Opis:
Advanced technology allows the banks to enhance its operations with cost cutting effectively and efficiently in order to handle daily banking affairs via online banking channel. Customers are being facilitated by reducing their visits in banks and doing their transactions via internet or ATM machines instead of personally visiting the branches. The purpose of this study is attempts to investigate the effective factors of facilitate using e-banking services for customers. This study is approached by using survey method to examine the relationship between independent and dependent variables. Data were collected through questionnaires which were attached by a letter explaining the purpose of study and assuring respondents of the confidentiality of their answers, those participants were online banking users in Poland. Statistical tools were used to test hypotheses and achieve the objectives, thus the research is descriptive and as a result quantitative methods have been used. The findings indicate that the entire hypotheses are supported positively the effectiveness of e-banking environment in customer service, and provide valuable information for banking industry, hopefully.
Zaawansowana technologia umożliwia bankom prowadzenie operacji, w celu zwiększenia swoich operacji, cięcia kosztów i skutecznej obsługi codziennych spraw bankowych, poprzez kanał bankowości internetowej. Klienci są zadowolenie gdyż liczba ich wizyt w banku została zmniejszona, a swoje operacje przeprowadzają za pośrednictwem internetu lub maszyn ATM, zamiast osobiście odwiedzać oddziały. Celem niniejszego artykułu jest próba zbadania czynników ułatwiających skuteczne korzystanie z usług bankowości elektronicznej dla klientów. Badanie zostało przeprowadzone przy wykorzystaniu metody ankiety, służącej do badania relacji między zmiennych niezależnych i zależnych. Dane zebrano za pomocą ankiet, które zostały dostarczone wraz z pismem wyjaśniającym cel badania, i zapewnienie respondentów o poufności ich wypowiedzi, uczestnikami badania byli użytkownicy bankowości online w Polsce. Do zbadania hipotezy i osiągnięcia celu wykorzystane zostały narzędzia statystyczne, dlatego też badanie jest opisowe, a w rezultacie wykorzystano metody ilościowe. Wyniki badań wskazują, że postawione hipotezy są prawdziwe i przedstawiają efektywność bankowości w obsłudze klienta, dostarczają także cennych informacji dla samego sektora bankowego.

Opis:
Interest in “quality of life” issues originated in the 1950s. The concept found applications in fields such as economics, social policy, medicine, sociology and psychology. Quality of life could perhaps also be an object of study for security sciences as well. Despite the continued popularity of this category, social scientists are yet to develop a commonly agreed upon definition of the concept. This paper constitutes an attempt at answering the question of whether the need for security is related to quality of life and whether it is valid to introduce a new conceptual category in the form of quality of life security. If so, then it is necessary to determine whether it is a measure that is subjective or objective. Human needs such as security and quality of life are what motivates human actions and activity. If one of the above needs is not being met, the individual become destabilised. The homogenisation and standardisation of scientific concepts would render it possible to compare data from an interdisciplinary point of view.

This study focuses on the aspects related to the information technology security, and in particular, the quality of information security. It is inter alia because of international technology security that banks incur expenses to adapt their IT systems to guidelines of the supervisory authorities and to the expectations of international financial markets and stakeholders. The constantly growing demands of stakeholders increasingly force the provision of services to be on the highest standard and delivered by means of new technologies. Therefore, banks adjusting their products and services to the requirements of stakeholders have to implement modern methods to secure information channels, thus guaranteeing information security to the stakeholders of a bank. The aim of this paper is to present crucial security aspects in electronic banking, which indirectly affect the quality and security of the offered banking service and whether clients are aware of the most commonly occurring threat - an attack on a computer (phising). The source of data for this research was a group of 90 active users of information technologies, the analysis of certificates and securities used at the time of contact between the customer and the bank through an internet platform and a report of PRNews.pl on the state of banking in Poland for the fourth quarter of 2016.

This article aims to present the impact of air pollution on the quality of life of EU residents. With the aid of institutional-legal and statistical analysis an attempt has been undertaken to answer the following research questions: 1) negative concentrations whose pollution exceeds norms set out at EU levels, 2) causes of above-norm pollution concentrations and 3) impact of pollution on the health of Europeans. During the conducted research it was demonstrated that the quality of life of Europeans is being lowered by a continuing above-norm concentration of air pollution whose exposure is related to people feeling worse, numerous diseases related to the breathing system, circulation, nervous and even reproductive system as well as increased death rate and shortening of life expectancy. The estimated number of premature deaths in 2014 resulting from exposure to fine dust, ozone and carbon dioxide in the EU amounted to 487,600. As the investigation shows, the best quality of life, taking into consideration air quality, is afforded by Finland, Ireland and Sweden.

