    The author considers in the article estimation of the technical efficiency, which measures the ability of the company to obtain the maximum output from given inputs or to use the minimum input to achieve given outputs. The comparison of two approaches: deterministic (on the example of Data Envelopment Analysis) and stochastic (on the example of Stochastic Frontier Approach) has been carried out, the advantages and disadvantages of both were also described. These methods were chosen because they have become popular in polish research. In the article the possible limitations and problems, which may influence results of studies conducted by using these methods, were considered.

    Opis:
    A Bayesian stochastic volatility model with a leverage effect, normal errors and jump component with the double exponential distribution of a jump value is proposed. The ready to use Gibbs sampler is presented, which enables one to conduct statistical inference. In the empirical study, the SVLEDEJ model is applied to model logarithmic growth rates of one month forward gas prices. The results reveal an important role of both jump and stochastic volatility components.

    Celem niniejszego opracowania jest określenie charakterystyk procesu produkcyjnego gospodarstw rolnych specjalizujących się w uprawach polowych w państwach członkowskich Unii Europejskiej. W pracy wykorzystano dane regionalne FADN. W związku z występującym zróżnicowaniem między regionami w pracy wykorzystano modele uwzględniające tę heterogeniczność. W szczególności rozważono dwa sposoby modelowania heterogeniczności: deterministyczny oraz stochastyczny. Odzwierciedleniem pierwszego sposobu jest wykorzystanie w niniejszej pracy modelu funkcji produkcji typu translog, który pozwala, żeby elastyczności produkcji względem nakładów czynników produkcji zależały od wielkości nakładów. Natomiast stochastyczny sposób modelowania heterogeniczności reprezentuje stochastyczny model graniczny z losowymi parametrami. Zastosowanie powyższej koncepcji pozwoliło na zbudowanie modelu funkcji produkcji typu Cobba i Douglasa (C–D) z indywidualnymi parametrami. Estymacji parametrów czterech modeli dokonano za pomocą podejścia bayesowskiego. Otrzymane wyniki jednoznacznie wskazują, że najlepszym modelem okazał się model C–D z indywidualnymi parametrami. Ponadto zaobserwowano, że dla średniej unijnej najwyższa elastyczność produkcji występuje względem nakładów materiałów, a najniższa względem areału. Natomiast dosyć zaskakującym wynikiem jest wysoki poziom średniej efektywności technicznej (0,95) przy bardzo niewielkim rozproszeniu tych ocen.
    The aim of the present study was to derive the characteristics of the production process for crop farms in the European Union member states. The paper uses regional data on farms taken from the Farm Accountancy Data Network (FADN). Therefore, the models that account for heterogeneity among the analysed regions, were used in the present study. In particular, the paper considers two approaches to modelling heterogeneity: deterministic and stochastic. The deterministic approach is reflected in the paper with the usage of translog production function model, which allows output elasticities to depend on the input levels. The stochastic approach is represented by a stochastic frontier model with random coefficients. The application of the above-mentioned concept allowed to derive the Cobb-Douglas (C–D) production function model with individual parameters. The parameters of the four models were estimated using the Bayesian approach. The obtained results indicate that the C–D model is the best. In addition, it was observed that for the EU average, the highest production elasticity is with respect to materials, while the lowest w.r.t area. Surprisingly, the results suggest a high mean technical efficiency of the analysed regions (0.95), with very small dispersion of these scores.

    The main aim of this paper is to analyse the effect of Common Agricultural Policy (CAP) subsidies on technical efficiency of Polish dairy farms. We have distinguished several types of subsidies and provided an analysis to find out which types are most likely to engender systematic differences in technical efficiency. A balanced panel of microeconomic data on Polish dairy farms over an eight-year period (between 2004 and 2011), taken from the Farm Accountancy Data Network (FADN), is used. The translog production function is estimated by employing the Bayesian approach. The empirical results show that the elasticity of production with respect to livestock is the highest, whereas with respect to feed is the lowest. The mean technical efficiency in the covered period is 83%. The research reveals the negative effect of subsidies on technical efficiency.

    The paper considers a discrete stochastic multicriteria problem. This problem can be denned by a finite set of actions A, a set of attributes X and a set of evaluations E. It is assumed that the performance probability distributions for each action on each attribute are known. A new procedure for such a problem is proposed. It is based on two concepts: stochastic dominance and interactive approach. Stochastic dominance is employed for comparing evaluations of actions with respect, to attributes. The STEM methodology is employed in the dialogue procedure between decision maker and decision model. In each step a candidate action a_i is generated. The decision maker examines evaluations of a_i, with respect to attributes and selects the one that satisfies him/her. Then the decision maker defines the limit of concessions, which can be made on average evaluations with respect to this attribute. The procedure continues until a satisfactory action is found.

    In this paper a stochastic multiobjective allocation problem is considered. We assume that a particular resource should be allocated to T projects. Depending on the amount of allocated resource it is possible (with known probabilities) to obtain a specified level of each goal. The considered criteria are divided into two groups. The first group consists of financial criteria, the second one, of qualitative criteria, representing the degree to which the projects contribute to reaching strategic goals. We propose a two-phase procedure for identifying the strategy that should be implemented by a decision maker. Our technique combines multiobjective dynamic programming and interactive approach. First, efficient strategies are identified using Bellman's principle of optimality adapted to the multiobjective problem. Next, a dialog procedure is applied to identify the solution that satisfies the decision maker. A numerical example is presented to show the applicability of the procedure.

