Opis:
The new national security vision of Poland came after political transformation in Poland in 1989, the liquidation of the Warsaw Pact and aspirations to join the Western security and political system. After joining the NATO (1999), admission to the European Union (2004), has been fully integrated with the structures of these institutions. This placed the new challenges by identifying key priorities in its national security. New quality in the global and national security occurred on 11 September 2001, since when it has directly threatened the security of the United States. Under the influence of the country were changed the strategy of global security, followed by the national security of many countries, including the Polish market. In it, there was also the threat of international terrorism and declaration – also actively involved – to participate in its combat missions. A particularly important tool for the implementation of national security strategy, in addition to international guarantees and block and properly conducted foreign policy, is to have adequate national military capabilities including appropriate to the threats of the armed forces. The management of Polish political and military formally recognizes that premise – this has been reflected in the developed "Vision – 2030 Armed Forces."

The article presents the issues of energy security with regard to center-peripherality theory using Central and Eastern Europe as an example. Until now the subject of energy security has not been discussed in the context of this theory and the author presents the question of peripherality of the region in terms of energy policy. Due to their long-lasting historical, political and economic dependence, CEE states do not possess secure and well-diversified sources of energy supply; in this area they depend on Russia. Moreover, they do not have an appropriate level of technology for investing in the latest and most ecological energy resources typical for the wealthy states of the former EU-15. Thus, their capability to influence the agenda of EU energy policy is lower than those of the EU-15 states. The following article aims to define the factors of peripherality and to examine its influence on the energy security policy adopted by CEE states.

The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.

The article shows how the symbolism contained in the image of the Jewish state influenced, especially recently, the vectors of Israel’s security policy. Attention is paid to these aspects aimed at protecting national identity. The author tries to substantiate the influence of the cultural factor on Israel’s security policy. The research is based on historical analysis, source analysis, and descriptive narrative. The instruments and tools used by the state in the implementation of the aforementioned tasks are presented – from the basic laws and compatible legal acts regulating the social life of Israeli citizens to the policy of cultural and ethnic isolation and separation carried out by the armed forces. In the Middle East emphasizing one’s own individuality is a strategic goal, but the price of internal a conflicts can be high.

Germany’s active involvement in military operations is subject to the Bundestag’s approval. A special Bundestag committee has been put in charge of streamlining the decision-making process. The committee has proposed that annual reports be filed on the Bundeswehr’s capacity to cooperate with allied armed forces and announced that Bundestag’s consent for operations will not be required to authorize the posting of soldiers in multinational command centers and staff of NATO or the EU as long as they are not located in conflict areas.

The article analyzes the provisions of the EU security strategy, with particular regard to the identified threats and proposed actions to reduce their negative impact. An attempt was also made to analyze the maritime safety strategy. The exploration allows us to conclude that the documents are much more complementary than the previous ones, which gives hope for an effective security policy.

One of the aspects of food security is the cultural adequacy of food. This means that food security cannot be sufficiently ensured when this factor is ignored. Unfortunately, no approach has been developed, either in the regulations or on conceptual grounds, which would help classify food products for the needs of food security and account for the aforementioned cultural aspect. However, not every product is equally significant for this policy and some may not be important at all. Therefore, the paper proposes that product classification criteria be established for food security, including in particular the cultural criterion. In addition, examples of its adoption (or omission) in the current regulations are presented.

This study analyses various non-military factors in shaping the security policy of the Russian Federation. This work undertakes to establish their substance, content and scope, and to draw the conditions and trends in the political, economic and social security of modern Russia in the context of its international ambitions, role and state security. In the work theoretical method analysis, synthesis, abstracting and generalization were used. Based on the results of the research, it was determined that the specificity of its location definitely exerts an adverse effect on Russian state security. The reconstruction of imperial Russia is among the key goals set forth by Vladimir Putin in Russia’s foreign and military policy. In fact, the entire economic, political and military activity of Russia is subordinated to this goal. With regard to the economic and social state, the dependence of the Russian Federation on the extraction and export of crude oil and natural gas is an obvious indication of the constraints of its economy. Moscow’s particular interests are formulated in official state documents, such as the Military Doctrine and the National Security Strategy. These documents identify not only external and internal threats to state security but above all indicate the means and methods of possible deterrence.

After Russia invaded Ukraine, Finland quickly applied for NATO membership. This step is not necessarily that drastic should Finland's security policy development in the long term be examined with one's focus set on a gradually-developed defence policy. It represents an important continuity in security policy, but also played a central role in advancing Finland's steps to becoming NATO members. On the basis of different studies and accounts, the following points seem to be critical in constructing a preliminary narrative about Finland's road to the Alliance. After the Second World War, Finland's western relations became dependent on its bilateral relations with the Soviet Union. Finland was aware that it could not expect any support from the West as regards its security. Despite a security policy based on recognising facts, and the FCMA Treaty with the Soviet Union, the eastern neighbour was seen as the main, and, later on, the only military threat on the basis of history and Finland's vulnerable geopolitical position. The threat, however, was concealed by so-called “doubletalk” in security policy discourse until the 2010s. In this context, state defence was developed to be an independent and modern territorial defence, ultimately there to defend against a large-scale invasion. Finland's defence enjoyed high legitimacy and confidence in society, especially from the 1970s. Security policy was raised above normal politics to be a kind of super-politics with a strong political consensus. When the Cold War ended and Finland joined the European Union, defence policy and the defence establishment got a leading role in working an approaching NATO. Finland's opportunities to conduct stabilisation policy in its close neighbourhood were seen as being limited, especially after Russia adopted a self-asserting foreign and security policy towards the West after 2007. At the same time, the subsequently increased cooperation, networking, and integration stimulated perceptions about western defence dependence. This increased emphasis on defence actually turned people’s attention to the extra security that NATO membership might provide. Applying for NATO, however, required the shock of a Russian invasion of Ukraine before the Finnish public was ready to see the risks of NATO membership as being less than that of its benefits.

The article aims to provide a comprehensive account of the legal regulations and mechanisms for the protection of personal data in Poland. In the last few years, considerable attention has been paid to this subject, which results in the wide-ranging character of the issues examined. The author classifies, based on sectors, the protection of personal data as a public policy and justifies such classification through the use of, among other tools, an institutional and legal method and factor analysis. The conclusions of the article are based on the analysis of the Polish legislation on the protection of personal data as well as on the analysis of the practical implementation of the solutions in companies, government and self-government institutions. Based on the results, it can be concluded that the protection of personal data falls within the scope of the public policy. However, it is necessary to take into account that some of its elements must be assigned to the policy of a party.
