Nowadays the equipment used on ships is becoming more and more sophisticated, safety of shipping depends heavily not only on trustworthiness of high-tech products, but also on mariners’ competence. It is necessary to find methods to enable seafarers to keep track with technical developments. Simulators as a tool combined with a properly developed course curriculum and qualified instructors provide an appropriate method not only for training, but also for measuring, assessing and evaluating individual mariner performance in order to test levels of competency and proficiency. According to Nieri (1995, p. 1/6), “The development of performance-based assessment tools would utilize the widely-recognized advantages of simulators and part-task trainers to generate a scenario in which the license candidate must demonstrate his knowledge of system relationships, knowledge of operational procedures, monitor systems and situations, respond to unexpected occurrences, identify and diagnose problems, and manage personnel, in a dynamic world“. This paper discusses the usage of new capabilities of the NTPRO 4000 full mission ship handling simulator in the assessment and evaluation processes at Lithuanian Maritime Academy.

In parallel with the increase in the volume of world trade, cargo handling rates and seafarers' pace of work has increased. Although the STCW regulations and restrictions on working hours has improved, this tempo has brought with it insufficient resting hours, especially in short sea transport. It is known that individuals under stress and intensive workloads are more prone to making mistakes due to fatigue. In this study, the officers’ working hours are simulated in full-mission simulator at short sea transport to investigate errors made during the navigation and port watches. For this purpose, the data were obtained from 7 volunteers watchkeeping officers with the help of video monitoring and check lists in the full-bridge simulator system and also, system records in cargo handling simulator. With this study, introduced what types of errors made during navigation and port watches by watchkeeping officers under the intense pace of work. And the errors are evaluated under the legislation of international maritime. As a result, to comply with the limitations of working hours, it is necessary to increase the number of officers responsible for operations on short sea transport.

Oily bilge water is generated due to the leakage of water and oil from equipment and piping or maintenance works resulting from routine operation in the machinery space of ships. Such oil and water leakage is usually a mixture of both and is collected in the bilge well or on the tank top as oily water. Oily bilge water must be treated in accordance with the requirements of Annex 1 of the MARPOL 73/78 (International Convention for the Prevention of Pollution from Ships) [1]. To promote the prevention of oil pollution from machinery spaces of ships, it is very important to minimise the amount of oily bilge water generated in machinery spaces. MEPC (Marine Environment Protection Committee) on session 54 recognised the concept of an Integrated Bilge Water Treatment System (IBTS). The paper presents some remarks and proposals to improve the rules that are sometimes inconsistent.
Wody zęzowe są wynikiem przecieków wody i oleju z urządzeń i rurociągów znajdujących się w siłowni okrętowej podczas ich eksploatacji oraz prac remontowych. Przecieki te, gromadząc się w studzienkach zęzowych mieszają się tworząc mieszaniny oleiste. Mieszaniny takie muszą być obrabiane zgodnie z Aneksem I Konwencji MARPOL. W referacie przedstawiono uwagi autorów dotyczące nieco innego sposobu obróbki tych mieszanin. Przede wszystkich chodzi o rozdzielenie przecieków w taki sposób, aby ograniczyć ilość mieszaniny. Dążąc do wyjaśnienia bardzo zawiłych uregulowań Konwencji MARPOL, podano szereg definicji i objaśnień oraz zaproponowano zmiany w zintegrowanym systemie obróbki wód zęzowych (IBTS).

The paper presents and discusses tests of a waypoint controller used to sail a ship along the desired route. The planned desired route for the moving ship is given as a set of waypoints connected with straight lines. The ship's control is based on the rudder blade deflection angle as a commanded parameter. The task of the controller is to determine the rudder angle which will allow the ship to sail along the desired route segment. The controller algorithm consists of two parts, the first of which is used for controlling the ship motion along linear segments of the desired route, while the second part is used when changing to the next route segment. A switching mechanism is designed to choose the relevant part of the control algorithm. The quality of operation of the ship motion control algorithm was tested on the training ship Blue Lady, at the Ship Handling Research and Training Centre located on the lake Silm at Kamionka near Iława, Poland.

The paper describes new directions in which the safety of navigation in Pomeranian Bay (Poland) became into a new era since the LNG Terminal in port of Świnoujście begun to attend to a large gas tankers at around 320 meters length, 50 meters breadth, and draught of 12.5 meters. For the safety of naviga-tion in Pomeranian Bay, the Maritime Administration has modified the traffic regulations, directing the ship's traffic to the zones outside the main approaching channel. For some of the ships navigating in to Świnoujście the new regulations mean the necessity of passing the shallow waters, with all consequences of that. The most important effect, being predominating in shallow waters, it is the squat effect. This effect is causing the ship's speed reduction and the increase of fuel consumption. It is very difficult to select the influence of the squat effect from others, like weather conditions, waves high and direction, and sea keeping qualities for ships of different type. This paper is giving the contribution to deep analysis of the above, and is presenting the test results done for passenger/cargo Ferries, travelling as per regular service to the port of Świnoujście: M/F "Gryf" and M/F "Wolin".

Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.

