Opis:
The purpose of the research, the results of which are presented in this article, was to clarify the mechanisms of strategic competition and to identify the challenges and threats arising from it for international security. A systemic approach, literature analysis and criticism, non-participatory observation, and a case study were used to solve the research problems. In the research process, it was established that strategic competition is constantly intensifying, and its consequences can harm global security. The process of strategic competition should be viewed as challenges that, if not addressed, can quickly develop into new threats. The most significant threats to international security are related to the ambitions of revisionist states seeking territorial claims and expanding spheres of influence. Although the risk of global war remains relatively low, states will seek to permanently influence their competitors in the gray zone through soft instruments. Soft influence instruments will dominate it. The effectiveness of these tools will be determined by the world’s interconnectedness in the economic and political spheres. States will try to achieve their strategic goals in cyberspace and narrative using traditional mass media and social media.

Opis:
The article considers the main threats and challenges to the stable and effective development of the fiscal sphere in Ukraine and the reasons for their occurrence. The ways to overcome these problems are identified. It was noted that the development of the fiscal system in Ukraine since the independence has been accompanied by complex transformations associated with the corresponding steps in its organizational restructuring with changes in legal entities. Accordingly, since independence, the development of the fiscal sphere has undergone 6 stages, that affected the overall state of its development. It was shown that such a complex way of evolution of the fiscal service in Ukraine has left its mark on the complicating circumstances that accompanied its development, which is manifested in the still insurmountable challenges and impending threats that hinder the stable and effective development of this important institution in the system of public administration. The article identifies the challenges and threats that accompany the development of the fiscal sphere in modern Ukraine: the dogmatic nature of fiscal policy, its separation from the actual state of affairs in the economy; low economic development caused by its shadowing and high inflation, etc. The goal of the article is to identify threats and challenges in the implementation of effective domestic fiscal policy and to disclosure strategic ways of the fiscal sphere development in Ukraine for overcoming threats and challenges. It was demonstrated that in order to increase the level of efficient functioning of the fiscal sphere and ensure the fiscal security of Ukraine, first of all, a political will and a system of measures that prevent and counteract its threats and challenges are needed. Another important step towards increasing the capacity of the fiscal sphere is the adoption of a number of management decisions in the system of public administration regarding the fiscal sphere functioning. It is also necessary to carry out reforms in the law enforcement sphere, modernize law enforcement practices as well as to conduct the necessary intelligence activities for studying the current situation in its development, where threats are relevant.

The aim of the paper is to identify the challenges facing agricultural law and to undertake their assessment in the light of the development of this branch of law. On the one hand, new regulations and CAP instruments for the upcoming funding period will have to be followed as of January 2023. On the other hand, it will be necessary to confront the effects brought about by COVID-19, the war in Ukraine and the changing climate. Agricultural law, itself being subject to change and undergoing various stages of development, has always responded to the contemporary challenges, at a particular place and time. It can be concluded that the numerous and complex problems faced by agricultural law today go beyond agriculture alone, understood as a branch of primary production. Agricultural activity must ensure food security and food safety but should be pursued under conditions respecting the environment and combatting climate change through sustainable development. The negative consequences of such activity need to be reduced, however, without causing damage to primary production. In these difficult times, the pursuit of food security must not undermine the manufacturing role played by agriculture.

