The paper deal with devoting the problem of reliability prediction and modeling the functioning process of information and control systems (ICS), which are described by the Markov random process. The methodology of the study consist in considering ICS as Markov systems. Modeling the functioning process of information and control systems will increase authenticity and reliability of information from the ICS, as well as improve the efficiency of its work. As an example, the mathematical model of the functioning the computer system of the dispatch service is constructed in the paper. Mathematical modeling was conducted in the environment of MathCad. Mathematical modeling allows determining the average number of steps before system moves into the absorbing state. Taking into account the length of stay the system in each condition allows determining the average life of the system until the full failure. The development of model and technology for calculating the characteristics of stochastic systems allows investigating a wide class of such systems and determining optimal maintenance operation term in order to ensure reliability and reduce the waste on downtime.

Opis:
Finding the most critical contingencies in a power system is a difficult task as multiple evaluations of load and generation scenarios are needed. This paper presents a mathematical formulation for selecting, ranking, and grouping the most critical N-1 net- work contingencies, based on the calculation of a Power Constraint Index (PCI) obtained from the Outage Transfer Distribution Factors (OTDF). The results show that the PCI is only affected by the impedance parameter of the transmission network, the topology, and the location of all generators. Other methods, such as the Performance Index (PI) and the Overload Index (OL) are affected by the power generation and demand variations. The proposed mathematical formulation can be useful to accelerate the calculation of other methods that evaluate contingencies in power system planning and operation. Furthermore, the fast calculation of indices makes it suitable for online evaluation and classification of multiple events considering the current topology. The results showed that the proposed algorithm easily selected and ranked the expected contingencies, with the highest values of the index corresponding to the most critical events. In the filtering process, the computational calculation time improved without losing the robustness of the results.

W artykule przedstawiono analizę wpływu systemu ogrzewania na zużycie energii i koszty eksploatacyjne 3-kondygnacyjnego budynku zamieszkania zbiorowego (dom studencki) o powierzchni 2117,16 m2. Budynek miał niskie zapotrzebowanie na ciepło użytkowe do ogrzewania i wentylacji na poziomie 36,85 kWh/(m2rok). Uwzględniono 5 wariantów technologicznych systemu centralnego ogrzewania (CO) i przygotowania ciepłej wody użytkowej (CWU). Wyniki wykazały, że ogrzewanie budynku pompą ciepła może 2-6 razy zmniejszyć zapotrzebowanie budynku na energię końcową. Po uwzględnieniu cen nośników energii i kosztów amortyzacji urządzeń grzewczych rozwiązaniem najbardziej optymalnym z ekonomicznego punktu widzenia jest kocioł węglowy. Rozwiązaniem o najmniejszym zapotrzebowaniu na energię pierwotną jest kocioł na pellety drewniane.
The article presents the analysis of the impact of the heating system on energy consumption and exploitation-related expenses for a 3-storey mass accommodation building (student dormitory), with an area of 2117.16 sq. m. The building had low heat requirements, shaped at the level of 36,85 kWh/sq. m/year. 5 technological variants of the central heating and water heating systems have been considered. The results have shown that heating the building with a heat pump may lead to reduction of the amount of the final energy that would be required to maintain the temperatures in the building. After the prices of energy carriers, along with the depreciation costs of the heating devices have been taken into account, it turned out that a coal powered boiler is the best solution, at least economically. The solution, in case of which the primary power requirements are the smallest is a boiler heated with the use of wooden pellets.

This publication show issue of decision process for safety air activity connected with correct service and using of aircraft. W publikacji przedstawiono istotę procesu decyzyjnego dla bezpieczeństwa lotniczego oraz działalność związana z prawidłowym obsługiwaniem i użytkowaniem statków powietrznych. Model-pętla decyzyjna stanowi bardzo dobry wskaźnik, jakim powinien się kierować personel lotniczy podczas eksploatacji statków powietrznych. Systemy konstruowane wg pętli decyzyjnej pomaga selekcjonować istotne informacje, analizować aktualna sytuacje na rynku lotniczym, co pozwala na szybkie i skuteczne zaplanowanie racjonalnych, technicznych działań.

