Opis:: Twenty-one intellectuals participated in the Western inter-war dispute on the rationality of a socialist economy. Oskar Lange was the only Polish participant in the discussion. His participation in the debate was the subject of thorough investigation by domestic economists. L.W. Biegeleisen, I. Ulatowska, J. Górski, E. Lipinski, B. Mintz, and E. Łukawer pointed to O. Lange's victory in the dispute, as he proved that a socialist economy can function rationally. W. Brus initially claimed that critics of socialism suffered a defeat, but later changed his mind and argued that their views were justified. In turn, W. Wilczynski, J. Godłów-Legiędź, Z. Leśkiewicz, L. Balcerowicz and M. Bochenek admitted that the opponents of a socialist economy were right, claiming that it did not ensure economic efficiency.(

Opis:: Numerous studies on the economies of socialist countries indicate that one of the main sources of their weakness was the attitudes and behavior of “socialist managers”. Contrary to the predictions (e.g. by Joseph Schumpeter), they were not characterized by entrepreneurship, innovation, the ability to lead changes or the ability to formulate strategies. This was due to the nomenclature system existing in all countries of the Soviet bloc. Nominations, promotions, but also dismissals were at the discretion of party bodies. It was the main source of the communist party’s dominance in the country and the fundamental factor guaranteeing control over all spheres of social and economic life. Determining why the nomenclature system turned out to be dysfunctional requires considering three issues: what were the goals of the communist personnel policy, what methods were used to implement it, and finally who were the people appointed to perform managerial functions in the economy. We will focus our analysis on the management of Polish industry in the years 1945–1956. This is because it was the most important sector of the economy of the People’s Republic of Poland, and the personnel policy mechanisms developed at that time remained valid until the end of the “real socialism” system.

Opis:: Zbigniew Horbowy (1935–2019), a graduate of the Faculty of Glass of the State Higher School of Fine Arts in Wrocław, conducted from the end of the 1950s, throughout the next several decades, exceptionally fruitful and original artistic, academic, design and managerial activities on the intersection of art and industry. His artistic achievements quickly found recognition in the national art circles and in the international arena. At the same time, as the only glass designer in the times of the Polish People’s Republic, he managed to combine artistic and commercial success. The utility glasses designed by him and mass-produced and sold on a mass scale were a symbol of Polish glass in general in the public awareness. He carried out his entrepreneurial activity with amazing efficiency in spite of the conditions of the industry in the People’s Republic of Poland. And this, in principle, was extremely difficult to effectively use innovation or design. As a lecturer at the PWSSP (State Higher School of Fine Arts), then a member of the university’s management and at the same time the head of design units of the leading Lower Silesian glassworks, he played an extremely important role in educating design staff and development directions of Polish industrial design.

Opis:: It might seem natural to think that the socialist model of the economy, and a reality where collective property prevailed, eliminated the problem of financial crime. But did it really? This paper, which presents the scale of this type of crime as reflected by GUS (Polish Central Statistical Office) statistics, is an attempt at answering this question. At the same time we would like to present the “3 Cs” model (circumstances, character, chance), in which all the “C” factors occurred simultaneously, but on each occasion each of these had a different impact on the particular criminal act.

Opis:: The drive towards reforms in the area of economic policy is permanent. The need of reforms is a practically never abandoned subject. The only exceptions tend to be periods when the status quo is accepted, and it is its consolidation that is being discussed. Things did not look any different in the times of the Polish People’s Republic (PPR). The rhythm of subsequent reform attempts determined the chronology of the development of the situation. The author set himself two goals: chronological ordering and typologisation of reform efforts in the PPR and presentation of the continuation of certain ways of thinking at the turn of the year 1989. Typologisation was assumed to concern ways of thinking rather than specific people and thus, it is not a biographic guide to reform circles.

