In 2014, Russia annexed Crimea and conducted insurgency operations in Eastern Ukraine resulting in a stalemate for the next eight years and followed by a full-scale invasion of Ukraine in February 2022. This has triggered an imbalance in international security worldwide as well as impacted small states such as New Zealand. To remain in the same circle of great powers, New Zealand suspended a Free Trade Agreement (FTA) with Russia and changed its international policies by introducing a sanctions programme against Russia. New Zealand also provided humanitarian and military aid to Ukraine and offered immigration support. The invasion served as a pivotal point for New Zealand’s diplomacy, security, and economy. The aim of this article is to identify what choices New Zealand needs to make in order to secure its position within the great powers’ domain. By providing a narrative of the possible future scenarios, the study will recommend strategies for New Zealand as a small state to find a right fit within the great powers’ dominion. The article suggests the necessity for New Zealand to follow international law and rules-based order as one of the guarantors of the country’s security and economic stability.

The author analyzes the successful strategy of overcoming financial breakdown in the case study of Iceland. The aim of the article is to verify a hypothesis that the Icelandic model could become a panacea for future crises? A document analysis method is applied to present essential indicators such as GDP and trade balance. With the use of a source analysis method, the collapse of the financial sector is determined as the main cause of the slump. The systematization of crisis events is introduced and deepened by the social and political situation. Changes in the state’s condition after the crash are provided and future forecasts about economic development are discussed. As a summing up, the author disapproves of the hypothesis that the Icelandic model of overcoming the financial breakdown as a panacea for future crises, pointing out that it is only applicable for specific cases and cannot be seen as a magical remedy for every kind of crisis.

The aim of the present article is to analyse the efforts taken aimed to build the security of the region as part of Lithuanian foreign policy in the international arena in the era of the Russian invasion of Ukraine. This article seeks to verify the hypothesis that small states are able to set in motion a process that can benefit the entire region, and thus they may contribute to building international peace and security. The theoretical basis of the research is post-structural theory, from its perspective Lithuania accepts and actively shapes its identity as a small state, which is defined primarily in relation to its large and dangerous neighbor. This helps explain the small country’s consistent pursuit of integration and being an active player in the international arena, which was supposed to help it break away from the Soviet past and “return to the West.” Thus, this study contributes to knowledge on the practice of international relations by reflecting on the growing role of the Baltic States.
Celem artykułu jest analiza podejmowanych działań na rzecz budowania bezpieczeństwa regionu przez litewską politykę zagraniczną na arenie międzynarodowej w dobie rosyjskiej inwazji na Ukrainę. W niniejszym artykule starano się zweryfikować hipotezę, która zakłada, że małe państwa są w stanie uruchomić proces, który może przynieść korzyści całemu regionowi, a tym samym przyczynić się do budowania międzynarodowego pokoju i bezpieczeństwa. Podstawą teoretyczną badań jest teoria poststrukturalna, z jej perspektywy Litwa akceptuje i aktywnie kształtuje swoją tożsamość małego państwa, która jest określana przede wszystkim w relacji do wielkiego i groźnego sąsiada. Pozwala to wytłumaczyć konsekwentne dążenie małego państwa do integracji i bycie aktywnym graczem na arenie międzynarodowej, która miała pomóc odciąć się od sowieckiej przeszłości i „powrócić do Zachodu”. Tym samym niniejsze opracowanie wnosi wkład w wiedzę na temat praktyki stosunków międzynarodowych poprzez refleksję nad rosnącą rolą krajów bałtyckich.

This paper will focus on determining the trophic status of the two basins of the Niwa Reservoir – Niwa I and Niwa II (Sawin commune, Lubelskie Province, SE Poland) at the sixth year of operation, by using partial TSI indexes – TSI(SD), TSI(TP), TSI(chl-a), as well as qualitative and quantitative structures of phytoplankton. As a supplementary, index TSI(TOC) was employed. We show that the phytoplankton abundance, as well as TSI(chl-a) and TSI(TP) were relatively low and typical for mesotrophic waters (with the exception of July TSI(TP) values for the Niwa II basin), although the evaluation of trophy based on other partial TSI indexes – TSI(SD), TSI(TOC) pointed to a eutrophic or even a hypertrophic water characteristic. The obtained results were discussed in detail and referenced to other, non-nutrient related trophy factors: morphometric features and geology of the basins, as well as the physicochemical properties of its water.

