The results of this study substantiate and compare the trends observed in the global labour market and the corresponding trends in the Ukrainian labour market in 2017–2022. With regard to the annual trend specification, this study has established the extent to which the Ukrainian labour market participants focus on the key areas of its development and has identified the problematic aspects that hinder the socio-economic recovery of the country. These findings have important implications for substantiating the course for the strategic development of the Ukrainian labour market, which should form the base for enhancing both life quality for the population and the socio-economic growth of the country.

Przedmiotem zainteresowania artykułu są determinanty rozwoju strategicznego małych firm. W oparciu o badania pilotażowe z 2017 r. opisano je na przykładzie małych firm Lubelszczyzny w obszarach: cele strategiczne, możliwości rozwoju branży, czynniki konkurencyjności, innowacyjność, otwartość na rynki zewnętrzne. Dla określenia zmian zachodzących w czasie, skonfrontowano je z wynikami badań ogólnopolskich, przeprowadzonych przez PKPP Lewiatan w 2011 r.
Determinants of strategic development of small enterprises are the subject of interest in the article. Based on pilot studies from 2017, they have been described on the example of small Lublin Region enterprises in the following areas: strategic objectives, industry development opportunities, competitiveness factors, innovativeness, openness to external markets. They have been confronted with the results of nationwide research carried out by the Polish Confederation Lewiatan in 2011 to determine the changes over time.

In the global economy, where there is a competition among operators, and those of them which are socially and economically strong with unique values win, there is a slow process of joining of some territorial units so they can cooperate. The cooperation is based on freedom and partnership rules. Joint development strategies let them easily reach local and European funds, gain macroregion cohesion in economic, social and territorial dimension and intend to make macroregion inside and outside networked. Long-term cooperation is planned. Its result is the creation of mega unit, which will be strong (economically and socially), cooperative, and will be using effects of scale and synergy.

In the article author presents technology entrepreneurship construct as a mechanism of strategic organizational development. The impact of technology entrepreneurship phenomenon on organizational development is presented on three levels, i.e.: processes, treats and results. In the article the emphasis is put on organizational structures as mechanism of organizational strategic development. In the part regarding empirical qualitative research of companies, which are the part of Aviation Valley in Poland, the sketches of models of organizational structures which support processes of opportunity identification and exploitation are presented.

The article discusses contemporary barriers in strategic governance of local development characteristic for Polish local governments. These barriers were identified by means of using the participant observation method in the period 2000-2015. Opis:

This paper analyzes the steps of the strategic development and use of innovations in the field of biotechnology in the largest and most developed countries of the world. Support for applied recommendations for state-level fundamental provisions regarding initiatives to develop the capacity of the biotechnology sector and increase the level of an international, strategic and competitive industry is presented. The authors conducted a study and evaluated the further promising use of innovations in biotechnology on the example of the EU-15 and EU13 countries. A regularity was revealed that the biotechnology of the EU countries (EU-15) is developed at a high national and international level. The overall results of our work have helped to define further strategic directions and presented potential prospects for innovation in the field of biotechnology, which will subsequently lead to increased investment in this area. Using the graphical method, a dynamic model of trade turnover in the bioeconomy of the EU-15 countries is presented, followed by the construction of a trend line. And also formulated and predicted the value of trade in the bioeconomy of the EU-15 and EU-13 for the next decade.

The subject of the study is to determine the principles of investment planning in rural areas with the participation of the European Agricultural Fund for Rural Development. Attention has been paid to the need to coordinate support from the European Agricultural Fund for Rural Development in territorial terms, taking into account the standards of planning. Opis:

The article is dedicated the improvement of methods of the strategic planning of enterprises activity for providing its greater effectiveness and practicality in application. This days the Ukrainian enterprises have problem of absence of the management strategic instruments adapted to the market conditions. Namely – a base index after which it is possible to measure progress of the strategy realization and functioning efficiency of firm is absent. A research purpose is a scientific ground of application of the strategic planning tools on production enterprises in the conditions of unstable external environment. The purpose of the article is forming of the indicators evaluation system which would allow quickly and effectively trace changes in external and internal surroundings of enterprise and to react on them quickly. Task to the article is forming of the balanced scorecard system and complex estimation of using of the enterprise strategic potential resource; calculation of the enterprise strategic development scorecards; development of the enterprise strategic contour. Research results are: directions of improvement of development of the enterprise balanced scorecard system by the calculation of integral indexes of success in the key spheres of the enterprise functioning. Methodology of construction of strategic contour of the enterprise activity is proposed.
Artykuł poświęcony doskonaleniu metodologii planowania strategicznego działalności przedsiębiorstw w celu zapewnienia większej skuteczności i praktyczności w zastosowaniu. Na dziś ukraińskie przedsiębiorstwa borykają się z problemem braku strategicznych narzędzi zarządzania dostosowanych do warunków rynkowych. A mianowicie – brak podstawowego wskaźnika, na podstawie którego można zmierzyć skuteczność realizacji strategii i efektywności funkcjonowania firmy. Celem badania jest naukowe uzasadnienie wdrożenia narzędzi planowania strategicznego w zakładach produkcyjnych w warunkach niestabilnego otoczenia. Celem artykułu jest kształtowanie oceny systemu wskaźników, które by pozwalały szybko i skutecznie śledzić zmiany w zewnętrznym i wewnętrznym otoczeniu przedsiębiorstwa i w porę reagować. Zadania artykułu: kształtowanie strategiczney karty wyników i kompleksowa ocena strategicznego wykorzystania potencjału zasobów przedsiębiorstwa; obliczanie wskaźników rozwoju strategicznego przedsiębiorstwa; opracowanie strategicznego obiegu przedsiębiorstwa. Wyniki badania: oferowane kierunki doskonalenia rozwoju strategiczney karty wyników przedsiębiorstwa poprzez obliczenie integralnych wskaźników sukcesu w kluczowych obszarach funkcjonowania przedsiębiorstwa. Zaproponowana metodyka budowania strategicznego szlaku działalności przedsiębiorstwa.

