A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

A phenomenon noticeable nowadays, especially among the younger part ofsociety, is departing from the need to own possessions to the attitude of sharing them withothers, thus implementing the assumption of the sharing economy. The possibility of usingindividual transport rental per minute, especially passenger cars, is a convenience forresidents who may meet their transport needs fast and comfortably, without incurring fixedfees and, additionally, in an environmentally friendly form. Therefore, this article attemptedto characterize the users of carsharing, understood as a sustainable transport service implementing the assumptions of the sharing economy. The research carried out on a sample of 1176 respondents indicated that people using shared mobility demonstrate the desired – sustainable transport behavior, among others, consisting of an increase in the amount of travelling on foot and by bicycle while limiting travelling by private cars. In addition, the study showed that working people and students use carsharing to meet their transport needs. Secondly, the most popular time of operation of the service is in the evening, from 6 p.m. to 10 p.m., and the leading purpose is personal matters, which are dealt with the help of this type of shared mobility.
Zjawiskiem zauważalnym w dzisiejszych czasach, szczególnie wśród młodszej części społeczeństwa, jest odchodzenie od potrzeby posiadania rzeczy na rzecz postawy dzielenia się nimi z innymi, realizując tym samym założenia ekonomii współdzielenia. Możliwość korzystania z wynajmu transportu indywidualnego na minuty, w szczególności samochodów osobowych, stanowi udogodnienie dla mieszkańców, którzy mogą zaspokoić swoje potrzeby transportowe szybko i wygodnie, bez ponoszenia stałych opłat, a dodatkowo w formie przyjaznej dla środowiska. Dlatego też w niniejszym artykule podjęto próbę scharakteryzowania użytkowników carsharingu, rozumianego jako zrównoważona usługa transportowa realizująca założenia ekonomii współdzielenia. Badania przeprowadzone na próbie 1176 respondentów wskazały, że osoby korzystające z mobilności współdzielonej wykazują pożądane - zrównoważone zachowania transportowe, m.in. polegające na zwiększeniu ilości podróży pieszych i rowerowych przy jednoczesnym ograniczeniu podróży samochodami prywatnymi. Ponadto badanie wykazało, że osoby pracujące i studenci korzystają z carsharingu w celu zaspokojenia swoich potrzeb transportowych. Po drugie, najpopularniejszym czasem funkcjonowania usługi są godziny wieczorne, od 18:00 do 22:00, a wiodącym celem są sprawy osobiste, które załatwiane są przy pomocy tego typu współdzielonej mobilności.

The sustainable development concept is promoted as a theoretical frame suitable to face the challenges of the air transport market. The task is to focus on the solutions for current and future air transport strategies to provide movement of people and goods in a sustainable, equal, inclusive and efficient way. This research aims to recognise sustainable development challenges and refer to the situation of Central and Eastern European countries. The challenges to the sustainable development of air transport were grouped into environmental concerns, infrastructural and labour problems, technological change, digitalisation and changing passenger behaviour. Even though Central and Eastern European countries are lagging behind Western countries in terms of the number of passengers carried by air, they face the same challenges to the sustainable development of air transport markets. Air transport companies on their path to sustainable development should search for new, innovative solutions. There is a call for institutional changes to support sustainable initiatives.

The subject of the study is to show the basic conditions of changes that are taking place on the rail transport market in Poland in the regional system. The statistical analysis was conducted by provinces. Significant regional differences in the use of railways as a means of transport are characteristic for Poland. Individual voivodships differ in terms of the parameters of the railway network, the manner and scope of its use, the density of railway lines, and the location of stations. Statistical analysis has shown that a high degree of economic and social activity of the population is conducive to better use of railways. There is also a feedback loop here. It is the railway that has had a positive impact on the growth of the region's GDP, counteracting social exclusion and unemployment.
Przedmiotem opracowania jest ukazanie podstawowych uwarunkowań zmian zachodzących na rynku przewozów kolejowych w Polsce w układzie regionalnym. Analizę statystyczną przeprowadzono w podziale na województwa. Dla Polski charakterystyczne są znaczne różnice regionalne w wykorzystaniu kolei jako środka transportu. Poszczególne województwa różnią się między sobą parametrami sieci kolejowej, sposobem i zakresem jej wykorzystania, gęstością linii kolejowych oraz lokalizacją stacji. Analiza statystyczna wykazała, że wysoki stopień aktywności ekonomicznej i społecznej ludności sprzyja lepszemu wykorzystaniu kolei. Istnieje również zakres sprzężenia zwrotnego. To właśnie kolej pozytywnie wpływa na wzrost PKB regionu, przeciwdziała wykluczeniu społecznemu i bezrobociu.