The sense of security is the subject of scientific research and is analyzed by various government institutions and non-governmental organizations. In the research context, it refers to both the subjective feeling of individual security and social security. The results of individual studies should be a source of inspiration for political decision-makers and people in power, both at the government and local levels, in the process of developing programs for shaping security in local communities. A high level of subjective sense of security directly affects the quality of social and individual life. In addition, test results can play an important role in assessing the accuracy of diagnosis, helping to identify the most important concerns of the individual and society. This information is necessary to effectively shape strategies aimed at improving the quality of life and safety of citizens.

This article presents the quality, safety and assessment system as the important tools to supervise the health care organization. Quality is the sum of the properties and characteristics of a product, process or service that is appropriate to meet the complex requirements. In the case of health care is difficult to valuate quality, the universal indicators become useful tool. The development of quality indicators requires collecting of data and their proper processing. The high quality of medical services requires continuous improvement and adaptation to patients’ needs. The quality indicators, for example, refer directly to the effects of therapy and are used to measure the success or failure of the applied therapeutic methods. Measuring the results of activities indicates only the level of quality of the services provided. The data helps to analyze information and improve the quality and safety of health care services.

Under conditions of aggravation of external and internal contradictions of economic character, importance of increase of the state national security level, an urgent need of search of system algorithm for construction of integral paradigm of economic security appears. The main trend of further economic development of society is the connection of economic security of the state and the welfare economy of society in a single target function, which fully reveals and realizes the economic potential of the state and society. The level of the country’s welfare is the basis for making certain government decisions in the socio-economic sphere. It has been noted that economic security of welfare is ensuring the protection of interests and creating favorable conditions for ensuring a high standard of living and welfare of society in the implementation of the State Strategy for Economic Security. The place of economic security of welfare in the system of national security has been determined - the high level of its realization is a springboard for strengthening and further development of other components of the country’s economic life. Improvement of the public administration efficiency is one of the conditions for ensuring sustainable socio-economic development of the country, region and raising of living standards of the population.

Tradycyjnie jakość prawa wiązana jest z dochowaniem pewnych reguł jego tworzenia (tzw. reguł dobrej legislacji). Myślenie to jest wielce uproszczone. W rozważaniach zwrócono uwagę na to, że czym innym jest jakość prawa, a czym innym przestrzeganie reguł jego tworzenia. Wszak może być i tak, że prawo stworzone w zastosowaniu dobrej legislacji nie musi być prawem wysokiej (zadowalającej) jakości. Zwłaszcza przy założeniu, że o jakości prawa stanowi głównie poziom dostarczanego bezpieczeństwa prawnego. Rozważania oparto na przekonaniu, że problematyka jakości prawa należy przede wszystkim do sfery badawczej prawa. W tym kontekście refleksje nad jakością prawa umożliwiły spostrzeżenie, że rozwój tej jakości nieodzownie kojarzy się z rozwojem teorii prawa. Jeżeli chodzi o badanie jakości prawa jako miary bezpieczeństwa, to nasuwające się zagadnienia ujęto w szkicowej postaci w trzech zakresach: 1. Jakość prawa z punktu widzenia jego formacji, formacjogenności w odniesieniu do zjawisk społecznych ogólnie wziętych, 2. Jakość prawa w odniesieniu do osoby oraz 3. Jakość prawa w działalności sądowej.
Traditionally, the quality of law is associated with observing certain principles of law making, the so-called principles of good legislation. Such a way of thinking, however, seems to be an over-simplification. Thus, the author indicates that the high-quality of legislation and the principles of good legislation are not the same. Law passed on the basis of good legislation procedures does not automatically result in the high-quality law, in particular, if one makes an assumption that the quality of law depends, above all, on legal certainty being ensured. The reflections presented here express an opinion on the immediate connection between the quality of law and the theory of law. In this perspective, thoughts on the quality of law resulted in an opinion how firmly the process of improvement in law quality is associated with the development of the theory of law. As regards the studies on the quality of law as a measure of legal certainty, three issues are pointed out in the material: 1. the quality of law from the point of view of its formation in reference to certain general social phenomena, 2. the quality of law relating to a person, 3. the quality of law in judicial activities.

