Opis:
The paper regards various design and operational problems associated with survivability of surface naval and merchant ships using an alternative probabilistic methodology. This methodology is based on application of the performance-oriented and risk-based approaches. The performance-based approach requires to use the design and hydromechanics-based application methods. A measure of a ship safety in damaged conditions is either a risk or risk level. The risk is estimated using the risk analysis. Between the most important elements of risk analysis are the hazard identification, scenario development, quantitative risk assessment and risk control. The assessment of safety is based on the total risk management TRM approach including the risk assessment and risk management. The detailed discussion regarding the method and modeling will be submitted for publication by the Gdansk University of Technology in separate publication.

The article presents a list of rescue measures that should be on every ship. Are given the location of such measures. Important is an exact description of such measures on board. It is important to be clearly marked evacuation signs and warrant signs. The article also lists examples of instructions that should be placed in the immediate vicinity of the rescue measures on ship.

When a transport vehicle is put into service on a new route, all safety aspects of its movement should be comprehensively examined. In maritime transport, such situations arise especially when new sea ports are built, intended to handle selected types of vessels with specific characteristics. The construction of the LNG terminal in Świnoujście made it necessary to carry out an extensive analysis of the safety of LNG tanker passage. This was related to the shipping route from the Danish Straits to the berth. This article compares the routes planned at the design stage with the actual track of the tanker Al Nuaman during its first voyage. The tanker speeds on key route sections have been examined, i.e. in the approach channel from Cape Arkona to Świnoujście.

The paper depicts new approach involving navigational situation assessment. Nowadays operator at maritime traffic monitoring station have access to a great amount of various quality data. Information come from different sources and the data are generated by multiple of sensors. Multiple sources of data create new challenge regarding data association. The challenge is met by technology called data fusion. By means of fusion, different sources of information are combined to arrive at proper decision. Ships safety factors were introduced to enable vessels' classification regarding potential consequences of an accident. It is assumed that safety factors are fuzzy, imprecise values. Small ranges of value were assigned to small craft without dangerous cargo. The largest intervals are reserved for huge crude carriers. Fuzzy factors (SF) depend on subjective evaluation of ships tonnage and on amount as well as harmfulness of their cargo. Extended scope of the SFs is introduced and reasoning on subjective classification discussed. Included numerical example illustrates presented material.

The paper presents the preliminary information on the concept of open water model tests for assessment of safety of ships in damaged conditions. The need to develop the concept follows from the fact that the current regulations for assessment of safety of ships in damaged conditions require to consider an influence of many factors coming from different sources. Among the most important factors are those which come from the ship itself and the environment. Of course, the current regulations take into account the impacts which follow from the stages of flooding and progressive flooding but not all the possible impacts are taken into account. The open water model tests may enable to verify the existing regulations and model some phenomena associated with flooding. The open water model tests can be an important alternative method for the assessment of ship safety. The current method and some elements of the new approach to the safety of ships in damaged conditions are briefly described in the paper. A concept of the open water model tests for assessment of the safety of ships in damaged conditions are introduced. Some details regarding the research stand are given. The preliminary programme of investigations is presented as well. Because of the limited space available in the paper more details regarding the concept of open water model tests will be given in the POWER POINT presentation during the Symposium and in the final version of the paper.

W artykule omówione zostały próby materiału przeznaczone do budowy tratw ratunkowych. Tratwy ratunkowe poddawane są różnorodnym próbom. Jedną z wielu prób którym musi zostać poddana tratwa ratunkowa jest próba materiału. W pracy zostały również opisane kryteria przeprowadzania prób materiału. Główne kryteria związane są z wytrzymałością materiału, odpornością na ultrafiolet, odpornością na niskie temperatury, starzenie materiału, czy odpornością na hydrolizę, która dotyczy materiałów powlekanych tworzywami termoplastycznymi.
This article discusses the attempts of material intended for the construction of life-rafts. Life-rafts are subject to a variety of trials. One of the many trials that must be subjected a life raft is a sample of material. Work criteria for material testing have also been described. The main criteria relate to material durability, ultraviolet resistance, low temperature resistance, aging of the material, and hydrolysis resistance to thermoplastic coated materials.

