    Osoby starsze są coraz większą grupą społeczną w Polsce (zmiany demograficzne). Mają one zagwarantowane liczne prawa konstytucyjne i ustawowe (ochrona zdrowia, alimentacje, możliwość podejmowania pracy), podlegają obowiązkom obywatelskim (obowiązek podatkowy). Mogą realizować swoje zainteresowania w wielu instytucjach edukacyjnych (np. Uniwersytety Trzeciego Wieku). Autorka wskazuje na rolę systemu wartości wykształconych w procesie socjalizacji i przejmowanego w ramach polityki socjalnej państwa.
    The elderly are becoming a growing social group in Poland (demographic changes). They have a guaranteed number of constitutional and statutory rights (related to health care, benefits, employment), they are subject to civil obligations (tax liability). They can pursue their interests in many educational institutions (eg. Third Age Universities). The author indicates the aspects of formation of values in human personality in the process of socialization and implementation of these values in social care policy of Poland.

    The article provides an overview of social policies in democratic, market economy states in Europe. The first section looks at the development process of social policy from the first experiments and consolidation by the rise of welfare state to modern social policy and its challenges. In the second section the author describes the characteristics of five models of social policy, which could be identified in European Union member states, i.e. liberal, conservative, social-democratic, South European, and Central-Eastern European.

    The paper on European welfare regimes and policies presents common and shared features of the social development of the post-communist countries that are members of the EU today. This will provide a basis for an attempt to assess if there is a single regime for those countries that distinguishes them from the three classical (and later four) regimes of the Esping-Anderson classification, or if there is an affinity to one of those models en bloc, or if there is similarity to one of the regimes, but in a different way for each of the new EU members. This attempt will be made primarily on the example of Poland, but with salient references to other countries in the group. The basis of the thoughts presented here is that of a project on Diversity and Commonality in European Social Policies: The Forging of a European Social Model (Golinowska, Hengstenberg, Żukowski 2009). Considerations and analysis done in the paper lead into conclusions that social policy development in the new member states is characterized by a one social model distinguishing them differently than according to the Esping-Andersen classification, in spite of a some differences in the outcome of the social policy being pursued. Similarities are mainly of an institutional character, resulting from both the similar past and the similar challenges connected with the systemic transformation towards the democratic system and market economy. In the future this specificity may fade and integration within the EU will cause a Europeanization of social policy of member states, but now this process is not sufficiently advanced.

    The Author of the article sets as a research goal the diagnosis of the role of the ideological factor and objective structural conditions in the evolution of regulated capitalism on the European continent. In the text the European social model was characterized, the influence of globalisation on the regulated European capitalism was analyzed, the challenges of demography which are posed for the social structures, the job market and social security in Europe were discussed. The Author analysed the changes happening on the European job market since the 1980s in the field of institutional solutions, position of the employee, policy tools for the job market. The convergence and divergence dynamic in the development of the European social policy and the role of the EU institutions in managing the problems of modern Europe were analysed. Finally the influence of the Eurozone’s economic crisis on the EU social policy was diagnosed. In order to operationalise the research, historical and comparative methods will be used as well as institutional analysis and social index analysis.