This article presents the most important aspects of the sustainable development policy and indicates the instruments that have an impact on its shaping. In addition, attention was drawn to the fact that issues related to sustainable development (mainly in the context of spatial planning and investment) and environmental protection are also discussed as leading topics in discussions on the quality of life in Europe. In the conclusions for the future, points were identified that prove to be the most important goals for the current and future development of Europe as a whole, namely: promoting sustainable spatial development; strengthening business location; infrastructure optimization; ensuring social stability in areas such as health, education and social policy; careful use of natural resources (promoting biodiversity and supporting material cycle optimization), i.e. helping to ensure that the natural foundations of life are available to the next generation as much as possible; continuation of advanced energy policy (reduction of CO2 emissions in line with target values); strengthening education (continuing to consolidate the education system, improving the conditions for employing teachers, as well as ensuring the financial stability of educational institutions); ensuring the safety of; effective positioning of regions (cooperation between regions that jointly implement key projects and take greater account of common interests at national level).

The contemporary security environment indicates non-conventional, asymmetric and hybrid security threats as potentially the most accurate threats to global and regional security. Conflict risks in the regional frame strongly depend on strategically aimed non-military, but hybrid acts. The great powers mostly attempt to achieve their own interests’ goals in fulfi llment of self-orientated strategic dominance. The Balkan region is a crossroads of strongly exposed interest spheres of regional as well as global powers. The article aims to determine areas of infl uence in the Balkan States that could become targets of predominantly non-military but hybrid infl uences. Multi-Value Quality Comparative Analyses (mvQCA) of state power, stability and resilience capacities were used in the research. The methodology used was based on the approach with multi-valued sets of variables and conditions. A theoretical framework was based on contemporary theories of state power and hybrid warfare concept. Used databases were brought together from generated open source databases of approved international academic or think-tank organisations. Based on a hypothesis regarding hybrid security threats, a theoretical framework of understanding of power and analysing a wide spectra of databases, the article aims to contribute a rational and objective understanding of two main indicators: the potential to become a target and the resilience capacities of countries in the face of hybrid security threats. Its findings indicate that most countries in the Balkan region are potentially under unarmed influences and have very low resilience capabilities against possible hybrid infl uences. The conclusions reached help to clarify that the Balkan States are vulnerable to hybrid security threats.

Podstawowym celem metrologii jest zapewnienie rzetelności i wiarygodności pomiarów. Nowoczesne technologie ICT znajdują powszechne zastosowanie w przyrządach pomiarowych. Konieczne jest określenie zasad ich stosowania, aby nie utracić podstawowych wartości procesu pomiarowego – powtarzalności, wiarygodności i odtwarzalności – definiujących jakość procesu pomiarowego. W pracy dokonano przeglądu regulacji dotyczących technologii ICT w przyrządach pomiarowych, poddano dyskusji ich zastosowanie w przykładowych rozwiązaniach technicznych oraz znaczenie dla bezpieczeństwa pomiaru.
One of the basic objectives of metrology is to ensure the reliability and validity of measurement results. Modern ICT technologies are widely used in measuring instruments. It became necessary to determine rules for their application. In order not to lose the basic value of the measurement process – repeatability, reliability and reproducibility – defining the quality of the measurement process. This work reviews regulations concerning ICT in measuring instruments. Their applications in exemplary innovative technical solutions have been discussed. The importance for the security of the measurement process and measurement results is presented.

W warunkach szybko zmieniającego się otoczenia banki poszukują nowych sposobów na uzyskanie przewagi konkurencyjnej na rynku. Znaczącą determinantą kreującą zmiany jest jakość, a w szczególności jakość bezpieczeństwa informacji. To właśnie między innymi ona zmusza banki do ponoszenia nakładów na dostosowanie systemów informatycznych do oczekiwań międzynarodowych i światowych rynków finansowych oraz interesariuszy. Współczesny, wymagający interesariusz coraz częściej domaga się usług o wysokim standardzie, często dostarczanych za pomocą nowych technologii. Dlatego banki podejmują strategiczne działania mające na celu dostosowanie swoich produktów, usług do wymagań i oczekiwań interesariuszy a jednocześnie, poprzez wdrażane innowacje, generowanie nowych potrzeb. Należy jednak pamiętać, że wszystkie działania bankowe muszą gwarantować interesariuszom banku bezpieczeństwo informacji. Celem pracy jest ukazanie, jakie aspekty zabezpieczeń, które pośrednio wpływają na jakość oferowanej usługi bankowej, są kluczowe w bankowości elektronicznej. W publikacji zostaną przeanalizowane certyfikaty i zabezpieczenia, które są wykorzystywane w chwili kontaktu klienta z badanym bankiem poprzez platformę internetową. Do celów badawczych wykorzystano raporty PRNews.pl o stanie bankowości w Polsce w IV kwartale 2016 r.
Internet banking is becoming an important part of life in the information society. Risk management in services related to broadly understood e-banking is becoming an extremely important issue, and even a factor determining the existence of a bank in cyberspace. This process must be continually monitored and rapidly modified as new threats are detected. The issue of implementing server-side procedures and their implementation in security is another important issue as well. With the current development of internet technologies and the dangers of using them, special attention is paid to security - the "green padlock" in the browser does not give 100% certainty in the area of information security. It only tells you that the certificate is secure and has been signed by a trusted authentication center. The "green padlock" also has its security levels that affect the quality of the service provided, since the certificate, friendly application and nice layout of the site will not guarantee the security of the communication channel.