Purpose: The purpose of this paper is to propose and evaluate two options for two-level transport solutions at the intersection of the bypass road and the Pidvolochyske Highway in Ternopil, Ukraine. The aim is to address the issues associated with the current road network passing through residential zones and present an optimal resolution for the intersection. Methodology: The methodology involves using the PTV Vissim software to conduct simulation modelling. The transport and operational indicators of the two options for two-level transport solutions, an elongated loop and two interconnected rings, are compared across different traffic intensities. Results: The results show that the transport solution with two roundabouts exhibits superior characteristics, particularly under high traffic flow conditions. The strengths and limitations of each solution are comprehensively delineated, encompassing factors like efficiency, cost-effectiveness, safety measures, and ecological impacts. Theoretical contribution: The paper contributes to advancing knowledge and practice in two-level transport solutions. It provides valuable insights for developing the transportation system in Ternopil and other post-conflict cities. The advantages and disadvantages of public-private partnerships (PPP) as a tool for attracting investments and innovations in transportation infrastructure are also discussed. Practical implications: The findings of this research can be used by professionals in transportation, urban planning, and ecology for infrastructure development. It also serves as a valuable resource for residents of Ternopil interested in fostering improvements to their city’s quality of life.

Transport policy has always presented many dilemmas. Currently, its pro-ecological aspect, relating to the need to limit the negative impact of transport on the natural environment, causes the need to reconsider many issues related to the sustainable development of transport. The new approach should optimize activities in the areas of respect for the environment, technical progress and economic growth. According to the European Commission, this concept is gaining fuller understanding at the level of political discourse and, at the same time, becoming a horizontal principle – the foundation of EU transport policy. However, this requires the responsible creation of transport policy and its consistent and effective implementation. Therefore, it has become the subject of consideration at the Olsztyn Functional Urban Area level. The study aims to identify documents declared as transport policies or strategies and evaluate them in the context of formal authorization, content, coherence and applicability in the Olsztyn MOF.

The purpose of this paper was to assess the level of satisfaction of passengers using public transport services in Wrocław and to identify the quality characteristics that the service provider needs to improve if it wants to increase the overall quality of its services. The passenger satisfaction survey was conducted according to the stages of the developed procedure outlined in the article. In pursuit of the stated goal, CSI and IPA were used. The main measurement tool used was a survey questionnaire. The survey was conducted on a sample of 500 respondents, which allows us to trust the results at 95%, assuming an “estimation error” of ± 5%. A total of 14 transport demands were selected to evaluate the level of satisfaction of passengers using services provided by MPK Wrocław. Statistical analysis of the data was carried out using Statistica 13.3 software and using functions and commands available in Microsoft Excel. The results obtained allowed us to conduct a detailed analysis related to the level of the services quality of the Wrocław’s public transport. These results should be used by urban transport organisers and operators to shape their transport offerings, primarily in terms of increasing the quality of transport services. This is very important since it is, among other things, the quality of public mass transport that determines the quality of life of residents, as well as the conditions for economic development of the transport network.
Celem artykułu jest ocena poziomu satysfakcji pasażerów korzystających z usług komunikacji miejskiej we Wrocławiu oraz wskazanie cech jakości, które usługodawca musi poprawić, jeśli chce zwiększyć ogólną jakość świadczonych przez siebie usług. Badanie satysfakcji pasażerów zostało przeprowadzone zgodnie z przedstawionymi w artykule etapami procedury. Dążąc do realizacji przyjętego celu, zastosowano - CSI i IPA. Głównym narzędziem pomiarowym, który zastosowano, był kwestionariusz ankietowy. Badania przeprowadzono na próbie 500 respondentów, co pozwala ufać wynikom na 95% przy założeniu błędu oszacowania na poziomie ± 5%. Ogółem do oceny poziomu satysfakcji pasażerów korzystających z usług świadczonych przez MPK Wrocław wybrano 14 postulatów przewozowych. Respondenci oceniali następujące cechy jakości usług komunikacji miejskiej: dostępność przestrzenna, częstotliwość połączeń, regularność odjazdów, bezpośredniość podróży, prędkość podróży, punktualność odjazdów, niezawodność podróży, czas podróży, bezpieczeństwo, dostępność informacji, koszt podróży, komfort podróży, integracja oraz koszt inwestycji. Statystyczną analizę danych przeprowadzono za pomocą oprogramowania Statistica 13.3 oraz przy użyciu funkcji i poleceń dostępnych w programie Microsoft Excel. Otrzymane wyniki pozwoliły na przeprowadzenie szczegółowej analizy związanej z poziomem jakości usługi. Wyniki te powinny być wykorzystane przez organizatorów i operatorów transportu miejskiego do kształtowania oferty przewozowej, przede wszystkim w aspekcie zwiększenia jakości usług przewozowych. Jest to bardzo istotne, gdyż to właśnie między innymi jakość systemu transportowego decyduje o jakości życia mieszkańców, a także o warunkach rozwoju gospodarczego obszaru objętego planem transportowym.