Opis:
The study aims to identify the debt security weaknesses in the CEE countries and determine challenges and threats to the debt security of national economies and the CEE region. To achieve this goal, general and specific research methods have been used, including historical and logical methods, analysis and synthesis, structural and functional analysis, generalization and abstraction, a systematic approach, classification, and statistical methods. It is found out that the situation with debt security in the CEE region is quite controversial. The average external debt indicators of the CEE countries are in the unsafe zone, while the average solvency is at a relatively safe level. The analysis of external indebtedness and solvency indicators shows that the CEE group is highly heterogeneous regarding the level of countries’ debt security. Despite some improvement in the debt security of CEE economies during 2017–2019, the prospects for the development of the debt situation are rather vague. It is due to the growing impact of external challenges and threats to the debt security of the region, including the deterioration of the global economic environment and global recession, increase in credit risks and contraction in the international lending, global economic and political imbalances, and policy divergence, growing government spending on solving problems caused by the COVID-19 and corresponding pressure on public budgets, the general growth of global debt. Given the high heterogeneity of CEE countries in terms of current debt security, the manifestation of global challenges in each national economy can be rather diverse.
Celem badania jest identyfikacja słabości bezpieczeństwa długu w krajach Europy Środkowo-Wschodniej oraz określenie wyzwań i zagrożeń dla bezpieczeństwa długu gospodarek narodowych i regionu. Aby osiągnąć ten cel, zastosowano ogólne i szczegółowe metody badawcze, w tym metody historyczne i logiczne, analizę i syntezę, analizę strukturalną i funkcjonalną, uogólnienie i abstrakcję, podejście systematyczne, klasyfikację i metody statystyczne. Okazuje się, że sytuacja z papierami dłużnymi w regionie jest dość kontrowersyjna. Średnie wskaźniki zadłużenia zewnętrznego państw Europy Środkowo-Wschodniej znajdują się w strefie niebezpiecznej, natomiast średnia wypłacalność jest na stosunkowo bezpiecznym poziomie. Analiza wskaźników zadłużenia zewnętrznego i wypłacalności pokazuje, że grupa państw Europy Środkowo-Wschodniej jest bardzo zróżnicowana pod względem poziomu bezpieczeństwa zadłużenia krajów.

W artykule przedstawiono problematykę poruszaną w uczelni wyższej z przedmiotu edukacja dla bezpieczeństwa. Problemy bezpieczeństwa były i są w centrum zainteresowania ludzi, a nabrały wysokiego priorytetu od ataku na WTC w 2001 roku. Nowe wyzwania, zagrożenia i szanse określają konieczność budowania struktur bezpieczeństwa, które byłyby w stanie przeciwdziałać współczesnym zagrożeniom. Przytoczone treści są jedynie niewielką częścią teorii edukacji dla bezpieczeństwa, która kształci i wychowuje na wszystkich poziomach nauczania. Przedmiot edukacja dla bezpieczeństwa i zakres zainteresowania bezpieczeństwem wymaga ciągłego prowadzenia analiz i ocen zmieniającego się środowiska i innych uwarunkowań, zwłaszcza pojawiających się wyzwań, zagrożeń i szans.

Due to its geopolitical situation, Poland functions in the particular environment implying constraints which can be more or less accurately forecasted. The responsibility of those who have the state security at heart must aim at building mechanisms able to detect the chances and mechanisms limiting the threats in the future. As in any system, also in the state the most important element are people, that is the society. In this context, in order to prepare this society, in the best possible way, to new situations, it seems appropriate to forecast possibly the most accurately the challenges and threats it faces. The hostile elements existing in the environment, with their new destructive capabilities, also in the virtual reality, force us to attentively analyse motives and strategies of their activity in order not to allow for the situations threatening our national interests.

Iceland, despite being a relatively small geographic country, is trying to pursue an active and ambitious foreign policy in the Arctic region. This paper presents an analysis of the concept of Iceland’s Arctic policy and the ways in which it is implemented, with particular emphasis on the main challenges and problems that the state can play in building a stable position in the region.
Islandia, pomimo, iż jest w wymiarze geograficznym stosunkowo mały państwem, to w regionie Arktyki stara się prowadzić aktywną i ambitną politykę zagraniczną. Wiąże się z tym konieczność opracowania strategii która pozwoliłaby zrealizować żywotne interesy Islandii i jednocześnie zapewnić, by przewidywana eksploatacja różnorodnych zasobów Arktyki nie wpłynęła negatywnie na bezpieczeństwo państwa. Prezentowany artykuł zawiera analizę koncepcji polityki arktycznej Islandii oraz sposobów jej implementacji, ze szczególnym uwzględnieniem głównych wyzwań i problemów, jakie mogą stać na drodze tego państwa w budowaniu stabilnej pozycji w regionie.