The human factor is one of the main reasons for fires in engine rooms and most of the scenarios are very similar. Fires in engine rooms are usually associated with fuel or oil leaking onto a hot surface. Furthermore, engine rooms are very inhospitable places to work. Noise, vibration and high temperatures are most frequently mentioned by crews as negative factors that influence their work. The adoption of a safety culture is one of the ways to increase the fire safety level in engine rooms. Understanding and accepting the necessity of building a safety culture among engine room crews can effectively influence their standard of work. Safety management procedures are an important part of building a safety culture. The change in labor standards must be built on a safety culture among crews.

In this paper a method for a ship safety estimation at the preliminary stage of design is briefly presented. Solving a few hydrostatic and dynamical problems may be taken into account using the method with special regards to the ships safety estimation in critical conditions. The critical conditions may concem the problems of survivability caused due to the cargo and/or ballast shift, waves and wind impact including the ingress of external water into the watertight compartments of a ship. The theoretical and computational models are briefly described. Using the computational model the safety assessment may be done for the initial event and scenario development assumed. Then, either some seakeeping, stability, damage stability or survivability related characteristics should be evaluated for the risk assessment. Both the seakeeping and stability characteristics are treated as the initial conditions for the risk assessment regarding the damage stability and survivability, and it usually follows from the hazard scenario development. The risk assessment is the base for the safety estimation. This is done according to the IMO regulations. The computational model incorporates the modern numerical techniques and is briefly described by introducing the logical structure of design system, logical structure of computational model and a few application methods used. The model enables to estimate the safety combining the influence of the hull form parameters, arrangement of internal spaces, loading condition including both the cargo distribution and permeability and impact of exciting forces. The exciting forces may follow from both the external and internal sources. And they are as follows: waves, wind and cargo and ballast shift.

The article discusses the collective rescue measures, which should be on board passenger ships. Belong to them a life rafts rigid and pneumatic. Listed 10 attempts, which are subjected to all types of rafts. For each raft is assigned a number of people and therefore should be carried of buoyancy trials. The most important of them are trials to tightness and strength of material the plating and seams.

During the currently ongoing development of methods for assessing the safety of ships, it is imperative that a compromise between the accuracy of the results and the accessibility of obtaining results is reached. This paper shows the calculations of a theoretical hull against damage stability regulations as included in SOLAS 2020, ICLL 66/88 as amended in 2003 and MARPOL 78. The rules included in the currently valid regulations require certain righting arm curve properties from vessels before and after potential damage, which does not pose a high difficulty level to engineers. However, for many engineers and scientists working with these rules, it is unclear what kind of behavior (particularly roll motion) these righting arm curve parameters correspond. In this paper, a correlation between the required GZ properties and the actual roll motion of a ship in waves, as calculated with the well-established method proposed by the ITTC, is revealed, and a comparison of the results to the currently in use regulations as well as comparison between the methods themselves is made. The comparison reveals the impact of GZ curve parameters on the roll motion of the ship.

The optimisation of vessel traffic in narrow channels is concerned with the optimisation of vessel passage times with the regulations in force being complied with. These types of problems are normally solved by classical methods of linear programming. However, the implementation of solutions thus obtained is practically hardly feasible. This is due to difficulties in observing exact times of vessel entries into the fairway, maintaining exactly the expected times of passage along particular fairway sections. Therefore, it becomes necessary to account for inaccurate vessel entry and times of passing particular sections. Consequently, an optimisation problem in this context naturally fits in the format of problems of linear programming with fuzzy coefficients. This approach enables a more flexible formulation of an optimisation problem. From the point of view of the solutions obtained, the interpretation of fuzzy inequalities in the system of constraints is of much importance. The article presents solutions to the vessel traffic optimisation problem with the use of various interpretations of fuzzy inequalities. The calculation results are shown. These refer to vessel traffic in the Szczecin-Swinoujscie fairway. The results have been interpreted and conclusions have been drawn. INTRODUCTION

