Opis:
Unmanned Aerial Vehicle (UAV) swarms are utilized in various missions and operated within an open environment that is prone to disruptions. The resilience of UAV swarms, an important requirement, mainly revolves around ensuring stable and uninterrupted operations. Malicious attacks can implement the adverse impacts of potential threats through swarm communication links. In this context, the SIS (Susceptible → Infected → Susceptible) method is suitable for describing the information transmission within UAV swarms. An enhanced resilience model of the UAV swarm is proposed in this study, which incorporates the factors of self-dynamics, dynamics of topology, dynamics of information transmission, and SIS into the complex network model. Self-dynamics refer to the internal dynamics of the drones. In this paper, dynamics of topology consist of three factors: the varying distance between drones, the incoming degrees of each drone, and the number of communication types between drones. Lastly, dynamics of information transmission are characterized by SIS. The model proposed in this paper has the capability to effectively capture changes in the network topology as well as the dynamics of the system, which are significant contributors to the loss of resilience. And then, the average number of susceptible drones is utilized as the metric to evaluate the resilience of the swarm. Furthermore, an experiment is conducted where a UAV swarm successfully carries out a surveillance mission to demonstrate the advantages of our proposed method. The proposed model not only enables the support of mission planning but also facilitates the design enhancements of UAV swarms.

Po agresji Rosji na Ukrainę rozwój energetyki rozproszonej powinien nabrać przyspieszenia. To najszybszy sposób na zbudowanie nowych mocy wytwórczych, które pozwolą ograniczyć zależność Polski od importowanych węglowodorów, a także szansa na zaangażowanie kapitału prywatnego, a docelowo również na zwiększenie odporności kraju na zewnętrzne wstrząsy. Artykuł zawiera postulat osadzenia rozwoju energetyki rozproszonej na czterech fundamentach, którymi są: rozwój regulacji, modernizacja i dostosowanie infrastruktury, inwestycje w postęp technologiczny oraz edukacja i wymiana doświadczeń. Energetyka rozproszona zasługuje na przyjęcie kompleksowej strategii rozwoju (jej propozycja została opracowana w ramach projektu Gospostrateg na potrzeby Ministerstwa Klimatu i Środowiska), a także na zmianę definicji. W artykule przedstawiono propozycję, by definiować ją w odniesieniu do kryteriów mniej technicznych niż ma to miejsce obecnie, a bardziej odzwierciedlić cel istnienia, na przykład dążenie do samobilansowania.
After Russia’s aggression against Ukraine, the development of distributed energy should accelerate. This is the fastest way to build new generation capacities for the energy system, allowing to reduce Poland’s dependence on imported hydrocarbons, as well as an opportunity to engage private capital, but ultimately it allows to increase the country’s resilience against external shocks. The article contains a postulate to place the development of distributed energy on four foundations, which are: development of regulations, modernization and adaptation of infrastructure, investments in technological progress as well as education and exchange of experiences. Distributed energy deserves the adoption of a comprehensive development strategy (its proposal was developed as part of the Gospostrateg project for the needs of the Ministry of Climate and Environment), as well as a change of definition. The article proposes to define it in terms of less technical criteria than is currently the case, and to reflect the purpose of existence more, for example, the pursuit of self-balancing.

Opis:
The article discusses an example of the use of graph search algorithms with trace of water analysis and aggregation of failures in the occurrence of a large number of failures in the Water Supply System (WSS). In the event of a catastrophic situation, based on the Water Distribution System (WDS) network model, information about detected failures, the condition and location of valves, the number of repair teams, criticality analysis, the coefficient of prioritization of individual network elements, and selected objective function, the algorithm proposes the order of repairing the failures should be analyzed. The approach proposed by the authors of the article assumes the selection of the following objective function: minimizing the time of lack of access to drinking water (with or without prioritization) and minimizing failure repair time (with or without failure aggregation). The algorithm was tested on three different water networks (small, medium, and large numbers of nodes) and three different scenarios (different numbers of failures and valves in the water network) for each selected water network. The results were compared to a valve designation approach for closure using an adjacency matrix and a Strategic Valve Management Model (SVMM).