Opis:: Celem badań było wykazanie przyczyn występowania instytucji nieformalnych na przykładzie renty transformacyjnej w gospodarce niedoboru. Przedmiot badań został określony m.in. poprzez ukazanie tła historycznego, charakterystyki gospodarki okresu transformacji oraz okoliczności uchwalenia ustawy o działalności gospodarczej. Dane zebrane poprzez wykorzystanie metody monograficznej pozwoliły wysnuć wniosek, że renta transformacyjna charakteryzuje się strukturą hybrydową, gdyż jest jednocześnie produktem przeszłości z elementami gospodarki centralnie planowanej oraz dostępności możliwości stwarzanych przez nowy system (kapitalizm). Zgodnie z założonym celem badań pogoń za rentą transformacyjną powstaje w wyniku pogorszenia dobrobytu grup tracących korzyści osiągnięte w gospodarce niedoboru. Ponadto, renta transformacyjna stanowi barierę i niedoskonałość ładu instytucjonalnego.
The aim of the research was to demonstrate the reasons for the existence of informal institutions using the example of the transformational rent in a deficit economy. The object of the research was defined, among other things, by showing the historical background, the characteristics of the transition economy and the circumstances of the enactment of the business act. The data collected through the use of the monographic method allowed the conclusion to be drawn that the transformational rent is characterised by a hybrid structure, as it is simultaneously a product of the past with elements of the centrally planned economy and the availability of opportunities created by the new system (capitalism). In line with the stated aim of the research, the pursuit of transformational rent arises as a result of the deterioration of the welfare of groups losing the benefits achieved in the scarcity economy. In addition, the transformational rent chase represents a barrier and an imperfection in institutional governance.

Opis:: The main aim of the article is to characterise development processes occurring in the so-called industrial socialist cities in the area of East Germany during three decades of post -socialist system transformation(1989–2019). This characteristics is based on analyses covering the most important centres that were created or developed during the period of intensive industrialisation of the German Democratic Republic until 1989 (Eisenhüttenstadt, Hoyerswerda, Schwedt on the Oder, Halle -Neustadt), and after the reunification of Germany in 1990 they followed the path of very complex transformation changes. The article focuses on changes in the economic structure of the cities in close relation to their effects in the demographic and structural -spatial aspect. In the analyses carried out for the aim of the study, were used source materials inthe form of databases published by German institutions of official statistics and public digital spatial data sets. These data were compiled by mathematical -statistical and cartometric methods. The article ends with conclusions indicating the intensive, long -term processes of shrinking and peripheralisation of studied industrial “socialist cities” from the GDR period.
Głównym celem artykułu jest charakterystyka procesów rozwojowych zachodzących w tzw. przemysłowych miastach socjalistycznych na obszarze Niemiec Wschodnich w ciągu trzech dekad postsocjalistycznej transformacji systemowej (1989–2019). Charakterystyka ta opiera się na analizach obejmujących najważniejsze ośrodki, które powstały lub rozwinęły się w okresie intensywnej industrializacji Niemieckiej Republiki Demokratycznej do 1989 roku (Eisenhüttenstadt, Hoyerswerda, Schwedt nad Odrą, Halle - Neustadt), a po zjednoczeniu Niemiec w 1990 roku weszły na drogę szczególnie złożonych przeobrażeń transformacyjnych. Artykuł koncentruje się na zmianach struktury gospodarczej badanych miast w ścisłymnawiązaniu do ich skutków, w aspekcie demograficznym i strukturalno -przestrzennym. W analizach przeprowadzonych na potrzeby opracowania wykorzystano materiały źródłowe w postaci baz danych publikowanych przez niemieckie instytucje statystyki oficjalnej oraz publiczne cyfrowe zbiory danych przestrzennych. Dane te opracowano metodami matematyczno -statystycznymi i kartometrycznymi. Wnioski wskazują na intensywne, długotrwałe procesy kurczenia się i peryferyzacji badanych przemysłowych „miast socjalistycznych” z okresu NRD.

