Opis:
Modern industries often attempt to implement innovations that have a disruptive potential. In shipping, this included a largely unsuccessful introduction of nuclear propulsion in late 20th century, among other concepts. Nowadays, introduction of increased autonomy is being associated with prospects of various industry-wide benefits, but is also burdened with serious obstacles. The objective of this study is to investigate reasons behind the failure of nuclear-powered merchant ships introduction and whether lessons learnt from it can be applied to the prospective implementation of autonomous merchant ships. It advocates that three aspects of maritime technology are crucial for its successful implementation: perceived level of safety, economical feasibility, and legal setup.

While a system-theoretic approach to the safety analysis of innovative socio-technical systems gains a growing acceptance among academia, safety issues of Maritime Autonomous Surface Ships (MASS) remain largely unexplored. Therefore, we applied a System-Theoretic Process Analysis to develop and analyze a preliminary model of the unmanned shipping system in order to elaborate safety recommendations for future developers of the actual system. Results indicate that certain advancements shall be undertaken in relation to MASS’ software solutions in particular.

The interest in underwater resources is the reason for the development of modern hydroacoustic systems, including side sonars, which find numerous applications such as: research of seabed morphology and sediment characteristics, preparation of sea sediment maps, and even in special cases of biocenoses such as sea grass meadows, detection of specific targets at the bottom such as shipwrecks, mines, identification of suitable sites for maritime infrastructure. Such applications require precise information about the position of the objects to be observed. Errors affecting the depiction of the bottom using hydroacoustic systems can be divided into errors associated with improper operation of measuring and support devices, systematic errors and random errors. Systematic errors result from the changing conditions prevailing in the analyzed environment affecting the measurement system. The errors affecting the correct operation of hydroacoustic systems can include: changing angle of inclination of the beam caused by the vessel’s movement on the wave or refraction connected to changes in the sound speed as the depth function.

One of the major activities during Ship to Ship (STS) transfer operation at sea is to safe approach the Ship to be Lightered (SBL) which moves on a constant heading with slow speed or drifting. In the paper described the manoeuvring problem for approaching during emergency STS transfer operation with oil spill. The approach manoeuvre is considered as a sequence of navigation manoeuvres in specific navigational environment with environmental and operational constraints as well as ship dynamic performance. Additional constraints results from STS transfer operation guide and navigation practise.

The paper discusses ships’ routes to Polish ports in the Gulf of Gdańsk determined on the basis of data obtained from the Baltic Ship Monitoring System by means of AIS coast stations and defined by the Baltic Sea Hydrographic Commission (BSHC). The measures to regulate maritime traffic implemented by the Polish maritime administration in order to reduce the identified risk of groundings and ship collisions are presented, as well as the author's opinion on their effectiveness.

Opis:
This paper introduces the basic concept of a new developed web-based databank for an assessment of seafarers’ functional status during the sea missions. The Web system is based on client-server architecture and the international open source technologies including Apache web server, PHP scripts and MySQL database. The paper focuses on the aspects and first results of the initial practical realization of the web-based databank. The main operational advantage of the developed system is the capability to on-line handle up to a dozen users at the same time. The system includes administrative data and questionnaires. Electronic data entry saves the time and material resources.

Opis:
Port water area is described by horizontal and vertical dimensions, that are designed to service of ships given size. During port exploitation it can happen of needs to service the ship greater than those was designed. Especially it regards the ships drought. This problem can be solve by reduction of under keel clearance (UKC). But it caused increasing of risk of ships strike into the ground of port water area, and in result the consequence of financial losses caused by damage of ship’s hull. The paper presents assumption of calcula-tion of optimization of ships under keel clearance in aspect of increase of ships draught ex-pected benefits and potential losses.
Akwen portowy jest określony wymiarami w poziomie i pionie, które są dostosowane do obsługi statków o określonych wielkościach. Podczas eksploatacji portu może wystąpić potrzeba obsługi statków większych niż te, dla których port został zaprojek-towany. Szczególnie może to dotyczyć zanurzenia statku. Problem ten może być rozwiązany poprzez zmniejszenie zapasu wody pod stępką (ZWPS), lecz to powoduje zwiększenie ryzy-ka uderzenia statku w dno akwenu portowego i w rezultacie straty finansowe, wynikające z uszkodzenia kadłuba statku. W artykule przedstawiono założenia obliczeń optymalnego zapasu wody pod stępką w aspekcie zwiększenia zanurzenia statku i zysku armatora oraz potencjalnych strat.

