    This essay is devoted to Shakespearean criticism in the UK between 1920 and 1940. I begin by examining the origins of Shakespeare study at Oxford and Cambridge, by figures such as I. A. Richards (1929) and William Empson (1930). I follow this by looking at F. R. Leavis and his journal Scrutiny, but I also trace his influence on his fellow Cambridge colleagues highlighting instances where they collaborated, as did Caroline Spurgeon with Arthur Quiller-Couch (the latter two co-editors of the New Cambridge Shakespeare series, 1921-1966) on the famous 1921 study for the British Board of Education entitled “The Teaching of English in England”—also referred to as The Newbolt Report, after the chairman of the committee, Sir Henry Newbolt.

    Opis:
    Celem artykułu jest przedstawienie koncepcji wskaźnika oceny istotności regulacji jako narzędzia do wykorzystania w parlamentarnej ocenie skutków regulacji, ze szczególnym uwzględnieniem oceny ex-post. Wskaźnik jest elementem szeroko rozumianej ekonomicznej analizy prawa, która umożliwić może skuteczniejszą kontrolę stanowienia prawa przez parlamenty. Wskaźnik umożliwia także weryfikację RIA przeprowadzonego przez projektodawcę na etapie oceny skutków regulacji ex-ante. Ponadto wskaźnik służyć może do przeprowadzenia analizy całego procesu legislacyjnego w parlamencie w danym okresie na podstawie przyjętych kryteriów prawnych i merytorycznych.
    This article aims to present the concept of the Index for the Assessment of Regulations’ Significance as a tool used in parliamentary regulatory impact assessment, with a special focus on expost assessment. The Index is an element of the broadly defined economic analysis of law, which can facilitate a more effective scrutiny of parliamentary lawmaking. The Index also enables theRIA (Regulatory Impact Assessment) to be verified by the act originator at the stage of the ex-ante regulatory impact assessment. Furthermore, the Index can also serve as a tool for conducting an analysis of the overall legislation process employed in parliament over a given period of time, on the basis of the adopted legal and substantive criteria.

    The article presents the essence of parliamentary interpellations, refers to the obligation incumbent on the addressee to provide an answer within the time limit indicated in the Constitution. The author is of the opinion that not replying or replying after the deadline is a constitutional tort and is subject to liability before the State Tribunal. The currently occurring, rather negative parliamentary practice necessitates appropriate amendments to the Parliament’s Rules of Procedure. These changes should also cover the issues of abuse of the right of interpellation and enquiry by.
    W artykule przedstawiono istotę interpelacji poselskich, odniesiono się do obowiązku spoczywającego na adresacie, aby odpowiedź udzielić we wskazanym w Konstytucji przepisie. Zdaniem autora nie udzielenie odpowiedzi bądź udzielenie, ale po upływie terminu, jest deliktem konstytucyjnym i podlega odpowiedzialności przed Trybunałem Stanu. Obecnie występująca, dość negatywna praktyka parlamentarna wymusza dokonanie odpowiednich zmian w regulaminie Sejmu. Zmiany te powinny objąć także kwestie nadużywania przez posłów prawa do interpelacji i zapytań.

    Judical review w orzecznictwie Sądu Najwyższego USA może przyjąć formę jednej z trzech formuł badania aktu lub działania władz (badania rygorystycznego, pośredniego albo opartego na racjonalnej podstawie). Każdy z tych testów wymaga analizy w ramach kontroli konstytucyjności trzech zasadniczych aspektów: jakiego rodzaju interes jednostkowy jest ograniczany, na rzecz jak uzasadnionego interesu publicznego i jakiego rodzaju jest związek między tak wskazanymi środkiem i celem. Szczegółowa analiza tych standardów proporcji, orzeczniczo wypracowanych i ewolucyjnie doostrzanych, w konfrontacji z zasadą proporcjonalności stosowaną w konstytucjach europejskich (i dokumentach międzynarodowej ochrony praw jednostki) pozwala sformułować tezy na temat tego, który standard jest silniejszy, tworzy trudniejszą do przekroczenia barierę autonomii jednostki i który jest bardziej odporny „na kroki do tyłu” w tym zakresie.
    Judicial review in the jurisprudence of the US Supreme Court can take the form of one of three formulas for examining an act or action of an authority (strict scrutiny test, intermediate scrutiny test, or rational basis test). In the context of the constitutional review each of these tests requires an analysis, of three essential aspects: what kind of individual interest is limited, what form of public interest legitimation is required, and how the means and the purpose so indicated are related. A detailed analysis of these standards of proportion, jurisprudentially developed and evolutionarily tightened, in confrontation with the principle of proportionality used in European constitutions (and documents on international protection of human rights) allows to formulate theses about which standard is stronger, which one creates a barrier providing better protection of individual autonomy, and which is more resistant to ‘steps backwards’ in this respect.

    The subject of the opinion is the admissibility of consideration by a committee of motions to carry out a control in connection with the lack of general principles of carrying it out set out in the Standing Orders of the Sejm. Motions to carry out the control submitted to the National Defence Committee stay within the scope of the subject matter of activities of the committee. The author claims that one of the motions rises some concerns of a legal nature. The subject of the request was defined in a problem way, whereas committee’s control relates to enforcement and executing statutes and Sejm resolutions, what leads to a conclusion that the scope of the control should be related to a given act or resolution.

    Opis:
    The author analyses and describes the prayers of baptismal exorcisms, starting from the Gelasian Sacramentary, through the following editions of the Roman Rite from 1614 to 1972. Baptismal exorcisms are supplicatory prayers for the liberation from the dominion, influence and traps of Satan. Until Vaticanum II, baptismal exorcisms consisted mainly of commanding formulas, frequently repeated, uttered directly to Satan called as maledictus diabolus, damnatus maledictus, immunde spiritus, maledictus satana, inimicus. Today, they are mainly a humble prayer directed to God the Father and to Jesus Christ for the liberation from satanic influence. During the catechumenate these are called the first or the minor exorcisms (primi, seu minores). Of more importance are those exorcisms that are made during the cleansing and enlightment periods, that is, on the 3rd, 4th and 5th Sunday of Lent, inspired by the Gospel about the Samaritan woman, about the healing of the man born blind and about the rising of Lazarus from death.