Opis:: The article: The economic aspect of the superpower status of the People’s Republic of China, including its transformation process focuses on the key events in Chinese economic modern history that led it to become superpower in its region and worldwide. The world order prevailing for several centuries was based on the domination of the European civilization. Nowadays, we have the opportunity to observe the birth of a new order based on the dominance of Asian civilization, in which China has a leadership position. That superpower has the greatest impact in the Asia-Pacific region. This is due to the unique features of Chinese civilization, as well as the success of the economic transformation that has been going on for almost 40 years, which can set an example for developing countries. The Chinese way to economic success is unique on a global scale. In addition to centrally planned and free market systems, there are also so-called hybrids that combine features from both systems. In the case of the People’s Republic of China, this system is defined as a socialist market economy. Under this system, state ownership still dominates, but state-owned enterprises have relative independence in operational planning. There are also companies with mixed capital and entirely based on foreign capital and the private sector is playing an increasing role. It is worth paying attention to how China created its own system, because the way it did is completely different than in the West.
Статья Экономический аспект статуса сверхдержавы Китайской Народной Республики с учётом её процесса трансформации фокусируется на ключевых событиях в современной китайской экономической истории, которые привели к тому, что Китай стал сверхдержавой в своем регионе и во всем мире. Мировой порядок, господствующий на протяжении нескольких веков, основывался на господстве стран европейской цивилизации. Сейчас у нас есть возможность наблюдать за рождением нового порядка, основанном на доминировании азиатской цивилизации, в которой Китай занимает лидирующие позиции. Наибольшее влияние эта сверхдержава оказывает в Азиатско-Тихоокеанском регионе. Это связано с уникальными особенностями китайской цивилизации, а также с успехом экономических преобразований, которые продолжаются почти 40 лет, что может служить примером для развивающихся стран. Китайский путь к успеху в экономике уникален в мировом масштабе. Помимо систем централизованного планирования и свободного рынка существуют также так называемые гибриды, которые сочетают функции обеих систем. В случае с Китайской Народной Республикой эта система получила название социалистической рыночной экономики. В пределах этой системы господствует государственная собственность, но государственные предприятия имеют относительную независимость в оперативном планировании. Существуют также компании со смешанным капиталом или полностью основанные на иностранном капитале, при чем частный сектор начинает играть все большую роль. Особое внимание стоит обратить на то, каким образом Китай создал свою собственную систему, т.к. это полностью отличается от того, каким образом это происходило на Западе.

Opis:: Współczesne marki są efektem kilkusetletniej ewolucji. Marki spożywcze, odmiennie niż marki towarów i przedmiotów trwałych, kształtowały swoją nazwę w oparciu o miejsce wytwarzania lub pochodzenia określonego produktu. Problemy z przechowywaniem i transportowaniem żywności powodowały, że produkty spożywcze wytwarzano w przeszłości przede wszystkim na potrzeby rynków lokalnych. Towary żywnościowe o wyjątkowych walorach smakowych sprowadzano z odległych regionów czy krajów. Ich odbiorcami w minionych wiekach byli przedstawiciele wyższych warstw społecznych. W drugiej części artykułu zwrócono uwagę na czynniki determinujące/określające kształtowanie się marek spożywczych na ziemiach polskich, tj. zmiany w technologii produkcji rolniczej, a także wzrost zapotrzebowania na przetworzoną żywność. Znaczący rozwój przemysłu spożywczego w Polsce przypadł na drugą połowę XX w. W praktyce do końca tego stulecia cechą charakterystyczną marek spożywczych była niska rozpoznawalność produktów i dominacja marek lokalnych. Słowa kluczowe: marki, historia marek, regionalne pochodzenie produktu, marki spożywcze, ewolucja marek spożywczych – marki spożywcze w gospodarce socjalistycznej.
Modern brands are the result of centuries of evolution. Branded products were produced in the past epochs primarily for the needs of the richest social classes. The system of trademarks played an important role in shaping them. The article highlights the specificity of brands in the food industry. This industry is dominated by products manufactured for a local market, and consequently also brands with little market recognition. Due to problems with storage and distribution over long distances, brands of food products shaped their name primarily based on the place of production or the regional origin of the product. In the second part of the article, attention is drawn to those elements determining the formation of food brands in Poland, such as changes in agricultural production technology, as well as an increase in the demand for packaged and processed food. The significant development of the food industry in Poland took place in the second half of the 20th century.