Opis:

Purpose. Recently, foreign economic activity in Ukraine has gradually shifted towards the European Union (EU). The EU’s special interest in the potential of Ukraine’s transit transport lies in the geographical position of the country, which is located on the main routes of international freight traffic. The article aims to study the status and development opportunities in the field of transit freight transport of the Ukrainian railway joint-stock company (JSC Ukrzaliznytsya) within the framework of European integration. Methodology. The article presents the analysis of the activity of the JSC Ukrzaliznytsya in the field of transit freight transport for the period of 2005-2017 and outlines the strategic prospects for its development as a significant transit route considering the conditions of European integration. The methodology included theoretical and practical research using statistical methods; methods of comparative analysis; ABC analysis method; and taxonomic method. Results. The JSC Ukrzaliznytsya was analysed to determine the status of its activity in the field of transit freight transportation for 2005-2017. A structural-dynamic analysis was made to estimate cargo volumes transported by railway enterprises and related revenues. 18 types of cargo were identified using the ABC analysis method based on two indicators, namely, “volumes of transportation” and “revenues from cargo transit”. Also, taxonomic indicators of the level of system development were considered and revenues from cargo transit for the analysed period were estimated. Finally, recommendations were proposed regarding the development of a joint-stock company as a strategic cargo transporter under the conditions of European integration with Ukraine. Practical implications (if applicable). The results of the conducted research and performed calculations confirmed the need to refocus the management activity of the JSC Ukrzaliznytsya in the field of cargo transit towards strategically important cargoes, which have the largest share in the structure of financial results. This will enable the company to achieve its leading role as a strategic transit carrier of the European Union in the near future.

The article presents how local authorities of Polish small towns perceive and form at the strategic level, these supra-local relations of their towns, which are connected with local culture. The article begins with key categories explanation: local system (LS), local development (LD), local culture, supra-local relations of local system, local development strategic governance (LDSG) and its supra-local perspective. The next part presents rationale, objects, goals, questions, methods of research and information sources. It is followed by discussing the research results divided into 4 parts, corresponding to types of supra-local relations of local systems and activities for their pro-developmental formation.
Artykuł prezentuje jak władze Polskich małych miast postrzegają i kształtują na poziomie strategicznym te ponadlokalne relacje ich miast, które związane są z lokalną kulturą. Na początku wyjaśniono kategorie kluczowe: układ lokalny, rozwój lokalny, kultura lokalna, ponadlokalne relacje układu lokalnego, zarządzanie strategiczne rozwojem lokalnym, ponadlokalna perspektywa tego zarządzania. W dalszej części zaprezentowano przesłanki, obiekty, cele, pytania, metody badawcze oraz wykorzystane źródła informacji. Następnie przedstawiono wyniki badań dzieląc je na cztery części odpowiadające czterem rodzajom ponadlokalnych relacji układu lokalnego i działaniom prowadzonym w celu ich prorozwojowego kształtowania.

There is some ambivalence with regard to how to improve strategic management of organizations. On the one hand, the example of big companies emphasizes the need for formalization and good organization of strategic management process. On the other hand, the example of small companies draws attention to such qualities as entrepreneurship, flexibility and adaptability. The concept of strategic management maturity embraces both of these priorities. In this paper, a framework for strategic management maturity has been designed. Strategic management maturity was defined as a resultant of: strategic management process maturity and leadership maturity. Theoretical framework was tested on a sample of 150 Polish enterprises.

Opis:

The goal of the article is presenting strategic regional development priorities of Malopolska Voivodeship. The outcomes of research are based on research conducted in local communes with use of AHP questionnaire. The research procedure consists of two steps: in first weights of main criteria and subcriteria were estimated. Subsequently, significance of subcirteria were determined with relevance to previously defined strategic alternatives. The research outcomes indicated preferred strategic scenario and determined key factors of development in frame of each strategic scenario.