Pilność rozwoju szkolnictwa zawodowego na Ukrainie jako czynnika bezpieczeństwa narodowego dodatkowo nasila się w kontekście rosyjskiej agresji zbrojnej na Ukrainę, gdyż dotyczy ona zdolności i gotowości absolwentów kształcenia zawodowego do służby w Siłach Zbrojnych Ukrainy i pracy w przemyśle obronnym. Celem artykułu jest analiza rozwoju szkolnictwa zawodowego pod kątem wzmocnienia bezpieczeństwa narodowego, przygotowania absolwentów do pełnienia obowiązków w zakresie bezpieczeństwa narodowego, organizowania działalności placówek kształcenia zawodowego na zasadach partnerstwa publiczno-prywatnego.
The development of a high-quality and competitive system of vocational education (VET) is an important factor in ensuring national security, which focuses the development of the VET system on the compliance of the scope and areas of training of workers to the needs of the economy and labour market; financing of vocational education with the participation of employers and investing in the training of highly skilled workers. The relevance of the development of vocational education in Ukraine as a factor of national security is further growing in the context of Russia’s military aggression against Ukraine, as it concerns the ability and readiness of graduates of vocational education to serve in the Armed Forces of Ukraine and work in the defence industry. The purpose of the article is to analyse the development of vocational education in terms of strengthening national security, preparing graduates to perform responsibilities for national security and organizing the activities of vocational education institutions on the basis of public-private partnership.

Sea piracy has undoubtedly become a serious threat to sailing. It is associated with material losses and affects the sense of security of people sailing in endangered sea areas. It also increased the costs of sea transport due to the high costs of insuring the units and the crew. Sometimes, it also forces the necessity to hire armed security during an expedition or pay a ransom to pirates. Until recently, it would seem that sea piracy is long gone, remaining only a motif used in movies. To this day, however, the countries of Southeast Asia must counteract pirates.
Морское пиратство, несомненно, стало серьезной угрозой судоходству. Оно связано сбольшими материальными потерями, а также существенно влияет на чувство безопасности людей, находящихся в морских районах с угрозой пиратства. Это также увеличивает расходы в морском транспорте из-за больших затрат на страхование морских судов, экипажа и грузов. Иногда угроза пиратства также вынуждает нанимать вооруженную охрану во время экспедиции или платить выкуп пиратам. До недавнего времени казалось, что явление морского пиратства было преодолено и оставалось лишь мотивом, используемым в кинопродукции. Однако и по сей день страны Южно-Восточной Азии должны предпринимать совместные действия в области противодействия морскому пиратству.

In the modern world, conditions in various spheres of human security are changing at a very fast pace. How non-traditional events are interpreted and the kind of approach to all kinds of transformations may be conducive to a higher frequency of beneficial effects of these changes. The appropriate nature and level of security culture can contribute to perpetuating beneficial trends in solving specific problems, to dealing more effectively with difficult situations, treated as challenges, which can often result in opportunities, and not only as threats. The responsibility of officers of various services, not only for themselves, but also for their subordinates, as well as for decisive decisions resulting from legal conditions, has an even greater impact on the need for strong consolidation of individual judgements, verdicts or decisions. Relying on a personal security culture in various types of situations can more often have a positive impact on the functioning of the entity and their environment, provided that this security culture is of an acceptable character and high level. The author points out that a favourable culture of security for uniformed personnel and citizens will be conducive to a higher level of security.