Opis:: Socialist market economy or more broadly China’s road to socialism is a subject of controversy not only in China itself, but also in the international community. This issue is very complex on many levels. From the very beginning of the formation of the CPC it had to pursue different goals and face completely different challenges than its European counterparts. Due to its cultural and civilization distinctiveness, China had to choose its own path to socialism and its construction. During the times of Deng Xiaoping the Chinese economy opened to the influence of foreign capital, which allowed, on the one hand, to significantly accelerate China’s economic development and raise its position in the international arena, and on the other hand, it was the cause of much controversy.

Opis:: This essay reviews the complex love-hate relationship between comparative economics, as represented by its most outstanding representative, János Kornai, and mainstream economics, based on rational expectations and general equilibrium theorizing, as represented by Kenneth Arrow and his disciples Paul Samuelson, Olivier Blanchard and the New Keynesian line adopted by the IMF under his reign. The ultimate question is why the interaction has not been more productive and direct over the decades? Why has the post-communist era not brought about a rapprochement? The essay reviews major milestones presented in academic volumes in the oeuvre of Kornai through the decades. Opis:: The countries that gained independence after the collapse of the socialist bloc were directed from the central planning management system towards the free market economy and were called as the countries with transition economy until they completed this process. Though these countries started nearly at the same time and had the same targets, they achieved different results within the last twenty-five years. The reason is having different historical past, geographical location, human and natural resources, social and demographic features. The above-mentioned differences affected the quality of reforms in different degrees and consequently, though the transition process was completed for some countries, it was revealed that the road to be overcome was long. Generally, the transition process was very difficult for every country and the set tasks were achieved after a long period. Therefore, while explaining the mentioned process the same chronological sequence is followed without taking into consideration different features of the countries. The mentioned process was investigated in details in the present article.
Kraje, które uzyskały niepodległość po rozpadzie bloku socjalistycznego, przechodzące z centralnego systemu planowania gospodarki do gospodarki wolnorynkowej, aż do momentu ukończenia tego procesu, nazywa się krajami z gospodarką przejściową. Kraje te, mimo że rozpoczęły reformy w tym samym czasie i miały podobne cele, w ostatnich 25 latach uzyskały zupełnie inne wyniki. Powodem tego jest fakt, że były to kraje, które mają bardzo różną przeszłość historyczną, położenie geograficzne, zasoby ludzkie i naturalne oraz społeczno-demograficzne. Wyżej wymienione różnice w odmienny sposób wpłynęły na jakość procesu transformacji. Podczas gdy niektórym krajom udało się skutecznie zakończyć proces transformacji, inne nadal znajdują się w procesie przebudowy. Ogólnie rzecz biorąc, proces transformacji jest procesem bardzo trudnym dla każdego kraju i postawione cele zostają osiągnięte dopiero po długich latach zmagań. W artykule szczegółowo omówiono proces powyższych przemian.

