Opracowanie poświęcone jest problematyce bezpieczeństwa personalnego oraz jego miejsca i znaczenia we współczesnym pojmowaniu bezpieczeństwa. Na początku rozważań wyjaśnione zostało pojęcie bezpieczeństwa oraz przedstawione zostały jego podstawowe typologie. Następnie zdefiniowano pojęcie „bezpieczeństwa jednostki”. W dalszej części artykułu scharakteryzowane zostały zagrożenia dla bezpieczeństwa człowieka, ze szczególnym uwzględnieniem mających swoje źródło we współczesnej cywilizacji. Na koniec przedstawione zostały filary ochrony bezpieczeństwa jednostki w prawie międzynarodowym.
The study is devoted to the issues of personal security and its place and importance in the modern understanding of security. First, the concept of security is explained and its basic typologies are presented and next there is made an attempt to define the individuals’ security. Later, threats of human security, particularly, those that are the product of present civilization are described. At the end, issues of international law dedicated to personal security are presented.

The author describes the threats related to human activity in the system of protecting classified information. The publication also presents the pillars of the classified information protection system and its simplified model in organizational units.
Autor zwrócił uwagę na zobowiązania międzynarodowe Polski, szczególnie te, związane z dostosowaniem regulacji prawnych do standardów obowiązujących w państwach członkowskich NATO dotyczących bezpieczeństwa informacji, które zaowocowały wprowadzeniem do porządku prawnego w Polsce Ustawy z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych. Zostało podkreślone, iż zgodnie z przepisami tej ustawy, każda jednostka organizacyjna przetwarzająca informacje niejawne zobowiązana jest do zorganizowania systemu ochrony tych informacji przed nieuprawnionym ujawnieniem. Zostały wymienione podstawowe zagrożenia dla bezpieczeństwa klasyfikowanych informacji, szczególnie te, które wynikają z działania człowieka. Zdaniem autora, trudno jest wyeliminować wszystkie zagrożenia związane z działaniem człowieka, pomimo dotkliwych sankcji karnych, jakie grożą za ujawnienie lub wykorzystywanie wbrew przepisom cytowanej ustawy informacji niejawnych. Należy jednak podjąć próby, aby pojawiające się zagrożenia i ich możliwe skutki ograniczyć do minimum, Szczegółową analizę omawianej problematyki autor zawarł w swojej dysertacji, która wkrótce zostanie zaprezentowana.

Artykuł stanowi próbę analizy relacji podmiotów prywatnej ochrony bezpieczeństwa z obywatelem. Ustalono, jaki dostęp do informacji o ochronie ma użytkownik strzeżonego obiektu. Zbadano w szczególności dostępność regulaminów prywatnych firm ochroniarskich i zasady przechowywania nagrań z monitoringu. W artykule ujawnione zostały także szczegóły rozmów z pracownikami i kierownikami ochrony, w których podjęto tematykę realiów ich pracy. Materiały wykorzystane w artykule są wynikiem autorskich badań studenckiej grupy badawczej działającej w ramach projektu Narodowego Centrum Nauki Opus 5 pt. Prywatna ochrona bezpieczeństwa i jej normy. „Niepaństwowe prawo?”, kierowanego przez prof. dr hab. Jolantę Jabłońską-Bonca. Dzięki zaprojektowanym scenariuszom, w których studenci wcielali się w różne role podczas przeprowadzanych wywiadów, udało się zbadać skłonność pracowników firm ochroniarskich do udzielania informacji związanych z pracą. Fragmenty rozmów przytoczone w niniejszym artykule poddane zostały procesowi anonimizacji. Zachowano autentyczną pisownię, by możliwie najpełniej odtworzyć profil pracownika ochrony i dać czytelnikowi możliwość uchwycenia atmosfery, w jakiej rozmowa była prowadzona.
The article is an attempt to analyse the relationship between private security enterprises and citizens. Explored is what access to safety information has the user of guarded premises. The paper examined the regulations of private security firms and the requirements of keeping available monitoring records. The article reviews records of interviews with employees and managers, in which their work were discussed. The material used in this article are the result of controlled experiments carried out by a student research group operating within the framework of project NCN Opus 5 and headed by prof. Jolanta Jabłońska-Bonca. Under an established scenario, in which students took on different roles, the group were able to study the tendency of security personnel to disclose information related to their work. Parts of the conversations referred to in the text have been anonymised. The authentic spelling was retained to reflect in full a profile of a given worker and to give the reader an opportunity to perceive the atmosphere of the interviewing process.