Opis:

Transformacja systemowa lat 90. dla większości polskich małych miast oznaczała głębokie, niekorzystne zmiany ponadlokalnych uwarunkowań ich rozwoju lokalnego. W efekcie zostały one dotknięte wieloma negatywnymi zjawiskami. Pandemia COVID-19 rozpoczęła zmiany społeczno- gospodarcze, których obecna, dominująca ocena jest negatywna. Niemniej dla polskich małych miast, mimo krótkotrwałego ponownego pogorszenia ich ponadlokalnej sytuacji, zmiany te, w dłużej perspektywie czasowej, mogą okazać się korzystne. Artykuł prezentuje zidentyfikowane oczekiwania i obserwacje władz w zakresie pandemicznych zmian relacji łączących ich małe miasta z ponadlokalnym otoczeniem, a także planowane reakcje strategiczne. Wyniki badań doprowadziły do wniosku, że wspomniane zmiany, w połączeniu z planowanymi reakcjami, mają znaczący potencjał stymulacyjny w zakresie rozwoju lokalnego. Artykuł kończą zalecenia wykorzystania zawartych w nim informacji w popandemicznym zarządzaniu strategicznym rozwojem małych miast, w kreowaniu antykryzysowych polityk państw, a także w dydaktyce.

Opis:

Sustainable management (zrównoważone zarządzanie) to młody, dopiero kształtujący się na świecie obszar wiedzy. Planowanie strategiczne oparte na zasadach sustainability stanowi jedną z jego funkcji, która powinna być realizowana przez kierowników najwyższego szczebla zarządzania. Stanowi ono punkt zwrotny na drodze do zrównoważonego rozwoju. Rozwój ten będzie miał miejsce w przedsiębiorstwie tylko wówczas, gdy w planach strategicznych zostaną uwzględnione przedsięwzięcia o charakterze proekologicznym i prospołecznym. Celem artykułu jest prezentacja kompleksowego podejścia do problemu sustainability na etapie planowania strategicznego z uwzględnieniem autorskiej, oryginalnej koncepcji dotyczącej zakresu i struktury równoważenia zasobów oraz funkcjonalnych obszarów działania. Powinno ono ułatwić dyrekcji przedsiębiorstw podejmowanie decyzji w obszarze zrównoważonego rozwoju. Artykuł ma charakter koncepcyjny. Zaprezentowano w nim modelowe rozwiązania wzbogacające teorię i praktykę zarządzania, które mogą przyczynić się do szerszego, planowego angażowania się przedsiębiorstw w równoważenie potrzeb międzypokoleniowych.
Sustainable management is a young area of knowledge emerging in the world. Strategic planning based on the principles of sustainability represents one of its functions which should be implemented by top managers. Strategic planning is a turning point on the road to sustainable development. This development will take place in a company only when pro-social and pro-ecological activities are incorporated into the strategic plans. The aim of the article is to present a full, comprehensive approach to the problem of sustainability at the strategic planning stage, including the author’s original concept of the range and structure of sustainable resources and sustainable functional areas of action. It should facilitate making decisions in the area of sustainable development by the managers of companies. The article has the conceptual character. It presents model solutions enriching the theory and practice of management, which can contribute to a broader planned involvement of enterprises in balancing the intergenerational needs.
Устойчивое управление – это молодая, лишь формирующаяся в мире область знаний. Стратегическое планирование, основанное на принципах устойчивости – одна из его функций, которая должна осуществляться руководителями высшего уровня управления. Оно представляет собой поворотную точку на пути к устойчивому развитию. Это развитие наступит на предприятии лишь тогда, когда в стратегических планах будут учтены меры проэкологического и прообщественного характера. Цель статьи – представить комплексный под- ход в вопросу устойчивости на этапе стратегического планирования с учетом авторской, оригинальной концепции, касающейся объема и структуры сбалансированности ресурсов и функциональных областей действия. Оно должно облегчить руководству предприятий принятие решений в области устой- чивого развития. Статья имеет концептуальный характер. Она представляет модельные решения, обогащающие теорию и практику управления, которые могут способствовать более широкому, плановому включению предприятий в сбалансирование межгенерационных потребностей.

Purpose: Sixty-five HR general managers representing companies from a variety of industries took part in the research that we conducted between April and October 2013. They had identified leadership development as the most significant factor in the growth of the top firms in Poland’s economy. We have conducted in-depth interviews to understand the perception of the leadership concept. We have found that they tend to focus on the following dimensions of leadership: conveying a vision, inspiring, being charismatic, being credible, being able to manage others, and having good interpersonal skills. Research limitations and implications: The main limitation of the research is that it does not allow for generalization of findings on perceived dimensionality of leadership on larger population of HR Executives. Our findings imply that leadership development will soon be a strong priority among HR teams of 500 largest companies, but several dimensions are not present in their description of leadership. Originality/value: Our paper makes three contributions to the literature. We have developed a managerial attention view of the firm by surveying senior HR executives. CEOs, CFOs, and top management teams tend to be subject of studies in this theoretical tradition more often than HR executives, Another contribution is the use of mixed methods that is rather rare yet offering vast opportunities for triangulation and knowledge building in the discipline. Our third contribution is that we applied a standard scale of the multidimensional leadership concept.