Opis:: The article includes five parts: 1. Introduction – information about the book promotion event held in Warsaw on December 19, 2019 on the Polish edition of Xi Jinping’s Governance of China vol. I. The book launch was great not only because of the editing and the contents of the book, but also because it was a political, economic, cultural and international event, since the author is the number one politician not only in China but also in the contemporary world. The introduction includes information about the book content and demonstrates its importance for the theoretical generalizations and recognition of the main problems of contemporary China. 2. According to the authors of the paper, problems mentioned in the book are especially important. The original Chinese way of building socialism and the early stages of Chinese revolution were national, anti-feudal, anti-capitalist, democratic and socialist. Mao Zedong established class-based Maoism as a Marxism-Leninism in the Chinese version, while Deng Xiaoping and his successors established and developed the socialist market economy, which is the continuation of Maoism in the new era and they created the Chinese path to the anti-capitalist revolution and the building of socialism with Chinese characteristics. The perspective of the development of China till 2021 and 2049 (as a modern and developed socialism) and its influence on the national rejuvenation is not only Chinese but also an international issue. 3. Third part of the paper is devoted to the problems of building socialism in China, the analysis of the theory of Xi Jinping, the leading role of the CPC, the economic role of the owner and foreign capital in economy and policy, and the socio-economic contradictions in the contemporary PRC. 4. Forth part concerns Confucianism and Marxism as theoretical and practical problems in China; the original Chinese culture and civilization; the continuation and discontinuation of the historical development in contemporary epoch; the original development; the policy of opening- -up; the necessity of considering human contents of Confucianism in building and developing of socialism in China. 5. Fifth part of the paper is on the future status of the Communist Party of China’s Economy. Since the emergence of state-owned economy, it has played a huge role in the economic development of all countries. However, under the way of neoliberalism, state-owned economy has gradually been associated with backwardness and inefficiency. On the forum of state-owned economy enterprise reform in China, General Secretary Xi Jinping gave out important instructions. State-owned enterprises are an important force for strengthening the comprehensive power of the country and safeguarding the common interests of the people. State-owned enterprises must be made stronger, better and bigger. Academia has had a huge disagreement on this, and some scholars believe that this is an act of favoritism toward state-owned enterprises. This paper analyzes China’s state-owned economy from the perspective of total factor productivity (TFP), Marx’s historical materialism, national productivity, and social development, clarifying that state-owned economic reform is diff erent from the system of “profit based demands” rooted in the private economic market, but a system based on national productivity and the “needs” of the people. Making state-owned enterprises “stronger, better, and bigger” is in line with the historical development of socialism and material productivity, resolving doubts on the direction of state-owned economic reform.

Opis:: Research background: The literature indicates that labor market institutions are determined by cultural, political and economic factors, but does not give explicit conclusions which of these vast group of factors dominates. Purpose of the article: The goal of this study is to empirically assess whether cultural and political factors dominate over economic factors in shaping the labor market institutional framework in the OECD and post-socialist countries. Methods: This framework can be measured by a vast group of indicators. We use 10 such variables that describe the group of 47 post-socialist and OECD countries (that did not experience economic transition) in the years 2005?2009. These indicators allow to construct one Employment Efficiency Index which explains almost 47% of the employment rate heterogeneity in the years 2010?2015. In the second step, the Employment Efficiency Index is regressed on 7 uncorrelated and standardized components that describe the cultural, political and economic characteristics of the analyzed countries in the years 1995?2004 and the Chow test is conducted in order to determine whether they influence the Index with the same strength in post-socialist and non-transition OECD countries. Findings & Value added: The obtained results show that cultural and political factors have a stronger influence on labor market institutions. Moreover, the estimates reveal that the countries which experienced weak labor market performance in the period 1995?2004 did not make their institutional framework more pro-employment in the following years and, in consequence, also recorded low values of the employment rate in the period 2010?2015. Such result suggests that economic factors occurred to be on average an insufficient trigger for labor market reforms in the group of analyzed countries. Finally, the Chow test revealed that this conclusion is applicable to both post-socialist and non-transition OECD countries.