Celem artykułu jest zaprezentowanie koncepcji zrównoważonej mobilności miejskiej oraz przedstawienie jej umiejscowienia na tle europejskiej polityki miejskiej. Analizą objęto zakres związany z kwestią problematyki kształtowania zrównoważonego transportu w miastach. Szczególną uwagę poświęcono charakterystyce różnic pomiędzy zagadnieniami nowej kultury mobilności a klasycznym podejściem do polityki rozwoju transportu. Omówiono przykłady implementowania rozwiązań zrównoważonej mobilności w wybranych krajach zachodnioeuropejskich. Pogłębiona analiza jakościowa skupiła się jednak na dużych, polskich ośrodkach miejskich.
The aim of this article is to present the concept of sustainable urban mobility and to situate it in the context of European urban policy. The analysis covers the issue of shaping sustainable urban transport. Particular attention is paid to characterising the differences between the issues of the new mobility culture and the classic approach to transport development policy. Examples of the implementation of sustainable mobility solutions in selected western European countries are discussed. However, an in-depth qualitative analysis focused on large Polish urban centres.

Prioritizing the development of public transit and enhancing its attractiveness is an important way to solve the problem of urban traffic congestion and achieve sustainable development. To improve the service quality and overall operational efficiency of urban public transit, an evaluation index system related to the comprehensive experience of passengers, service supply quality of public transit enterprises, and supervision of management departments was introduced from both the demand and the supply of public transit travel services. Based on the data distribution characteristics of the boxplot in statistics, the evaluation level and corresponding value range of each index were determined, and the comprehensive weight of the index was determined using the linear weighting method combining the analytic hierarchy process and the entropy weight method, so as to reduce the influence of single weighting method on the evaluation results of comprehensive service quality of public transit. An evaluation method of public transit comprehensive service quality based on the extension cloud model was established. The evaluation results of the model were obtained by calculating the cloud affiliation and comprehensive certainty, and a reliability factor was used to test the evaluation results, which solved the problem of randomness and fuzziness in the process of comprehensive service quality evaluation of public transportation and made the evaluation results closer to the reality. Finally, the established comprehensive evaluation model was applied to a city for example analysis, and the corresponding evaluation level was obtained as good. The value of the reliability factor in the model was less than 0.01, indicating that the model has good applicability and a certain application value for the comprehensive service quality evaluation of public transit. The evaluation method fully considered a variety of evaluation indicators, specified the evaluation level of comprehensive service quality of public transit, and the evaluation results provide a theoretical basis for public transport enterprise to make targeted improvement measures.

It is critical to develop a picture of the airlines’ economic and social characteristics to comprehend the growth potential of air transportation. In this context, sustainable reporting is a type of information report that emerges from the enterprises' economic, environmental, and social activities. Especially in recent years, airlines have preferred sustainable reporting to monitor the sustainability levels of their economic, environmental and social performances and to gain a competitive advantage. In this regard, sustainability reports disclose accurate, understandable, and sufficient information, particularly about environmental issues. Despite a boundless amount of literature on airline business models, there is a lack of studies related to the sustainable practices of airlines. One of the academic methods used to measure sustainability performance is the sustainable value-added approach, which provides for the opportunity cost. The project tries to explain the sustainable value-added method in measuring the sustainability performance and also to calculate the sustainable value-added of the first ten airlines in rankings estimated by the IATA report in 2020. This paper examines sustainable value-added results among the top ten airlines. A newly recent approach will be employed, using a content analysis of ten airlines’ documentation including sustainability and annual reports.

Background: The paper concerns the concept of synchromodal logistics. It has great economic and environmental potential in terms of optimizing cargo transportation using various modes and modes of transport. In the face of unexpected disruptions in the global economic system due to the COVID-19 pandemic, the shift paradigm may result in a thorough verification of numerous solutions in the operational activities of transport, shipping, and logistics companies. The aim of the article is to evaluate the key indicators that influence the efficiency of synchromodality in logistics. Its implementation would allow the development of sustainable transport corridors from the perspective of the European-Asian supply chains reconfiguration. Methods: The paper uses questionnaire research and interviews conducted among experts, as well as selected methods of artificial intelligence, to determine the weights of the essential indicators that influence the effectiveness of synchromodality in logistics. Moreover, descriptive methods were used as supporting methods. Results: Basic indicators influencing the effectiveness of the synchromodal system were determined, which may favor the operationalization of the concept implementation process. These indicators can be one of the tools to assess the prospects for the development of synchromodal logistics. Conclusions: The implementation of the synchromodal logistics concept offers opportunities to strengthen cooperation in Euro-Asian supply chains to promote the development of sustainable transport corridors in the field of the trans-European transport network. The synchronization of the multibranch network of transport connections, preceded by the flow of information and preferences of the supply chain participants, allows the selection of the most advantageous transport connection proposals in real time, taking into account the criterion of their availability. The main expectations concerning the development of synchromodality relate to the improvement of the level of transport and logistics services, modal shifts, use of the capacity of transport nodes, and reduction of CO2 emissions.

