Urban issues got into the mainstream of policy discussions lately. It is due to cities being both growth engines and spots of emerging challenges. International organisations and state authorities are in search for their urban policies. The same refers to regional authorities who need to position themselves towards metropolitan and urban areas. The paper aims at disseminating the methodological approach to identifi cation and set up of the regional urban policy. The proposed method was applied to the Polish Region Silesia (Śląskie). Findings for this area are presented in the paper.

Smart development, primarily based on smart city technologies, also requires the existence of smart communities. Smart communities are influenced by social developments in the community, which are dynamic and determined by individuals' social levels. Therefore, this study aimed to analyse the use of social capital in building a smart society. The author draws attention to the significance of social capital in terms of social innovations and participation in the sustainable development of the smart city. The article uses the qualitative method analysis i.e. a literature review, and discusses (often critically) the relevance of particular forms, types and functions of social capital to smart development. The author explored how the use of social capital in the community encourages community empowerment and innovative activities and accelerates the development of a smart community. The results confirm that trust, appropriate norms and cooperation among residents affect smart development. Accordingly, social capital is essential in developing smart communities and smart cities. The paper's original contribution opens the prospects for further research on social capital.
Rozwój inteligentny, oparty przede wszystkim na technologiach smart city, wymaga również istnienia inteligentnych społeczności. Na inteligentne społeczności wpływają zmiany społeczne, które są dynamiczne i determinowane przez poziom społeczny jednostek. Celem artykułu jest charakterystyka wykorzystania kapitału społecznego w budowaniu inteligentnego społeczeństwa, ze szczególnym uwzględnieniem innowacji społecznych i partycypacji społecznej w rozwoju zrównoważonym smart city. Artykuł stanowi teoretyczny esej przeglądowy, spełniający funkcje idiograficzną i eksplanacyjną oraz ukazujący (często krytycznie) znaczenie poszczególnych form, rodzajów i funkcji kapitału społecznego dla inteligentnego rozwoju. Przeprowadzone studia literaturowe oraz badania własne miały dać odpowiedź, w jaki sposób prawidłowe wykorzystanie kapitału społecznego zachęca do wzmacniania więzi społecznych i działań innowacyjnych, a w konsekwencji przyspiesza rozwój inteligentnej społeczności. Wyniki badań potwierdziły, że zaufanie, odpowiednie normy i kooperacja pomiędzy mieszkańcami wpływają na inteligentny rozwój. Artykuł może stanowić asumpt do dalszych, pogłębionych badań nad kapitałem społecznym.

The development of rural areas is entering a stage where we are increasingly using the opportunities provided by technology. Its essence is the use of information and knowledge to introduce social and economic innovations. This is important because in the process of overcoming the peripherality of rural regions, the role of technological innovations, especially new ways of communication, is increasingly recognized. The implementation of smart development strategies, including new approaches of rural development, is one of the key challenges facing European and national institutions that are responsible for finding solutions to prevent social marginalization processes. The article discusses the genesis of the concept of smart development and its rural context. The processes of social changes with which technological changes are to be combined are also defined.
Inteligentny rozwój obszarów wiejskich (rural smart development) jest stosunkowo nową koncepcją w polityce społecznej, ekonomicznej i przestrzennej Unii Europejskiej. Działanie to wpisuje się w obecne trendy planowania rozwoju państw i regionów UE. W oparciu o zintegrowane podejścia strategiczne, które odzwierciedlają priorytety UE, a także potrzeby danego terytorium, programy rozwoju obszarów wiejskich wspierają różne działania społeczne w tym zakresie. Aktywność interesariuszy ma na celu dalszą modernizację obszarów wiejskich, w tym inwestycje w infrastrukturę oraz projekty w zakresie łączności cyfrowej oraz budowy oddolnych inicjatyw lokalnych. Koncepcja inteligentnego rozwoju wsi zakłada generowanie procesów innowacji społecznych i ekonomicznych, a tym samym wzmacnianie zasobów terytorialnych. Istota takiego rozwoju opiera się m.in. na modernizacji usług publicznych za pomocą technologii cyfrowych, a także na lepszym wykorzystaniu wiedzy w inicjatywach społecznych i gospodarczych. Technologie cyfrowe i innowacje społeczne prowadzą do wzrostu jakości życia mieszkańców oraz lepszego wykorzystania zasobów terytorialnych (Barca 2009). Od początku XXI wieku w polityce rozwoju UE, w tym polityce spójności terytorialnej, podkreśla się rolę wiedzy, zakorzenienia, instytucji oraz, co za tym idzie, kultury lokalnej. Zwróciło to uwagę interesariuszy rozwoju regionalnego i lokalnego na taki rodzaj działań i spodziewanych efektów, które odnoszą się wprost do dynamiki miejsc, ich charakteru, zróżnicowania, zmienności, jak również różnej ich odporności/wrażliwości na procesy zachodzące w otoczeniu. Cele polityki przestrzennej, zawarte m.in. w Strategii „Europa 2020”, muszą być zatem na tyle elastyczne, aby można było realizować potrzeby społeczne ludzi zamieszkujących różne obszary wiejskie wspólnoty. W artykule poruszono kwestię genezy koncepcji inteligentnego rozwoju oraz jej wiejskiego kontekstu. Określono również procesy przemian społecznych, które stanowią ogólne płaszczyzny oddziaływania koncepcji inteligentnego rozwoju obszarów wiejskich.

