One of the most important factors in determining sustainable development of using a transport system is in its efficiency, and there are a number of indicators which can be considered to this end. The aim of this paper is to assess and evaluate such efficiencies, their indicators and the extent to which implementing sustainable development and sustainable transportation is feasible within the transportation system within the trade and manufacturing industry. To this end, the authors determine efficiency as a ratio between expenditure and resources, versus the effects of the realised transportation process. The first chapter introduces the transportation system and any specific terms discussed in this paper. The second chapter describes the source material used for the subject of sustainable development and sustainable transportation. The third chapter details the analyses of the transportation system as processed based upon the technical and economic indicators. The penultimate chapter compares existing and proposed alternative logistical solutions for profitability employing heuristically applied methods. And finally, the fifth chapter summarises the calculations and considerations from which the thesis’ conclusions are drawn. The authors also propose potential aspects for the development of the areas discussed in this paper.
Jednym z istotniejszych czynników rozważanych w kwestiach dotyczących wdrażania zrównoważonego rozwoju w systemie transportowym jest jego efektywność. Istnieje wiele wskaźników wspomagających jej ocenę. Celem artykułu jest dokonanie oceny efektywności, z wykorzystaniem charakteryzujących ją wskaźników i próba odpowiedzi na pytanie czy zrównoważony rozwój oraz zrównoważony transport są możliwe do zaimplementowania w przedsiębiorstwie produkcyjno-handlowym. Efektywność jest tu rozumiana jako stosunek nakładów finansowych oraz zasobów organizacyjnych przedsiębiorstwa do efektów realizacji zadania transportowego. Pierwszy rozdział artykułu jest wprowadzeniem i omówione zostają w nim wybrane aspekty systemu transportowego stosowanego przez przedsiębiorstwo. W drugim rozdziale omówiono pokrótce literaturę dotyczącą zrównoważonego rozwoju i zrównoważonego transportu. W trzecim rozdziale zawarta została analiza funkcjonującego systemu transportowego. Została ona dokonana w oparciu o wskaźniki techniczne oraz ekonomiczne. W czwartym rozdziale przeanalizowano alternatywną trasę przewozu w ramach systemu transportowego, a w piątym dokonano porównania dwóch tras przewozu: stosowaną obecnie oraz alternatywną. Dodatkowo, w podsumowaniu autorzy pracy proponują rozważenie pewnych aspektów dotyczących zrównoważonego rozwoju.

Udział emisji gazów cieplarnianych ciągle rośnie, podczas gdy realizacja celu środowiskowego Unii Europejskiej wymaga ich ograniczenia do roku 2050 aż o 80% (w stosunku do emisji z roku 1990), a sektor transportu generuje 23% emisji CO2. Trwają starania o nakłonienie kierowców do zmiany zachowań komunikacyjnych i korzystanie w większym stopniu z bardziej ekologicznych środków transportu. Wzrost efektywności tych działań wymaga jednak dalszych badań nad skutecznością różnych metod wdrażania polityki transportu zrównoważonego. Celem badawczym projektu Step-by- ‑Step była identyfikacja najbardziej skutecznych działań podejmowanych w miastach europejskich, z uwzględnieniem wszelkich różnic strukturalnych i kulturowych, wpływających na zachowania komunikacyjne mieszkańców. 31 analizowanych działań uszeregowano w czterech kategoriach obejmujących różne metody oddziaływania: poprzez promocję transportu zbiorowego, nakłanianie do rzadszego korzystania z samochodu, promocję środków transportu bardziej przyjaznych środowisku i konsekwentną realizację założeń przyjętej przez miasto polityki transportowej. W artykule przedstawiono dziewięć metod poprawy miejskich zachowań komunikacyjnych, uznanych za najciekawsze, innowacyjne i najbardziej skuteczne.
The share of transport in climate emissions is still rising; to meet EU environment policy targets a reduction of at least 80% in 2050 compared to 1990 is needed. The transport sector accounts for 23% of energy related CO2 emissions globally. For decades governments have tried to influence citizens travel behaviour and encourage them to opt for sustainable alternatives to the car use. There is a need for more knowledge on effectiveness of policy measures and successful implementation as well as on specific circumstances at the local/regional level methods. The research objective of the Step-by-Step project was to identify potential successful policy measures for changing the transport behaviour of people based on structural differences between cities and cultures. In the framework of the Step-by-Step project 31 cases were divided into four categories according to the type of applied influence measures: related to: the public transport promotion, car drop, eco-friendly travel modes promotion and connected with sustainable urban transport policy. In this article nine cases, apparently the most successful and applied measures (considered as innovative and/or well done) which could be announced best practices for wide dissemination, are analyzed.