Ship maneuvering models are the keys to the research of ship maneuverability, design of ship motion control system and development of ship handling simulators. For various frames of ship maneuvering models, determining the parameters of the models is always a tedious task. System identification theory can be used to establish system mathematical models by the system’s input data and output data. In this paper, based on the analysis of ship hydrodynamics, a nonlinear model frame of ship maneuvering is established. System identification theory is employed to estimate the parameters of the model. An algorithm based on the extended Kalman filter theory is proposed to calculate the parameters. In order to gain the system’s input and output data, which is necessary for the parameters identification experiment, turning circle tests and Zig-zag tests are performed on shiphandling simulator and the initial data is collected. Based on the Fixed Interval Kalman Smoothing algorithm, a pre-processing algorithm is proposed to process the raw data of the tests. With this algorithm, the errors introduced during the measurement process are eliminated. Parameters identification experiments are designed to estimate the model parameters, and the ship maneuvering model parameters estimation algorithm is extended to modify the parameters being estimated. Then the model parameters and the ship maneuvering model are determined. Simulation validation was carried out to simulate the ship maneuverability. Comparisons have been made to the simulated data and measured data. The results show that the ship maneuvering model determined by our approach can seasonably reflect the actual motion of ship, and the parameter estimation procedure and algorithms are effective.

First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.

In this paper author depicts the results of the sea trials of the operational test of a Hiload technology at sea waves with the numerical analysis for the dynamic forces and operational risk. The research was carried out on board MT “Navion Anglia” which was engaged in a towing operation through the Atlantic Ocean with a “Hiload DP1” prototype unit docked on her portside alongside, with different ship’s draft and in different weather conditions. Additionally in this paper author presents the methods that can be used for estimating the safety factor SF against sliding and/or operational risk for the towing and/or manoeuvring operation with a “Hiload DP1” unit docked alongside at the open sea.

In this paper author presents the methods that can be used for estimating the safety of shipping (navigational risk) in the restricted sea areas of the Gulf of Gdańsk by means of a three- -dimensional model of ship’s domain specified for the PS Class container vessels ‘Emma Maersk’. The essence of the method suggested in the thesis is the systematic approach to a sea vessel operation in the aspect of estimating its safety while approaching DCT terminal in Gdańsk Port Północny in divergent exterior conditions.

The maritime industry has begun to look into autonomous ships as an alternative to conventional ships due to growing pressure to reduce the environmental impact of maritime transportation, to increase safety, to mitigate the growing challenges in recruiting seafarers, and to increase profit margins. There is a lot of research on the challenges and feasibilities of an autonomous ship. However, there is less discussion on the transition from manned to unmanned ships and the tasks that are feasible to automate before the whole ship is unmanned. This paper investigates the technical and regulatory feasibility of automating different tasks for different operational phases for a large cargo ship. This study shows that a fully unmanned cargo ship is not feasible today, but that some tasks can be automated within the next five years.

The MONALISA 2.0 (ML 2.0) project aims to define the Sea Traffic Management concept (STM), where information is shared amongst all stakeholders in the maritime transport chain, including nautical officers, ports, administrations, etc. Thus, a communication and information centered approach for data exchange by System Wide Information Management principles changing from surface-based- to voyage-based-operations has been proposed. Amongst others, testing and verifying the feasibility and benefits of STM and its solutions shall be done in the European Maritime Simulator Network (EMSN), a macro simulation environment for ship handling simulators. This is an open IEEE 1278 standard network protocol enabling interactive communication between distributed simulation environments. Based on an introduction into ML 2.0, the proposed STM concept is introduced, its expected impacts are listed and Key Performance Objectives are derived. The backgrounds on the EMSN are given and it is shown how it can assist in assessing the impact of STM’s Key Performance Indicators.

Paper discussed important factors affecting handling of ULCS (ultra large container ships) in Port of Gdańsk. In recent years more such vessels had been calling Gdańsk, including new generation of ULCs called Triple-E launched by Maersk. Studies conducted in Maritime University confirmed feasibility of safe handling of such large vessels but pointed to several factors needed to be taken under consideration to provide required safety level for ship handling operations. Author analysed factors responsible for safe handling ULCs in Gdańsk.
W artykule omówiono ważne czynniki wpływające na manewrowanie dużymi kontenerowcami w porcie gdańskim. W ostatnich latach coraz więcej takich statków zawijało do portu w Gdańsku, włączając w to nową generację ultra dużych kontenerowców typu Triple-E, zbudowaną dla firmy Maersk. Badania przeprowadzone na Uniwersytecie Morskim w Gdyni potwierdziły możliwość bezpiecznego manewrowania takimi statkami, ale wskazały na szereg czynników, które powinny być uwzględnione w celu zapewnienia odpowiedniego poziomu bezpieczeństwa operacjom manewrowania statkami. Autorzy przeanalizowali czynniki odpowiedzialne za bezpieczne manewrowanie dużymi kontenerowcami w porcie gdańskim.

Opis:
Safe shipping is essential for society and different measures are taken to improve maritime safety, for example through implementation of traffic separation schemes, radar surveillance and traffic management concepts. But how can maritime safety be measured to determine the effects of those implementations? In this study, a real-time maritime safety index for a ship is developed, taking into account both the probability of grounding and the probability of collision. The index is developed using fuzzy integrated systems and validated in ship handling simulator scenarios. It uses numerical data from the simulator as an input to assess the present traffic situation from the perspective of a specific ship and outputs a comprehensive index. This paper describes the concept of sea traffic management as proposed and evaluated in the EU funded STM Validation project, the motivation for developing a maritime safety index, the numerical input variables and model properties and also validates the feasibility of the approach.
