Opis:
Multimedia shooting training systems are increasingly being used in the training of security staff and uniformed services. The next stage of the system development is to make possible training by firing in dynamic scenarios, using combat weapons and live ammunition against visible targets moving on a screen. The use of infrared camera for detecting the position of impact of a projectile is presented in this paper. Due to the thermophysical properties of materials used in anti-ricochet covers, heat transfer takes place relatively slowly and thermal trace of impact of the projectile is visible from several seconds to several minutes. To eliminate this problem it has been proposed to use two algorithms in the detection system of Snieznik.

Armed forces are characterised, among other things, by an extensive process of preparing offi cers to carry out the tasks imposed. Training, and then in-service training in the police, is based primarily on the experience and expertise of those responsible for it. A signifi cant role among police teachers is played by instructors, including police shooting instructors. The article describes the process of acquiring the authority to teach the indicated classes with police offi cers. Additionally, on the basis of evaluation research conducted at the Police Academy in Szczytno, taking into consideration such elements as course program evaluation, acquired knowledge and practical skills, the level of adaptation of the content of specialist course for police shooting instructors to the needs of course participants has been established.

Umiejętność posługiwania się bronią stanowi podstawę funkcjonowania każdego żołnierza. Nie zawsze ma on możliwość ćwiczenia w tzw. „terenie”. Współcześnie do ćwiczeń strzeleckich wykorzystuje się symulatory strzelań. Artykuł ma na celu porównanie symulatorów, które są wykorzystywane podczas szkolenia ogniowego w Akademii Wojsk Lądowych. Zaprezentowano trzy symulatory, służące do nauki i kontroli celowania. Scharakteryzowano symulatory: TCW-94 KGPMKmb „Cyklop”5S, system szkolno-treningowy „Śnieżnik” oraz Krytą Mobilną Strzelnicę Ćwiczebną w Kontenerach 40FT HC. Analizie podano przydatność ww. symulatorów,jako zastępczą możliwość zajęć praktycznych.
The ability to use a weapon is the basis of every soldier's functioning. He does not always have the opportunity to practice the so-called outdoor schooting. Nowadays, shooting simulators are used for shooting exercises. The aim of the article is the comparison of the simulators used during fire training at the Military Universityof Land Forces. The following simulators were characterized: TCW-94 KGPMKmb "Cyklop" 5S, the training and training system "Śnieżnik" and the Indoor Mobile Exercise Shooting Range in 40FT HC Containers. The analysis gives the usefulness of the above-mentioned simulators as a substitute option for practical classes.

W artykule przedstawiono koncepcję nagrzewanej aktywnej tarczy termicznej przeznaczonej do szkolenia i prowadzenia strzelań w warunkach nocnych z użyciem celowników termowizyjnych. Innowacyjne rozwiązanie polega na zestawie układu sterującego oraz tarczy, o tak dobranych parametrach, aby moc grzewcza na początku nagrzewania była kilkakrotnie większa niż moc niezbędna do utrzymania zadanej różnicy temperatury w stanie ustalonym. Po osiągnięciu wymaganej temperatury układ sterowania nie podaje pełnego napięcia na figurę. Czasy podawania napięcia i jego wyłączania są tak dobrane, aby temperatura figury odpowiadała wymaganej wartości. Czas uzyskania wymaganej temperatury w proponowanym rozwiązaniu jest kilka razy krótszy niż w obecnie stosowanych konfiguracjach. Pozwala to na włączenie nagrzewania równocześnie z uruchamianiem podnośnika tarczy. Takie rozwiązanie eliminuje wady tarcz podgrzewanych dotychczas stosowanych do strzelań.
The paper presents a concept of a heated active thermal target designed for training and shooting with thermal sights at night conditions. The innovative solution contains a control system and a target with specially matched parameters providing several times greater power at the beginning of heating than the power needed to maintain a demanded difference of temperatures in the steady state. After reaching the required temperature, the control system does not give full voltage to the target. The times of voltage supply and its switching off are so selected that the temperature of the target corresponds to the required value. The time needed to obtain the required temperature in the proposed solution is several times shorter than in the currently used configurations. This allows the heater to be activated at the same time as the blade lift is activated. The solution eliminates disadvantages of heated targets used for shooting up to now.

