In this paper a method for a ship safety estimation at the preliminary stage of design is briefly presented. Solving a few hydrostatic and dynamical problems may be taken into account using the method with special regards to the ships safety estimation in critical conditions. The critical conditions may concem the problems of survivability caused due to the cargo and/or ballast shift, waves and wind impact including the ingress of external water into the watertight compartments of a ship. The theoretical and computational models are briefly described. Using the computational model the safety assessment may be done for the initial event and scenario development assumed. Then, either some seakeeping, stability, damage stability or survivability related characteristics should be evaluated for the risk assessment. Both the seakeeping and stability characteristics are treated as the initial conditions for the risk assessment regarding the damage stability and survivability, and it usually follows from the hazard scenario development. The risk assessment is the base for the safety estimation. This is done according to the IMO regulations. The computational model incorporates the modern numerical techniques and is briefly described by introducing the logical structure of design system, logical structure of computational model and a few application methods used. The model enables to estimate the safety combining the influence of the hull form parameters, arrangement of internal spaces, loading condition including both the cargo distribution and permeability and impact of exciting forces. The exciting forces may follow from both the external and internal sources. And they are as follows: waves, wind and cargo and ballast shift.

The paper presents theoretical basis of the probabilistic-fuzzy method for assessing the safety of a ship manoeuvring on fairways. The method allows to account for such different states / conditions as the danger to the safety and the intuition that the safety of a ship manoeuvre is threatened, based on the probabilistic analysis of risk and elements of fuzzy logic. A dangerous navigational situation is defined as a fuzzy event. Two methods of determining the probability of a fuzzy event occurrence are presented. The results are compared with those obtained from a quantitative method of safety assessment based on probabilistic methods.

This article presents practical application of the probabilistic-fuzzy method for assessment of the safety of a ship manoeuvring in fairways. The method, based on the probabilistic risk analysis and elements of fuzzy logic, allows to account for a situation of threatened safety and a situation when a navigator intuitively thinks that the safety of manoeuvring ship is threatened. The probability of grounding of a ship manoeuvring in a fairway bend was determined. Then, with the use of experts’ knowledge and tools of fuzzy logic the probability of a dangerous situation was determined. Two different approaches, discussed in Part 1, have been applied for the determination of the probability. The results were compared.

Opis:
The optimisation of vessel traffic in narrow channels is concerned with the optimisation of vessel passage times with the regulations in force being complied with. These types of problems are normally solved by classical methods of linear programming. However, the implementation of solutions thus obtained is practically hardly feasible. This is due to difficulties in observing exact times of vessel entries into the fairway, maintaining exactly the expected times of passage along particular fairway sections. Therefore, it becomes necessary to account for inaccurate vessel entry and times of passing particular sections. Consequently, an optimisation problem in this context naturally fits in the format of problems of linear programming with fuzzy coefficients. This approach enables a more flexible formulation of an optimisation problem. From the point of view of the solutions obtained, the interpretation of fuzzy inequalities in the system of constraints is of much importance. The article presents solutions to the vessel traffic optimisation problem with the use of various interpretations of fuzzy inequalities. The calculation results are shown. These refer to vessel traffic in the Szczecin-Swinoujscie fairway. The results have been interpreted and conclusions have been drawn. INTRODUCTION

New Load Lines regulations came into force on 01.01.2005. This is the result of the long time preparations within IMO SLF Sub-Committee. The work was aimed at the review of the provisions of the LL Convention and, in particular, revision of freeboard tables based on deck wetness concept. This aim was only partially achieved. The first part of the LL Convention including conditions of assignment was totally re-drafted, but freeboard tables were not changed. The subject of revising freeboard tables was eventually deleted from the work programme of IMO.
Nowe prawidła dotyczące linii ładunkowych weszły w życie w dniu 1.01.2005 r. po długich przygotowaniach w ramach Podkomitetu SLF IMO. Celem tych przygotowań była nowelizacja prawideł technicznych konwencji o liniach ładunkowych, a w szczególności nowelizacja tabel wolnej burty, które oparto na zasadzie zalewania pokładu. Cel ten został tylko częściowo osiągnięty. Pierwsza część konwencji o liniach ładunkowych zawierająca warunki przyznawania wolnej burty została gruntownie przeredagowana, lecz tabele wolnej burty pozostały niezmienione. Sprawa rewizji tabel wolnej burty została odsunięta na czas nieokreślony wobec skreślenia tego punktu z programu prac IMO.