Studies upon the trophic status were carried out using water samples from a small retention reservoir Topiło located in a particularly valuable natural forests of Puszcza Białowieska. In order to assess the degree of Topiło reservoir contamination, three measurement and control points were selected for testing, which were situated near the inflow (point No. 1) and outflow (point No. 3) of river Perebel, as well as in the middle part of the reservoir (point No. 2). The selection and placement of measurement and control points on the reservoir was dictated by the ability to capture changes in the study object. Tests of water samples collected from the surface layer of the coastal zone, were carried out once a month during the period from April 2007 to March 2014. The following determinations in collected water samples were performed: total nitrogen, total phosphorus, chlorophyll “a”, and turbidity. The trophic level of Topiło reservoir was also assessed according to the concentration criteria and based on the trophic status indices (TSI) calculated after Carlson’s as well as Kratzer and Brezonik’s. Given the annual average value of overall trophic level (Trophic Sta-tus Index), the dominant role of the TSI (TP) during all years of research attracts some attention. The TSI index values ranged within 78.3–80.26, which allowed to classify the water of Topiło reservoir as hypertrophic. The research indicates an advanced and constantly progressive degradation of water quality in Topiło reservoir. Values of TSI (Chl) were in the range of 49.2–77.35 and therefore water status in winter can be defined as eutrophic indicating the hypertrophy in remaining periods under study. Additional investments planned for advance reclamation treatments should be necessarily taken into consideration at the stage of planning and design of new small water retention reservoirs. Topiło reservoir requires modernization and reclamation, it is also necessary to clean it up, especially the bottom pond, out of the stocked wood residues, as well as to remove the excess of sludge.

The article refers to the settlement category of “small town” and addresses problems of small towns in Ukraine, which have arisen during the reconstruction of social relations at the turn of the 20th and 21st century. The authors analyze the current state of tourism and its prospects, distinguishing different types of tourism development, including cultural and educational (town), environmental – focused on the use of natural resources (ecotourism), and certain types of event tourism. One particular approach which can be applied in small Ukrainian towns as a way of helping them position themselves in the tourist market is the concept of “smart city.” The idea can be used to increase the accessibility of small settlements for tourists and contribute to travel facilitation. It is assumed that town management which takes into consideration the needs of tourists may have a positive effect for the country as a whole.

This paper proposes two nonlinear exact and simple state space models of a Zsource converter (ZSC) connected to an ac grid. A generic model of a ZSC accompanied with proper controllers are proposed and a dynamic model of the whole system is derived; as a result, based on a simple one, an equivalent block diagram of the current-controlled ZSC system is proposed. The ac small signal stability method is applied and the impact of controller parameters on network’s stability is discussed. Besides, overall system dynamic performance has been assessed in the event of perturbations. Time-domain simulations have been implemented in PSCAD/EMTDC to validate the accuracy of the models and effectiveness of the proposed controllers. The results of the exact model are compared with the response of the equations which are applied in MATLAB.

The study aimed at comparing changes in the trophic status of waters in two small retention reservoirs “Otapy-Kiersnówek” and “Jasionówka”, located in the Podlasie region, which have a similar way of management and the similarity of catchments, using the TSI trophy indicators. The obtained results show that total phosphorus is the limiting factor in both reservoirs. Analyzing the average annual value of TSI in the tested waters, it was found that both reservoirs can be classified as hypertrophic. Trophic state of the tested waters is strictly dependent on the processes taking place in their vicinity. The reservoirs revealed a clear effect of a surface runoff on water quality. Factors that favor the poor quality of water in both reservoirs are unfavorable morphometric conditions of reservoirs due to their small depth, which allows continuous mixing and strong heating of water in spring and summer. Additional causes can include an open space around the reservoirs and the lack of high vegetation that would shield the edges against the wind, which facilitates often mixing of waters to the bottom and resuspension of bottom sediments, which in turn increases the concentration of phosphorus in water.