Opis:: The article analyses the process of interpreting the cultural and economic values of the socialist tangible heritage of Nowa Huta – a former town, today a district of Krakow. The objective of the article is to define the scope of interest of both public and commercial entities in the creation of products and services which are related to the place’s heritage and which make use of this resource. Another goal is to indicate the forms and scope of use of Nowa Huta heritage resources. On the basis of the determined facts, it can be stated that the socialist heritage of Nowa Huta may become one of the elements of its new economic structure, which has emerged as a result of the economic transition after the fall of socialism. However, the process of creating heritage products must be sustainable in the long run and must be conducted while suitably interpreting the qualities of the heritage, respecting it and commemorating events included in it.
W artykule analizowany jest proces interpretacji wartości kulturowych i ekonomicznych materialnego dziedzictwa socjalizmu w Nowej Hucie – dawnym mieście, dzisiejszej dzielnicy Krakowa. Autor zakreśla zakres zainteresowania podmiotów zarówno publicznych, jak i komercyjnych tworzeniem produktów i usług dziedzictwa wykorzystujących ten zasób. Na podstawie ustalonych faktów można uznać, że dziedzictwo socjalistyczne Nowej Huty ma szanse stać się jednym z elementów jej nowej struktury gospodarczej, po transformacji gospodarki. Proces tworzenia produktów dziedzictwa musi odbywać się jednak w sposób długookresowo zrównoważony, z poszanowaniem walorów tego dziedzictwa oraz pamięci o wydarzeniach, które stanowią jego część.

KPCh poświęca wiele uwagi zwalczaniu korupcji kryminalnej i politycznej, w szczególności w 2012 r. głośna była sprawa Bo Xilaia – byłego członka KC i Biura Politycznego KPCh. Współczesna globalizacja otwiera nowe możliwości zwiększenia roli Chin w gospodarce światowej i polityce, szczególnie w Azji, gdzie znacząca jest rola ASEANU, BRICS. Artykuł przedstawia główne ekonomiczne, społeczne oraz polityczne sprzeczności Chin i możliwości ich rozwiązania w drodze reform.
The meaning of the 18th Congress of the CPC for China China, over the past 10 years, has undergone a considerable economic growth, measured with GDP, in 2002 – $ 1236 bln, in 2011 – $ 8251 bln. It is assumed that, despite the world economic crisis, the growth will double in the next 10 years. CPC devotes a lot of attention to fight the criminal and political corruption – in 2012, there was a big case of Bo Xilaia – former member of Central Committee and Political Bureau of the CPC. Modern globalization offers new opportunities to increase the significance of China in the world economy and politics, especially in Asia, the role of ASEANU, BRICS. The main economic, social and political contradictions of China and the possibilities to settle them in the course of reforms.