Autorzy skupili się na problemie interpretacji pojęcia rozwoju społeczno-ekonomicznego. Zwrócili uwagę na związane z tym problemy pojęciowe i poznawcze, a także przedstawili sposoby rozumienia: rozwoju społeczno-ekonomicznego, wzrostu gospodarczego i innych mierników we współczesnej ekonomii. Omówili również główne atrybuty rozwoju, takie jak: (1) dynamika-statyka i trwałość, (2) kierunki rozwoju-celowość, (3) nieliniowość, (4) proporcjonalność, (5) podtrzymywanie-zasilanie oraz (6) holizm-redukcjonizm. Jednocześnie autorzy pokazali błędy używania pojęcia rozwoju inteligentnego i rozwoju racjonalnego. W podsumowaniu zaprezentowali własny model ewolucji gospodarki (opartej na wiedzy gospodarki zrównoważonej i trwałej).
The paper reflects on the various interpretations of the idea of socio-economic development. Presented are notional and cognitive problems associated with this concept along with the ways in which socio-economic development, economic growth and different measures are understood in the modern economy. Also discussed are the main attributes of development, such as: (1) dynamics, statics and sustainability, (2) development directions and purposes, (3) nonlinearity, (4) proportionality, (5) sustenance and reinforcement, (6) holism and reductionism. The author points out how the notions of intelligent development and rational development are misused and proposes her own model of economic evolution (knowledge-based sustainable economy).

W systemie STRATEG, utworzonym przez GUS na potrzeby monitorowania polityki spójności, zgromadzono ponad 300 wskaźników do pomiaru rozwoju inteligentnego. Z uwagi na dużą liczbę zmiennych zasadne wydaje się zbadanie możliwości konstrukcji wskaźników syntetycznych jak najlepiej reprezentujących zmienne pierwotne. Celem badania, które przeprowadzono na podstawie danych z baz STRATEG i BDL za 2015 r., jest wskazanie — dzięki zastosowaniu analizy czynnikowej — głównych składowych rozwoju inteligentnego w Polsce, informujących o najważniejszych obszarach charakteryzowanych przez wskaźniki rozwoju inteligentnego. W efekcie uzyskano siedem głównych składowych, łącznie wyjaśniających ponad 94% wariancji pierwotnego zbioru wskaźników, dla których zaproponowano merytoryczną interpretację.
The STRATEG system created by Statistics Poland for monitoring cohesion policy, contains more than 300 indicators for measuring smart development. Due to a large number of variables, it seems appropriate to examine the possibility of constructing synthetic indicators that best represent the primary variables. The aim of this study, which was conducted on the basis of data for 2015 from the STRATEG and BDL databases, is to identify, owing to the use of factor analysis, the main components of smart development in Poland, informing about the most important areas characterised by the indicators of smart development. As a result 7 main components were obtained, which together account for more than 94% of variance from the original set of indicators and for which a substantive interpretation was proposed.

The subject and aim of the paper is to present general trends of agricultural development, global conditions, and new concepts and forms of sustainable development. As part of the concept of sustainable development, which has been widely recognized as a development paradigm, in recent years we have seen the emergence of more than a dozen new proposals which modify or complement mainstream sustainable development. These concepts also apply to agriculture and rural areas. Based on an analysis of the literature, this paper presents selected concepts: the green economy, smart specializations, smart villages, the circular economy, responsible consumption and production, and the participatory economy. The role of international integration and EU authorities in disseminating these concepts as forms of innovation in the economic systems of the Member States of the European Union has been identified.
Przedmiotem i celem pracy jest przedstawienie ogólnych tendencji rozwojowych rolnictwa, uwarunkowań globalnych oraz nowych koncepcji i form zrównoważonego rozwoju. W ramach koncepcji zrównoważonego rozwoju, która została powszechnie uznana za paradygmat rozwojowy, w ostatnich latach pojawiło się kilkanaście nowych propozycji modyfikujących czy uzupełniających główny nurt trwałego i zrównoważonego rozwoju. Koncepcje te dotyczą również rolnictwa i obszarów wiejskich. Na podstawie analizy literatury problemu przedstawiono w pracy zarys wybranych koncepcji: zielonej gospodarki, inteligentnych specjalizacji, inteligentnych wsi, gospodarki cyrkularnej, odpowiedzialnej konsumpcji i produkcji oraz gospodarki partycypacyjnej. Wskazano na rolę integracji międzynarodowej i organów unijnych w upowszechnianiu tych koncepcji jako form innowacji w systemach gospodarczych krajów członkowskich Unii Europejskiej.