Land-sea transport chains constitute a key part of the Europe’s economy, as a significant part of its trade is carried out using sea transport. Transport, storage, or delivery processes carried out within these chains are characterized by specified economic and technical efficiency, which often does not take into consideration the external costs these processes generate. Therefore, there is a need for further changes in the European land-sea transport chains, the aim of which should be a further reduction of the negative influence of transport on the society and the environment, in accordance with the assumptions adopted under the EU's sustainable development policy. The article examines the land-sea freight transport chains in terms of the EU's sustainable development goals on the example of Zachodniopomorskie Voivodeship (ZV), Poland. The region was selected owing to two key factors. First, the transport chains across the region are typical for many European areas. Second, the region itself has experienced intensive development of the Transport, Shipping and Logistics (TSL) sector and a numer of changes in freight flows for several years. The main goal of the article was to identify the possibility of reducing external costs resulting from the use of combined transport solutions in ZV. Two case studies were analyzed for this purpose. In both of them, the assumed effect was the reduction of external costs of freight transport in ZV. The potential reduction of external costs generated by cargo transport in ZV was estimated on the basis of the European methodology in terms of the amount of external costs generated by individual modes and means of transport. The research showed that the implementation of combined transport in ZV can bring measurable benefits to the region. The analyses also allowed for the identification of technical and organizational activities that are crucial for ZV and make it possible to reduce negative transport effects.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

Zrównoważony rozwój przedsiębiorstwa obejmuje osiąganie celów ekonomicznych, społecznych i środowiskowych. W praktyce biznesowej oznacza on podejmowanie działań na rzecz maksymalizacji zysków przy jednoczesnej realizacji zadań społecznych i ekologicznych. Podstawowym celem artykułu jest ocena wpływu kondycji finansowej na komponenty zrównoważonego rozwoju przedsiębiorstw transportowych w Polsce w latach 2008-2019. Podstawową metodą wykorzystaną w opracowaniu jest podwójna metoda najmniejszych kwadratów, umożliwiająca oszacowanie trzech równań, w których zmiennymi endogenicznymi są rozwój ekonomiczny (ED), społeczny (SD) i środo-wiskowy (EnvD). Zgodnie z wynikami estymacji poszczególne komponenty są od siebie uzależnione. Kondycja finansowa (FC) z okresu bieżącego i poprzedniego ma wpływ na rozwój ekonomiczny i społeczny, rozwój środowiskowy zaś jest uzależniony od kondycji finansowej w bieżącym okresie.

W artykule omówiono uwarunkowania lokalizacji centrum logistycznego w regionie radomskim, jako ważnego elementu doskonalącego system transportowy regionu i kraju. Centra logistyczne pozwalają na udoskonalenie dostaw towarów, zmniejszenie kosztów transportu i lepszą obsługę klienta. Do ich rozwoju potrzebny jest dobry dostęp do infrastruktury transportu, potencjał gospodarczy regionu i zasoby kadrowe. Zasadniczą i najważniejszą częścią artykułu były przeprowadzone pomiędzy październikiem 2015 roku a 30 stycznia 2016 roku badania ankietowe dotyczące zainteresowania miejscowych przedsiębiorców powołaniem w regionie radomskim centrum logistycznego (CL) z ośrodkiem w obrębie miasta Radom. Na ich podstawie sformułowano wnioski badawcze dotyczące celowości lokalizacji, wielkości, składowych i organizacji centrum logistycznego w regionie radomskim.
Paper discusses the conditions of the location of the logistic center in the Radom region as an important element improving the transport system of the region and the country. Logistic centers allow to refine supply of goods, reduce transportation costs and improve customer service. Their development requires good access to transport infrastructure, regional economic potential and human resources. The main and most important part of this article was conducted questionnaire surveys between October 2015 and January 30, 2016, concerning of interest local businessmen over the establishment of a logistic center in Radom region. Based on these studies have been formulated research conclusions concerning the desirability of the location, size, compositions and organization of the logistic center in the Radom region.