Znaczący postęp technologiczny połączony z minimalizacją kosztów i opłacalnością produkcji nowych instalacji przesyłowych, spowodowały w ostatnich latach intensywny rozwój sektora offshore w Polsce, Europie i na świecie. Efektem tego jest duże zagęszczenie podwodnej liniowej infrastruktury przesyłowej (LIP) - rurociągów czy kabli podmorskich. Obszarami szczególnie niebezpiecznymi w zakresie eksploatacji LIP są rejony przybrzeżne, gdzie wzmożona jest intensywność ruchu statków. W celu zminimalizowania ryzyka uszkodzeń sieci, należy już podczas projektowania, a następnie budowy, przeprowadzić szereg analiz dotyczących m.in. aspektów wytrzymałości i doboru materiałów, lokalizacji w aspekcie bezpiecznej nawigacji, wpływu warunków pogodowych oraz intensywności ruchu statków na powierzchni z uwzględnieniem ich ewentualnego wpływu podczas przepływania nad rurociągiem. W artykule skupiono się na ostatnim z wymienionych czynników. Autorzy omówili dostępne metody analizy ryzyka (FSA), wybrali optymalną do przedstawionego problemu, rozpatrzyli możliwe scenariusze zagrożeń i zaproponowali działania niezbędne do uniknięcia bądź zminimalizowania wystąpienia takich przypadków.
Recent technological advance combined with the minimization of costs and a raise in profitability of production of new investments, has in recent years caused an intensive development of the offshore sector in Poland, Europe and all over the world. The result of that, is a big density of underwater transmission pipelines and cables especially in coastal areas where traffic intensity is posing a potential threat to the safety of underwater infrastructure. To avoid or minimize the risk of pipeline damage, a significant number of analyses are needed to be conducted, for example aspects of material strength and its selection, location, impact of the weather conditions and intensity of the vessels movements on the sea surface, taking into account their possible impact when passing over the pipeline. This article focuses on the last of the above mentioned factors. The authors discussed the available methods of risk analysis (FSA), choose the optimal way to solve the problem, considered possible threats scenarios and suggested the necessary moves to avoid or minimize the occurrence of such cases.

Bezpieczeństwo i higiena pracy na statkach żeglugi śródlądowej wynikają ze specyficznych warunków pracy, odbiegających od lądowych. W zależności od realizowanych zadań eksploatacyjnych oraz wielkości i stanu technicznego jednostki, czynniki uciążliwe i szkodliwe to przede wszystkim hałas, wibracje, oddziaływanie temperatury, a także znacznie ograniczona przestrzeń, zarówno na stanowiskach pracy, jak i w pomieszczeniach socjalnych. Pracę na jednostkach żeglugi śródlądowej charakteryzuje również specyficzny rozkład czasu pracy. Ze względu na fakt, że wiek większości jednostek żeglugi śródlądowej przekracza 50 lat, do problemów bezpieczeństwa pracy powinno przywiązywać się szczególną wagę. Warunki pracy w dużej mierze zależą od starań właściciela jednostki oraz od kultury pracy załogi, a powinny być także wyznaczane wymaganiami przepisów. Problem w tym, że obecnie obowiązują jedynie wymagania dotyczące czasu pracy na statkach żeglugi śródlądowej. Szczegółowych przepisów dla załóg statków żeglugi śródlądowej, dotyczących bezpieczeństwa i higieny pracy na zróżnicowanych stanowiskach pracy, nie ma od 2002 r. Ta luka w polskim prawie wymaga możliwie najszybszej interwencji.
Occupational safety on ships during inland shipping is a complicated subject due to particular working conditions, quite different from those on land. Depending on the tasks carried out, the size and the technical state of the inland shipping ships, harmful and onerous factors include noise, vibrations, high or low temperature, as well as limited space of both workplaces and social rooms. The work on the inland shipping ships is also connected with the particular work time distribution. Since the age of the majority of inland shipping ships in Poland exceeds 50 years. Occupational safety is a very serious issue. Working conditions largely rely on the owner’s due diligence and the crew's sufficient work culture, whereas they should also come from suitable regulations. The problem is that currently only work time distribution is regulated via Legal code m relation to work on inland shipping ships. Since 2002 there have been no detailed regulation concerning. Occupational safety towards crews of the inland shipping ships. This gap in the Polish regulations seems to be a problem requiring a fast reaction.