Od 2013 roku dokumenty strategiczne polskiego rządu stawiają sobie na cel około 30% zwiększenie liczby pasażerów transportu publicznego w przeciągu dekady, jako wymierny cel polityki zrównoważonej mobilności, jednak w praktyce wskaźnik ten ulega jedynie niewielkim zmianom, raczej z tendencją spadkową. W artykule przestawione są warunki osiągnięcia takiego wzrostu. Na postawie analiz zmienności liczby pasażerów w polskich miastach w latach 2009-2017, autor wskazuje, że wymaga to około 30-40% rozbudowy oferty przewozowej i zwiększenia nakładów eksploatacyjnych w skali kraju o 1-1,2 mld zł rocznie. Niestety, obecnie główny nacisk kładzie się na elektryfikację transportu publicznego, która w niektórych przypadkach jest uzasadniona, jednak wówczas posiada potencjał do samofinansowania. Trudno ją również uznać za narzędzie do zwiększania liczby pasażerów.
Since 2013, the strategic documents of the Polish government have set a target of approx. 30% increase in the number of public transport passengers within a decade as a measurable goal of the sustainable mobility policy, but in practice this indicator changes only slightly, with a rather downward trend. The article presents the conditions for achieving the targeted increase. On the basis of analyzes of the variability of the number of passengers in Polish cities in 2009–2017, the author indicates that approx. 30–40% increase of the public transport supply is required and this requires an increase in operating expenses nationwide by PLN 1-1.2 billion annually. Unfortunately, the main emphasis is now on the electrification of public transport, which in some cases is justified, but then has the potential for self-financing. It is also not the key to increasing the number of passengers.

Zrównoważony rozwój jest bardzo ważną koncepcją, której istotny obszar stanowi zrównoważony transport publiczny w miastach. Jego funkcjonowanie wymaga odpowiedniego poziomu finansowania przez władze poszczególnych miast. Celem publikacji jest przeprowadzenie analizy udziału wydatków na lokalny transport zbiorowy w wydatkach budżetowych ogółem. Oceny dokonano w odniesieniu do wybranych miast Polski. Badania przeprowadzono przy wykorzystaniu metody analitycznej, metody wnioskowania oraz metody badania dokumentów źródłowych (sprawozdań finansowych). Analiza oceny poziomu wydatków z budżetów wybranych miast wykazała duże zróżnicowanie w ponoszeniu nakładów na lokalny transport publiczny oraz dominującą rolę największych miast Polski.
Sustainable development is a very important concept, of which sustainable urban public transport is an important area. Its functioning requires an appropriate level of financing by the authorities of individual cities. The aim of the publication is to analyse the share of expenditures on local collective transport in total budget expenditures. An assessment in this respect was carried out for selected Polish cities. The research was carried out using the analytical method, the inference method and the method of examining source documents (financial reports). Analysis of the evaluation of the level of expenditures from the budgets of selected cities revealed large variation in expenditures on local public transport and the leading role of the largest Polish cities in this respect.

Zrównoważony rozwój przedsiębiorstwa obejmuje osiąganie celów ekonomicznych, społecznych i środowiskowych. W praktyce biznesowej oznacza on podejmowanie działań na rzecz maksymalizacji zysków przy jednoczesnej realizacji zadań społecznych i ekologicznych. Podstawowym celem artykułu jest ocena wpływu kondycji finansowej na komponenty zrównoważonego rozwoju przedsiębiorstw transportowych w Polsce w latach 2008-2019. Podstawową metodą wykorzystaną w opracowaniu jest podwójna metoda najmniejszych kwadratów, umożliwiająca oszacowanie trzech równań, w których zmiennymi endogenicznymi są rozwój ekonomiczny (ED), społeczny (SD) i środo-wiskowy (EnvD). Zgodnie z wynikami estymacji poszczególne komponenty są od siebie uzależnione. Kondycja finansowa (FC) z okresu bieżącego i poprzedniego ma wpływ na rozwój ekonomiczny i społeczny, rozwój środowiskowy zaś jest uzależniony od kondycji finansowej w bieżącym okresie.