The insufficient financial resources and difficulties in obtaining financing are a significant barrier to the development of innovative activities in small- and medium-sized enterprises. Therefore, financial assistance allowing the implementation of innovative solutions is important for these companies. Such an opportunity is provided by the EU funds which are distributed in Poland through various programmes, including operational programmes. One of the most important operational programmes supporting innovative projects is the Smart Growth Operational Programme, which aims to raise the innovativeness of the Polish economy by increasing R&D expenditures borne by enterprises. The aim of the paper is to analyse and evaluate the possibilities of supporting innovative activities of small- and medium-sized enterprises in the framework of the Smart Growth Operational Programme. The realisation of this aim has required an analysis of the priority axes of the programme as regards the capacity to support innovative activities of SMEs and the evaluation of the assistance provided.
Istotną barierą rozwoju działalności innowacyjnej w małych i średnich przedsiębiorstwach są niewystarczające środki finansowe i trudność w ich pozyskaniu. Dlatego dla tych przedsiębiorstw ważne jest wsparcie finansowe pozwalające na wdrażanie innowacyjnych rozwiązań. Taką możliwość dają środki unijne, które w Polsce są dystrybuowane za pomocą różnych programów, w tym programów operacyjnych. Jednym z ważniejszych programów operacyjnych wspierających projekty o charakterze innowacyjnym jest Program Operacyjny Inteligentny Rozwój, którego celem jest wzrost innowacyjności polskiej gospodarki poprzez zwiększanie nakładów na B+R ponoszonych przez przedsiębiorstwa. Celem artykułu była analiza i ocena możliwości wsparcia działalności innowacyjnej małych i średnich przedsiębiorstw z Programu Operacyjnego Inteligentny Rozwój. Realizacja tego celu wymagała analizy osi priorytetowych programu w zakresie możliwości wspomagania działalności innowacyjnej MŚP oraz oceny udzielonego wsparcia.

Jest to zagadnienie wieloaspektowe badane w bardzo zróżnicowanych dyscyplinach naukowych. W niniejszym artykule podejmuje się próbę oceny dotychczasowych osiągnięć w rozwoju inteligentnych miast oraz wskazuje się nowe wyzwania, którym miasta te będą musiały sprostać w najbliższej przyszłości. W rozważaniach i analizie wykorzystuje się studia literaturowe, sondaż diagnostyczny oraz studia przypadków. W podsumowaniu przedstawione zostało holistyczne podejście do analizy i oceny inteligentnych miast.
The concept of smart cities has been intensively developed in literature and practice in recent years. This is a multi-faceted issue studied in differential scientific disciplines. This article attempts to assess the so far achievements in the development of smart cities and identifies new challenges that these cities will have to face in the nearest future. In the considerations and analysis, literature studies, a diagnostic survey and case studies are used. The summary presents a holistic approach to the analysis and assessment of smart cities.

Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

The results of research are developed methodology of community analysis and designed template for competitive passport of the city (community). The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

The aim of this paper is to discuss the smart city concept and indicate how its implementation may influence the efficient development of urban space. The paper is a review of the results of research on the smart city concept, smart cities in the European Union and selected aspects of modern urban space development. The author used above all a descriptive method and simple statistical methods. As the paper proves, the implementation of the smart city concept can facilitate and support the development of urban space. The main conclusions concern its impact on awareness in society, civic participation, creative attitudes, entrepreneurial activities and innovative solutions.

The concept of the Smart City becomes a reality the functioning of modern cities. The deployment of modern information and communication technologies in key urban processes is a response to the increasing needs of the monitoring, surveillance, control and management of modern cellular processes in cities. The purpose of this article is to indicate, on selected examples of implemented projects in Poland and all over the world, which constitute the foundations for the implementation of intelligent solutions in the process. The article discusses the selected projects implementation the concept of Smart City on the background of the concept of sustainable urban development, which is the concept has been circled in the Lisbon strategy. A selection of examples referred to in the article was made on the basis of published in the Polish media and world rankings, „smart cities”.

The aim of the article is to identify problems and public expectations regarding parking and the application of different parking solutions. Based on the results of a CAWI questionnaire survey, an evaluation of selected parking solutions is presented. Among others, vertical parking has been taken into account, the use of which is associated with a reduction in the area required for parking and an improvement in environmental performance characteristics at the use stage. This study is part of the search for sustainable solutions in city logistics. The results of the study serve as an initial insight into the opinions of one group of users in the life cycle of a car park. They can be used as an introduction to the eco-design of parking solutions and to compare different parking systems. The study was carried out as part of a project entitled: “Analysis of the environmental impact of a vertical parking solution using life cycle assessment at the design stage” carried out at the Silesian University of Technology.