Opis:
The increasing demand for electricity and global attention to the environment has led energy planners and developers to explore developing control techniques for energy stability. The primary objective function of this research in an interconnected electrical power system to increase the stability of the system with the proposed RRVR technique is evaluated in terms of the different constraints like THD (%), steady-state error (%), settling time (s), overshoot (%), efficiency (%) and to maintain the frequency at a predetermined value, and controlling the change of the power flow of control between the areas renewable energy generation (solar, wind, and fuel cell with battery management system) based intelligent grid system. To provide high-quality, reliable and stable electrical power, the designed controller should perform satisfactorily, that is, suppress the deviation of the load frequency. The performance of linear controllers on non-linear power systems has not yet been found to be effective in overcoming this problem. In this work, a fractional high-order differential feedback controller (FHODFC) is proposed for the LFC problems in a multi-area power system. The gains of FHODFC are best adjusted by resilience random variance reduction technique (RRVR) designed to minimize the overall weighted absolute error performance exponential time. Therefore, the controller circuit automatically adjusts the duty cycle value to obtain a desired constant output voltage value, despite all the grid system’s source voltage and load output changes. The proposed interconnected multi-generation energy generation topology is established in MATLAB 2017b software.

The targeted modification of the material composition is a common procedure used to improve the parameters of the final products. This paper deals with the targeted modification of polymer systems composition using two various types of alternative fillers. The first type of alternative filler (SVD) has been obtained from energetics where it arises as a by-product of flue gas desulfurization. The second alternative filler used (KAL) is based on waste from glass production. The elastomeric systems designed for the production of car tires and solid wheels for transport systems were used in the role of modified polymer systems. Alternative fillers (SVD, KAL) have been applied as a substitution of commonly used fillers (carbon black, silica). The filler – elastomeric matrix interaction, rheology, cure characteristics, as well as hardness and rebound resilience of vulcanizates, which are important parameters for their industrial application, have been studied in the new prepared polymeric systems. The main output of the work is a new formulation of an elastomeric system for industrial applications with high rebound resilience and low rolling resistance, which is the subject of the international patent. The modification of composition using raw material substitution can also bring significant environmental and economic effects.

Many authors have highlighted the importance of physical assets maintenance management in relation to resilience engineering, especially for systems operating under significant uncertainty. Thus, the authors presented a new approach to system maintenance based on resilience concept implementation. They introduced Maintenance Support Potentials (MSP) as a measure of an organization's maintenance support capacity. Moreover, based on the MSP definition, they developed a fuzzy-based organization's maintenance support potential level assessment method. The proposed approach takes into account two main MSP parameters – potential readiness level and process regency. It followed four main steps, including organization's MSP identification/evaluation, MSP weights assessment, Maintenance Support Capacity assessment, and final reasoning. A case study of a global manufacturer from the automotive industry is presented to illustrate the method's applicability. The authors also indicated further research directions to optimize the maintenance strategy based on Resilience-Based Maintenance concept.