W artykule omówione zostały prawne aspekty ochrony bezpieczeństwa zgromadzeń organizowanych cyklicznie ze szczególnym uwzględnieniem roli jaką w tym zakresie odgrywa zarządzenie zastępcze wojewody.  Autorka na tle aktów prawa międzynarodowego dokonuje analizy postanowień polskiego systemu normatywnego, które określają istotę i zakres prawa do wolności zgromadzeń oraz które wyznaczają jego granice. W opracowaniu prowadzone są również rozważania na temat sposobu rozumienia stanu zagrożenia bezpieczeństwa zgromadzeń jako przesłanki umożliwiającej reglamentację tego prawa. Autorka wskazuje na nowy dla polskiego systemu normatywnego typ zgromadzeń jakim są zgromadzenia organizowane cyklicznie, ich specjalny status oraz swoistą ochronę ich bezpieczeństwa. Rozważania w tym zakresie zostały uzupełnione o analizę wydanych przez wojewodę mazowieckiego zarządzeń zastępczych jak i analizę dotyczącego problemu orzecznictwa sadowego.
The article discusses the legal aspects of the security of assemblies organized periodically, with particular emphasis on the role played by the provincial governor in this respect. The author, against the background of acts of international law, analyzes the provisions of the Polish normative system that determine the essence and scope of the right to freedom of assembly and which set its limits. The study also discusses how to understand the threat to the safety of assemblies as a premise for regulating this right. The author points to a new type of assembly for the Polish normative system, which are assemblies organized cyclically, their special status and a specific protection of their safety. The considerations in this regard have been supplemented with an analysis of substitute orders issued by the Mazowieckie voivod as well as an analysis of the problem of judicial decisions.

B ezpieczeństwo socjalne jest kategorią interdyscyplinarną. W n aukach prawnych przedstawiane jest w k ontekście zabezpieczenia społecznego oraz standardów socjalnej ochrony jednostki. Niniejsze opracowanie podejmuje próbę analizy bezpieczeństwa socjalnego w innym ujęciu, odwołującym się do konstrukcji dóbr publicznych. Bez- pieczeństwo socjalne zostało przedstawione przez pryzmat powszechnej dostępności, normatywnego poziomu ochrony socjalnej oraz jej prawnych, społecznych i aksjolo - gicznych uzasadnień, odwołujących się do praw człowieka, zasady dobra wspólnego oraz ochrony bezpieczeństwa narodowego. Oprócz roli państwa w zakresie zapewnie- nia bezpieczeństwa socjalnego artykuł podnosi rangę indywidualnej zapobiegliwości i własnej troski człowieka o godne życie.
Social security constitutes an interdisciplinary category. It is presented in legal sciences in the context of social security and standards of social protection of an individual. This paper seeks to analyse the issue of social security from a dif ferent perspective, refer- ring to the structure of public goods. Social security has been presented in terms of its availability for all, a standard level of social protection and its legal, social and axi - ological reasons referring to human rights, the common good principle and protection of national security. Apart from describing the role played by the state in ensuring social security, this article stresses the importance of individual foresight and raises concerns about a decent life

The fact of customs authorities holding full competence within the supervision and control of all goods transited across the border caused them to become a guardian of security and safety of the cross-border freight traffi c. Securing the lawful transit of goods into and out of the EU customs territory is currently one of the most important tasks of customs authorities. The performance of this task is possible by e.g. carrying out customs control. The aim of the paper is to present the strategic framework of customs control as well as to characterize the directions and analyze the effectiveness of measures taken by customs authorities as to safeguard the cross-border freight traffic. With this regard, the descriptive method comprising analysis of literature sources, analysis of statistical data as well as the business practice has been employed.
Organy celne – mające pełne kompetencje w zakresie nadzoru i kontroli nad wszystkimi towarami przewożonymi przez granice celne – stały się strażnikiem bezpieczeństwa w granicznym ruchu towarowym. Zapewnienie zgodnego z prawem przywozu towarów na unijny obszar celny oraz wywozu towarów z tego obszaru to obecnie jedno najważniejszych zadań organów celnych. Realizacja tego zadania jest możliwa m.in. poprzez wykonywanie kontroli celnej. Celem opracowania jest przedstawienie ram strategicznych kontroli celnej oraz charakterystyka kierunków i analiza skuteczności działań podejmowanych przez organy celne w zapewnianiu bezpieczeństwa w granicznym ruchu towarowym. W tym zakresie wykorzystano metodę opisową obejmująca analizę źródeł literaturowych, analizę danych statystycznych oraz praktykę gospodarczą.