The article discusses the spatial development of non-urban areas based on the use of local peat resources. Creating a methodology for the advanced spatial development of non-urban areas has peat resources based on multi-criteria optimisation of production and social infrastructures. The industrial and social infrastructure of the non-urban areas having reserves of peat, associated mineral, and industrial raw materials. Regularities, trends, and features of formation and functioning of the productive and social infrastructure of the natural and man-made complex in the development of peat reserves, associated mineral, and industrial raw materials. To achieve this goal, it is necessary to conduct interdisciplinary research and solve the following specific objectives: (1) the scientific justification of new technological processes and equipment for peat and mineral raw materials processing for obtaining new composite materials for multiple purposes; (2) the feature analysis of the use of local peat resources to provide the development of non-urban areas based on a set of scientific approaches; (3) the development of the methodology for project management of the natural and man-made complex to ensure multi-criteria optimisation of productive and social infrastructure. The example of the Khanty-Mansiysk Autonomous Okrug – Yugra development selected results of confronting the existing “big grand” and national challenges through the mechanisms of rational use of local peat resources non-urban areas are illustrated. The results indicated that by 2030 there would be a 3.8-fold increase in mineral extraction and a 5.9-fold increase in processing industries.

Celem niniejszego opracowania jest przedstawienie i ocena zreformowanego modelu programowania polityki rozwoju w Polsce. W efekcie prowadzonych w latach 2006-2011 działań reformatorskich określono główne obszary programowania polityki rozwoju, typy podstawowych dokumentów strategicznych i ich wzajemne zależności, podmioty odpowiedzialne za opracowanie poszczególnych dokumentów i ich realizację, podstawowe zasady tworzenia, monitorowania i oceny realizacji dokumentów strategicznych oraz nowe zasady finansowania polityki rozwoju. Zweryfikowano i uporządkowano istniejące programowe dokumenty strategiczne oraz opracowano pakiet nowej generacji podstawowych dokumentów strategicznych, zgodnie z zaprojektowanym modelem. Efektem powyższych działań powinno być usprawnienie programowania i realizacji krajowej polityki rozwoju. Stworzenie własnego modelu programowania polityki rozwoju jest potrzebne także w perspektywie malejącego dopływu środków unijnych, których wykorzystaniu w dużym stopniu podporządkowana była dotychczasowa polityka. Głównym zagrożeniem dla powodzenia realizacji reformy mogą okazać się jednak malejące krajowe możliwości finansowania polityki rozwoju.
The purpose of the research paper is to present and assess the revised model of development policy programming in Poland. As a result of reform undertakings pursued within 2006-2011 major areas of development policy programming have been established and types of basic strategic documents and their interdependencies have been agreed upon. Moreover, rudiments of drafting strategic documents as well as monitoring and assessing their pursuit have been set together with new rules of financing the development policy. The existing strategic documents have been verified and categorised and a package of new generation of basic strategic documents has been worked out in line with the designed model. The above activities should result in enhancing both programming and pursuit of the country’s development policy. Creating of the model of development policy programming is also necessary from the perspective of shrinking amount of the Union’s financial means that so far have had a significant impact on the pursuit of the development policy. However, the major threat to the accomplishment of the reform might be declining possibilities of the country’s sources of development policy financing.

Opis:

Non-Governmental Organizations (NGOs) represent an important link in the process of local development. They influence local community activation and constitute the natural tool of endogenous developmental projects implementation. Development strategies of these organizations function as a signpost indicating the most important tasks to be carried out in the years to come. The purpose of this study is to determine and characterize the stages, elements of Non Governmental Organizations’ development strategies creation with particular emphasis on SWOT analysis and the key strategic goals based on the example of selected organizations from Dzierżoniów and Złotoryja districts. The analysis of 10 NGOs was prepared based on the consultancy process conducted in the period 2012-2014. In this process the following research methods were applied: subject literature query and undisguised observation. Strategic workshops and study visits (in the seats of particular NGOs) were taken under consideration. Moreover, the study also presents the list of thematic blocks carried out for NGOs.

Looking at the marketing strategies applied by institutions selling culture and education, the main problem is not to forget the nature of the selling product. We are obliged to protect the shape and essence of what we sell much more than selling any other kind of product even if the product is totally uncommercial. That’s why numerous, cultural and educational institutions often aren’t able to find their own place on the still changing market. Some of them offer products intended only for a small group of customers, others support new directions and new forms of products that haven’t got their own type of clients definite yet. So there’s appearing new need to reconciltae what’s irreconcilable, extremly different opinions and need of working out the balance between spectators preferences and organizations ambitions. It looks like the developing product strategies of Polish Cultural and Educational Union in the Czech Republic presented in the paper prove that the balance is possible to reach.

Upper Silesian Agglomeration is an example of polycentric urban setting characterized by high demographic and economic potential as well as on-going structural changes, both functional and spatial. Step by step new structures of agglomeration-level management emerge. Selected development and regulatory processes can be considered to constitute a metropolisation process. The paper reflects upon the patterns of territorial management, related to this territory, aimed at increasing its metropolitan position. Problems and challenges of metropolitan management in the Upper Silesian Agglomeration are presented, accompanied by selection of framework rules and assumptions concerning metropolitan policy. The leading role of regional government is pinpointed, whereas an approach based upon establishing separate administration structures of the metropolitan area has been criticized.

