In the light of the Constitution of the Republic of Poland the citizen has the right to health care. This also applies to elderly people in a nursing home (DPS). The deepening of indigestion, the coexistence of many diseases, their chronicity and the level of complications trigger the increase in demand for DPS for systematic, 24-hour geriatric medical care (medical care, nursing and rehabilitation services). Realizing the health needs of elderly people in DPS by health care providers is a source of controversy, hence the need for legislative changes to shift the burden of health financing in DPS to the Polish National Health Fund (NFZ).

Decyzja o umieszczeniu dziecka poza rodziną jest trudna nie tylko dla przedstawicieli instytucji, które są zaangażowane w proces pomocy rodzinie i mają poczucie niepowodzenia swoich działań. Decyzja ta przesądza o przyszłości dziecka, o trwałości więzi łączących go z rodzicami biologicznymi oraz rodzeństwem. Także decyzja o powrocie dziecka do rodziny jest zwykle trudna, często też obarczona ryzykiem niepowodzenia, choć trzeba zaznaczyć, że reintegracja i odzyskanie opieki nad dzieckiem przez rodziców biologicznych powinna być celem działań podejmowanych wobec rodziny przez służby społeczne i jej przedstawicieli, o ile to tylko możliwe. Celem publikacji jest naświetlenie trudności, jakie mogą się pojawić w kontekście wsparcia rodziny naturalnej w odzyskiwaniu opieki nad dzieckiem. Aby je zilustrować, przedstawiono wyniki badań własnych autorki, w ramach których dokonano analizy pola semantycznego pojęcia „dobro dziecka”, w tym także analizy jego opozycji w odniesieniu do następujących środowisk zawodowych: sędziów rodzinnych, kuratorów zawodowych, pracowników socjalnych, asystentów rodziny, przedstawicieli dwóch typów organizacji społecznych – sprofilowanych oraz animacyjnych.
The decision about placing a child outside his or her family is difficult for the representatives of the institutions involved in the process of helping the family. The representatives might feel they have failed in their efforts. This decision also determines the future of the child and the possibility of maintaining the bond with his or her biological parents and siblings. Moreover, the decision about returning the child to the family is usually hard and associated with a risk of failure. It needs to be said that reintegration and regaining custody over the child by his or her biological parents should be the focus of the activities taken by social services and their representatives in aid of families. The aim of this article is to discuss the difficulties that might arise in the context of supporting the natural family in regaining custody over the child. In order to illustrate these difficulties, the author presents the results of her own studies in which she carried out an analysis of the semantic field related to the “welfare of the child”, which included an analysis in relation to the following professional groups: family judges, professional probation officers, social workers, family assistants and representatives of two kinds of social organisations, those with a defined profile of activity and those involved in social animation.

This article is a continuation of deliberations on the identity and history of Polish social services. In Particular, it refers to the issues of the origins and beginnings of the formation of the educational system of social workers. Memory of the beginnings is an essential element of thinking about the future in the present. Creating solutions for the future, without respect for the achievements of the past, carries a number of risks of errors, which is the experience of past generations. It also allows the risk of abandonment of effective solutions in the development, which are becoming specific to native, cultural, or psychological factors. History is, in fact, a perfect teacher for contemporary activists involved in the fields of practice and theory.

Co-creation of public services implies new roles and responsibilities that, at least potentially, change the balance of control. In this way, it aligns closely with democratic renewal. This paper draws on the outcomes of a collaborative innovation project Co-creation of Service Innovation in Europe (CoSIE) funded under Horizon 2020. CoSIE built upon the idea that public sector innovations can be best achieved by creating collaborative partnerships between service providers (public sector agencies, third sector organisations, private companies) and citizens who receive services directly or indirectly. CoSIE was implemented through ten real-life innovation pilots in different public services across Europe. Results showed how co-creative methods could promote democratic dimensions, increasing the civic participation of marginalised and often voiceless population groups (residents of depleted urban neighbourhoods, disabled people in remote rural areas, citizens adrift from the world of work, and non-EU migrants). Some CoSIE pilots were more successful than others in extending impact beyond their immediate localities and service contexts. The paper highlights common factors that helped share learning and evolve project innovations into the ‘modus operandi’ of institutions and societies.

