The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

Głównym celem artykułu jest przedstawienie oryginalnej koncepcji samorządu terytorialnego, ukutej przez polskiego prawnika Aleksandra Krońskiego. Autor dokonał analizy tez zawartych w książce pt. Teorja samorządu terytorialnego, wpisując je w szerszy kontekst filozoficznoprawnej debaty prowadzonej wokół ustroju państwa polskiego w okresie międzywojennym. Ponadto w artykule rozwinięto myśl Krońskiego dotyczącą historii samorządu terytorialnego o wątki politologiczne, wskazując, iż idea samorządności może łączyć się z przeciwstawnymi politycznymi doktrynami. Autor tekstu stanął również na stanowisku, iż teoria Aleksandra Krońskiego, godząc indywidualne uprawnienia ze wspólnotową naturą człowieka, może stanowić inspirację dla współczesnej idei samorządnego państwa.
The main aim of this article is to present the original concept of local goverment, coined by Polish jurist Aleksander Kroński. The Author has analyzed the theses contained in the book Theory of Local Government in the context of legal and philosophical debate concerning the Polish political system during the interwar period. Furthermore, in the paper the Author has developed Kroński’s views on the history of the local government indicating that the idea of self-governance might be plausibly intertwined with various of political doctrines. It was also concluded that due to its expressed stance on the human nature, community and individual rights the above-mentioned theory might be found as inspiring nowadays too.

The issue of immigrants’ place in Western societies is still vital, and it is considered from various theoretical and axiological positions. The article attempts to look at these issues through the eyes of a classic of European philosophy, which is Plato. In ancient Greece, foreigners were approached rather with superiority; Greeks believed that the world is divided into them and barbarians. The same is true of Plato, who proposes many rules for treating „aliens” in his theory of the ideal state. These principles are based on the assumption that citizens and noncitizens (foreigners and slaves) cannot be treated equally in every respect.

Effects of isotopic substitutions of "spectator" hydrogens on rate constants have been theoretically examined for the CH3 + H2 ' CH4 + H (I) and C2H + H2 ' C2H2 + H (II) reactions using variational transition state theory with the multidimensional semiclassical tunneling correction. A small but significant secondary isotope effect was found for reaction (I) but almost no isotope effect was found for reaction (II). This is because the potential energy surface for reaction (II) has an "early" character.

Opis:
In this work, the state-space nonlocal strain gradient theory is used for the vibration analysis of piezoelectric functionally graded material (FGM) nanobeam. Power law relations are used to describe the computing analysis of FGM constituent properties. The refined higherorder beam theory and Hamilton’s principle are used to obtain the equations of motion of the piezoelectric nanobeam. Besides, the governing equations of the piezoelectric nanobeam are extracted by the developed nonlocal state-space theory, and the analytical wave dispersion method is used to solve wave propagation problems. The real and imaginary solutions for wave frequency, loss factor and wave number are obtained and presented in graphs.

Opis:
The article provides through analysis of complexity of a state and (un)changeability of its attributes. On the one hand, it is based on a neo-realist theory of IR , and on the other hand it draws on communitarianism, assuming that a state, sovereignty, power and even a state of anarchy in international relations can effectively function and contribute to the global society under certain conditions. The aim of the article is to define the challenges and threats for a state in the international system and in the system of international relations, as well as to show how it has been developing. The author deconstructs and reexamines a state and state attributes on an ontological level, and also takes up epistemological issues on how to explain the fact that, despite the changes in the designations of state and statehood, state is still an important element of the international system. 
Artykuł podejmuje temat złożoności fenomenu państwa oraz (nie)zmienności jego atrybutów. Zawarta w nim analiza z jednej strony wpisuje się neorealistyczny nurt badań nad stosunkami międzynarodowymi, z drugiej zaś czerpie z dorobku komunitarianizmu zakładającego, iż państwo, suwerenność, władza, a nawet anarchia w stosunkach międzynarodowych może efektywnie funkcjonować w globalnym społeczeństwie, o ile jest zdolne przekroczyć utarte schematy w myśleniu o jego podstawowych i historycznie kształtowanych atrybutach. Celem artykułu jest zdefiniowanie – istotnych dla obecności państwa w systemie międzynarodowym i w systemie stosunków międzynarodowych – wyzwań i zagrożeń z którymi jest ono konfrontowane oraz pokazanie, jak zmienia się to, co stanowiło do niedawna o jego atrakcyjności, a w postnowoczesnej rzeczywistości staje się znaczącym ogranicznikiem w aktywności międzynarodowej. Autorka dekonstruuje i bada desygnaty państwa i państwowości na płaszczyźnie ontologicznej, jak również rozważa także kwestie epistemologiczne dotyczące sposobu wyjaśniania faktu, iż pomimo zmian, jakim podlegają desygnaty państwa i państwowości, to ono samo jest wciąż ważnym elementem systemu międzynarodowego.