Miasta na ścieżce rozwoju napotykają wiele różnego pochodzenia zagrożeń, ryzyk i katastrof, nazywanych ogólnie stresorami. Obecnie, w warunkach globalizacji, oprócz tradycyjnych zagrożeń pojawiają się wciąż nowe (globalne kryzysy gospodarcze, zmiany klimatyczne, zagrożenia terrorystyczne, pandemie, jak w ostatnim czasie Covid-19 itp.), których skutki często są trudne do przewidzenia. Sytuacja taka skłania do podejmowania działań, mających na celu unikanie lub łagodzenie efektów oddziaływania stresorów, a przez to zapewnienie trwałości rozwoju miast. Chodzi więc o budowanie city resilience. W niniejszym artykule miasto traktowane jest jako złożony, dynamiczny system, którego trwanie i rozwój zależy od odpowiedniego planowania działań na rzecz budowania odporności miast. Resilience rozumiane jest przy tym nie w kategoriach statycznych, ale raczej jako umiejętność elastycznego dopasowywania się czy adaptowania do zmieniających się uwarunkowań. Wskazywana jest sekwencja działań, które w procesach planistycznych powinny zostać zachowane, aby odpowiednio przygotować system miasta na potencjalne ryzyka i zagrożenia. Chodzi o identyfikację stresorów, badanie wrażliwości systemu miasta na ich oddziaływanie, analizę możliwych skutków działania stresora oraz przyjęcie konkretnej strategii działania. Podkreślane jest przy tym znaczenie redundancji, społeczeństwa obywatelskiego, analizy rozmieszczenia zagrożeń i ryzyk w przestrzeni miasta oraz ich zmian w czasie.
Cities on the development path face many different origins of threats, risks and catastrophes, generally referred to as stressors. Currently, in the conditions of globalization, apart from traditional threats, new ones appear (global economic crises, climate change, terrorist threats, pandemics, such as recently Covid-19, etc.), the effects of which are often difficult to predict. Such a situation prompts us to take actions aimed at avoiding or mitigating the effects of stressors, and as a result ensuring the sustainability of urban development. So it is about building city resilience. In this article, the city is treated as a complex, dynamic system, the duration and development of which depends on appropriate planning of activities aimed at building city resilience. Resilience is understood not in static terms, but rather as the ability to flexibly adjust, or adapt, to changing conditions. A sequence of actions is indicated that should be followed in planning processes in order to properly prepare the city system for potential risks and threats. It is about identifying stressors, studying the sensitivity of the city system to their impact, analyzing the possible effects of a stressor and adopting a specific action strategy. The importance of redundancy, civil society, the need to analyze the distribution of threats and risks in the city space and their changes over time is emphasized.

System polityczny Unii Europejskiej jest przykładem rządzenia odbywającego się w silnie zróżnicowanym środowisku kulturowym, społecznym i politycznym. Jego rozwój jest nielinearny, a wyznaczenie jego granic okazuje się bardzo trudne lub wręcz niemożliwe. Traktat z Lizbony nie określił w sposób jednoznaczny dalszego kierunku rozwoju UE, a wręcz przyczynił się do pogłębienia złożoności systemowych. W sposób szczególny zjawisko to zarysowało się w obszarze rozwiązań instytucjonalnych, które kumulują wszelkie napięcia i kryzysy pojawiające się w procesie integracji. W wyjątkowy sposób do zwiększenia niespójności w systemie integracyjnym przyczyniła się komasacja zjawisk kryzysowych po 2009 roku. Jednocześnie obserwujemy specyficzne właściwości towarzyszące kształtowaniu się mechanizmów instytucjonalnych, które w odpowiedzi na powtarzające się trudności wykształciły zachowania elastyczne i odpornościowe. Efektem są przeobrażenia systemu instytucjonalnego, które kreują niejednorodne rozwiązania o tendencjach zarówno integrujących, jak i dezintegrujących system.
The political system of the European Union is an example of governance realised in a highly diversified cultural, social and political environment. Its development is non-linear and determining its boundaries turns out to be very difficult or even impossible. The Treaty of Lisbon did not clearly define the further direction of the EU’s development, and even contributed to the deepening of systemic complexities. This phenomenon is particularly visible in the area of institutional solutions that accumulate all tensions and crises that appear in the integration process. The amalgamation of crisis phenomena after 2009 contributed to an exceptional increase in inconsistencies in the integration system. At the same time, we observe specific properties accompanying the shaping of institutional mechanisms, which in response to repeated difficulties have developed flexible and resilient behaviors. The effect is transformations of the institutional system, which create heterogeneous solutions with both integrating and disintegrating tendencies.

Market-orientation is widely applied to envisage the interaction of smallholder farmers with both input and output markets. Commonly used in the market participation discourse, it is fast becoming a key milestone towards smallholder commercialization. This study introduces the term into the disaster, resilience, seed systems, food security and livelihoods context. Using a mixed methods approach, 120 smallholder farmers in a drought-affected district of South Africa were sampled, and information collected for analysis. The result shows that most of the farmers rely on purchased seeds and fertilizers for crop production, and on average sold 62% of their farm produce. A market orientation index (MOI) of 55% was estimated, showing that the farmers were market oriented. The farm size (0.004), quantities of seeds (0.007) and fertilizer (0.024) purchased, value of crop produced (0.043), amount received from crop sales (0.001), distance to markets (0.048) and access to credit (0.034) were found significant in determining their market orientation. Policy recommendations were made to improve access to irrigation, seed varieties and extension delivery in the area. The finding has implications for development efforts at rebuilding after a natural disaster, developing resilience as well as sourcing food aid from local smallholder farmers by humanitarian agencies.