This paper is an extension of work originally presented in 2019 EUROPEAN NAVIGATION CONFERENCE (ENC) [4]. The paper has described the important role of the Stockholm Agreement in safety of the Ro-Ro/Passenger ships in the north European waters. The present work describes the way in which we can improve the safety in strong chance of destruction of ship at sea. All results are generalized for a given group of ships. The specific construction of the RO-RO/ Passenger ships, being characterized by flat vehicle decks which are practically open, un-subdivided, and additional passenger accommodation space, with ramp fitted astern and in some cases in fore or side of the ship, giving access to cars, trucks and trailers, or specific trains which remain on board in their laden state, has resulted in international regulation requiring, amongst other things, strengthening the damage stability requirements for this type of ships. The more stringent damage stability criteria has been adopted on a regional basis by northern European countries as STOCKHOLM Agreement, in 1996. The paper concerns an analyze of damage stability calculations results in compliance with the STOCKHOLM Agreement, when the Ro-Ro/ Passenger ship is fully loaded, with maximum Deadweight (DWT) and maximum draught, or partly loaded, with reduced DWT, and occurs Minor or Major penetration of destroyed compartments.

EDA is a tool for auditing vessel’s performance that helps installing strict safety navigation standards on ships. The practice of investigating every near-miss event is common in aviation, but unheard of in the maritime industry. At the same time, major accidents attributed to human errors are increasing, including collisions and groundings that cost lives, pollute the seas and lose property. The idea of EDA, short for E-navigation Data Audit, is simple: analyze the navigational data from VDR and/or ECDIS, find the events that should not have happened (“near misses”), and instruct your ships that it is not the standard you want on your vessels. EDA allows remote auditing on how the bridge team is performing and how the ship is handled, as required by ISM but seldom done. A pilot project for the EDA was carried out during 6 months. The first data showed 18 events of close proximity (“Near-collision”); 4 of them showed severe violation of the International Regulations for Preventing Collisions at Sea (COLREG, 1972). As expected, after sending the EDA first report to the ship, NO such events were found in the next 5 months of the pilot project.

When performing the carriage of goods by sea, each contracting party, shipowner and charterer, has a number of rights and obligations. In legal sources which regulate carriage of goods by sea, in particular contracts concluded between parties, international conventions and national laws, standard clause is shipowner's obligation to provide a seaworthy vessel. Such obligation implies that the vessel must be able to carry and keep the contracted cargo in good condition and also have required number of qualified crew. On the other side, charterer's obligation is to order the vessel to sail to ports/berths which are considered safe (safe port warranty). Also, legal sources of carriage of goods by sea regulate liability issues for loading and discharging operations, the limitation of the shipowner’s liability and application of provisions related to exclusion of liability. All of the above represent important rights and obligations of the regulation of the carriage of goods by sea, and so regulated thus far have been common in the carriage of goods by sea by traditional vessels. However, the question that arises is how the problems related to the carriage of goods by sea will be regulated when such carriage is performed by autonomous vessels. In other words, there is a question about interpretation of the provisions of seaworthiness, safe port warranty, liability and the limitation of the shipowner’s liability and exclusion of liability in the carriage of goods by sea by autonomous ships. The purpose of this paper is comparison of problems related to the carriage of goods by sea between the traditional and autonomous vessels, and regarding the regulation of seaworthiness, safe port warranty, liability, the limitation of the shipowner’s liability and exclusion of liability. The results of this comparison lead to the conclusion that reconsideration of the content of the listed terms is needed when we are talking about carriage of goods by sea by autonomous vessels.

Main problem for scheduling vessel transit voyages through the Northern Sea Route is the difficulty in predicting distribution of ice boundaries in regions that cannot be overcome by individual ice classes of vessels. Scheduling of voyage is related to speed that vessels can develop and moment of time when vessels will be able to commence and complete passage safely through areas that are main obstacle and are blocking longest transit passage through the Northern Sea Route. This applies to voyages carried out by vessels navigating on their own and with support of icebreakers. Additional problem is lack of consistency of content of maps of ice cover, which can be used for vessels voyage planning through areas where ice cover occurs. Results of this research on influence of uncertain information related with time window of conditions favorable for navigation of vessels of different ice classes on schedule of theirs voyage on example of summer navigation season 2017 are presented in this work.