As the new millennium starts to unfold, we see before us an area of security that has been radically reshaped since the end of the cold war and the end of the bipolar division of the world. Still more and more deepening globalisation brings not only a lot of positives, but also a lot of negatives appearing mainly in the form of new asymmetric security threats or risks, so we understand that a real effort will now be required to reappraise the 21st century. Simultaneously, it is clear that, if we want to stabilize security environment, we must look beyond our traditional military philosophy and deal very seriously with new global security risks and challenges.

Russia’s military aggression against Ukraine has become a serious challenge for the Ukrainian labor market, leading to significant disproportions, which are reflected in the imbalance of supply and demand for labor, large-scale loss of jobs, the fall in real wages and incomes, as well as significant structural and regional imbalances in the functioning of the labor market, which deepens the uneven development of the Ukrainian economy and poses a threat to the economic security of Ukraine. These processes, taking into account a number of problems in the socio-economic development of Ukraine in the pre-war period, threaten the economic and social security of Ukraine in the short and long term, causing significant economic losses and degradation of human capital. The prospects of the post-war development of the Ukrainian labor market should primarily be considered in the context of the formation of a safe economic and social environment at the state level, the imperative of which should be the preservation of human capital in Ukraine. For this purpose, a state strategy for the post-war recovery of the national economy with a clearly expressed socio-humanitarian orientation should be developed, which will provide for the observance of social guarantees at the level of leading international standards. At the same time, it is equally important to stimulate economic growth in Ukraine on the basis of intellectualization, digitalization, and environmentalization of the Ukrainian economy.
Agresja militarna Rosji na Ukrainę stała się poważnym wyzwaniem dla ukraińskiego rynku pracy, gdyż doprowadziła do znacznych dysproporcji, przejawiających się w nierównowadze podaży i popytu na pracę, masowej utracie miejsc pracy, spadku realnych wynagrodzeń i dochodów. Czynniki te pogłębiają nierównomierny rozwój ukraińskiej gospodarki i zagrażają bezpieczeństwu ekonomicznemu Ukrainy. Procesy te, biorąc pod uwagę szereg problemów rozwoju społeczno-gospodarczego kraju w okresie przedwojennym, mają negatywny wpływ na bezpieczeństwo gospodarcze i społeczne Ukrainy w perspektywie krótko- i długoterminowej, gdyż powodują znaczne straty gospodarcze i degradację kapitału ludzkiego. Zdaniem autorów niniejszego artykułu, perspektywy powojennego rozwoju ukraińskiego rynku pracy należy rozpatrywać przede wszystkim w kontekście kształtowania bezpiecznego środowiska gospodarczego i społecznego na szczeblu państwowym, którego imperatywem powinno być zachowanie kapitału ludzkiego w Ukrainie. W tym celu należy opracować państwową strategię odbudowy powojennej gospodarki narodowej z wyraźnie wyrażoną orientacją społeczno-humanitarną, która zapewni przestrzeganie gwarancji społecznych na poziomie wiodących standardów międzynarodowych. Równocześnie ważne jest stymulowanie wzrostu gospodarczego w oparciu o tworzenie sprzyjającego środowiska inwestycyjnego stymulującego działalność gospodarczą, a także koncentrację zasobów intelektualnych i materialnych w najważniejszych sektorach ukraińskiej gospodarki. Rozwój ukraińskiej gospodarki powinien opierać się na intelektualizacji, cyfryzacji i ekologizacji. W tym celu konieczne jest stworzenie odpowiedniego mechanizmu instytucjonalnego, informacyjno-analitycznego, finansowego, prawnego i materialnego wsparcia dla powojennego ożywienia gospodarki, a także konsolidacja społeczeństwa w oparciu o społeczną odpowiedzialność państwa, biznesu oraz społeczeństwa obywatelskiego. Warunkiem koniecznym do odbudowy gospodarczej kraju w oparciu o własne zasoby i bezpośrednie inwestycje zagraniczne jest oczywiście zakończenie wojny i stabilizacja polityczna. Czynnikiem sprzyjającym będzie integracja gospodarcza z krajami Unii Europejskiej.