Terrorism is a phenomenon that leads to, among others, intimidating citizens and inducing the sense of threat and panic. Anti-terrorist units that exist in most of countries are one of the forms of fighting against terrorism. The article provides definitions of terms such as terrorism, antiterrorism, counterterrorism, and criminal terror. It mentions changes that have been taking place in the anti-terrorist subdivisions of the Polish police over the years. The author of the article characterizes the current structure that acts for antiterrorism in the Polish police. She also uses police statistics regarding the engagement of anti-terroristic units.

The main issues of the article touch on some fire protection aspects in the context of tourism which is the security of hotel guests. This article covers basic issues related to providing security and fire protection. The purpose of this article is to raise and diagnose awareness among tourists, including hotel guests with regard to fire protection. At the hotel, in particular, this assessment may help us to find the right answer to the question about how security and fire protection are perceived by hotel guests. In order to do this, we have done a survey among 107 hotel guests at the hotel situated in Silesia.

Acquiring information that has an impact on a country's security, i.e. its independence, sovereignty and international position, by unauthorized persons, whether from another country's intelligence services or criminal groups, may have far-reaching consequences. Therefore, to preserve the stability of the state and give a sense of security to its citizens, the most important task and duty of the government is to protect them. This can be provided by an efficiently functioning system that will guarantee restrictions on access to classified information, its proper processing, as well as the use of appropriate and suffcient physical and ICT security measures. For this reason, this system requires at the state level precisely defined rules and norms based on the law, defining the principles of creating classified information, how to protect it and sanctions that can be applied in the event of non-compliance. The protection of information having a significant impact on the functioning of the Polish state in each period of its existence was an important element of defense and security policy. After regaining independence, the protection of state secrets took on special significance both for the country's existence and the foundations of its existence. It was realized that their disclosure could be fatal to its organization and functioning, as well as defense capabilities. The presented material presents the evolution of the protection of classified information in Poland, and its importance for the security and defense of the state by ensuring the effectiveness(concealing) of actions aimed at their implementation.

The following elaboration has been produced following the analysis of the problem regarding the protection of privacy and private life as well as the personal data themselves under the circumstances of life-threatening situations or the state of emergency. The solutions stipulated by the domestic and EU legislation have been analysed with emphasis put over accessing processes to personal data , both indispensible and proportional ones, carried out with an intention to secure public safety, including the protection of human life especially as a reaction to natural disasters or catastrophes caused by humans, protection of other important objectives that lie within general public interest, for instance when data processing remains necessary for humanitarian purposes, including the monitoring of epidemics and their dispersion. Personal data are characterised by various degrees of sensitivity and criticality. Some of them may require an additional level of protection and special treatment. GDPR makes it possible for the Member States to clarify their provisions , including such ones regarding the processing of personal data of special categories ( also referred to as sensitive data), they do not exclude an option to specify in the legislation of a Member State the circumstances of precise situations related to data processing , including the precise clarification of conditions which decide whether data processing remains compliant to the law. Personal data processing under extraordinary circumstances may imply, as an exception, the necessity to transfer the data if such action is required by important public interest set forth by the EU legislation or the relevant provisions of a Member State or if such transferring occurs from the register established by law and intended to provide an insight for the general public or persons maintaining legally valid interest, for instance public health units in order to establish infectious contacts in case of infectious diseases outbreak. A subsequent part of the article focuses on the issues related to the course of actions under state of emergency, i.e. it presents the proceedings to be carried out in emergency state and specifies the concerns on emergency call processing, including the personal data.

Security is a natural human need. Security needs include a desire for steady employment, health insurance, safe neighborhoods, and shelter from the environment. This article presents a description of the nature of the safety of the refugees, and persons with subsidiary protection, which are guaranteed with due respect for the rules of the Geneva Convention, and the safety of foreigners who applying for international protection.

The current publication presents selected risks resulting from the involvement of the human factor. In the opinion of the authors of the paper, it is the human inclination to make mistakes, commit breaches and abuses that can generate losses and damages caused by disclosure, modification, destruction or loss of corporate data. Theoretical considerations on the subject matter have been enriched by the results of conducted empirical research. They answer the following question: What categories of information security threats are associated with the human factor.