This essay explores the underlying philosophical differences separating Marxism and anarchism by examining the specific philosophies of Marx and Bakunin. The conflicting philosophical foundations of these two philosophers reveal why there were irreconcilable political and strategic differences between them, even though both were members of the First International and both were equally dedicated to the abolition of capitalism.Bakunin, for example, posited humans as basically natural creatures with permanently fixed natures while for Marx humans have been evolving throughout history, becoming more rational in the process, and thus exhibiting different human natures in different historical periods. Accordingly, both authors adopted starkly different conceptions of freedom, where Bakunin sought to identify freedom with acting according to natural impulses while Marx defined it in terms of conscious, rational collective action.With these contrasting philosophical foundations Marx and Bakunin proceeded to outline incompatible theories of the State and diverging strategies in abolishing it; they disagreed on who would be most likely to lead a revolutionary upheaval; and they differed on what organizational forms would be needed to accomplish their revolutionary aims.

W artykule omówiono dotychczasowe osiągnięcia w aplikacji metody RC-TST (ang. Reaction Class Transition State Theory) w kinetyce procesów rodnikowych, ważnych w procesach pirolizy oraz spalania węglowodorów, w szczególności wewnątrzcząsteczkowych migracji atomu wodoru oraz jednocząsteczkowego rozpadu rodnika alkilowego poprzez cięcie β (ang. β scission). Metoda RC-TST/LER (ang. Linear Energy Relationship) umożliwia aproksymację stałej szybkości dowolnych reakcji należących do wymienionych rodzin (klas) . Dokładność otrzymanych wyników porównywalna jest z osiąganą za pomocą wariacyjnych realizacji teorii stanu przejściowego (TST) z uwzględnieniem wielowymiarowego tunelowania. Jednak, czas obliczeń niezbędnych do uzyskania rezultatów (a tym samym ich koszt) jest wielokrotnie mniejszy. Obliczenia RC-TST/LER można całkowicie zautomatyzować, co czyni metodę przydatną w automatycznej generacji mechanizmu reakcji złożonej. Zaprezentowane porównanie wyników teoretycznych z eksperymentem dowodzi stosowalności metody do badanych rodzin reakcji.
An application of the RC-TST (Reaction Class Transition State Theory) to the radical reaction classes, important in combustion and pyrolysis, in particular intramolecular hydrogen migration and the C-C bond β-scission reaction classes. Method RC-TST/LER (Linear Energy Relationship) enables one calculation of the rates constants of any reaction within a family with chemical accuracy, comparable to that of high level methods, like variational Transition State Theory (TST), but obtained at the fraction of their computational cost. Furthermore, RC-TST/LER calculations can be automated, thus making this method usable in different ARMG (Automated Reaction Mechanism Generator) schemes. Reported comparison of the theoretical prediction with experiment proves the applicability of the RC-TST method to investigated reaction families.

Title issue that will be discussed in this article is a dispute, which began during the postglossators, as to the nature of possession, it means whether it is a legal state or fact. In its resolution doesn’t help a multiplicity of types of possession, which at least six were distinguished by the ancient Romans. Polish legislator continues this trend, because now in Polish law occur, modeled on the roman tradition, possession of things and possession of law, and modeled on the concept of Germanic possession spontaneous and possession dependent. From the roman theory derive contemporary elements of possession, however, have a different meaning. Today very important role is played by factor of will (animus), which allows distinguish autonomous possession from a dependent possession. This is confirmed in the jurisprudence of the Polish Supreme Court, which confirms that, in contrary to Roman law, under Polish law it is possible to transform dependent possession in to spontaneous possession, just by having the will clearly disclosed. Exceptionally there are also situations where about the character decides objective element, ie. The rule of law, with the result that spontaneous possessor may act as a wielder. Possession is certainly a legal institution, but it does not justify the statement that it is a legal state that without legislation would not exist. The author strongly inclined to consider that possession is the factual state, because its recognition as a legal state would make unjustified functioning of acquisitive prescription, which has been introduced precisely in order to ensure legal acceptance of long-term relations of fact.

The aim of the paper is to reconstruct the theoretical background and practical meaning of the so called war writings which emerged within the phenomenological movement during the First World War. The author exemplifies it by researching the works of two German representatives of this movement, Max Scheler and Kurt Stavenhagen. He focuses on their application of the phenomenological method to the analysis of Russian national identity, and historical as well as cultural foundations of Russian state. The paper’s main thesis is that the politicization and militarization of phenomenology consisted in both “personalization” and “sociologization” of the phenomenological approach to the problem of the state. While interpreting Scheler’s personalism as an exemplification of the approach to the state as a problem of social ontology, the author reconstructs the theoretical conditions of analyzing the Russian imperial state in terms of the “world.” The focus of the paper is particularly on the phenomenology of, as Scheler put it, Russian collective personality and Russian national consciousness or “soul” as well as on the question of legitimacy of Ukrainian resistance against Russian imperialism.
