Opis:
In this study of the relationship between the state of health of the population and the level of infrastructure in the regional perspective Spearman coefficient was used. Factors analyzed included mortality rates due to diseases of civilization, average life expectancy in relation to, for example, the number of employed medical staff and the number of outpatient counseling. The highest correlation is observed in case of (a) infant mortality and the number of employed medical staff, (b) mortality due to external causes (including accidents) and the number of rescue teams to one resident. Thus it can be concluded that there are correlations between health and certain aspects of physical and social infrastructure.

The article deals with an issue of social consent for institutional social help activities in the functional area of the local community. When planning the development of social infrastruc-ture for social help purposes, it sometimes happens that some elements are not taken into ac-count such as the consent of town residents (neighbours) to the location of the infrastructure. Plans to create a social facility encounter resistance of residents who are concerned about their own safety. The source of such anxiety are clients of institutions, for whom the inhabitants have negative stereotypes. We experience then a conflict situation, social protests, referred to in the scientific literature as the NIMBY syndrome. We learn most about the local protests from the media, about the reasons for the protests, NIMBA actors. The article gives examples of such protests regarding the location of a social institution. Examples come from public sources – local and national newspapers, internet sources. The development of events is tracked by the media up to a certain point – for example, reaching consent or moving away from the intention to locate the institution. For social workers, this is a sufficient package of information to take into account the potential resistance of residents. In this light, it is possible to predict the lack of consent of the local community to the neighborhood with a specific cat-egory of clients of social institution. Therefore, an appropriate information campaign, ahead of the implementation of the project, can protect investors by confronting the inhabitants of the city, time-consuming and expensive procedures, and above all negative emotions. Thanks to that avoidances of hostility, aggression towards employees of institutions, clients of institu-tions and objects of this institution will be avoided.

W pracy analizowano znaczenie wyposażenia infrastrukturalnego dla rozwoju przedsiębiorczości na obszarach wiejskich województwa małopolskiego. Analizą objęto gminy wiejskie powiatów suskiego, tatrzańskiego i gorlickiego, łącznie 32 gminy. W artykule przedstawiono także rozwój przedsiębiorczości obszarów wiejskich wybranych gmin w latach 2002-2005 z uwzględnieniem poszczególnych sekcji działalności gospodarczej. Przeprowadzona analiza wykazała, że wraz ze spadkiem poziomu przedsiębiorczości wiejskiej spada również siła zależności jej rozwoju od wyposażenia w infrastrukturę techniczną. Natomiast im mniejsza dostępność mieszkańców analizowanych gmin do obiektów handlowych i turystycznych tym jest słabszy poziom przedsiębiorczości (r > 0,4).
The paper analyses importance of infrastructural development on entrepreneurship in rural areas of the Province of Małopolska. Total of 32 villages from Suski, Tatrzański and Gorlicki counties were included in the analysis. The paper presents also growth of entrepreneurship in rural areas of the selected villages in the period of 2002 to 2005, as related to various branches of economic activity. The analysis shows that a decrease of rural entrepreneurship level is directly reducing growth intensity dependence from the technical infrastructure equipment On the other hand, the lesser accessibility of the analyzed village residents to commercial or tourist objects results in wekaer enterpreneurship level (r > 0,4).

The strategic management of Rural Social Infrastructure based on eight sectors: education, training, counseling; telecommunications; utilities and household services; transport; culture, sport and recreation; trade and catering services; health and social care and personal and property protection. The main research objective, namely, to stress out the necessity of rural social infrastructure strategic management has been reached. The main research methods were used: analysis and generalization of scientific literature, logical and systematical reasoning, graphic presentation of comparison, abstracts and other methods. The main elements of the RSI strategic management – vision, mission and main strategic priorities were defined using the case of Lithuania.
Zarządzanie strategiczne wiejską infrastrukturą społeczną uwzględnia osiem sektorów: edukacja, szkolenia, doradztwo; telekomunikacja; media i usługi domowe; transport; kultura, sport i rekreacja; usługi handlu i gastronomii; opieka zdrowotna i społeczna oraz ochrona osobista i własność. Osiągnięto główny cel badawczy, jakim jest podkreślenie konieczności zarządzania strategicznego infrastrukturą wiejską. Główne metody badawcze to analiza literatury naukowej, uogólnianie, logiczne i systematyczne wnioskowanie, porównanie. Uwzględniając studium przypadku Litwy, zdefiniowano główne elementy zarządzania strategicznego RSI – wizję, misję oraz główne priorytety strategiczne.