Policja jest jednym z organów administracji publicznej, która posiada ustawowy obowiązek zapewnienia obywatelom bezpieczeństwa, również w sposób zbrojny. W artykule zaprezentowano organizację i formę obowiązującego systemu szkoleń strzeleckich w polskiej policji. W oparciu o wyniki dotychczasowych badań, wskazano, że większe znaczenie niż indywidualne cechy osobowościowe, mają odbyte przez policjantów szkolenia i treningi. Wprowadzenie szkoleń, które odzwierciedlałyby realne sytuacje, pomogłoby podnieść poziom przygotowania policjantów do służby.
The police is one of the public administration bodies that has a statutory task to provide citizens with security, also in an armed way. The article presents the organization and format of the current Polish police shooting training system. Based on the results of previous studies, it was pointed out that training courses and practice sessions carried out by the police officers are more important than their individual personality traits. Implementation trainings reflecting real situations would help to improve the level of police officers’ preparation for work.

Virtual Reality (VR) is an amazing tool in the field of interaction, simulation, and entertainment between humans and computers. This technology is often used for recreational purposes in combination with physical activities. The main objective of this study was to compare intermittent training with continuous training on the shooting range. The first part of the article presents the essence of virtual reality and the possibilities that arise from its use. Then the created virtual environment, in which the shooter is located, and the way the study has been carried out are presented. The attempts of the participants were shown and evaluated. The realistic physics of movement and environment interactions have been designed into this map. The main aspects of the modelled and programmed shooting range were presented and their use has been described. The following section describes the research process and the analysis of the results of the test carried out on eight participants who had not previously been exposed to virtual reality. The test subjects were divided into two groups, one intermittent training and the other continuous training. The results of these groups were compared to assess which forms of training in a virtual reality environment were more beneficial.

The modern world is full of multifaceted security threats. These threats undoubtedly include terrorist threats. Currently, the phenomenon of terrorism is ubiquitous and has become an inseparable element of the landscape of the modern world. Terrorism is a challenge for entities of the state security system responsible for ensuring public security. Preparation of representatives of entities ensuring security requires actions both at the legal and training level. Conducting effective anti-terrorist activities requires preparation through a training process, which includes training in the use and use of firearms. The use of modern technologies in the process of shooting training due to a number of possessed functionalities that build, among others situational realism. The above is an important element supporting traditional training, thus creating an opportunity and a challenge for public and private research and development units in searching for innovative training tools.
Współczesny świat jest pełen wielopłaszczyznowych zagrożeń bezpieczeństwa. Do zagrożeń tych niewątpliwie zaliczają się zagrożenia o charakterze terrorystycznym. Obecnie zjawisko terroryzmu jest wszechobecne i stało się nieodłącznym elementem krajobrazu współczesnego świata. Terroryzm jest wyzwaniem dla podmiotów systemu bezpieczeństwa państwa odpowiedzialnych za zapewnienie bezpieczeństwa publicznego. Przygotowanie przedstawicieli podmiotów zapewniających bezpieczeństwo wymaga działań zarowno na płaszczyźnie prawnej, jak i szkoleniowej. Prowadzenie skutecznych działań antyterrorystycznych wymaga przygotowania poprzez proces szkoleniowy, ktorego elementem jest szkolenie z zakresu użycia i wykorzystania broni palnej. Zastosowanie współczesnych technologii w procesie szkolenia strzeleckiego jest istotne z uwagi na szereg posiadanych funkcjonalności budujących m.in. realizm sytuacyjny. Powyższe stanowi istotny element wspomagający tradycyjne szkolenia, tworząc tym samym szansę i wyzwanie dla państwowych i prywatnych jednostek badawczo-rozwojowych w poszukiwaniu innowacyjnych narzędzi szkoleniowych.