Purpose: The article aims to formulate basic assumptions defining the resilience of complex systems falling within social logistics' scope of interest. The article emphasizes the importance of general systems theory for the contemporary understanding of management sciences, with particular emphasis on logistics. The authors of the article have also characterized, based on the current state of literature, the concept of social logistics as one of the three "clean" types of logistics, positioning it alongside military and economic logistics Design/methodology/approach: The article presents an overview of approaches to the crystallizing issue of social logistics in literature. The analyzed object of research was referred to the general theory of systems and conclusions were drawn in the form of proposals to shape the social logistics system. In addition, the authors presented an original proposal for the composition of the social logistics system based on observation of the activities of social entities and in-depth analysis of Polish and foreign literature. Findings: Then it was proposed to consolidate the term 'social logistics system resilience' and to conduct empirical research along with an outline of the research procedure. The proposed research procedure will be used and the results of research conducted in accordance with it – described in subsequent articles of the authors. Social implications: In the article, it was concluded that the subject of the study is relatively broad, and the link between the topic of social logistics and supply chain resilience is a research gap that will be filled by series of articles, the starting link of which is this one. The analyzes contained in the article refer to a large extent to the problems of comfort in social life, with particular emphasis on human needs of a social nature. Originality/value The originality of the article express in compiling the issues of social logistics with issues of systems’ resilience. In the face of the constantly observed negative phenomena disrupting the functioning of social logistics systems, the topic of their resilience is of particular importance.

Opis:
Provision of uninterrupted and robust Positioning, Navigation, and Timing (PNT) services is essential task of Global Navigation Satellite Systems (GNSS) as an enabling technology for numerous technology and socio-economic applications, a cornerstone of the modern civilisation, a public goods, and an essential component of a national infrastructure. GNSS resilience may be accomplished only with complete understanding of the causes of GNSS positioning performance disruptions and degradations, presented in a form of applications- and scenarios-related models. Here the application of change-point detection methods is proposed and demonstrated in a selected scenario of a fast-developing ionospheric storm’s impact on GNSS positioning performance, as a novel contribution to forecasting GNSS positioning performance model development and GNSS utilisation risk mitigation.

The article deals with the issue of EU political system seen as a set of institutional and legal mechanisms and solutions looking for a way to lead and maintain its internal balance. This problem is included in line with the assumptions of the resilience concept, which is a fundamental theoretical assumption at work. Resilience, or flexibility, the ability to adapt and “bounce off the bottom”, to recuperate, is referred to the EU as a prospect of a research perspective indicating the paths of thinking about the regularity of the development of the EU system in the long term. Recourse to such a framework is implied in the EU by the nature of the integration structure and the political system whose creation was initiated in 1957 with the establishment of the EEC. Analysis carried out in the article leads to conclusion that the EU political system is characterised by resilience- -specific properties, which makes it flexible in responding to emerging difficulties and tensions. At the same time, the solutions and mechanisms implemented on this basis lead to the deepening of differences. Achieving a system balance becomes difficult.

Opis:
Satellite navigation gains importance in sustainable development of modern civilisation. With the increasing number of GNSS-based technology and socio-economic systems and services, satellite navigation has become an essential component of national infrastructure. This calls for novel requirements on GNSS positioning perfomance, and increasing need for resilient GNSS development. Here we examined the impact of rapidly developing tropical cyclone on GPS positioning performance degradation, and the resulting impact on oceanic non-navigation and navigation GPS applications. We presented the methodology for indirect simulation-based GPS positioning performance evaluation through utilisation of experimental GPS observations, GNSS Software-Defined Radio (SDR) receiver, and a statistical analysis and framework we developed in the R environment for scientific computing. We identified alteration of GPS positioning error components time series statistical properties, and discuss the potential impact on GPS-based services essential for remote oceanic island communities. Manuscript concludes with the summary of findings, proposal for recommendations on improved GNSS resilience, and an outline for future research.

The article aims to present the concept of resilience engineering with special focus on anticipating risks and challenges in an OSH management system.