Problemy ekologiczne przekraczają granice polityczne, a wdrażanie zasad zrównoważonego rozwoju napotyka na bariery i jest kontestowane przez niektóre grupy społeczne. W związku z tym tworzy się przestrzeń do edukacyjnych i promocyjnych działań na jej rzecz. Serwisy społecznościowe posiadają wielką i jeszcze nie w pełni docenianą siłę oddziaływania społecznego. Stosowane tam metody przekazu treści i sposoby argumentowania nie mieszczą się w klasycznych ramach. W prezentowanym artykule skupiono się na specyfice wykorzystania serwisów społecznościowych przy promowaniu zasad zrównoważonego rozwoju i kwestii z tym związanych.
The environmental problems cross political boundaries and the objectives of environmental protection often evoke disputes and tension. The implementation of the principles of sustainable development encounters barriers and is contested by some social groups. Therefore, further realization of the idea of sustainable development in its full range requires profound changes in society, preceded by broad public consultation. Consequently, it creates a space for educational and promotional activities. Social networking services have a great and not fully appreciated impact on society. The methods of transferring information and the ways of arguing used by social networking services go beyond the traditional framework. This article focuses on the specific use of social networking in the implementation of the principles of sustainable development and related issues.

W artykule przedstawiono istotę konsumpcji usług turystyki społecznej i charakter jej „zrównoważenia”. Teoretycznie wykazano dużą rolę (społeczno-gospodarczą) turystyki społecznej i celowość jej wdrażania. Analiza danych statystycznych dowodzi znacznej rozbieżności między potrzebami a poziomem rzeczywistej konsumpcji usług turystyki społecznej. Turystyka społeczna jako obszar relatywnie słabo rozpoznany empirycznie wymaga badań zarówno strony popytowej (wola uczestnictwa, oczekiwania, pożądane cechy produktu turystycznego), podażowej (skłonność do uczestnictwa, wdrażania zasad CSR i zrównoważonego zarządzania turystyką ‒ STM oraz ograniczania marż), jak i całego społeczeństwa na temat akceptacji takiego kierunku redystrybucji wspólnych środków; są to rekomendacje przyszłych badań.
In the paper, the essence of consumption of social tourism services and the problem of its sustainability was discussed. It was theoretically proved that the role of social tourism is significant, so it is recommendable to develop it. An analysis of empirical data shows a big difference between the needs of underprivileged groups and the level of their consumption of social tourism services. Social tourism is not well investigated yet, it is necessary to research the demand side (willingness to participate, potential participant expectations, also concerning products), the supply side (willingness to participate, CSR and Sustainable Tourism Management implementation, an acceptance of margins reduction), and also the society’s acceptance of resources redistribution regarding social tourism. These are recommendations for future research.

Artykuł skupia się na usługach społecznych mających na celu godzenie życia rodzinnego i zawodowego oraz wsparcie dostępu kobiet do rynku pracy. Na przestrzeni ostatniej dekady pojawił się szereg nowych usług i instrumentów, czyniąc polską politykę społeczną bardziej adekwatną do potrzeb pracujących rodziców, zwłaszcza matek, jak i do znaczących zmian na rynku pracy. Autorka analizuje społeczne, ekonomiczne i prawne aspekty różnych instrumentów: urlopów macierzyńskich, rodzicielskich i wychowawczych, uelastyczniania czasu pracy, telepracy, usług opieki nad dziećmi i zachęt prozatrudnieniowych dla bezrobotnych rodziców we współczesnej Polsce.
The article focuses on social services aimed at reconciling between family and work and supporting women’s access to the labour market. Over the last decade a group of new services and instrument emerged, making Polish social policy more adequate to the needs of working parents, especially mothers, as well as to the remarkable changes of the labour market. The author analyses social, economic and legal aspects of different kinds of instruments: maternal, parental and childcare leave, flexible working time schemes, telework, childcare services and pro-employment incentives for job-seeking parents in contemporary Poland.

