    Opis:
    Making rational decisions about the planning and designing the traffic management in the city requires a proper description of traffic flows following through the various elements of the transportation network. This issue is the subject of many studies, resulting in a wide variety of models used in this field. Generally they can be divided into two main groups: models describing the distribution of traffic flows in the transportation network and models describing the transition of traffic flow by individual elements of the transportation network. This article reviews the models used to describe the traffic shaping in such an arrangement. Then the way of describing traffic flows, which may be used in the construction and calibration of dynamic traffic models has been formalized. The article also includes a calculation example with application of the proposed description of the components of traffic flows on the link of urban network.

    Konstytucja Rzeczpospolitej Polskiej przyznała jednostkom samorządu terytorialnego (JST) Polski wszystkich szczebli prawo do współpracy ze społecznościami lokalnymi i regionalnymi innych państw. Celem artykułu jest analiza porównawcza uczestnictwa JST na poziomie miast w transnarodowych sieciach rozproszonych przestrzennie, czyli stowarzyszeniach i związkach wielostronnych. Porównany został stan z grudnia 2021 r. z tym sprzed 20 lat (luty 2002 r.). Analiza koncentrowała się na indywidualnym (bezpośrednim) członkostwie, a oparta została na danych pochodzących z obwieszczeń ministra właściwego do spraw administracji publicznej. Dokonano również charakterystyki sieci z udziałem polskich miast, uwzględniając takie kryteria, jak: zasięg terytorialny, wielkość, charakter członków, poziom otwartości oraz przedmiot działania.
    The Constitution of the Republic of Poland granted local governments (LGs) at all levels the right to cooperate with local and regional communities from other states. The article provides a comparative analysis of the participation of Polish cities in spatially dispersed transnational networks, i.e. multilateral associations and unions. The situation as of December 2021 is compared with that from 20 years before (February 2002). The analysis focuses on individual (direct) membership and it is based on announcements of the minister responsible for public administration. The characteristics of the networks involving Polish cities are examined, considering such criteria as territorial coverage, size, nature of members, level of openness, and the subject of activity.

    Obecne regulacje prawne określają coraz bardziej rygorystycznie wartości parametrów jakości i niezawodności dostawy energii elektrycznej. Przy wykorzystaniu narzędzi programistycznych stworzona została baza informacji o sieci w stanie pracy normalnej i zakłóceniowe pozwalające na identyfikację szczegółową zakłóceń. Gromadzone dane są przetwarzane w bazie danych (SQL) i podlegają obróbce statystycznej. Na podstawie danych historycznych tworzone są procedury wspomagające lokalizację miejsca zakłócenia z uwzględnieniem wpływu różnych czynników.
    Polish decree determines the quality and reliability parametrs of power supply. Therefore, it is purposeful to create a databases of disturbances in normal and postfailure conditions of power distribution network with use of programming tools. The collecting data are processing and analysed in SQL database. Procedure of locating a failure are designing used collected historical data and informations of power distribution network.

    Postęp technologiczny jaki dokonał się ostatnio w obszarze sieci sensorycznych umożliwia wytwarzanie węzłów o wymiarach rzędu centymetrów w cenie poniżej kilku USD za sztukę. Niska cena i małe rozmiary w połączeniu z nowoczesnymi technikami bezprzewodowymi i przetwarzania danych (procesory, algorytmy, etc.) pozwalają na objęcie przez węzły sensoryczne jeszcze większego terenu badań w porównaniu z rozwiązaniami przewodowymi. Kolejnym krokiem było zmotoryzowanie bezprzewodowych sieci sensorycznych poprzez montaż węzłów na poruszających się pojazdach, co pozwoliło na jeszcze większą rozdzielczość obrazowania przy praktycznie takich samych nakładach finansowych. Jednym z zastosowań mobilnych bezprzewodowych sieci sensorycznych jest monitoring zanieczyszczeń powietrza. Technika ta jest jeszcze w początkowym rozwoju i stwarza wiele problemów technicznych, jednak zdobywa coraz większą popularność zarówno w branży akademickiej, jak i komercyjnej. W artykule tym przedstawiono przegląd najnowszych rozwiązań w zakresie monitoringu zanieczyszczeń powietrza wykorzystujących mobilne bezprzewodowe sieci sensoryczne, a także wskazano możliwe drogi rozwoju tych sieci.
    Technological progress in the area of sensor networks allows manufacturing centimetre-scale sensor nodes that may cost less than a few USD per piece. Low price and small size, combined with modern wireless and data processing techniques (processors, algorithms, etc.) enables to monitor much larger area compared to wired solutions. The next natural step of sensor network development was to enable mobile monitoring by mounting sensor nodes on moving vehicles, i.e. allowing for much better sensor data resolution at virtually the same cost One of the application of mobile le sensor networks is air pollution monitoring. This technique is still in its infancy and poses many technical problems, however, growing popularity is found both in the academics and commercial area. This article provides an overview of recent developments in the field of air pollution monitoring using mobile wireless sensor networks, and indicates possible ways of development of these networks.

