of Environmental and Life Sciences in Wroclaw. From among conservation tillage systems of sugar beet, the highest amount of ash was found in roots grown under rye mulch and the lowest one was found in roots collected from plots under fore-crop straw mixed with harrow. Sugar beet roots under mustard mulch had the best technological quality (the lowest amount of α-amino-nitrogen) while the worst quality was observed under winter vetch mulch.
Celem niniejszej pracy było określenie zawartości wybranych substancji (sucha substancja, popiół, azot α-aminowy, cukry redukujące) w korzeniach buraka cukrowego uprawianego metodą konserwującą z wykorzystaniem mulczu ze słomy, żyta i wyki ozimej oraz z zastosowaniem dwóch poziomów nawożenia azotowego. Ścisłe doświadczenie polowe realizowano w latach 2007–2010 w Rolniczym Zakładzie Doświadczalnym Uniwersytetu Przyrodniczego we Wrocławiu. Spośród porównywanych systemów uprawy konserwującej buraka cukrowego najwięcej popiołu stwierdzono w korzeniach uprawianych na mulczu z żyta, najmniej w korzeniach uprawianych na słomie przedplonowej wymieszanej broną. Najlepszą jakością technologiczną (najmniejsza zawartość azotu α-aminowego) charakteryzowały się buraki uprawiane na mulczu z gorczycy, a najgorszą – uprawiane na mulczu z wyki ozimej.

Development and popularization of new communication technologies generate new dimensions of opportunities and threats associated with learning and using technologies as well as with their sociocultural consequences. The article presents four dimensions of social perception of these threats and opportunities: creativity, representative potential, psychological attitude, privacy and control. They were distinguished on the basis of two research projects using qualitative research techniques. Particular attention was dedicated to generational usage of technology. In this way, the paper may be the basis for distinguishing the dimensions of technological competencies.

Technological ensuring the reliability of machine parts is realized by failing to reach the limited state of the elements of the technological system: machine – clamping device – metal-cutting tool-part. A method of optimization synthesis of parameters of technological processes of manufacturing machine parts has been developed. Testing the developed methodology, it was found that the metal cutting tool is Meanwhile, research has shown that metal cutting machine has the least influence on the formation of detailed quality-adjustable parameters from all the the weakest element of the technological system in terms of reliability and has the greatest impact on the quality of machined parts. elements of the process media "machine – clamping device – cutting tool". Finally, a concrete example is provided to demonstrate the effectiveness of the proposed method. The proposed technique has been successfully tested for the manufacturing process of the reduction-gear housing.

The basic idea of the paper is to apply a multi-attribute notion of diversity proposed by Nehring and Puppe to technological changes appearing as a consequence of innovations in Schumpeter’s sense of the term in the production sphere of the economy modelled by the use of the Arrow and Debreu topological apparatus. The paper is inspired by the work of Malawski and Woerter who used Stirling diversity concept to prove that innovative processes are the source of growing diversity in the Schumpeterian vision of economic development. We show that, under certain conditions, nondecreasing multi-attribute diversity in the production sphere of the private ownership economy is a necessary and sufficient condition for the occurrence of innovation in the economy under study

Research background: Various methods for technological progress assessment and evaluation exist in the context of economic development. Each of the methods possesses distinct advantages and disadvantages in analysis of technological progress fluctuations. For most neoclassical growth theories, technological progress measures are included as exogenous variables, thus excluding evaluation of factors influencing technological progress variation throughout time. Purpose of the article: The aim of this article is to offer improvements on classical technological progress evaluation methodologies for manufacturing industries, separating effect of intersectoral technological progress spillover effect from internal factors influencing technological progress growth and perform analysis in the case of Lithuanian manufacturing industry. Methods: Earlier research papers used linear time series regression and vector autoregression methods to assess technological progress values and define equations explaining effect of different manufacturing level indicators on technological progress measure growth. This research paper uses results of previously mentioned methods and performs simulation analysis applying agent-based modelling framework. Findings & value added: The conducted vector autoregression analysis has showed that two variables which influence technological progress most significantly are labor productivity measure and gross profit value. Sensitivity analysis emphasizes that effect of these two variables on technological progress growth is substantially different. Increase in gross profit value affects technological progress growth for wider range of sectors from Lithuanian manufacturing industry (15 out of 18 analyzed sectors? technological progress measure values are affected by changes in gross profit, while changes in labor productivity influence technological progress values in the case of 9 sectors). Rising gross profit values also produce intersectoral technological progress spillover effect more significantly, while growth in labor productivity measure has stronger effect on technological progress fluctuations for sectors which are able to exploit this effect. Presented research suggests improved methodology for intersectoral technological progress spillover effect assessment in the context of manufacturing industries.