We examined the relationship between perceived workload and performance by evaluating the responses of police officers to 4 different draw-and-shoot tasks in a night field training exercise which was part of their regular training regimen. Sixty-two police officers volunteered to participate. Results demonstrated an associative trend among 3 tasks where shooting performance decreased and workload increased as the tasks became more complex. However, performance on 1 specific shooting task did not correlate with any of the other 3 tasks, and in this 1 exceptional case, insensitivities were observed in which workload increased but performance remained constant.

The police forces performance is demanding on well-timed and quick reaction. Single reaction time and choice reaction time are crucial when the jeopardy appears. Performing under stress in life-threatening situations needs a good level of stress tolerance. In our study, we used two nonspecific, and two specific (shooting) tests to analyse the reactivity of police officer under different conditions. Material and methods: The research sample consisted of n=18 male Czech police training instructors. The group is unique as these police officers are specialised in the professional self-defence with focus on the coercive means use and shooting skills. Two standardized non-specific tests administrated with the Vienna Test System (VTS) by Schuhfried GmbH were used for data gathering. Single reaction time (SRT) was measured by the Reaction test, stress tolerance and choice reaction time (CRT) was measured by the Determination test. Two practical non-standardized shooting tests were used for the reactivity analysis in the goal oriented environment (shooting range). Results: The single reaction time among police training instructors was M=261.56±33.60 ms, which corresponds to the 66.28 percentile of age norm. Performance in the stress tolerance test also matches the average performance in population (M=45.56 percentile of correct reactions, M=61.67 percentile of incorrect reactions, M=51.44 percentile of skipped signals). According to the Pearson correlation coefficient, there is no correlation between single reaction time in the Reaction test and choice reaction time in the Determination test (r=-0.03). There is no correlation between single reaction time in the nonspecific Reaction test and performance in the specific Shooting test 1 (r=0.06) and Shooting test 2 (r=-0.01). Conclusions: There is no relation between the results in the specific and non-specific reaction tests. Nonspecific tests of single reaction time and choice reaction time are suitable for a general assessment of motor abilities. Specific tasks need specific training and specific evaluation methods.

Paper presents an overview of basic changes proposed by the Military Institute of Armament Technology for implementation as an updating to “MoD Armament and Modernization State Undersecretary Guidelines on Designing Indoor Military Shooting Ranges Issued on 29 December, 2009”. The changes are mostly caused by evolving training and practice methods of shooting in the Polish Army as the result of experience gained at participating in stabilization missions.