In this presentation, a new low computational burden method for the direction of arrival (DOA) estimation from noisy signal using small snapshots is presented. The approach introduces State Space-based Method (SSM) to represent the received array signal, and uses small snapshots directly to form the Hankel data matrix. Those Hankel data matrices are then utilized to construct forward-backward data matrix that is used to estimate the state space model parameters from which the DOA of the incident signals can be extracted. In contrast to existing methods, such as MUSIC, Root-MUSIC that use the covariance data matrix to estimate the DOA and the sparse representation (SR) based DOA which is obtained by solving the sparsest representation of the snapshots, the SSM algorithm employs forward-backward data matrix formed only using small snapshots and doesn't need additional spatial smoothing method to process coherent signals. Three numerical experiments are employed to compare the performance among the SSM, Root-MUSIC and SR-based method as well as Cramér–Rao bound (CRB). The simulation results demonstrate that when a small number of snapshots, even a single one, are used, the SSM always performs better than the other two method no matter under the circumstance of uncorrelated or correlated signal. The simulation results also show that the computational burden is reduced significantly and the number of antenna elements is saved greatly.

The process of development of system of the Second Republic of Poland and expectations of sustainable development of the state was presented in the article. Tradition of Polish parliamentary system was outlined and its difference in comparison with parliamentary systems of other European countries was presented. Polish state, reviving after the period of the Partitions, was trying to refer to this tradition, adjusting it to legal structure of modern liberal-democratic country. Accession of the Second Republic of Poland to the group of countries having liberal-democratic constitution was not automatic transfer of social, economic and mental structure. March Constitution and relations between legislative and executive power were also examined. Electoral law and election campaign to the Sejm as the factors having impact on specific composition of parliament were presented. The impact of political divisions in the Sejm on the possibilities of forming potential coalitions and on presidential elections was also shown.

The human brain can be modelled as a complex network, and may have a small-world structure both at the level of anatomical as well as functional connectivity (optimal organization of different brain network associated with rapid information propagation, minimal wiring costs, as well as a balance between local processing and global integration) in which activity of Default Mode Network play important role in different states of consciousness. The small-world structure deviation reflects genuine changes in levels of consciousness: 1) coma state: increased activity of precuneus and posterior cingulate cortex and domination alpha band over theta and delta band connected with low activity of alpha, theta, and delta band, 2) vegetative state: increased connectivity in Default Mode Network and increased power in delta, theta, beta, and low alpha band, 3) state of minimal consciousness: decreased activation of the Default Mode Network during tasks, domination alpha band over theta and delta band connected with high activity of alpha, theta, and delta band, 4) meditation state: reorganization of central and peripheral elements of the brain network, changes in quantity, quality, orientation of longitudinal (antero-posterior) and transverse (right-left) edges, and its frequency of activity, increased longitudinal integration and hemispherical synchronization. Future neuroimaging investigations are needed. Especially the new sophisticated spectral metrics could be potentially effective in clinical setting and have diagnostic, therapeutic and prognostic relevance.
Mózg ludzki może być rozumiany jako kompleksowa sieć, która na poziomie anatomicznym i funkcjonalnym ma strukturę „małych światów” (optymalna organizacja sieciowa aktywacji różnych elementów struktury mózgowej, która jest powiązana z wysoką szybkością propagacji informacji, niską podatnością na błędy i ataki oraz minimalizacją kosztów aktywacji neurofizjologicznej), ważną rolę odgrywa w niej sieć wzbudzeń podstawowych (jej aktywacja jest utrzymana we wszystkich stanach świadomości). Odchylenia od struktury małych światów znajdują odzwierciedlenie w istotnych zmianach poziomu świadomości, takich jak: 1) stan śpiączki: podwyższona aktywacja przedklinka i tylnej części zakrętu obręczy oraz dominacja aktywacji fal alfa nad delta i theta przy relatywnie niskim ich nasileniu, 2) stan wegetatywny: podwyższona koherencja sieci wzbudzeń podstawowych oraz podwyższone nasilenie aktywacji delta, theta, beta i niskich alfa, 3) stan minimalnej świadomości: spadki aktywacji sieci wzbudzeń podstawowych podczas wykonywania zadań oraz przewaga aktywacji fal alfa nad delta i theta przy relatywnie wysokim ich nasileniu, 4) stan medytacyjny: reorganizacja centralnych elementów sieciowych względem peryferyjnych, istotne zmiany w zakresie ilości, jakości, orientacji połączeń odległych podłużnych i poprzecznych oraz częstotliwości ich aktywacji, wzrost podłużnej integracji i hemisferycznej synchronizacji. Potrzebne są dalsze badania, szczególnie oparte o wyrafinowane narzędzia i metody badawcze, które mogą się istotnie przyczynić do poprawy trafności oraz efektywności diagnostycznej, terapeutycznej i prognostycznej.