Opis:: The collapse of the Soviet Union has led to historical transitions in Central and Eastern Europe. The political and economic transformation in countries located in this world’s region has caused their dynamic socioeconomic development and more stable position on the international stage. Regarding the potential of hosting the Olympic Games as an opportunity for infrastructural improvements, employment boost, and presentation of a positive image and traditions of a country, post-Soviet cities have entered the race for staging Olympic events. The main aim of this article is to analyse the bidding process for the 2022 Winter Olympic Games with an emphasis on case studies from two bidding cities with post-socialist history – Cracow and Almaty. Characteristic patterns and features of both cities’ bids, as well as differences between them are drawn, with conclusions on why these were unsuccessful. Cracow and Almaty’s bid paths in the 2022 Winter Olympics process were different. Cracow pulled out from the race during the applicant phase because of referendum results: the city residents were against the Olympics, while Almaty reached the final phase and lost to Beijing in final voting. It seems that post-socialist countries still have a weaker bargaining position in the bidding process than candidates with advanced and established economies.
Upadek Związku Radzieckiego doprowadził do historycznych przemian w regionie Europy Środkowo-Wschodniej. Rezultatem transformacji ustrojowej i gospodarczej w krajach postsocjalistycznych jest społeczno-gospodarczy rozwój tych państw i zaznaczenie ich pozycji na arenie międzynarodowej. Mając na uwadze potencjał wynikający z organizacji olimpijskiego wydarzenia, miasta postsocjalistyczne zaczęły zgłaszać swoje kandydatury na gospodarza igrzysk. Celem niniejszego artykułu jest analiza procesu ubiegania się o organizację Zimowych Igrzysk Olimpijskich w 2022 r., ze szczególnym uwzględnieniem dwóch miast z postsocjalistyczną historią – Krakowa i Ałmatów – wraz z nakreśleniem podstawowych cech procesu, różnic oraz przyczyn braku sukcesu. Główną metodą badawczą zastosowaną w pracy jest metoda deskryptywna polegająca na analizie dokumentów, raportów oraz informacji prasowych i medialnych. Analiza wspomnianego procesu w przypadku obu miast wskazała, że brak sukcesu Krakowa wynikał z negatywnego wyniku przeprowadzonego wśród mieszkańców lokalnego referendum. Jednak jego zorganizowanie było pokłosiem postępującego braku zaufania mieszkańców do olimpijskiego projektu, również ze względu na obawy związane z ogromnymi kosztami organizacji. Jeśli natomiast chodzi o Ałmaty, wciąż niedostateczny stan rozwoju gospodarczego oraz infrastrukturalnego oraz zbyt duża niepewność olimpijskich władz wobec kazachskiego konceptu igrzysk przeważyły o braku sukcesu w rywalizacji z Pekinem, globalną metropolią, gwarantującą realizację niezbędnych inwestycji. Wydaje się, że miasta postsocjalistyczne chcące kandydować na gospodarza największego wydarzenia sportowego na świecie wciąż mają słabszą pozycję przetargową niż kandydatury z państw doświadczonych w przeprowadzaniu olimpijskich wydarzeń bądź mających odpowiedni status społeczno-gospodarczy.

Opis:: The Strategy for Poland was a multi-layered programme of dynamic socio-economic development that emerged between late 1993 and early 1994. It was embedded in the foundations of social market economy institutions and structural reforms responding to the challenges of globalisation. The Strategy for Poland was a medium-term programme, yet it also laid out priorities for the long term. In hindsight, it offered an essentially correct diagnosis of the conditions of sustainable development and outlined its long-term goals. Much of what the programme said about structural reforms and institutional changes as well as internal and external development determinants a quarter-century ago is still valid today. This in particular applies to challenges such as the imperative of creating a social market economy and the competitiveness of enterprises under conditions of wide openness to the world. The strategy also accurately assessed the benefits of integration with the European Union and adequately addressed social security system reform, while also highlighting the need for efficient financial supervision and an economy increasingly driven by knowledge.
Myśl o odpowiedniej strategii dla Polski rodziła się przez wiele lat, choć sama „Strategia dla Polski” – kilkuletni wielowątkowy program dynamicznego rozwoju społeczno-gospodarczego, osadzony na budowie instytucji społecznej gospodarki rynkowej i reformach strukturalnych odpowiadających na wyzwania globalizacji – powstał szybko, na przełomie lat 1993-94. Był to program średniookresowy, szczegółowo odnoszący się do działań niezbędnych w latach 1994-97, aczkolwiek kreślący także wiele zadań na lata późniejsze. Z ekonomicznego punktu widzenia była to próba podjęcia wyzwań długookresowych. Ówczesne zdiagnozowanie uwarunkowań zrównoważonego rozwoju oraz nakreślenie jego długofalowych celów było zasadniczo trafne i wiele z tego, co ćwierć wieku temu zaadresowano wobec reform strukturalnych i zmian instytucjonalnych, z jednej strony, oraz wewnętrznych i zewnętrznych determinantów rozwoju z drugiej strony, współcześnie pozostaje nadal aktualnych. Dotyczy to w szczególności spraw tak wielkich, jak imperatyw tworzenia społecznej gospodarki rynkowej czy konkurencyjności przedsiębiorstw w warunkach szerokiego otwarcia na kontakty ze światem, poprzez sprawy tak znaczące, jak korzystna integracja z Unią Europejską czy reforma systemu ubezpieczeń społecznych, po sprawy tak konkretne, jak sprawny nadzór finansowy czy ekspansja gospodarki opartej w coraz większym stopniu na wiedzy.