Celem badań przedstawionych w opracowaniu jest analiza przestrzennej jednorodności (niejednorodności) rozwoju Unii Europejskiej w obszarze zrównoważonego transportu. Badanie jednorodności rozwoju Unii w tym obszarze przeprowadzone zostało przy użyciu rachunku wektorowego na podstawie danych dotyczących zrównoważonego transportu prezentowanych w bazie Eurostat. Pomiar zrównoważonego rozwoju jest zagadnieniem dość często przywoływanym w literaturze przedmiotu. Nadal jednak otwartą kwestią pozostają problemy związane z identyfikowaniem i pomiarem różnych obszarów tego rozwoju, w tym także dotyczące zrównoważonego transportu. Wyniki przeprowadzonych analiz potwierdziły znaczne zróżnicowanie krajów Unii Europejskiej w tym obszarze, co oznacza między innymi brak spójności i małą integrację podejmowanych działań w tym obszarze.
The aim of the research presented in the paper is to analyze the spatial homogeneity (heterogeneity) of development of European Union in the field of sustainable transport. The examination of the spatial uniformity in this area has been carried out on the basis of the vector calculus. In the conducted research the data for sustainable transport presented in the Eurostat database has been used. The measurement of sustainable development is quite often presented in the literature. Still an open question there are problems related to the identification and measurement of the different areas of this development. The study focused on the area of sustainable transport. The results of the analysis confirmed a significant diversification of the EU in this area.

W artykule autorzy przedstawili teoretyczny aspekt zrównoważonego transportu i mobilności w miastach. Zaprezentowane zostały również Plan Rozwoju Elektromobilności 2016-2025 oraz program Bezemisyjny transport publiczny, których jednym z głównych zadań jest: określenie korzyści związanych z upowszechnieniem stosowania pojazdów elektrycznych w Polsce oraz potencjału gospodarczego, przemysłowego, który się za tym kryje jak i zintensyfikowanie procesu wdrożenia nowoczesnych rozwiązań w transporcie bezemisyjnym w oparciu o publiczne wsparcie na opracowanie innowacyjnego autobusu bezemisyjnego. Próbę przybliżenia powyższych zagadnień podjęto ze względu na ich ważny, aktualny oraz atrakcyjny charakter.
In this paper the authors present theoretical aspects of sustainable transport and urban mobility. Also presented are the Electromobility Development Plan 2016-2025 and the Non-Emission Public Transport Program, whose task is to: identify the benefits of widespread use of electric vehicles in Poland and the economic, industrial potential behind it and intensifying the implementation of modern zero emission solutions in transport, based on public support for the development of an innovative zero emission bus. The attempt to bring these issues closer has been made due to their important, current and attractive nature.