O presente artigo objetiva problematizar a configuração da proteção social brasileira, bem como seus efeitos no trabalho em serviços no contexto pandêmico. Enquanto procedimentos metodológicos, prezou-se pela abordagem qualitativa, com o uso de recursos quantitativos. Além da revisão de literatura que subsidiou as reflexões, também foi utilizado como instrumento de coleta de dados um questionário eletrônico direcionado a assistentes sociais brasileiros em exercício no contexto de pandemia, do qual obtivemos 201 retornos, com respostas das cinco regiões brasileiras (Norte, Nordeste, Sul, Sudeste e Centro Oeste). As problematizações expostas indicam um aprofundamento das ofensivas ao sistema de proteção social brasileiro no contexto pandêmico, as quais ampliam desigualdades, precarizam o trabalho e destituem direitos. Do ponto de vista deste estudo, apontam-se para o seu aprofundamento a intensificação e a individualização no trabalho em serviços.
This article aims to problematize contemporary Brazilian social policy in the pandemic context, as well as its effects on work in services. As methodological procedures, the qualitative approach was valued, with the use of quantitative resources. In addition to the literature review that supported the reflections, an electronic questionnaire directed to Brazilian social workers in the context of a pandemic was also used as a data collection instrument, from which we obtained 201 returns, with responses from the five Brazilian regions (North, Northeast , South, Southeast and Midwest). The problematizations exposed indicate a deepening of the offensives to the Brazilian social protection system in the pandemic context, which increase inequalities, make work precarious and deprive rights. From the point of view of this study, the intensification and individualization of work in services are pointed out for its deepening.

This article is devoted to the issue of care services for the elderly, implemented in the form of a community carer. The article presents problems related to the implementation of these services that the babysitter encounters during their provision. The essence and significance of care services are indicated, and more precisely, what these services are, what their purpose is and to whom and how they are granted. The responsibilities of a visitor was also introduced and her role explained.

The innovation and modernization processes of national public administrations feature prominently in the process of digital transition that the whole Europe is going through. In Italy, the National Institute of Social Security (Istituto Nazionale della Previdenza Sociale, INPS) has historically always been at the forefront in terms of digital skills and the use of Information Technology for the provision of social security services, constituting a model of excellence in the landscape of public administrations both in Italy and Europe. INPS is currently facing a strategic challenge: that of constituting the driving force for the digital transition of the Italian public sector. To meet this challenge, the Italian Social Security Institute has equipped itself with an ICT (information and communications technology) Plan that represents a marked discontinuity with respect to past plans and which deserves, as a result of its innovative character, to be analyzed in detail. In particular, the ICT Strategic Plan of INPS for the three-year period of 2020−2022 aims to introduce a paradigm shift towards the digitization of the public services that the Social Security Institute offers to the whole country, planning a radical technological, organizational and cultural innovation, an enabling prerequisite for creating a new model service for citizens, businesses and other public administrations.
Wdrażanie innowacji oraz modernizacja narodowej administracji publicznej pełnią kluczową rolę w procesie cyfryzacji, przez który obecnie przechodzi cała Europa. We Włoszech Krajowy Zakład Zabezpieczenia Społecznego (Istituto Nazionale della Previdenza Sociale, INPS) zawsze był liderem pod względem kompetencji cyfrowych oraz wykorzystania technologii informatycznych do świadczenia usług zabezpieczenia społecznego, stworzył tym samym wzorcowy model dla środowisk administracji publicznej zarówno we Włoszech, jak i w całej Europie. INPS zmaga się obecnie ze strategicznym wyzwaniem, aby zagwarantować siłę napędową dla cyfrowej transformacji włoskiego sektora publicznego. By sprostać temu zadaniu, włoski Instytut Zabezpieczenia Społecznego przyjął Strategiczny Plan ICT (pol. technologie informacyjno-komunikacyjne, ang. information and communications technology), który wyraźnie odcina się od planów z przeszłości i ze względu na swój innowacyjny charakter zasługuje na szczegółową analizę. Plan ICT opracowany jest przez INPS na trzy lata: 2020−2022, w szczególności ma na celu wprowadzenie zmiany paradygmatu w kierunku cyfryzacji usług publicznych, oferowanych całemu krajowi przez Instytut Zabezpieczenia Społecznego. Plan uwzględnia radykalne nowoczesne rozwiązania technologiczne, organizacyjne i kulturowe, umożliwiające stworzenie nowego modelu usług dla obywateli, przedsiębiorstw i innych organów administracji publicznej.