Opis:
Commune of Stryków is one of the fastest growing economic communities in Poland. However, economic development is not commensurate with the development of social infrastructure, which plays an important role in the functioning of local communities and has a significant impact on meeting the needs of residents. In connection with the above, in July 2017, in the Stryków commune was conducted a survey, which allowed researchers to obtain information on inhabitants knowledge about local government investments realized in the last five years. During the research, respondents also had the opportunity to indicate their needs in terms of social infrastructure and access to services. On the basis of respondents answers, it can be noticed that they see mainly investments related to technical, not social, infrastructure in space. While, they mainly show lack of sports and recreations complexes, which are part of social infrastructure. The research results will allow for better identification of residents needs, and later also for better fultimenting these needs by the local government.
Gmina Stryków to jedna z najszybciej rozwijających się gospodarczo gmin w Polsce. Jednakże, wraz z rozwojem gospodarczym nie jest współmierny rozwój infrastruktury społecznej, która odgrywa ważną rolę w funkcjonowaniu społeczności lokalnych i ma istotny wpływ na zaspokajanie potrzeb mieszkańców. W związku z powyższym, w lipcu 2017 roku na terenie gminy Stryków przeprowadzone zostały badania sondażowe, które pozwoliły badaczom pozyskać informacje na temat wiedzy mieszkańców o inwestycjach samorządowych zrealizowanych w ostatnich pięciu latach. W trakcie badań respondenci mieli również możliwość wskazania swoich potrzeb w zakresie infrastruktury oraz dostępności do usług. Na podstawie odpowiedzi ankietowanych zauważyć można, że w przestrzeni widzą oni głównie inwestycje związane z infrastrukturą techniczną, a nie społeczną. Natomiast brakuje im w niej głównie kompleksów sportowo-rekreacyjnych, które są elementem infrastruktury społecznej. Wyniki przeprowadzonych badań pozwolą na lepszą identyfikację potrzeb mieszkańców, a w późniejszym czasie również na trafniejsze ich zaspokajanie przez władze lokalne.

The paper has both a theoretical and a practical dimension. The concept of resilience is quite effective under the general theory of systems. However, in situations when systemic formulations tens to hinder rather than help provide clarifications, a different interpretation may be justified. This may happen in case of building societal resistance, limiting the risk of hazards, which seems to be to a bigger extent related with transformation than with preserving “the state of the system”.

W artykule przedstawiono stan infrastruktury społecznej na obszarach wiejskich w województwie mazowieckim oraz zmiany jakie nastąpiły po akcesji Polski do Unii Europejskiej. Artykuł przedstawia badania identyfikacji obszarów, które mają utrudniony dostęp do podstawowych usług społecznych, jak m.in. do opieki zdrowotnej, pomocy społecznej, edukacji, kultury, cyfryzacji. Jest to badanie realizowane w zadaniu 3 pt. „Opracowanie idei Smart Villages Mazowsza”, w ramach przedsięwzięcia pn. „Wdrażanie koncepcji Smart Villages na terenie województwa mazowieckiego”, finansowanego przez Samorząd Województwa Mazowieckiego. W efekcie integracji Polski z UE nastąpił rozwój infrastruktury technicznej i społecznej na terenach wiejskich. Warunki życia na wsi stały się podobne do miejskich. Poprawa infrastruktury społecznej przyczyniła się do ograniczenia migracji ze wsi do miast, zwłaszcza ludzi młodych i zachowania żywotności na obszarach wiejskich. Przedstawiono ogólną charakterystykę obszarów wiejskich w województwie mazowieckim, sytuację demograficzną i na rynku pracy. Przyjęto następujące grupy wskaźników infrastruktury społecznej: ochrona zdrowia, usługi opiekuńcze, edukacja, kultura. Analizą objęto lata: 2005–2020. W tym okresie na obszarach wiejskich w województwie mazowieckim nastąpiła poprawa infrastruktury społecznej. Na wsi wzrosła liczba przychodni lekarskich, domów pomocy społecznej, przedszkoli, instytucji kultury. Mimo to, nadal dostęp do usług społecznych na wsi jest bardziej utrudniony niż w mieście.
The article presents the state of social infrastructure in rural areas of the Mazowieckie Voivodeship and the changes that occurred after Poland's accession to the European Union. This paper includes a research on the identification of areas, which have difficult access to basic social services, such as health care, social assistance, education, culture, digitization. This is a study carried out in Task No. 3 entitled "Development of the idea of Smart Villages of Mazovia", as part of the project entitled "Implementation of the Smart Villages concept in the Mazowieckie Voivodeship", funded by the Mazowieckie Voivodeship Self-Government. As a result of Poland's integration with the EU, there has been a development of technical and social infrastructure in rural areas. Living conditions in the countryside became similar to urban areas. The improvement of social infrastructure has contributed to the reduction of migration from the countryside to cities, especially among young people, and to the preservation of vitality in rural areas. The general characteristics of rural areas in the Mazowieckie Voivodeship, the demographic situation and the labour market situation are presented. The following groups of social infrastructure indicators were adopted: health care, care services, education, culture. The analysis covered the years 2005–2020. During this period, there has been an improvement in social infrastructure in rural areas in the Mazowieckie Voivodeship. The number of medical clinics, nursing homes, kindergartens and cultural institutions has increased in rural areas. Nevertheless, access to social services in the countryside is still more difficult than in urban areas.

