Opis:
Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project – the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

Opis:
Developments in big data technology, wireless networks, Geographic information system (GIS) technology, and internet growth has increased the volume of data at an exponential rate. Internet users are generating data with every single click. Geospatial metadata is widely used for urban planning, map making, spatial data analysis, and so on. Scientific databases use metadata for computations and query processing. Cleaning of data is required for improving the quality of geospatial metadata for scientific computations and spatial data analysis. In this paper, we have designed a data cleaning tool named as GeoWebCln to remove useless data from geospatial metadata in a user-friendly environment using the Python console of QGIS Software.

The necessity of teaching such an activity as generalization was considered by Z. Krygowska in the ‘70s (Krygowska, 1977). The formation of this ability requires an adequate selection of non-stereotypical tasks, for which the algorithm is unknown to the person solving the task, ones in which a student is forced to search for their own method of solving the task on the basis of their knowledge. In literature, there are known studies concerning the process of generalization of students of different ages which use, at most, 2D visual patterns. However, the author still did not find any research based on tasks which examine the process of generalization in 3D. In this paper, results will be shown of using a task concerning a cube carried out in a diverse group of students from middle school, high school, and university.

Community self–reliance, which is guaranteed in article 165 of the Polish Constitution of 2 April 1997, does not preclude judicial review in relation to the resolutions of the municipal council, which is made in relation to the determination of land use and ways of its development in the zoning plan. The possibility of such control gives the complaint, which must be filed under article 110 of the Act of the Local Government of 8 March 1990. This raises the question of whether any property owner may bring an action on a resolution of the municipal council, taken in connection with the fixing of land use. At issue is primarily a possibility effectively to challenge a resolution on the study of conditions and directions of spatial management. Besides, it was necessary to draw attention to the possibility of using an application as a tool for land owners that are not covered by the boundariesdrawnup and enacted local plans. Also pointed to the problem of complaints by the successors of property owners who have acquired ownership of the entry into force of the resolution of the municipal council.

The article analysis the Law of the 19th July 1985 on Spatial Planning which introduced changes necessary after the reform of administrative division of the state and the introduction of the communes. Furthermore, more and more intensive industrialisation resulted in adjusting the local plans to the planned localisation of new investments. Also, the growing society needed more residential space what was not possible to achieve without the changing of the existing spatial plans. It is highlighted that the aim underlying the introduction of new law was to guarantee the coordination of general and local interest, by introducing the measures allowing to take into account social, natural and economic conditions of each region. The plans are adopted on several levels (national, regional and local). The national one covers the general provisions that takes into consideration the aims of the country development, the environmental protection concerns, protection of natural resources and the cultural heritage, the need for constant development of social and technical facilities for residential needs, sustainable development (taking into account both industrial and agricultural needs) and security and defence issues.  There are some imprecisions with defining the regional level. Accordingly to new administrative division of the country, it should mean the voivodeships, what is highlighted in the article. Nevertheless, the plans on this level should emphasis the development of voivodeship, without neglecting its influence on the neighbouring voivoideships. The local plans should take into consideration the needs of the local community. The law predicts also the spatial plans for the special functionality terrains (mines, agglomerations, national natural parks). In the further part of the article, there is a brief review over the process of adoption of the abovementioned plans. They are prepared by the Planning Commission within the Council of Ministers and broadly consulted. The representatives of the administration bodies, the social element and the representatives of the councils of people are also engaged in the process. The further obligations linked to the adoption of these plans are analysed in the latter part of the article. The specific procedure  for the localisation of investments is analysed in the last part of the article, it should have the form of the administrative act and is litigable before the Administrative Court. What’s more, it cannot change the provisions of the existing plans. What is more, in order to obtain consolidation with these plans, it need to be consulted with Planning Commission within the Council of Ministers if it regards the investment of national importance, and with local or regional authorities if the investment is of local importance. Moreover, it should be also consulted with the Environment and Water Resources Protection Office and the General Sanitary Inspection. The transition period provisions are of great practical value and regulate that all of the ongoing processes are conducted due to the old procedures. The new plans should be elaborated till the 31st December 1986 (it can be prolonged till the 31st December 1988).

The article describes the characteristics of the spatial disorientation simulator constructed for the Polish Air Force Academy aviation training. Using the spatial disorientation simulator enables safe training for military pilots, as it simulates visual illusions and spatial disorientation. The simulator makes it possible to train pilots in spatial disorientation conditions for every possible type of aircraft, through designing and conducting the proper aircraft cabin models. Spatial disorientation training has to main aims. The first one is familiarizing the pilots with spatial disorientation phenomenon, and providing them with essential knowledge and abilities through theoretical and practical acquaintance with physiological limitations. Such limitations are related to the impact of different aviation environmental aspects on the human body. The second aim of the training is increasing the efficiency of aviation training, in relation to recognizing, analyzing and proper reacting to real and simulated occurrences, which lead to spatial disorientation. The author describes main stages of the training conducted during the spatial disorientation course. The article categorizes major features of different spatial confusion types and characterizes types of air illusions.

The aim of the paper is to pinpoint criteria and key aspects that allow to compare national spatial planning systems. This identification was made on the basis of a critical analysis of the literature on the subject. It should be emphasised that the publications used in the process have been relatively rarely referred to in the Polish scientific discussion. Then, the issues identified were related to the problems of the Polish spatial planning system. An attempt was made to draw conclusions which the discussion on international classifications may lead to for the Polish system solutions.

The aim of the article is to apply the method of spatial analysis to research the real estate property market in Subcarpathian region in Poland. The methods of spatial statistics will be used to model the space differences of prices per 1m2 of a residential unit located in 26 districts of the Subcarpathian region and to investigate spatial autocorrelation. The databases will be presented in the graphical form. The results may be used to set the spatial regularities and relations. The methods presented may be applied while taking strategic decisions.

The purpose of the article is to estimate the number of municipalities (gminas) that should apply for the exclusion of agricultural land from agricultural production due to the entry into force of the proposed amended Law on Planning and Spatial Development. In Poland, this problem is significant due to the oversupply of construction land, which contributes to the dispersion of settlements and spatial chaos. Analyses were conducted in 2175 rural and urban-rural municipalities. Several variant estimates of the number of municipalities were made, using data on municipal studies and local plans. It was estimated that the number of municipalities that could apply to exclude agricultural land from agricultural production ranged from 321 to 1343 (14.8%–61.7% of non-urban municipalities). This means that the scale of expected land exclusions could be very large and occur in up to every second non-urban municipality. This indicates the need for prudent formulation of regulations to serve rational and efficient land use and spatial organisation.