Opis:
Under the “Authorisations of the Minister of National Defence” (latest - No. 57/MON dated 22 December 2014), a Permanent Expert Team operates at the Institute of Armament Technology of the Faculty of Mechatronics and Aerospace of the Military University of Technology (Warsaw, Poland), performing test shootings for the purpose of verifying the fulfilment of technical requirements to be met by garrison shooting ranges and their locations. During almost 20 years of its activity, the Team has conducted research studies under more than 325 civil law contracts concluded with operators of shooting ranges, numerous expert analyses and prepared specialist opinions for courts and prosecutor's offices, and participated in the creation of normative acts and documents, concerning - among others - provision of safety of the operated field training facilities, mainly garrison and training ground shooting ranges. The results of the Team's work have been used, among others, by the Ministry of National Defence (with the active participation of the Team) to prepare regulations of the Minister of National Defence concerning the technical conditions to be met by garrison shooting ranges and their locations. The first of these regulations was issued on 4 October 2001 (Polish Journal of Laws of 2001, no. 132, item 1479), and its latest revision on 15 December 2017 (Polish Journal of Laws of 2018, item 113). The paper presents selected results of studies of the Permanent Expert Team related to, among others, ensuring the safety of users of garrison and training ground shooting ranges, which form a part of the field training facilities of the Armed Forces of the Republic of Poland, the Police, the Border Guard, the Customs Service, security companies, hunting and sports organisations. Of particular value are the conclusions and propositions of the Expert Team related to, for example: improvement of quality of the law created in Poland, concerning in particular training facilities; ensuring safety at shooting ranges during training with firearms of various types and calibres, utilising various types of ammunition; expert supervision over construction, acceptance and operation of shooting ranges; principles of safe operation of shooting ranges, ensuring longevity of the facilities, etc.
W Instytucie Techniki Uzbrojenia Wydziału Mechatroniki i Lotnictwa Wojskowej Akademii Technicznej działa - na mocy „Upoważnień Ministra Obrony Narodowej” (najnowsze Nr 57/MON z dnia 22.12.2014 r.) - Stały Zespół Ekspercki do przeprowadzania strzelań sprawdzających, w zakresie warunków technicznych, jakim powinny odpowiadać strzelnice garnizonowe oraz ich usytuowanie. Przez prawie 20 lat działalności Zespół ten wykonał prace naukowo-badawcze w ramach przeszło 325 umów cywilnoprawnych zawartych z użytkownikami strzelnic, liczne ekspertyzy i opinie specjalistyczne dla sądów i prokuratur, a także uczestniczył w tworzeniu aktów i dokumentów normatywnych, dotyczące m.in. zapewnienia bezpieczeństwa użytkowania terenowych obiektów szkoleniowych, w tym głównie strzelnic garnizonowych i poligonowych. Wyniki prac Zespołu zostały wykorzystane m.in. podczas opracowywania przez Ministerstwo Obrony Narodowej (przy aktywnym udziale Zespołu), rozporządzeń ministra Obrony Narodowej w sprawie warunków technicznych, jakim powinny odpowiadać strzelnice garnizonowe oraz ich usytuowanie. Pierwsze z tych rozporządzeń wydano w dniu 4.10.2001 r. (Dz.U. z 2001 r. nr 132, poz. 1479), a ostatnią jego nowelizację - w dniu 15.12.2017 r. (Dz.U. z 2018 r., poz. 113). W pracy przedstawiono niektóre wyniki prac Stałego Zespołu Eksperckiego w obszarze m.in. zapewnienia bezpieczeństwa użytkowania strzelnic garnizonowych i poligonowych, które wchodzą w skład terenowej bazy szkoleniowej Sił Zbrojnych RP, Policji, Straży Granicznej, Służby Celnej, służb ochroniarskich, organizacji myśliwskich i sportowych. Szczególnie cenne są wnioski i propozycje Zespołu eksperckiego w zakresie m.in.: poprawy jakości tworzonego prawa w Polsce, dotyczącego zwłaszcza obiektów szkoleniowych; zapewnienia bezpieczeństwa na strzelnicach podczas szkoleń z wykorzystaniem broni strzeleckiej różnych typów i kalibrów, strzelającej różną amunicją; nadzoru eksperckiego w procesie budowy, odbioru i eksploatacji strzelnic; zasad bezpiecznego użytkowania strzelnic, gwarantującego długowieczność obiektów, itp.

Artykuł przedstawia przegląd podstawowych zmian proponowanych przez WITU do wprowadzenia w ramach aktualizacji „Rozporządzenia Ministra Obrony Narodowej w sprawie warunków technicznych, jakim powinny odpowiadać strzelnice garnizonowe oraz ich usytuowanie”. Zmiany te wynikają w większości ze zmieniającego się sposobu prowadzenia szkoleń żołnierzy WP, na który wpływ ma sposób prowadzenia i charakter misji stabilizacyjnych, w których bierzemy udział.
Paper presents a review of proposed changes designated to update “Regulation of the Polish Ministry of Defense on Meeting Technical Conditions by Garrison Shooting Ranges and Their Locations”. The most of these changes origins from the evolution of training and practice methods of shooting in the Polish Army under the impact of character and way of leading for stabilization missions the Army participates.