The sense of security is one of the basic human needs being taken in consideration while evaluating physical environment. For instance, the choice of place of residence is determined by its perception as a safe area where peace and shelter can be found. Security is also one of the key elements affecting the assessment of the quality of life. Such a significant perception of security as autotelic value is reflected in constitutional norms, in which it is clearly stated that one of constitutional duty of the state is to set up and improve institutions aimed at meeting this need. The state, in order to accomplish tasks specified in the Constitution, creates various institutions activities of which are aimed at building a sense of security among the residents of the given area. One of such organisations is the municipal police, being unifor- med formation of self-government established by the municipal council for the protection of public order in its territory.

Due to some social and environmental factors to human security in the environment. An analysis of the status and importance of awareness or misinformed population as an important component of information security in the country.
W artykule zwrócono uwagę na pewne społeczne i środowiskowe czynniki bezpieczeństwa człowieka w środowisku. W szczególności dotyczy to czynników: miejskich, gospodarczych, społecznych, demograficznych, informacyjnych, politycznych, psychologicznych, medycznych, biologicznych, genetycznych, chemicznych, wojskowych. Opis:
Polish accession to the EU and which consequently adapt Polish law to EU standards drew attention to the aviation community on the need for training and improvement of the quality of work people employed at the airport. Similarly, the subject was developed in the protection of civil aviation. Here, however, the direct stimulus for the formation of all kinds of regulations were the events in the USA 11.09.2001 r. It was then that apart from the obvious need to introduce more restrictive rules related to the security control of passengers and their luggage, it was also noted for staff training, their skills, threat detection and appropriate response to all types of custom passenger behavior. Then also placed special emphasis on quality control work, which is reflected in even the National Training Programme and the National Quality Control Programme, which are designed, on the one hand, professional prepare of the screeners for the implementation of the their statutory tasks, on the other hand, has created a tool to supervise the quality of the work done by this group of workers. Awareness of the human factor as an element that could significantly affect the level of airport security makes this factor is particularly treated in the protection of civil aviation. The consequences of human error, resulting from an act of conscious or unintentional, may in fact be catastrophic for the airport,the carrier and passengers.
Przystąpienie Polski do UE i co za tym idzie dostosowanie polskiego prawa do standardów unijnych zwróciło uwagę środowiska lotniczego na konieczność szkolenia i doskonalenia jakości pracy zatrudnionych na lotnisku osób. Podobnie temat kształtował się stricte w ochronie lotnictwa cywilnego. Tutaj jednak bezpośrednim bodźcem dla powstawania wszelkiego rodzaju regulacji prawnych były wydarzenia w USA 11.09.2001 r. Wtedy też, oprócz oczywistej potrzeby wprowadzenia bardziej restrykcyjnych zasad związanych z kontrolą bezpieczeństwa pasażerów i ich bagażu, zwrócono również uwagę na szkolenie personelu w zakresie umiejętności wykrywania zagrożeń oraz odpowiedniego reagowania na wszelkiego typu niestandardowe zachowania pasażerów. Położono wówczas również szczególny nacisk na kontrolę jakości pracy, czego wyrazem są chociażby Krajowy Program Szkoleń i Krajowy Program Kontroli Jakości, które mają za zadanie z jednej strony profesjonalne przygotowanie OKB do realizacji ustawowych zadań, z drugiej stworzone zostało narzędzie do nadzoru nad jakością pracy wykonywanej przez tę grupę pracowników. Świadomość czynnika ludzkiego, jako elementu, który może istotnie wpłynąć na poziom bezpieczeństwa lotniska powoduje, że jest on szczególnie traktowany w ochronie lotnictwa cywilnego. Konsekwencje błędu człowieka, wynikającego z działania świadomego lub nieumyślnego, mogą bowiem mieć katastrofalne skutki dla lotniska, przewoźnika i pasażerów.