This article summarizes the arguments and counterarguments within the scientific discussion on identifying the enterprise’s state to evaluate its effectiveness and optimize the target functions in solving enterprise development problems. The proposed scientific and methodological approach to modeling the enterprise development management system under decentralization conditions and its practical implementation makes it possible to determine the dominant development parameters of manufacturing enterprises that influence the United Territorial Community and to timely track the impulses and space of the United Territorial Community state, taking into account the PS state as parameters for its development. The proposed analysis of the Production System state within the United Territorial Community framework and evaluating its development dynamics shows the necessity of forming a system of generalized vector-scalar, situationally oriented indicators.

This article summarizes the arguments and counterarguments within the scientific discussion on identifying the enterprise’s state to evaluate its effectiveness and optimize the target functions in solving enterprise development problems. The proposed scientific and methodological approach to modeling the enterprise development management system under decentralization conditions and its practical implementation makes it possible to determine the dominant development parameters of manufacturing enterprises that influence the United Territorial Community and to timely track the impulses and space of the United Territorial Community state, taking into account the PS state as parameters for its development. The proposed analysis of the Production System state within the United Territorial Community framework and evaluating its development dynamics shows the necessity of forming a system of generalized vector-scalar, situationally oriented indicators.

The article analyzes the statistical information of the main economic indicators of the “Asian tigers” countries for the period from 2012 to 2017. The analysis of the rating of the world’s largest companies was also provided. The analysis provided an opportunity to identify the most successful companies, which are affiliated in the “Asian tigers” countries. Based on this, the main success factors of these countries were identified. The analysis of managerial decisions and actions of the companies that affiliate in “Asian tigers” countries with the purpose of identification the alternative directions of development by means of which companies have succeeded or plan to succeed in the future was made. The authors also identified the main ways of reforming the Ukrainian economy, taking into account the data obtained during the research.

The inevitability of the crisis phenomenon in modern enterprises requires their proper diagnose. This create the need to identify the ways, which allows to carry out the diagnosis, which should include identification of external and internal crisis factors, but also the opportunities and strengths of enterprise, because they determine the possibilities to overcome the crisis and the recovery and development. The article presents the role of the strategic analysis in the study of the development possibility of hard coal mining enterprise in the crisis situation.

This article addresses the issue of academic entrepreneurship, broadly understood as: (1) the process of establishing companies, (2) university entrepreneurship, (3) development of educational programs and entrepreneurial attitudes among students and academics, (4) creating institutions and programs that support setting up of companies, (5) intellectual property management and (6) entrepreneurial university management (Banerski et al., 2009). The goal is to examine the presence of academic entrepreneurship in the development strategies of eighteen Polish public universities. This study uses the content analysis method and is a part of strategic research. To answer the research question, the universities’ development strategies were analysed and in particular mission statements, strategic and operational goals, activities/tasks. Based on the research, it can be concluded that university authorities do not perceive academic entrepreneurship as a goal of the utmost importance and only to a small extent see the need to develop this concept by taking it into account in development strategies.

Pomimo szybkiego postępu zarówno w dziedzinie zrównoważonego rozwoju, jak i zarządzania strategicznego wiedza o tym, czym są strategie zrównoważonego rozwoju nie jest powszechna. Przekłada się to na potrzebę zacieśniania współpracy między nauką a biznesem, a zatem teorią i praktyką. Tak określonej luce badawczej towarzyszy pytanie badawcze: jakie są perspektywy badawcze w obszarze strategii zrównoważonego rozwoju przedsiębiorstw? Celem artykułu jest przedstawienie aktualnego stanu wiedzy i identyfikacja perspektyw badawczych w zakresie strategii zrównoważonego rozwoju przedsiębiorstw. Eksploracja słów kluczowych za pomocą systematycznego przeglądu literatury umożliwiła zintegrowanie dowodów naukowych przedstawiających istotę strategii zrównoważonego rozwoju. Natomiast połączenie klasycznego i systematycznego przeglądu literatury pozwoliło na podniesienie jakości przedstawionych badań. Strategie zrównoważonego rozwoju przedsiębiorstw są realizowane w różnych obszarach funkcjonalnych przedsiębiorstw, dlatego w różny sposób i w odmiennym natężeniu nawiązują do zrównoważonego rozwoju. W wyniku przeprowadzonego postępowania badawczego ustalono, że nowymi, obiecującymi kierunkami badań są dotychczas niepodejmowane szerzej badania w obrębie innowacji związanych ze strategiami zrównoważonego rozwoju przedsiębiorstw. Jedną z takich innowacji biznesowo-społecznych mogą być zielone miejsca pracy, powstające w wyniku nakładów finansowych i odpowiednich decyzji zarządczych.
Despite rapid progress in both the field of sustainable development and strategic management, knowledge about what sustainable development strategies are is not widespread. This translates into a need for closer collaboration between science and business, and thus, theory and practice. This defined research gap is accompanied by the research question: what the research perspectives are in the area of corporate sustainable development strategies. The aim of this article is to present the current state of knowledge and identify research perspectives in the area of corporate sustainable development strategies. The exploration of keywords through a systematic literature review enabled the integration of scientific evidence presenting the essence of sustainable development strategies. Meanwhile, combining classic and systematic literature reviews improved the quality of the research presented. Corporate sustainable development strategies are implemented in various functional areas of companies, therefore, they relate to sustainable development in different ways and with varying intensity. As a result of the research procedure conducted, it was determined that new promising research directions are previously unexplored areas within the innovations related to corporate sustainable development strategies. One of such business-social innovations could be green jobs, created as a result of financial investments and appropriate managerial decisions.

