Opis:
The safety of ships involved in the process of transport is one of the most important criteria in the maritime transport. Important factors making up the safety include the technical efficiency of the ship, the qualifications of the people in charge of the ship and the conditions under which the transport process takes a place. The paper focuses on the problems significant and characteristic to the ship traffic safety under uncertainty conditions. The ship safety at supervised traffic requires continuous identification of the navigational situation. Very often safety assessment of the traffic situation is made by examining the relative positions of vessel’s domains. A limitation is that under uncertainty conditions and more than two vessels we have to take into consideration dynamic domains according to the situations of conflicts, which is rather difficult to analyse. One way to assess the traffic safety approximation is analysis of the potentially conflicting situation. Safety in maritime transport can be analysed at the micro level (safety of the ship, the safety of navigation in specific situation mobility) and in terms of macro models (evaluation over time). In the article some problems of fuzzy description of traffic safety in maritime transport are presented. Basic definitions and a stochastic approach to concept of traffic safety in transport are given. The fuzzy approach to stochastic method of dimensioning traffic safety, useful in dynamic traffic control, is proposed.

Opis:
This paper presents the results of research on fire hazard coordinated by the Fire Safety Subcommittee of the International Maritime Organization (IMO). On the basis of statistical data, it identifies the main sources and frequency of fires in engine rooms. It also presents calculations of frequency of fires caused by self-ignition of flammable liquids in fuel oil and diesel oil systems, which constitute 60% of the overall hazard. In the theoretical analysis (frequency calculation), changes in construction protection of systems as well as changes in safety equipment of adequate rooms, have been taken into consideration. Fire hazard identification has been conducted on the basis of statistical data of 73 fires of merchant vessels engine rooms out of the overall number of 6,000 vessels in the 13-year-long period of use. As the final result of the research, fire prevention requirements for engine rooms and pumping stations have been developed. The requirements include, in particular: construction elements of systems preventing leakages with self-ignition, protection of ignition sources ('hot spots'), and ensuring safe engine room atmosphere. The results of the experiment have confirmed the possibility of conducting fire hazard quantitative assessment (estimation), the reliability of which is limited because of the nature of the model. As far as quality is concerned, results of risk sensitivity analysis confirm the effects expected when using safety requirements applied creatively.

This study examined the content analysis of the articles published in International Journal on Marine Navigation and Safety of Sea Transportation (TransNav). A content analysis was conducted for a 6‐year period from 2007 to 2012. The journal published 6 volumes, 24 issues and 401 articles since 2007. The articles were submitted by 637 authors from 49 different countries. A total of 401 research papers were analyzed in the sense of the author’s score, country and institution ranks of articles published in the TransNav Journal. In this study, no attempt was made to distinguish between departments, research centers, and agencies within an institution. The analyses were found that the authors from Poland made the most contribution to the journal. This shows that the journal should be more attractive for authors from other countries to enhance sending their scientific studies. This study also found that the journal mostly attends safety and security in sea transportation. Algorithms and methods are also widely included in the journal as a topic chapter.

Opis:
This paper presents theoretical model for fire hazard analysis in fuel oil and diesel oil systems in engine rooms. The model is based on the probabilistic calculus and covers a 'fire tree' and formulas to calculate fire frequencies. Preliminary assumptions and initial frequencies calculation parameters have been adopted on the basis of statistical data. Fire sources identification involves selection of definite number of system elements, the damages of which may result in flammable liquid leakage and self-ignition. Such elements as, inter alia, pipelines joints and sections, valves and system equipment, are taken into consideration. With the use of the model, it is possible to calculate individual fire frequencies for individual self-ignition sources, and synthetic risk in systems and specific rooms. The calculations account for a possibility of introducing construction changes of safety equipment that influence the risk, e.g. number of detectors, fire extinguishing nozzles (fire extinguishers), leakage protection, etc. The method can be used to analyze the influence of fire construction protection on the risk (so-called 'risk sensitivity' testing) in the phase of creating requirements. However, for its quantitative verification statistical data concerning engine rooms fire hazard is essential. It may be assumed that creating an adequate calculation model for the purpose of a general fire hazard analysis of an engine room (of a vessel) is a significantly bigger challenge.

Opis:
The use of the Automatic Identification System (AIS) devices for ensuring the safety of navigation and the errors occurring when using AIS equipment have been the focus of a number of research studies. The users of AIS equipment installed onboard sea-going vessels are required to familiar with the proper use of the devices and potential errors that may occur. A significant problem revealed in this study is the lack of understanding of potential error sources and the necessity to eliminate such errors prior to transmission of the AIS data message reading of the errors and failure to update the data processed by the AIS system. This results in a hypothesis on the insufficient training of seafarers and their familiarisation with the AIS devices and errors. This research is aimed at increasing the safety of navigation in the Adriatic Sea, as well as other seas, i.e. better accident prevention and protection of human life and material property at sea. The results produced by the research are used as an input for creating a model for enhancing the safety of navigation when using the AIS, through additional training of the seafarers.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

During violent storm huge waves possessing extremely high devastating force appear from time to time. Such waves are called freak waves or rogue waves. The paper described several case of meeting such very rare waves by ships. It described also conditions that are necessary to their appearance and their basic characteristics. Because offshore structure must withstand devastating force of such a wave, the possibility of meeting it should be taken into account in the design process of those structures.