The aim of the article is to characterize the level of the region’s diversification according to the cultural component of social infrastructure based on grouped statistical indicators. This paper uses Perkal’s synthetic ratio method to characterize the level of cultural infrastructure development in Ukrainian and Polish regions. The analysis, conducted between 2010 and 2017, concerned cultural organizations such as libraries, theaters, concert organizations, museums, cinemas, art and sports schools, and was based on regional data of Polish and Ukrainian public statistics. It was found that the primary barriers to access to cultural infrastructure are inadequate funding, disability, geographic remoteness, disparities in education, and material living conditions. The determinants of modernizing cultural infrastructure in the region are defined.
Celem artykułu jest określenie poziomu zróżnicowania regionu pod względem komponentu kulturowego infrastruktury społecznej, na podstawie zgrupowanych wskaźników statystycznych. W pracy wykorzystano metodę wskaźnika syntetycznego Perkala do scharakteryzowania poziomu rozwoju infrastruktury kulturalnej w regionach ukraińskich i polskich. Analiza przeprowadzona w latach 2010–2017 dotyczyła organizacji kulturalnych, takich jak biblioteki, teatry, instytucje organizujące koncerty, muzea, kina, szkoły artystyczne i sportowe. Wykorzystano regionalne dane statystyczne z Polski i Ukrainy. Stwierdzono, że podstawowymi barierami w dostępie do infrastruktury kulturalnej są niewystarczające fundusze, niepełnosprawność, oddalenie geograficzne, dysproporcje w zakresie edukacji i materialne warunki życia. Określono uwarunkowania modernizacji infrastruktury kulturalnej w regionie.

The paper analyzes the problem of concentration of agricultural holdings and its impact on the development of rural areas. The analysis of this problem has revealed many problems of social and environmental nature. Sustainable tendency to increase the concentration of farmland does not have a proper positive impact on the development of rural areas. It has been noted that there are no effective mechanisms of influence of public authorities and local governments on agricultural holdings. The situation of increasing the area of agricultural land of farms of Myrhorod district of Poltava oblast, within the vertically-integrated companies has been studied. The mechanism of agricultural holdings’ involvement in territorial cluster to establish the cooperation on the implementation of social, economic, and environmental community projects has been proposed. It has proved the necessity of the consolidation of social responsibilities of agricultural holdings to support rural communities at the legislative level, where the companies use farm land for their work.

Przedstawiono opinie mieszkańców gmin wiejskich i wiejsko-miejskich z terenu województwa podkarpackiego o stanie infrastruktury obszarów przez nich zamieszkiwanych. Badania ankietowe wykazały, że ocena mieszkańców gmin wiejskich i miejsko-wiejskich bardzo pokrywa się z diagnozą faktycznego stanu infrastruktury na obszarach wiejskich. W wyniku przeprowadzonej analizy wypracowano główny wniosek, że obszary wiejskie województwa podkarpackiego są słabo nasycone infrastrukturą, w wyniku czego hamowany jest proces rozwoju gospodarczego oraz utrudnione jest prowadzenie produkcji rolniczej.
Paper presented opinions of the inhabitants of rural and rural-municipal communes on the terrains of Podkarpackie region, evaluating the state of technical infrastructure on the areas they are living. The results of inquiry showed that the inhabitants' opinions on rural and rural-municipal communes are very close to diagnosis dealing with the factual state of technical infrastructure on rural areas. As an effect of inquiry analysis it was concluded that the rural areas of Podkarpackie region are very poorly equipped with the technical infrastructure. Such a situation inhibits the economic development and complicates the agricultural production and farm management.

Opis:
The article deals with the basis that human potential development is the most valuable resource of any society. Empirical research has been carried out to determine what expenditures and population opinion influence the formation of the human potential. The author’s definitione of “modernization of the human potential” has been suggested. The impact of income and expenditure of the household on the qualitative improvement of human potential was examined. It was established that education is the most important component of human development which provides wider choices for a person, shaping the quality of life. Implementing the method of facilitating as a basic tool of informal education was determined to be one of the directions of modernization of the educational system in Ukraine. It has been proved that overcoming negative effects in the employment sphere, improvement of the wage policy, and the development of social infrastructure are the priorities of sustainable development of within a region.

Czynniki instytucjonalno-administracyjne, które oddziałują na jakość życia, są stosunkowo nowym obszarem jej pomiaru. Wśród nich istotne znaczenie przypisuje się infrastrukturze socjalnej i pomocy społecznej oraz bezpieczeństwu publicznemu. Z tego względu w artykule przedstawiono wyniki pomiaru obiektywnej jakości życia w tych zakresach w województwie zachodniopomorskim oraz wskazano, w jakich dziedzinach jest niezbędna poprawa. W opracowaniu wykorzystano metody deskresearch oraz analizy taksonomicznej.
Institutional and administrative factors contributing to the quality of life have been adopted for its measuring only relatively recently. Of major importance are social infrastructure, social welfare, and public safety. The paper presents the results of an assessment conducted in order to determine objective life quality in Zachodniopomorskie Voivodeship in terms of the above-mentioned aspects. The author discusses factors that have contributed to the obtained results, making use of desk research and taxonomic analysis.