Opis:: Procesy modernizacyjne wdrożone przez władze Polski Ludowej objęły ze szczególnym nasileniem polską wieś. Zjawiska, takie jak industrializacja i urbanizacja, reorganizacja systemu rolnictwa czy wprowadzenie obowiązku szkolnego miały gwarantować awans społeczny mas chłopskich oraz przyczynić się do budowy nowego społeczeństwa socjalistycznego w powojennej Polsce. Ziemie Zachodnie i Północne, na których rozwój gospodarki uspołecznionej odbywał się znacznie szybciej niż w Polsce Centralnej i Wschodniej, stanowiły swoiste laboratorium społeczne, a zarazem obszar szczególnie interesujący dla badań socjologicznych. Niniejszy artykuł ma na celu udzielenie odpowiedzi na pytanie, w jakiej mierze polska socjologia przyczyniła się w okresie PRL do analizy oraz udokumentowania procesu socjalistycznej modernizacji na wspomnianym terytorium.
The modernization processes implemented by the authorities of People’s Poland particularly affected the Polish countryside. Phenomena such as industrialization, urbanization, the reorganization of the agricultural system, and the introduction of compulsory education were meant to guarantee social advancement for the rural masses and contribute to the construction of a new socialist society in post-war Poland. The Western and Northern Lands, where the development of a socialized economy occurred much more rapidly than in Central and Eastern Poland, served as a unique social laboratory and an area of special interest for sociological research. This article aims to answer the question of the extent to which Polish sociology contributed during the PRL era to the analysis and documentation of the socialist modernization process in the mentioned territory.

Opis:: The main thesis of article is the analyse of the Chinese contradictions on the characteristic and changes of contemporary epoch. PR China started at 2016 to 13. 5-year socio-economic plan in new “normal economy”. The Chinese GDP at 2020 should reach 80 bin yuan, it’s about 18,75 bin US dol. counted in purchase power of yuan. The slower economic growth and world financial crisis influenced on the social and political tensions in China and on the international area. Xi Jinping – leader of CPC declared at July 2016 in Beijing: “Marxism should be fundamental principle and guiding sign. Otherwise the Party can lose it soul and direction in the confrontation to the Chinese socio-economic development at 2016–2020.” Its demonstrated his deep anxiety with reference its future. Other questions of article are the influence of the socialist market economy on the socio-class structure of CPC, the changes of the class character of CPC, the main threats for China and perspective its development.
Основным вопросом статьи является анализ противоречий Китая на фоне характера и изменений современной эпохи. В 2016 году Китай приступил к реализации 1З-ого пятилетнего плана (2016–2020), предполагая в рамках «нормальной экономии» замедление темпов роста РКВ (отечественного продукта брутто) к 6,5–7% ежегодно. В 2020 году РКВ Китая должно насчитывать 80 биллионов юаней (12,5 биллионов долларов США, а с точки зрения покупательной силы юаня около 18,75 биллионов долларов). Замедление темпов роста и мировой кризис стали причиной повышения общественных и политических напряжений так внутри страны, как и на международной арене. Си Цзиньпин (Хi Jinping) лидер Коммунистической партии Китая сказал в в июле 2016 года в Пекине, что «Марксизм должен быть основным принципом и указателем. Иначе партия могла бы потерять свою душу и направление в сталкновении с общеественно-экономическим развитием Китая в годы 2016–2020». Это доказывает глубокую заботу лидера партии о её дальнейшей судьбе. Другими проблемами являются: влияние рыночной экономики на классово-професиональную структуру КПК, изменения классового характера КПК, главные угрозы для Китая и перспективы его дальнейшего развития.