The paper contains an analysis of the operational process of heat supply system with taking into consideration its reliability. The specific character of the operation of heat-supply systems has been considered in this work. In the process of the exploitation of heat-supply systems there have been distinguished five operational states, assuming as a criterion of the level of indoor temperature decrease in residential rooms. The method of modelling the operational reliability of heat-supply systems is worked out. The methodology of determining the overall index of heat-supply system reliability has been presented. The measure of heat-supply system reliability has been assumed as the scale/quantity of inadequate supply of heat power at a given state. Calculations have been carried out regarding the changeability of exterior conditions for one of the groups of customers – residential users. On the basis of the operational data for the heat supply system with two heat sources shortage quantities of heat power and the probability of their occurrence have been calculated as an application of this methodology.

Efekty działań modernizacyjnych prowadzonych od około 30 lat w Siłach Zbrojnych Rzeczypospolitej Polskiej są ograniczone, pomimo wydatkowania na ten cel dziesiątków miliardów złotych. Przyczyn tego stanu rzeczy możemy się dopatrywać zarówno w rozwiązaniach prawnych, ograniczeniach politycznych, organizacyjnych oraz nieprawidłowej organizacji i przebiegu programów oraz projektów. Prawdziwym problem dla skutecznej realizacji planów obronnych mogą okazać się niejasności, niedookreślenia i luki w przepisach prawnych. Sytuacja ta wymaga pilnej analizy na poziomie międzyresortowym, bowiem zadania obronne w państwie są realizowane nie tylko przez Siły Zbrojne Rzeczypospolitej Polskiej, ale również w zakresie wynikającym z norm prawa, przez organy administracji publicznej, przedsiębiorców oraz obywateli. Analizy wskazują, że niektóre rozwiązania prawne (proceduralne) mogą utrudniać prowadzenie operacji obronnej. Przypomnieć należy, że z Konstytucji RP wynika, że nie można domniemywać kompetencji organu administracji, a obowiązek prawny powstaje po stronie obywatela oraz podmiotu gospodarczego jedynie w przypadku istnienia wyraźnej podstawy prawnej.
Tens of billions of PLN have been invested in the modernisation works carried out at the Armed Forces for the last 30 years, however their effects are still limited. This results from both the legal regulations in force, political and organizational restrictions, as well as incorrect organisation and performance of programmes and projects. Ambiguities and loopholes in the legal regulations may turn out to pose the real obstacle for an effective implementation of defence plans. Such a situation requires an urgent interdepartmental analysis, because the state defence tasks are performed not only by the Armed Forces, but also by public administration bodies, entrepreneurs and citizens, in the scope resulting from the legal norms. According to research, some legal (procedural) solutions may hinder the performance of defence operations. One has to bear in mind that in line with the Polish Constitution, competences of administration bodies should be defined by the law, and are not to be presumed, and legal obligations of citizens or business entities arise from a clear legal basis only.