Jednym z głównych zadań systemu e-nawigacji ma być zwiększenie bezpieczeństwa statku podczas żeglugi z punktu A do B. Doświadczenia z lat poprzednich, a w szczególności spektakularne wypadki morskie XX wieku wskazują, że w gałęzi przemysłu jaką jest transport morski, bardzo często najpierw musi dojść do tragedii, aby odpowiednie zmiany w przepisach, procedurach jak i wyposażeniu zostały wprowadzone. Twórcy systemu e-nawigacji na podstawie doświadczeń, statystyk i raportów z wypadków z lat ubiegłych starają się zaprojektować system, który będzie rzeczywiście zapobiegał wypadkom. W niniejszym artykule podano przykłady kilku raportów dotyczących kolizji i wejść na mielizny przez statki handlowe. Opisano też jak wprowadzenie e-nawigacji i rozszerzonej rzeczywistości wpłynie na bezpieczeństwo statku oraz jak dodatkowe dane, które otrzyma oficer wachtowy wpłyną na podejmowane przez niego decyzje.
One of the main tasks of e-navigation system is to increase the safety of the ship while sailing from point A to point B. Experience from previous years, in particular the spectacular sea accidents of the twentieth century indicate that in the shipping industry, very often it must first come to the tragedy before appropriate changes in regulations, procedures and the equipment were introduced. Creators of e-navigation system, based on experience, statistics and reports on accidents that have already taken place, they are trying to design a system that will actually prevent accidents. In this paper there are examples of few reports on the collisions and groundings caused by merchant vessels. Author describes how implementation of e-navigation and use of augmented reality solutions can increase safety of a vessel and how additional information that Officer of the Watch receives would affect his decisions.

In the study the role and meaning of certain light ships used during the World War I on the Baltic Sea was showed. The main focus was on two problems: war light ships – as a notion that is unfamiliar to Polish military terminology as well as the usage of light ships in a German landing operation known under the name of “ALBION” as well as other actions. Some photographs and profiles of the described vessels were included into the study.

The berthing of ship to the quay is last stage of navigation process. An ideal manoeuvre would be consisted in a total loss of speed at the moment the ship makes contact with the quay. In practice, the ship has some speed, which caused the impact of ship in the quay. The accident can be happened when kinetic energy overdone the admissible value during contact the ship-quay. In results, the damage of ship's hull or port structure can occur. The fenders improve the safety of berthing operations by partially absorbing the kinetic energy of ship. The fenders parameters should be properly selected relative to existing condition during ship's berthing. It depends on effective energy of berthing ship. There are used some method to calculate of its value. One of them is based on phenomena of ship turning relative to point of first contact to the quay. Then the part of ship's kinetic energy is altered to work of turn, and in result, energy of ship impact is decreased. This part can be determined by coefficient of eccentricy. Its value mainly depends on radius of ship's turning, which is equal of distance between point of ship, gravity and point of first contact with quay. Simplified method of calculation the eccentricy coefficient based on ships angle of approaching to the quay. But such estimated value is weighted some discrepancy. The paper presents the analysis of methods of calculation the kinetic energy during first impact in the quay. Especially, the geometrical shape of ship's hull is considered to achieve the accuracy value of ship's impact energy during the berthing to the quay. The application of elaborated method permits to optimize the parameters of fender system.