    In this text the author attempts to reconstruct contemporary disputes about air quality in Poland using the language of actor-network theory (ANT). The purpose is to show the process of making urban risk visible—in this instance, the risk of polluted air—through the development of hybrid alliances and the formulation of translations aimed at the final elimination of air pollution. The article consists of three parts and a theoretical introduction in which the author discusses the basic tools and concepts of ANT, as well as Latour’s programme of political ecology. In the first part, the author sketches the map of actors and actants involved in air-pollution discussions. Then she examines the role of things—material objects—in air pollution conflicts, with special emphasis on the agency of these non-human actants. Finally, she focuses on alternative translations, which are attempts to negotiate smog’s place in the hierarchy of the collective.

    Celem artykułu jest przedstawienie wybranych prawidłowości, jakie mają miejsce w praktyce planowania powiązań dróg szybkiego ruchu (DSR) z miastami. Metodyczne aspekty planowania tych powiązań odniesiono do treści poradnika opracowanego jeszcze przed rozpoczęciem programu budowy DSR w Polsce. Podano ogólne zasady postępowania oraz zestawiono podstawowe uwarunkowania procesu decyzyjnego w kwestii, jakie miejscowości oraz w ilu miejscach i w jakich punktach DSR będą powiązane z siecią drogowo-uliczną. Wskazano na heurystyczny charakter procedury tworzenia rozwiązania. Przytoczono brytyjskie rekomendacje co do zasadności powiązania DSR w miastami o określonej wielkości. Na podstawie analizy zrealizowanych DSR lub tych o już przesądzonych przebiegach zidentyfikowano liczbę węzłów wiążących te drogi z miastami, oddzielnie dla autostrad oraz dla dróg ekspresowych. Na podstawie przedstawionej interpretacji graficznej przeanalizowano występujące prawidłowości, wskazując na bardzo duży rozrzut występujący w tych zależnościach. Przy tworzeniu typologii powiązań posłużono się modelami topologicznymi, interpretowanymi graficznie. Typologia rozwiązań obejmuje rodzaje powiązań DSR z innymi drogami oraz z siecią ulic miasta, w tym obwodnicami wewnątrzmiejskimi, a także lokalizację węzłów. Przedstawiane modele zilustrowano przykładami rozwiązań dla Krakowa, Tarnowa i Rzeszowa. W ramach podsumowania i wniosków podano typowe liczby powiązań miasta z drogą ekspresową i autostradą.
    The aim of this article is to present selected regularities occurring in the practice of planning connections of high-speed roads (DRS) with cities. Methodical aspects of planning these connections have been referred to the content of the guidebook developed before the beginning of the DRS construction program in Poland. General principles of proceedings are given and basic conditions of the decision making process are presented as to which towns, in how many places and at what points the DRS will be connected to the road-street network. The heuristic nature of the procedure for creating the solution was pointed out. Also British recommendations were referred to as to the legitimacy of linking DRS in cities of a certain size. Based on the analysis of realized DRS or those with already determined routes, the number of junctions connecting these roads with cities was identified, separately for highways and for expressways. On the basis of the presented graphical interpretation, the occurring regularities have been analyzed, indicating a very large scatter in these relationships. Topological models, interpreted graphically, were used to create a typology of connections. The typology of solutions includes the types of connections of DRS with other roads and the city street network, including inner-city ring roads, as well as the location of nodes. The presented models are illustrated with examples of solutions for Kraków, Tarnów and Rzeszów. As a summary and conclusion, typical numbers of connections between the city and the expressway and highway have been given.

    The aim of the article is the material and economic assessment of the life cycle of city buses with combustion engines. As part of the analysis, the analyzed parameters were optimized using neural networks with the use of a regression model. As part of the life cycle assessment criteria, three types of Solaris Urbino buses were analyzed. As a result of the research carried out for buses, the results were obtained regarding the optimal duration of operation, the number and cost of oil, air and fuel filter changes, and the replacement period of buses. The presented research and analyzes have a significant impact on the processes of purchasing and operating city buses.

    The aim of the article is to analyze the impact of operation on the life cycle assessment of city buses with diesel and electric drive using neural networks based on source data. Two types of diesel buses and two types of electric buses were tested. As a result of the conducted tests, the following optimal values were obtained for buses: operation time, number of inspections, daily refueling time or battery charging time, general efficiency, emissions. The adopted values of the life cycle assessment criteria are optimal for electric and electric city buses. The presented research and analyzes have a significant impact on the processes related to the organization of public transport.

    Opis:
    One of the key issues in contemporary urban studies is to consider the city from the perspective of culture and consumption, which are treated as new drivers of urban development and economic prosperity, the essence of urban ways of life, and arenas for the implementation of urban policies. In a consumer society, cities become important nodes where collective and individual consumption takes place on a massive scale. The urban system organizes capabilities and provides the resources for consumption, thus facilitating various kinds of lifestyles. As a result, the urban space operates as an arena of competition, where different consumer orientations and social categories strive physically and symbolically to occupy ground, produce meanings, and create belonging in the spaces and places that constitute the city. In applying Pierre Bourdieu’s concept of a “social field,” the aim of the article is to show how the space of social positions corresponds to the space of cultural practices. Drawing on the study of cultural and leisure activities in Wrocław, four general categories of urban residents are revealed and characterized by their distinct positions in different dimensions of the social space. The analysis also points to social capital (social networks) as an efficient new principle of cultural differentiation. The paper closes with the author’s concluding remarks and guidelines for further research.