Od 2009 r. tworzony jest w Polsce nowy system zarządzania rozwojem, w którym szczególne znaczenie przypada planowaniu strategicznemu oraz programowaniu rozwoju. Kształtowanie polityki rozwoju określają dokumenty strategiczne nowej generacji, do których należą: Długookresowa Strategia Rozwoju Kraju Polska 2030. Trzecia fala nowoczesności (DSRK), Strategia Rozwoju Kraju 2020. Aktywne społeczeństwo, konkurencyjna gospodarka, sprawne państwo (SRK 2020) oraz dziewięć strategii rozwoju (tzw. strategie zintegrowane). Jedną z nich jest Strategia innowacyjności i efektywności gospodarki. Autorka stawia tezę, że nowy system zarządzania rozwojem w Polsce ma charakter hierarchiczny, a dokumenty strategiczne są spójne i powiązane ze sobą. Poza tym polityka rozwoju jest skoncentrowana terytorialnie oraz tematycznie. Celem artykułu jest scharakteryzowanie głównych dokumentów strategicznych w nowym systemie zarządzania rozwojem w Polsce ze zwróceniem szczególnej uwagi na obszary strategiczne oraz cele i priorytety rozwojowe. Nowy paradygmat zarządzania rozwojem w Polsce oznacza między innymi świadomą strategię realizacji celów przy wykorzystaniu funduszy unijnych oraz więcej kompetencji otrzymanych przez samorządy. Szczególnym elementem nowego systemu zarządzania rozwojem są strategie rozwoju regionów, powiatów oraz gmin.
Since 2009 the new management system of development has been in operation in Poland. Strategic planning and the programming of development are of special importance in this system. The article aims to characterise the main strategic documents in the new management system of development in Poland with a particular attention paid to the strategic areas and priorities of development. The author put forward the hypothesis indicating that a new management system of development seems to be hierarchical in nature and strategic documents are mutually coherent and interconnected. Moreover, a development policy has been designed as a regionally and thematically concentrated one.

The strategic management of Rural Social Infrastructure based on eight sectors: education, training, counseling; telecommunications; utilities and household services; transport; culture, sport and recreation; trade and catering services; health and social care and personal and property protection. The main research objective, namely, to stress out the necessity of rural social infrastructure strategic management has been reached. The main research methods were used: analysis and generalization of scientific literature, logical and systematical reasoning, graphic presentation of comparison, abstracts and other methods. The main elements of the RSI strategic management – vision, mission and main strategic priorities were defined using the case of Lithuania.
Zarządzanie strategiczne wiejską infrastrukturą społeczną uwzględnia osiem sektorów: edukacja, szkolenia, doradztwo; telekomunikacja; media i usługi domowe; transport; kultura, sport i rekreacja; usługi handlu i gastronomii; opieka zdrowotna i społeczna oraz ochrona osobista i własność. Osiągnięto główny cel badawczy, jakim jest podkreślenie konieczności zarządzania strategicznego infrastrukturą wiejską. Główne metody badawcze to analiza literatury naukowej, uogólnianie, logiczne i systematyczne wnioskowanie, porównanie. Uwzględniając studium przypadku Litwy, zdefiniowano główne elementy zarządzania strategicznego RSI – wizję, misję oraz główne priorytety strategiczne.

Opis:

During the pandemic of COVID-19 the work on projects that require team working has changed. The face-to-face meetings, with the physical presence of participants, were moved to virtual space, enforcing the change in the way of project partners’ communication. The aim of the paper is to indicate the risks in the area of transnational project collaboration resulting from replacing face-to-face meetings with virtual mobility, from the skills’ development perspective. The authors of the paper explain the mechanisms of transnational projects and present how the change of communication towards purely virtual mode may affect the development of skills needed in effective project collaboration and transcultural communication. The discussion is based on the review of the available literature on the challenges of global project teams, the instrumental case study combined with the analysis of statistical data on organisations’ participation in European Strategic Partnerships within Erasmus+ Programme and authors’ experience gained through participant observation of transnational meetings conducted in the period of 2018-2020. Project partners’ participation in face-to-face meetings fosters their personal development and contributes to effective transnational collaboration. The great variety of cognitive, personal, social and communicational skills that face-to-face meetings elicit, and thus contribute to the quality of transnational project team collaboration in the multicultural environment depend on physical presence and interaction of partners. Replacing real presence of project partners with their virtual attendance reduces chances for these skills to be developed and thus may negatively influence the quality of the project collaboration. Taking into account the value that the real presence of project partners brings to international partnerships as well as the development of project team members, it is worth considering, as soon as the pandemic situation allows it, returning to planning and organizing face-to-face international partnership meetings.