Presented are regulations concerning the operation of passenger ships (with particular emphasis on Polish ferries) designed to increase maritime safety the SOLAS Convention, established in 1974 and codified in 2002, codifies these regulations, and the International Maritime Organization mandates additional regulations, created in response to a rapidly increasing number of maritime disasters. The analyses described herein were based on restrictions established for the “Jan Śniadecki” and “Mikołaj Kopernik” ferries. Safety of ro-ro units, which also typically have a significant number of people on board, was also analyzed. Also included in the study were ship operational- limitation characteristics with respect to structure, unsinkability, and stability of machinery and electrical equipment, fire protection, operational requirements, and rescue measures and devices, along with their purpuroses. Safety management consists of taking appropriate actions to prevent or minimize the effects of an accident or a disaster and is assessed on the basis of calculations and experience gleaned from analogous cases. Safety management can proceed if a problem has been thoroughly assessed. The potential risk of negative consequences with respect to the safety of the transport process as a whole must be considered, and the safety of the whole must not be risked for that of a particular part of it. A safety management decision can be made when its necessity is not in doubt. A problem is assumed to have only one solution. The effectiveness of the previously used method should be carefully assessed before proceeding to the next method. Security management is not easy and requires much professional knowledge and experience.

Strong expansion of cruise ships traffic and cruising destinations in the Adriatic makes the region ideal for cruise ships routing analysis. The aim of this paper is to detect real cruise ships traffic movement in order to understand how present cruise ships routes are navigationally and environmentally sustainable and safe. Cruise ships characteristic operational demand and navigational routine in relation with regions indented coast line with high level of environmentally preserved areas in landscape of high national value, emphasise importance of real cruise ships routing awareness. The research is based on one year cruise ships traffic monitoring and routes analysis in the Central Adriatic East coast. The results offer detail insight of cruise ships navigational routines in navigationally less defined area that has not been frequent cruising region before. Cruise ships routes comparison is carried out between North Adriatic region, which is well defined with traffic separation schemes and navigational aids and less defined Central and South Adriatic regions. The results show that principle of cruise ships routing differ from standard maritime practice and that operational demand for attractive cruising and passenger experience bring cruise ships close to shores in various demanding navigational situations. That routing practice does not meet criteria of sustainability as it often present high navigational, safety and environmental risk.

This paper presents assumptions and process of the forming of a risk assessment model for collision between a passenger ferry departing from or approaching port of Świnoujście and a chemical tanker carrying a dangerous cargo. In order to assess navigational safety on the basis of data obtained from AIS system, were prepared probabilistic domains of ships, which made it possible to estimate number of navigational incidents as well as their spatial distribution , that consequently allowed to determine potentially dangerous areas. The next phase was formulation of a simulative model intended for the calculating of probability of collision between the ferry and chemical tanker as well as the determining of characteristic scenarios for such collision. This paper presents also an analysis of consequences of the collision with taking into consideration a damage of cargo tanks.

This article analyzes some maritime accidents involving passenger ships that occurred in the Baltic Sea. Existing forms of passenger transport by sea have been identified, and passenger-ship accident statistics in the years 2003 to 2013 are presented. We discuss threats that may exist in passenger transport such as, technical, operational and navigational risks, as well as threats caused by human error and bad weather. In the last part of the paper, we analyze the cause and effect of selected incidents of passenger ships in the Baltic Sea, which include the grounding of the ship MS Amorella, the Stena Spirit ferry collision with infrastructure, and the collision of two ships, the MS Gotland with HSC Gotlandia II. The impact of the human factor on the safety of passenger ships is also analyzed.