Takie podejście leży zazwyczaj u podstaw badań, których przedmiotem są przeszłe fakty i ich oceny. Studiowanie historii pozwala na rozumienie pomocy społecznej jako działalności realizowanej przez człowieka dla człowieka w jego historycznym istnieniu. Prezentowany artykuł powstał na podstawie analizy materiału, który ma już znamiona historycznego – kwartalnika Opiekun Społeczny – woluminów wydanych w latach 1970–1980. Podjęta tu problematyka ma na celu zobrazowanie wybranych elementów pomocy społecznej w okresie po II wojnie światowej do roku 1980. Treść publikacji koncentruje się na takich kategoriach znaczeń, jak: pojęcie opieki i pomocy społecznej, ogólna charakterystyka przeobrażeń w pomoc społecznej w okresie od zakończenia II wojny światowej do 1980 r. w Polsce, a także rola opiekuna społecznego w systemie pomocy. Prezentowana treść może skłaniać do refleksji nad obecnym funkcjonowaniem systemu pomocy społecznej, który choć uwarunkowany odmiennymi społeczno-politycznymi i gospodarczymi czynnikami od tych, które ukształtowały charakter pomocy w okresie PRL, łączy się z tym okresem wieloma wspólnymi problemami, a niektóre z nich są obecnie nawet bardziej znamienne – głównie te, będące konsekwencją starzejącego się społeczeństwa, rodzące niespotykaną dotąd w historii skalę potrzeb ochrony zdrowia, opieki i wsparcia psychospołecznego ludzi starszych i niepełnosprawnych.
    In the past, we can discover what is permanent, what is valuable, and what we should not repeat. This approach usually underpins research and evaluation of past facts. Studying history makes it possible to understand social welfare as an activity carried out by humans for humans in their historical existence. This article is based on the analysis of historical material – the quarterly “Opiekun Społeczny” (“Social Protector”) – volumes published in the years 1970–1980. The issues discussed here are intended to illustrate selected fragments of social assistance in the period after World War II to 1980. The content focuses on such categories of meanings as: the concept of social welfare and assistance, general characteristics of transformations into social assistance in the period from the end of World War II to 1980 in Poland, as well as the role of the social worker in the aid system. The article may lead to a reflection on the current functioning of the social welfare system, which, although conditioned by different socio-political and economic factors from those that shaped the nature of assistance in the period of real socialism, is associated with this period with many common problems, and some of them are even today more significant – mainly those resulting from an aging society, generating an unprecedented in history scale of needs for health protection, psychological and social care and support of elderly and disabled people.

    The article focuses on the process of shaping social policy in the European Economic Community as well as the factors conditioning it in the fields of family support, education and public healthcare. It covers the period from the inception of the EEC to the signing of the Treaty on European Union in 1992 in Maastricht. The characteristic feature of Community social policy in mentioned-above areas was monitoring global trends in social issues and determining the EEC desired direction of aspirations along with defining general standards in the area of social policy. It was concluded that the further harmonious development of the Community would not be possible without making arrangements to solve problems common to all the Member States, such as unfavorable demographic projections, the need for adjusting the methods of education and training to the changing trends in the labor market or the epidemiological threats to the health of European citizens.

    Przedmiotem opracowania jest szczególne uprzywilejowanie państwa w spółkach, w których – mając mniejszość akcji – dysponują tzw. złotą akcją, a zatem możliwością władczego oddziaływania na istotne decyzje spółki, wykraczając poza pozycję kapitałową państwa. Oznacza to ograniczenie wolności oraz prymatu własności prywatnej. Golden share może być pojmowana jako próba pogodzenia interesów prywatnych właścicieli z ważnym interesem publicznym w niektórych sektorach gospodarki, w których interes państwa staje się szczególnie doniosły. Ponieważ stanowi wyjątek od równej pozycji akcjonariuszy, jej wykorzystanie w polityce gospodarczej powinno być nader rzadkie. Autor krytykuje fakt, że Polsce po 2015 r. mamy do czynienia z odstępowaniem od prywatyzacji na rzecz zwiększonego udziału kapitału państwowego, a także z patologicznym zjawiskiem nadreprezentacji polityków we władzach przedsiębiorców, zarówno państwowych, jak i prywatnych. Wymaga to reorientacji polityki gospodarczej oraz personalnej.
    The subject of the study is the special privilege of the state in companies in which – having a minority of shares – they have golden share, and therefore the ability to exert an authoritative influence on significant decisions of the company, going beyond the capital position. This means limiting the freedom of enterprise and the primacy of private property. Golden share can be understood as an attempt to reconcile the interests of private owners with an important public interest in certain sectors of the economy where the interest of the state becomes particularly important. Since it is an exception to the equal position of shareholders, its use in economic policy should be extremely rare.

    Based on the analysis of religious policy of the government of Belarus, the existing models of church-state interaction and definitions of religious upbringing and education, the article discusses explore the problem of inclusion of the course on religion in the school curriculum.
    W artykule omówiono kwestię włączenia do programu szkolnego w Białorusi kursu religii. Opracowanie oparto na analizie polityki wyznaniowej rządu RB, istniejących modeli stosunków państwo–Kościół oraz definicje pojęć dotyczących wychowania i edukacji religijnej.
    У артыкуле разглядаецца праблема ўводзінаў у школьную праграму курсу рэлігіі. Аўтар аналізуе канфесійную палітыку ўрада РБ, актуальныя мадэлі царкоўна-дзяржаўнага ўзаемадзеяння і дэфініцыі паняццяў рэлігійнага выхавання і адукацыі.