A primary goal of the article is to explore the theoretical understanding among scholars about how institutional arrangements for sustainable local development partnerships in mineral resource rich countries are created. A success factor for implementing sustainable development goals (SDGs) is creating a proper institutional arrangement. Interviews and questionnaires, a mixed research method, were completed with officials and citizens from selected provinces. We reached to the following results: among others there is a weak understanding of partnership related local community development among stakeholders. Therefore, long term strategic planning and management which involves all parties in the decision making process should be created. In addition, building both horizontal and vertical institutional arrangements that provide for the participation of related stake holders is an essential element for building successful and sustainable local development partnerships.

Based on a specific research problem, the following hypotheses were formulated: effective management of the Faculty's operation influences the achievement of the set goal of the Faculty's development, efficient monitoring of the Department's strategy allows the organization to operate effectively, a properly prepared strategy should be based on the correct recognition of the potential of the organization and the environment. Findings: The analysis of strengths, weaknesses, opportunities and threats has allowed us to verify hypotheses and identify problems that the Unit may face in the future. Research limitations/implications: Based on the analysis of the Faculty's interior and surroundings, it should be stated that the Faculty's Development Strategy should be evaluated in the near future. A strategy monitoring system should also be developed taking into account the results obtained. Practical implications: The recommendation is to develop a staff development strategy, which may contribute to accelerating the independence of the Faculty and, consequently, to obtain doctoral rights. Originality/value: The article can be used by the Faculty authorities as a recommendation regarding the implementation of the Strategy and in making key strategic decisions.

Opis:

The development of rural areas is entering a stage where we are increasingly using the opportunities provided by technology. Its essence is the use of information and knowledge to introduce social and economic innovations. This is important because in the process of overcoming the peripherality of rural regions, the role of technological innovations, especially new ways of communication, is increasingly recognized. The implementation of smart development strategies, including new approaches of rural development, is one of the key challenges facing European and national institutions that are responsible for finding solutions to prevent social marginalization processes. The article discusses the genesis of the concept of smart development and its rural context. The processes of social changes with which technological changes are to be combined are also defined.
Inteligentny rozwój obszarów wiejskich (rural smart development) jest stosunkowo nową koncepcją w polityce społecznej, ekonomicznej i przestrzennej Unii Europejskiej. Działanie to wpisuje się w obecne trendy planowania rozwoju państw i regionów UE. W oparciu o zintegrowane podejścia strategiczne, które odzwierciedlają priorytety UE, a także potrzeby danego terytorium, programy rozwoju obszarów wiejskich wspierają różne działania społeczne w tym zakresie. Aktywność interesariuszy ma na celu dalszą modernizację obszarów wiejskich, w tym inwestycje w infrastrukturę oraz projekty w zakresie łączności cyfrowej oraz budowy oddolnych inicjatyw lokalnych. Koncepcja inteligentnego rozwoju wsi zakłada generowanie procesów innowacji społecznych i ekonomicznych, a tym samym wzmacnianie zasobów terytorialnych. Istota takiego rozwoju opiera się m.in. na modernizacji usług publicznych za pomocą technologii cyfrowych, a także na lepszym wykorzystaniu wiedzy w inicjatywach społecznych i gospodarczych. Technologie cyfrowe i innowacje społeczne prowadzą do wzrostu jakości życia mieszkańców oraz lepszego wykorzystania zasobów terytorialnych (Barca 2009). Od początku XXI wieku w polityce rozwoju UE, w tym polityce spójności terytorialnej, podkreśla się rolę wiedzy, zakorzenienia, instytucji oraz, co za tym idzie, kultury lokalnej. Zwróciło to uwagę interesariuszy rozwoju regionalnego i lokalnego na taki rodzaj działań i spodziewanych efektów, które odnoszą się wprost do dynamiki miejsc, ich charakteru, zróżnicowania, zmienności, jak również różnej ich odporności/wrażliwości na procesy zachodzące w otoczeniu. Cele polityki przestrzennej, zawarte m.in. w Strategii „Europa 2020”, muszą być zatem na tyle elastyczne, aby można było realizować potrzeby społeczne ludzi zamieszkujących różne obszary wiejskie wspólnoty. W artykule poruszono kwestię genezy koncepcji inteligentnego rozwoju oraz jej wiejskiego kontekstu. Określono również procesy przemian społecznych, które stanowią ogólne płaszczyzny oddziaływania koncepcji inteligentnego rozwoju obszarów wiejskich.

Opis:

Purpose: The purpose of the analysis is to demonstrate the potential impact of the shortcomings of public statistics collections in the field of application of demographic data to regional and local development planning. Design/methodology/approach: Taking into account the importance of human capital for the development of modern economies, acquiring information that reflects the demographic reality seems to constitute one of the crucial aspects determining the quality of planning the development of territorial units. The use of indicators relating to the outdated number or structure of the population in the process of diagnosing the baseline situation may lead to incorrect determination of the competitive position of territorial units and to defining development objectives that are an inadequate match to real challenges and needs of the respective territorial unit. This results in the requirement to correct the data on the number of people available in official statistics with data on unregistered emigration or the use of alternative data sets, such as the social insurance records. Findings: The use of this type of data within the framework of the conducted analysis rendered it possible to identify that the difference between the number of people, as determined on the basis of official registers, and the corrected population status, reaches 2.7-2.9 million people nationwide. Taking this fact into account causes effects in the form of an increase in the value of GDP per capita, both at the nationwide, and at regional scale. Originality/value: Therefore, it can quite clearly change the assessment of their economic potential, putting them in a more advantageous competitive position compared to other EU regions or member states. Consequently, it creates a different starting point for both defining regional or local development objectives and planning public intervention in line with the theory of change.