    The paper is the second part of the series of articles surveying chosen models of decision-making under “risky circumstances”. The first segment concerned the earlier period of development of so-called “statistical thinking” (up to the times of J. Neyman and E. Pearson) and has been published elsewhere. These “twins” of papers as a whole, are intended as essays (consciously avoiding any formalization) to introduce the subsequent parts of the cycle – conducted in a more formal style. Several problems were discussed in the first part of the series. The leitmotifs, i.e. Bayesian vs. “orthodox” approaches, and the subjective vs. objective probability meaning are continued in this article, and developed towards the “modern needs and directions”. The role of some outstanding scientists is stressed. The possibility of the unification of the different philosophies on the grounds of statistical decision theory (thanks to A. Wald and L.J. Savage) is noted. “Dynamic” or multistage statistical decision procedures will be also indicated (in contrast to “static, “one-shot” problems). The primary role in developing these ideas played by mathematicians A. Wald, L. Shapley, R. Bellman, D. Blackwell and H. Robbins (plus many others) is stressed. The outline is conducted in a “historical perspective” beginning with F. Ramsey’s work and finishing at H. Robbins achievements – as being very influential in the further development of the stochastic methodology. The list of models, to be discussed in the subsequent (“formal-mode”) article/s, is added at the end of the paper. The central role in the notes is played by the “procession” of the prominent representatives of the field. The first “series” of them was presented in the previous part of the cycle. The subsequent (nine) are placed here. These scientists built the milestones of statistical science, “created its spirit,” exquisitely embedding the subject in the “general stochastic world”. The presentation is supplemented with their portraits. The author hopes that some keystones determining the line-up can be recognized in the course of reading. It is not possible to talk about mathematics without mathematics (formulas, calculations, formal reasoning). On the other hand − such beings as probability, uncertainty, risk can be, first of all, regarded as philosophic and logic in their heart of hearts (as well as being somewhat “mysterious”). So, it can turn out illuminating (sometimes) to reveal and to show merely the ideas and “their” heroes (even at the expense of losing the precision!). The role of the bibliography should also be stressed – it is purposely made so large, and significantly completes the presentation.

    The purpose of the paper is to present the results of the stochastic modelling with uncertainty performed with the use of Monte Carlo (MC) simulation with 10,000 cycles and a confidence interval of 95 %, as recommended. Analysed REEs were fitted by lognormal distributions by using the Crystal Ball® (CB) spreadsheet-based software after defining the geometric mean value (μg) and the standard deviation (σg), automatically calculated (matches) the lower, as well as, upper boundaries of lognormal distribution. The number of replications of a simulation affects the quality of the results. The principal output report provided by CB and presented in this study consists of the graphical representation in the form of the frequency chart, percentiles summary, and statistics summary. Additional CB options provide a sensitivity analysis with tornado diagrams. The data that was used for MC simulation of the LCI model includes available and published data concerning associated with the REEs. This paper discusses the results and show that the adopted approach is applicable for any REEs used in the LCI studies under uncertainty. The results obtained from this study can be used as the first step in performing a full LCA analysis and help practitioners as well as decision-makers in the environmental engineering and management.

    The aim of the paper was to estimate the level of efficiency of commercial banks operating in Poland. In order to do that, authors evaluated the level of development of the polish banking system and with the use of the parametric Stochastic Frontier Approach (SFA) the average inefficiency was estimated (for 34 banks between 2005 and 2011). The intermediation approach was applied to determine the inputs and outputs of banks. In the analyzed period the average efficiency level was increasing. Significant impact on technical efficiency had the financial crisis. Home field advantage hypothesis  and global advantage hypothesis were also verified. The crisis decreased efficiency. The work has the following structure: in the first part the characteristics of the polish banking system were presented. In the second part the authors showed the results of the most important works on efficiency for Polish banking sector, than the research method, data and results were presented. In the last part the most important conclusions were pointed out.
    Celem niniejszego opracowania jest określenie stopnia efektywności banków komercyjnych działających w Polsce. Autorzy dokonali oceny stopnia rozwoju sektora bankowego oraz wykorzystując parametryczny model stochastycznej analizy granicznej  (Stochastic Frontier Aproach - SFA) wyznaczyli średnie poziomy efektywności dla 34 banków działających w Polsce w latach 2005-2011. W opracowaniu przyjęto definicję banku działającego jako pośrednik finansowy , co pozwoliło na określenia nakładów i ich wyników. W badanym okresie zaobserwowano zwiększający się poziom efektywności banków komercyjnych w Polsce. Ponadto, zweryfikowano hipotezę dotyczącą wyższej efektywności banków z dominującym udziałem kapitału zagranicznego nad bankami z przewagą kapitału krajowego. Co więcej, zwrócono uwagę na istotny wpływ globalnego kryzysu finansowego na efektywność instytucji finansowych. W okresie 2008-2009  zaobserwowano znaczący spadek efektywności kosztowej większości banków.