Opis:
W historii pomocy społecznej w Polsce można wyróżnić trzy okresy. Pierwszy z nich obejmuje tak zwaną dobroczynność publiczną, realizowaną głównie przez Kościół katolicki już od czasów średniowiecza. Drugi okres ukształtowany został przez ustawę o opiece społecznej z 1923 roku i stanowił podstawę prawną ówczesnego systemu opieki społecznej, zaś trzeci okres przypadał na czas organizowania systemu pomocy społecznej na mocy ustawy o pomocy społecznej z 1990 roku. Ten rozwój pomocy społecznej w Polsce po 1989 roku dokonał się w dwóch wymiarach: wertykalnym – tworząc od 1990 r. nierozbudowaną strukturę organizacyjną, złożoną jedynie z ośrodków pomocy społecznej i wojewódzkich zespołów pomocy społecznej, zaś od 1999 r. wprowadzono zmiany o charakterze horyzontalnym, czego efektem było powstanie złożonej sieci instytucji pomocy społecznej, funkcjonujących na wielu szczeblach organizacyjnych administracji państwowej i samorządu terytorialnego. Wśród wskazywanych w tym artykule przemian sytemu pomocy społecznej po 1989 r. na uwagę zasługują kwestie dotyczące zmian ustawy o pomocy społecznej (z 1990 czy z 2004 r.), a także przedstawienie nowych zadań i grup zawodowych (asystentów rodziny i koordynatorów pieczy zastępczej) włączonych do systemu pomocy społecznej – po wprowadzeniu w 2011 r. ustawy o wspieraniu rodziny i systemie pieczy zastępczej. Dodatkowo ważnym zagadnieniem w tym artykule są także współczesne kierunki rozwoju pomocy społecznej w Polsce oraz ukazanie perspektywy nowych wyzwań bądź możliwych zmian w ramach sytemu pomocy społecznej.
Three periods can be distinguished in the history of social assistance in Poland. The first of them includes the so-called public charity, carried out mainly by the Catholic Church since the Middle Ages. The second period was shaped by the Act on Social Welfare of 1923 and constituted the legal basis of the social welfare system at that time, while the third period was related to the organization of the social welfare system under the Act on Social Welfare of 1990. This development of social assistance in Poland after 1989 took place in two dimensions: vertical - creating an undeveloped organizational structure from 1990, consisting only of social assistance centers and voivodeship social assistance teams, and from 1999 - horizontal changes were introduced, which resulted in the creation of a complex network of social welfare institutions operating at many organizational levels of state administration and local government. Among the changes in the social welfare system after 1989 indicated in this article, the issues related to the amendments to the Act on Social Assistance (1990 or 2004) are noteworthy, as well as the presentation of new tasks and professional groups (such as family assistants and foster care coordinators) included in the social welfare system - after the introduction in 2011 of the Act on supporting the family and the foster care system - Additionally, important issues stated in this article are contemporary trends in the development of social welfare in Poland and indication of the perspective of new challenges or possible changes within the social welfare system.

The article concerns the field of social care and social assistance in the first years of the People’s Republic of Poland provided to individuals who suffered distress during World War Two. The timeline of the paper covers the years 1944-1948. At that time, the focus of social care and social assistance was satisfying the fundamental needs of the people, in particular in environments affected by the destruction of war. It included, among others, ensuring food, health care, accommodation, education and employment. The scale of the relief provided after the war by various Polish and international institutions was unprecedented in the history of the Polish social service with one in four Poles involved i.e. over 6 million people in total.

Streszczenie Artykuł podejmuje aktualny temat zmian legislacyjnych, inicjujący przekształcenia w strukturze publicznego sektora pomocy społecznej. Materiał i metody akty prawne, literatura, metoda porównawcza Wyniki Potencjalne zmiany w ośrodkach pomocy społecznej wraz z ustawą z dnia 19 lipca 2019r., o realizowaniu usług społecznych przez centrum usług społecznych (Dz.U. 2018, poz.1818) wnoszą zmiany dla struktury sektora pomocy społecznej. Wnioski Zmiany prawne wpływające na zmianę struktury instytucjonalnej pomocy społecznej, mogą pociągać za sobą zmiany w dostępności usług socjalnych dla klientów. Zmiana struktury nie jest be znaczenia dla środowiska zawodowego pomocy społecznej ( niezbędność osób o określonym doświadczeniu zawodowym oraz specjalizacji zawodowej w zakresie pracy socjalnej ze społecznością lokalną) jako kadry CUS, wprowadza wymagania formalne dla kadry zatrudnianej w CUS.