The paper presents the preliminary information on the concept of open water model tests for assessment of safety of ships in damaged conditions. The need to develop the concept follows from the fact that the current regulations for assessment of safety of ships in damaged conditions require to consider an influence of many factors coming from different sources. Among the most important factors are those which come from the ship itself and the environment. Of course, the current regulations take into account the impacts which follow from the stages of flooding and progressive flooding but not all the possible impacts are taken into account. The open water model tests may enable to verify the existing regulations and model some phenomena associated with flooding. The open water model tests can be an important alternative method for the assessment of ship safety. The current method and some elements of the new approach to the safety of ships in damaged conditions are briefly described in the paper. A concept of the open water model tests for assessment of the safety of ships in damaged conditions are introduced. Some details regarding the research stand are given. The preliminary programme of investigations is presented as well. Because of the limited space available in the paper more details regarding the concept of open water model tests will be given in the POWER POINT presentation during the Symposium and in the final version of the paper.

The paper regards various design and operational problems associated with survivability of surface naval and merchant ships using an alternative probabilistic methodology. This methodology is based on application of the performance-oriented and risk-based approaches. The performance-based approach requires to use the design and hydromechanics-based application methods. A measure of a ship safety in damaged conditions is either a risk or risk level. The risk is estimated using the risk analysis. Between the most important elements of risk analysis are the hazard identification, scenario development, quantitative risk assessment and risk control. The assessment of safety is based on the total risk management TRM approach including the risk assessment and risk management. The detailed discussion regarding the method and modeling will be submitted for publication by the Gdansk University of Technology in separate publication.

Present stability regulations developed over the years by IMO reached definite conclusion with the adoption of the Revised Draft of the Intact Stability Code. The criteria included there are design criteria of the prescriptive nature, based mainly on statistics of stability casualties. Currently IMO is considering development of criteria based on ship performance. Concept of such criteria is, however, at present not agreed. The criteria are working comparatively well with regard to the majority of conventional ships, however advent of very large and sophisticated ships of non-conventional features caused that those criteria may be inadequate. The author advances the idea consisting of application of safety assessment and risk analysis using holistic and system approach to stability. Safety against capsizing (or LOSA accident) is a complex system where design, operational, environmental and human factors have to be taken into account. Although this seems to be a very complex task, in the opinion of the author it may be manageable and could be applied for safety assessment of highly sophisticated and costly ships.

Vessels’ traffic in the area of Southern Baltic has not been organized yet. Therefore a risk of potential grounding or collisions is imminent. Organization the traffic by means of passive methods like determination the ships’ routes or traffic separation schemes is one of the better measures to improve navigation safety. Although such activities should take into account interests of coastal countries. The whole area should be considered, and the needs arising from traffic at present and in the future should be met. Due to complexity of above problem, solutions that are fragmentary may lead to deterioration of existing situation and cause new threats for all Baltic countries.

The paper depicts new approach involving navigational situation assessment. Nowadays operator at maritime traffic monitoring station have access to a great amount of various quality data. Information come from different sources and the data are generated by multiple of sensors. Multiple sources of data create new challenge regarding data association. The challenge is met by technology called data fusion. By means of fusion, different sources of information are combined to arrive at proper decision. Ships safety factors were introduced to enable vessels' classification regarding potential consequences of an accident. It is assumed that safety factors are fuzzy, imprecise values. Small ranges of value were assigned to small craft without dangerous cargo. The largest intervals are reserved for huge crude carriers. Fuzzy factors (SF) depend on subjective evaluation of ships tonnage and on amount as well as harmfulness of their cargo. Extended scope of the SFs is introduced and reasoning on subjective classification discussed. Included numerical example illustrates presented material.