Artykuł odnosi się do mechanizmów programowania rozwoju przedsiębiorczości przez samorząd terytorialny. Osadzony jest zatem w problematyce zarządzania strategicznego w instytucjach publicznych.Przykład przedsiębiorczości, jako elementu potencjału endogenicznego podlegającego interwencji strategicznej, wybrano ze względu na rolę tego zjawiska, podkreślaną nie tylko w opracowaniachnaukowych, lecz także w wielu dokumentach strategicznych i praktyce samorządowej.Podstawowym celem opracowania jest zatem określenie atrybutów skutecznego mechanizmu wspierania przedsiębiorczości przez instytucje samorządu terytorialnego. W realizacji postawionego celu pomocne są studia literatury dotyczące takich zagadnień, jak: przedsiębiorczość, zarządzanie strategiczne czy przełożenie koncepcji governance i New Public Management na praktykę zarządzaniarozwojem JST. Wyjaśniając problem, nie ograniczono się tylko do rozważań teoretycznych, posłużono się również badaniem metodą case study. Na podstawie przeprowadzonej analizy sformułowano wnioski dotyczące optymalnej procedury programowania rozwoju przedsiębiorczości na poziomie samorządu terytorialnego. Opisano zarówno narzędzia oddziaływania na przedsiębiorczość, jak i zasady planowania oraz controllingu podejmowanych działań. Sformułowano również inne zalecenia dotyczące samego mechanizmu określania odpowiedzialności za realizację celów związanych z oddziaływaniem na sferę przedsiębiorczości.Odnosząc się do tych kwestii, uwzględniono występujący w Polsce trójstopniowy podział władzyterytorialnej, a więc poziom: regionu, powiatu oraz gminy.
The article refers to the planning of entrepreneurship development by local self-governments. Itis therefore embedded in the issues of strategic management in public institutions. The exampleof entrepreneurship as part of the endogenous potential of strategic intervention was chosen becauseit emphasised the role of this phenomenon not only in scientific studies, but also in a numberof strategic documents and local self-government practices.The primary purpose of this article is therefore to define the attributes of an effective mechanismfor supporting entrepreneurship by local self-government institutions. What is helpful in pursuingthis objective, are literature studies on such issues as entrepreneurship, strategic management,or the transfer of the concept of governance and New Public Management to local self-government development management practice. Clarification of the issue has not been narrowed down only totheory. Content analysis was also performed with respect to the strategic documents and the casestudy method was also employed.

Opis:

The Port of Jeddah (Port) released the initial version of this Strategic Plan in 2006. It was developed by Port staff, along with input, as a five-year rolling plan designed to guide the Port’s future development while keeping in mind the needs of our tenants, local community members and stakeholders, and the nation. This is the second update to the Strategic Plan since its initial release. While the Port’s overarching principles – commitment to environmental stewardship, addressing tenant needs, goods movement, economic development, and security – have remained largely unchanged, it is important for us to adapt our strategies to meet the challenges of an ever changing local and global environment. The Port is among the world’s premier ports and is a critical hub for global trade. This prominence brings with it responsibilities and expectations for the highest possible standards for efficiency, safety and security, and environmental leadership. The Port is the nation’s busiest container port and part of the world’s busiest port complex, handling 3.7 million twenty-foot equivalent units in 2013. Global trade and goods movement is Western kingdom of Saudi Arabia’s strongest industries in terms of jobs and economic activity. The Port of Jeddah powers these industries, handling almost more than a quarter of the cargo that enters the kingdom of Saudi Arabia annually. Through the Port’s activities, a lot of jobs are created in western kingdom of Saudi Arabia and over five hundred thousand nationwide. In order to maintain our position among the world’ the kingdom of Saudi Arabia premier ports, the Port is continually addressing the demands for providing modern and efficient cargo handling terminals as well as transportation and infrastructure projects. Protecting one of the nation’s most vital economic hubs is also an ongoing challenge. Finally, promoting a sustainable “grow green” philosophy and ensuring that we are the leader among ports in promoting environmental stewardship is a strategic objective of the Port. A strategic plan is a management tool used to improve the performance of an organization and outlines the organization’s direction and priorities. This plan identifies the Port’s twelve strategic objectives for the next five years. Each of the objectives identifies a series of an act or strategy intended to resolve a difficulty or improve a situation; a fresh approach to something that the Port will undertake to accomplish that objective. While these objectives are organization-focused and require the coordination of resources throughout the Port, each one will be championed by a bureau, and the divisions within that bureau, as this paper will contain.