Inteligentne systemy transportowe (ITS) są elementem inteligentnej infrastruktury transportu. Możliwości wsparcia korzystających z ITS są bardzo duże. Zastosowanie inteligentnych systemów transportowych przynosi także szereg korzyści począwszy od ekonomicznych, poprzez wzrost poziomu bezpieczeństwa w transporcie a skończywszy na ekologicznych. Celem artykułu jest identyfikacja uwarunkowań i możliwości wykorzystania ITS do równoważenia rozwoju gospodarczego regionów. Uwzględniono aktualny stan zaawansowania planowania i budowy inteligentnych systemów transportowych w transporcie drogowym, kolejowym i lotniczym oraz strategie krajowe i unijne, a także uwarunkowania prawne w tym zakresie. Oprócz już znanych i poruszanych w publikacjach krajowych i zagranicznych zastosowaniach i korzyściach ITS autorzy dostrzegli możliwość ich wykorzystania do wsparcia procesów zrównoważonego rozwoju gospodarczego. W artykule zamieszczono zidentyfikowane uwarunkowania prawne i infrastrukturalne budowy i rozbudowy ITS oraz możliwości ich wykorzystania do równoważenia rozwoju gospodarczego regionów.
Intelligent transport systems are part of an intelligent transportation infrastructure. Support capabilities using ITS are very large. The use of intelligent transport systems also brings a number of benefits ranging from economic, through an increase in the level of safety in transport and ending on environmental issues. The purpose of this article is to identify the conditions and possibilities of using ITS to balance economic development of regions. Takes into account both the current state of planning and construction of intelligent transport systems for road, rail and air transport as well as national and EU policies and legal regulations in this field. In addition to already known and discussed in a number of domestic and foreign publications ITS applications and their benefits authors recognized the possibility of their use to support the process of sustainable economic development. The article describes the identified legal and infrastructural construction and expansion of ITS and the possibility of their use for balancing the economic development of regions.

A phenomenon noticeable nowadays, especially among the younger part ofsociety, is departing from the need to own possessions to the attitude of sharing them withothers, thus implementing the assumption of the sharing economy. The possibility of usingindividual transport rental per minute, especially passenger cars, is a convenience forresidents who may meet their transport needs fast and comfortably, without incurring fixedfees and, additionally, in an environmentally friendly form. Therefore, this article attemptedto characterize the users of carsharing, understood as a sustainable transport service implementing the assumptions of the sharing economy. The research carried out on a sample of 1176 respondents indicated that people using shared mobility demonstrate the desired – sustainable transport behavior, among others, consisting of an increase in the amount of travelling on foot and by bicycle while limiting travelling by private cars. In addition, the study showed that working people and students use carsharing to meet their transport needs. Secondly, the most popular time of operation of the service is in the evening, from 6 p.m. to 10 p.m., and the leading purpose is personal matters, which are dealt with the help of this type of shared mobility.
Zjawiskiem zauważalnym w dzisiejszych czasach, szczególnie wśród młodszej części społeczeństwa, jest odchodzenie od potrzeby posiadania rzeczy na rzecz postawy dzielenia się nimi z innymi, realizując tym samym założenia ekonomii współdzielenia. Możliwość korzystania z wynajmu transportu indywidualnego na minuty, w szczególności samochodów osobowych, stanowi udogodnienie dla mieszkańców, którzy mogą zaspokoić swoje potrzeby transportowe szybko i wygodnie, bez ponoszenia stałych opłat, a dodatkowo w formie przyjaznej dla środowiska. Dlatego też w niniejszym artykule podjęto próbę scharakteryzowania użytkowników carsharingu, rozumianego jako zrównoważona usługa transportowa realizująca założenia ekonomii współdzielenia. Badania przeprowadzone na próbie 1176 respondentów wskazały, że osoby korzystające z mobilności współdzielonej wykazują pożądane - zrównoważone zachowania transportowe, m.in. polegające na zwiększeniu ilości podróży pieszych i rowerowych przy jednoczesnym ograniczeniu podróży samochodami prywatnymi. Ponadto badanie wykazało, że osoby pracujące i studenci korzystają z carsharingu w celu zaspokojenia swoich potrzeb transportowych. Po drugie, najpopularniejszym czasem funkcjonowania usługi są godziny wieczorne, od 18:00 do 22:00, a wiodącym celem są sprawy osobiste, które załatwiane są przy pomocy tego typu współdzielonej mobilności.

