Przedstawiono porównanie rozmiaru akwenu manewrowego statku wyznaczonego za pomocą metod analitycznych oraz symulacyjnej z wynikami uzyskanymi metodą rzeczywistą. Metoda rzeczywista polega na wykonaniu pomiaru odległości od stanowiska pomiarowego ustanowionego na nabrzeżu do burty przepływającego statku za pomocą dalmierza laserowego. Przeprowadzona analiza dotyczy jednostek pasażerskich żeglugi śródlądowej, manewrujących na torze wodnym, przebiegającym pomiędzy przęsłami Mostu Długiego w Szczecinie.
The article presents the verification of the commonly used analytical method of determining the safety waterways parameters. The verification is conducted by means of the method based on the real time experiment using the landborne laser range finder. The analysis concerns the inland passenger crafts navigating on the straight waterway lying under the Długi Bridge in Szczecin.

Rola pilota jest nieco marginalizowana, mimo, iż jego działalność przekłada się bezpośrednio na zapewnienie bezpieczeństwa żeglugi w portach morskich, ochronę środowiska morskiego, a także minimalizowanie ryzyka wypadków i incydentów morskich. Świadczenie usług pilotowych powierzone zostało prywatnym przedsiębiorcom spełniającym określone kwalifikacje i poddane nadzorowi administracji morskiej. Artykuł ten zawiera odwołanie do orzeczeń Izby Morskiej w Gdyni w sprawie, w której pilot morski przyczynił się do spowodowania wypadku w gdańskim porcie. Analizie poddano również rolę pilota morskiego w zapewnieniu bezpieczeństwa żeglugi w porcie.
This article deals with the influence of the maritime pilot on safety of navigation. The role of the pilot is somewhat marginalized, although his activity is directly related to ensuring the safety of navigation in sea ports, protection of the marine environment and minimizing the risk of collision with ships and port infrastructure. Pilot services have been entrusted to private entrepreneurs who meet certain legal requirements and are subject to supervision by the maritime administration. The article contains a reference to the decisions of the Maritime Chamber in Gdańsk in a case, in which the maritime pilot contributed to an accident in the port of Gdańsk and the analysis of these decisions in the context of the role of the pilot in the safety of navigation in port.

The European transport policy undertakes to enhance sustainability in transport in order to boost economic activities in the whole EU. The reduction of pollutant emissions and a better balance among modes of transportation to cut road congestion are the pillars of the above policy. These factors are encouraging public and private stakeholders to use the freight maritime alternative more extensively. Short sea shipping is considered the quickest way to reach sustainability. Another advantage of ships over trucks and trains is that vessels consume less fuel as a result of the relatively low speeds at which they travel. However, increasingly faster ships are in a position to compete with trucks, but the former’s greater power demand and consumption rate result in higher pollutant emission levels which, in turn, lead to the loss of their environmental advantage over road transport. This problem is analyzed below.

The routing problem of small island ports is, in many cases, firmly dependent on country topology, e.g., how to connect islands with a main (home) port, where the order of stops can be different, especially if there are not enough passengers or cargo waiting to be transported to or from every port. Thus, we need a capable optimization tool with which we can adapt each route for an appropriate time schedule; for example, some routes in one cycle can touch each island (forwards or backwards) but some routes can be incomplete, to touch only a few of them. The carrier has to find space for price-cutting (lower prices per journey – more passengers on board), to be more attractive in free-market competition. In such route optimization, we have to interconnect minimal transport cost with maximal revenue (money from tickets), which could be a very demanding task (a non-linear objective cost function). Instead of a non-linear polynomial optimization, which can be very complicated and time-consuming, the network optimization methodology could be efficiently applied. The main goal is to find more efficient routes, to decrease expenses and to increase revenue at the same time (dual mini/max problem).

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

Opis:
Transport of goods is of great importance in socio-economic life of societies. In Poland, where the power industry is based partially on bituminous coal extracted in mines of Upper Silesia, the transportation of coal is of great significance. The coal transportation acquires special importance in the corridor of the Odra River, where the Power Station Opole, Kogeneracja Wrocław, industrial complex of Power Station Dolna Odra, and numerous other industrial companies, that rely on such energy carrier are located. Location (intentional) of coal consumers, as well as historical determinants, created the chance of functioning of alternative transport systems: rail and inland waterborne ones. Intuitive interest in inland waterborne transportation as mass transportation that is cheaper and safer for natural environment, is the subject of present paper. Main objective is the presentation of the method for evaluation of so-called external costs in multimodal transportation of coal including the non-alternative rail transport between coal mines and the port of Gliwice, and inland waterborne transportation from the port of Gliwice to the consumers located by the Odra River.

Current maritime transportation and shipping is characterized by rapid technological developments effecting the basic concepts of operating ships and even changing traditional paradigms of controlling ships. The e-Navigation concept of the International Maritime Organization (IMO) specifically aims at more comprehensive and reliable support of the human operators on-board and ashore. However, autonomous unmanned ships remote controlled or even autonomously navigating are expected to come soon. In this paper, selected operational aspects of maritime traffic merging conventional and unmanned remote controlled ships in coastal areas are discussed. Furthermore, some preliminary results of experimental simulation studies into a future scenario of maritime traffic are presented and preliminary conclusions in respect to job profiling and training requirements are discussed.

Traffic congestion is a wide problem in many tourist destinations. Airports are usually distant from the city centers. Hence, road and rail traffic are widely used to connect airports and city centers. In this paper, we propose zero-emission solution for connection between airport and the center at the example of Croatian city Split. Since Split has become a popular tourist destination, the number of vehicles during summer season increases. As a measure to decrease air pollution, in this paper the marine traffic by electric vessels is proposed for the route Split – airport. Seven all-electrical vessels are presented with their technical characteristics. The idea is to have zero emission transfers by sea from the center of the Split to the airport. The criteria for minimum cruising speed is set to 13 knots, which ensures that one crossing takes 30 minutes and makes it competitive with other forms of transport.

Opis:
Safe shipping is essential for society and different measures are taken to improve maritime safety, for example through implementation of traffic separation schemes, radar surveillance and traffic management concepts. But how can maritime safety be measured to determine the effects of those implementations? In this study, a real-time maritime safety index for a ship is developed, taking into account both the probability of grounding and the probability of collision. The index is developed using fuzzy integrated systems and validated in ship handling simulator scenarios. It uses numerical data from the simulator as an input to assess the present traffic situation from the perspective of a specific ship and outputs a comprehensive index. This paper describes the concept of sea traffic management as proposed and evaluated in the EU funded STM Validation project, the motivation for developing a maritime safety index, the numerical input variables and model properties and also validates the feasibility of the approach.

This paper proposes an approach for identifying and characterizing shipping routes using information contained in Automatic Identification System messages broadcasted by ships and recorded by the coastal Vessel Traffic Service centre. The approach consists of using historical Automatic Identification System data to build a graph, where nodes are cells of a grid covering the geographical area being studied and the weights of directional edges are inversely related to ship movements between cells. Based on this graph, the Dijkstra algorithm is used to identify a potential safe route, assumed to be the most used route by ships between two locations. A second graph is created simultaneously, with the same nodes and edges, but with edge weights equal to the average speed of transitions between cells, thus allowing the determination of the average speed profile for any possible path within the graph. The proposed approach is applied to two scenarios: an approach to the port of Lisbon and the entry through the fairway to a RO-RO terminal in the port of Setubal in Portugal.