Opis:
Proactive responding to emerging emergencies by effectively intervening and combating hazardous incidents, which by their nature are qualified for elimination by fire protection units (FPUs), place the area of fire protection within the framework of state security structures. In order to ensure the expected level of efficiency, the state security system makes use of structures and implementation systems that bring together entities carrying out a variety of tasks, in such a way enabling them to function efficiently in their respective fields. One of the most significant elements of the state security structure of this type is the National Firefighting and Rescue System (NFRS). It performs its tasks by carrying out hazard analyses, preventive safeguarding and combating the immediate threats identified in the area by taking up rescue operations. The NFRS, as a system, has been evolving since its inception, both in terms of its structural shape and the tasks it is carrying out. Therefore, the subject of this paper is to consider the evolutionary changes it has undergone, actively adapting to the changing hazard map and improving the model for organising rescue operations. The authors focus on the fact that the levels of rescue action leadership defined in the regulation [6] are interpreted in a variety of ways, and also point out the importance of the function of a commander of a rescue operation (CRO) in the organisation of a rescue or other emergency operation.
Aktywne reagowanie na pojawiające się sytuacje kryzysowe poprzez skuteczne interweniowanie i zwalczanie zdarzeń niebezpiecznych, co do charakteru kwalifikowanych jako wskazane do usuwania przez jednostki ochrony przeciwpożarowej (JOP), umiejscawiają obszar ochrony przeciwpożarowej w ramach struktur bezpieczeństwa państwa. System bezpieczeństwa państwa dla zapewnienia oczekiwanego poziomu efektywności działania wykorzystuje struktury i systemy wykonawcze skupiające podmioty oraz instytucje realizujące różnorodne zadania, umożliwiając tym samym sprawne ich funkcjonowanie w swoich dziedzinach. Jednym z najistotniejszych tego rodzaju elementów struktury bezpieczeństwa państwa jest krajowy system ratowniczo-gaśniczy (KSRG). Realizuje on swoje zadania, prowadząc analizy zagrożeń, prewencyjne zabezpieczanie oraz zwalczanie zidentyfikowanych w danym obszarze bezpośrednich zagrożeń poprzez podejmowanie działań ratowniczych. KSRG jako system od początku powstania ewoluuje zarówno w zakresie kształtu strukturalnego, jak i zadań, które realizuje. Dlatego też przedmiotem opracowania są rozważania na temat ewolucyjnych zmian, jakim podlegał, aktywnie dostosowując się do zmieniającej się mapy zagrożeń oraz doskonaląc model i strukturę organizowania działań ratowniczych. Autorzy skupiają uwagę na fakcie różnorodnego interpretowania zdefiniowanych w rozporządzeniu [6] poziomów kierowania działaniem ratowniczym, a także wskazują na istotę funkcji kierującego działaniem ratowniczym (KDR) w organizacji akcji ratowniczej lub innego działania ratowniczego.

The paper describes the problem of crude oil transfer in a port oil terminal and includes the safety analysis of this operation and analysis of potential causes and possible scenarios of oil spill events in a port terminal. The operation process of crude oil transfer is described and its statistical identification is given. The reliability and availability analysis of the system of crude oil transfer in a port terminal is performed. Moreover, analysis of crude oil transfer process taking into account the human factor is provided. The Fault Tree Analysis and sensitivity analysis for oil spill event in a port terminal is proposed to identify and analyse potential causes and possible scenarios of oil spill. Introducing methods for the prevention of oil spills, special attention is paid to safety procedures during liquid cargo transfer. Technical solutions used in oil terminals are described and recommendation regarding the Emergency Shutdown System are given. Additionally, associated safety systems, such as surge relief system, are described. Emphasizing the role of human factor in the process of crude oil transfer and its safety, trainings on the Liquid Cargo Handling Simulator are proposed to improve skills and knowledge of personnel on board and ashore.

There is presented the application of the integrated software tools to the operation and reliability models of an exemplary complex technical system unknown parameters identification. There are performed in the paper, the exemplary system operation and reliability analysis and modelling. The identification of the probabilities of transitions this system operation process between the operation states and the conditional mean values of this process sojourn times at the particular operation states because of the lack of statistical data is performed throw the arbitrary fixing their values assumption. Next using the computer program CP 8.3 the automatic evaluation of the system components unknown intensities of departures the reliability state subsets and the identification of the exponential forms of their multistate reliability functions on the arbitrarily fixed statistical data coming from the system components states changing processes are performed as well.

There is presented the application of the integrated software tools to the operation and reliability of an exemplary complex technical system prediction. The computer program CP 8.5 is used to determine the unconditional mean sojourn times and the limit transient probabilities of the exemplary system operation process at the particular operation states evaluations. Using the computer program CP 8.6 there are performed the evaluations of the exemplary system unconditional multistate reliability function, the expected values and the standard deviations of its unconditional lifetimes in the reliability state subsets and the mean values of its lifetimes in the particular reliability states. Finally, in the case when the system is repairable, its renewal and availability characteristics are estimated from the results of computer program CP 8.8.

Opis:
The integrated software tools are applied to the exemplary system operation cost analysis and maintenance optimization. Using the computer program CP 8.12 there is obtained the evaluation of the cost before and after the exemplary system operation process optimization and next the computer program CP 8.13 is applied for operation cost analysis of the improved exemplary system. The methods of corrective and preventive maintenance policy maximizing availability and minimizing renovation cost of the complex technical systems in variable operation conditions are illustrated for the analyzed exemplary system using equivalently the computer program CP 8.14 for maintenance policy maximizing system availability and CP 8.15 for minimizing system renovation cost.