The sustainable development concept is promoted as a theoretical frame suitable to face the challenges of the air transport market. The task is to focus on the solutions for current and future air transport strategies to provide movement of people and goods in a sustainable, equal, inclusive and efficient way. This research aims to recognise sustainable development challenges and refer to the situation of Central and Eastern European countries. The challenges to the sustainable development of air transport were grouped into environmental concerns, infrastructural and labour problems, technological change, digitalisation and changing passenger behaviour. Even though Central and Eastern European countries are lagging behind Western countries in terms of the number of passengers carried by air, they face the same challenges to the sustainable development of air transport markets. Air transport companies on their path to sustainable development should search for new, innovative solutions. There is a call for institutional changes to support sustainable initiatives.

The sustainable development of the cities represents one of the major challenges for the future of the planet in the 21st century, relatively to the contribution and adaptation to climate change, natural resources consumption, energetic transition, population mobility, welfare and security, pollution, the global economic growth. Tri-City, as many of contemporary agglomerations, faces lots of challenges connected with human negative impact on the environment, health and the city space. The mobility of people is one of them. The quality of transport in Gdansk, Gdynia and Sopot is getting worse because of the excessive use of cars, non-integrated public transport system, insufficient use of ecological transport, as well as uncontrolled urban sprawl. The objective of the paper is to present sustainable mobility planning challenges in the agglomerations at the example of seaport city Gdynia. To check the necessity of creating a new mobility pattern for important traffic generators, a research study has been carried out. The pilot survey research has been made among the staff and students of one of the biggest institutions in the city - Gdynia Maritime University. The research tool was based on an anonymous questionnaire containing a set of questions such as: the use of mode of transport, transit and parking problems, as well as the awareness of sustainable mobility. The survey results indicate that there is an unsustainable model of travelling among the academic community and transport’s behavior should be changed in order to implement the sustainable mobility concept in practice.
Zrównoważony rozwój miast, podobnie jak zmiany klimatyczne, zużycie zasobów natural-nych, przemiany energetyczne, migracje ludności, dobrobyt i bezpieczeństwo społeczne, za-nieczyszczenie środowiska, globalny wzrost gospodarczy, stanowi jedno z głównych wyzwań dla przyszłości naszej planety w 21 wieku. Trójmiasto, jak wiele innych współczesnych aglo-meracji, mierzy się z wieloma wyzwaniami odnoszącymi się do negatywnego wpływu czło-wieka na środowisko, zdrowie i przestrzeń miejską. Mobilność ludzi jest jednym z nich. Jakość podróżowania w Gdańsku, Gdyni i Sopocie pogarsza się w wyniku nadmiernego użytkowania samochodów, braku integracji systemu transportu publicznego, nieefektywnego wykorzysta-nia ekologicznych środków transportu, jak również niekontrolowanego rozrastania się miast. Celem niniejszego artykułu jest przedstawienie wyzwań związanych z planowaniem zrówno-ważonej mobilności w aglomeracjach na przykładzie Gdyni. Aby sprawdzić, czy konieczne jest stworzenie nowego wzorca przemieszczania się dla osób podróżujących do dużych gene-ratorów ruchu, zostało wykonane badanie, przeprowadzone wśród studentów i pracowników jednej z największych instytucji w mieście – Akademii Morskiej w Gdyni. Narzędziem wyko-rzystanym podczas badania był anonimowy kwestionariusz ankietowy zawierający szereg py-tań, takich jak: wykorzystanie środka transportu, problemy przewozowe i parkingowe, jak również świadomość respondentów odnośnie zrównoważonej mobilności. Wyniki badania wskazują na niezrównoważony model podróżowania wśród pracowników i studentów. Aby móc realizować koncepcję zrównoważonej mobilności w praktyce, zachowania transportowe respondentów powinny ulec zmianie.

Many cities in the world, including cities in Europe, implement a policy aimed at improving the attractiveness of alternatives modes to a private car. The literature often shows impressive changes in the modal split in favour of environmentally friendly means of transportation (public transportation, cycling, going on foot). Because individual cases do not decide of the success of European policies in the field of sustainable transport development, the article summarizes the statistics of modal split of traffic for more than 300 cities in the last 10 years. The data present a problem in Europe and contribute to the debate on changing the current approach to the issue.