Currently, technological parks constitute the most organisational and conceptually developed type of innovation centres and entrepreneurship. This results in the fact that they can be encountered in all highly developed countries in the world. They are also formed in the catching-up countries. However, one should consider whether the stimulation of innovation in the countries, which are not based on knowledge through institutional solutions used in the developed countries will turn out to be effective. Because between these countries there is a technological gap. The aim of the article was therefore to determine, using the probit modelling, the direction and strength of technological parks on the innovation activity. The study covered two provinces: Silesian, which is one of the most developed regions in Poland and Pomeranian with the intermediate industrial system. The influence of technological parks on innovation was determined based on the survey conducted in 1453 industrial enterprises. The main conclusions are brought down to the following theses: (1) using the technological parks increases the chance for the implementation of new solutions by enterprises, (2) parks to a greater extent stimulate the innovation activity in the developed province, (3) enterprises entering in the cross-regional network relations favours the selection of the technological park as the catalyst for innovation processes.

Despite the application of a series of universally acknowledged procedural principles, the manufacture of elements is a process in which the skills and professional experience of the planner are of continued importance. This leads to a certain degree of subjectivity in evaluation as well as to arbitrariness and variety in the solutions presented by process engineers. By introducing evaluations of the energy consumption of processes as an additional criterion, it is possible to make planning more objective, to reduce arbitrariness in the selection of production technologies, and to reduce energy consumption and manufacturing costs. An example of the application of energy consumption indices in the design of a selected manufacturing process is given in this article.

An applied research project is presented, expressed in the design and creation of a database for the company Minera Tierra Adentro (MTA), which belongs to the mining-metallurgical sector of Mexico. This database is designed to implement a Sustainable Management Model (SMM) in the operating units of the sector. The SMM provides an opportunity to observe, measure, and evaluate four Sustainable Development Goals (SDGs) and 16 legislative parameters. Divided into two modules, the database is based, in the first instance covering the territorial sector in Mexico, on an algorithm that represents a qualitative selection technique: pairwise comparison, which allows prioritizing more than 3000 active units, so that MTA offers the implementation of the model. As a second module, the database shows the record of quantifiable elements of the SDGs and legislative parameters collected, This allows, through calculation algorithms, to interpret and express the obtained information in different formats, since by means of an export of data to Excel, the unit staff can use, interpret, include the information in registers, assessments or official documents, such as the Environmental Impact Statement (EIM) requested by government agencies. Therefore, this document presents the interfaces created for the two modules that complement the database in which MTA will manage the implementation of the SMM.

Research background: Given the pivotal role of innovations and technological progress in shaping the economic development of regions and the crucial significance of spatial dimension of innovation processes at the regional level, the assessment of technological convergence in the regional scope becomes an essential research problem. Technological convergence could be identified on the basis of the analysis of total factor productivity (TFP). The significance of the technological convergence analysis results from the fact that income convergence can be both accelerated or impeded, depending on whether the initial differences in the level of technology (TFP) decrease or increase over time. Purpose of the article: The aim of the paper is twofold. Firstly, we attempt to develop a theoretical framework for the analysis of the technological convergence. Secondly, we investigate the technological convergence (on the basis of the TFP analysis) across European regions. Methods: During the first stage of the research, we employ the multiplicatively-complete Färe-Primont index to calculate TFP. The second stage of the study includes estimation of spatial panel models applied to assess the level of technological convergence across European regions. The research sample consists of 273 NUTS 2 European Union (EU) regions over the period 2010? 2016. Findings & Value added: The results of the study confirm a clear division of Europe into the Western European regions with high TFP values and the Eastern European regions with low TFP level. The research also shows that in the Eastern European regions the process of reducing the differences in the productivity levels is faster than in Western European regions. Since the issue of technological convergence is still not sufficiently explored in the relevant literature our paper attempts to fill a cognitive and methodological gap in the investigation of the technological convergence in the European regional space.
