Opis:
The Research Institute of Fire Safety and Emergencies of the Ministry for Emergency Situations, Republic of Belarus, is a leading research facility and falls under the jurisdiction of the Ministry for Emergency Situations (MCzS). In compliance with Belarus law, its purpose is to address scientific and technical problems with a view of preventing and eliminating emergency situations. The Institute is the main research facility in the Republic engaged within the range of issues associated with emergencies. It is a public research centre of the Republic, providing research facilities within the certification and production system of Russia and is also a member of European Group of Official Laboratories for Fire Testing (EGOLF). The Institute is an accredited establishment in the GOST standard system, concerned with product and applied scientific testing, and consultancy on matters regarding fire safety. The Institute conducts incident ground testing of construction materials, fire resistance and prototype testing of rescue equipment. Additionally, the Institute publishes a magazine "Emergency Situations: Prevention and Elimination". Articles published in the magazine are prepared by authors completing academic degree courses, which are reviewed by WAK Belarus. In accordance with departmental regulations, the main priorities for the Institute are: - A scientific approach to fire safety in the Republic of Belarus, harnessing preventive measures in fire protection and rescue operations; - Development and improvement of procedural documentation with regard to fire prevention, fire fighting techniques and elimination of emergencies, within the scope of established standards and norms; - Conducting scientific research, expert appraisal of fire and other natural threats and those posed by humans; - Development and improvement of fire and rescue vehicles, technical apparatus, devices used in fire protection and rescue equipment employed to ensure the safety of people and property; - Testing of product safety parameters and fire hazard characteristics of goods manufactured in the Republic as well as of those imported from abroad; - Incident ground fire testing of large building constructions as well as design and production of appropriate testing equipment; - Exhibitions, publications and advertising in the area of fire safety, emergency and rescue operations; Taking into account the scope of activities placed on establishments subordinated to MCzS, with responsibility for elimination emergency situations and organizing rescue and fire fighting activities, resourcing such establishments with appropriate and most up to date equipment and fire fighting media becomes problematic.

Military vehicles and equipment should be designed with regard to ergonomics, which is important for the protection of the crew. Reliable protection can be achieved by constant technological progress and the improvement of materials, enabling resistance of an attack by mines and improvised explosive devices (IED) placed under the vehicle. The explosion of a device under a vehicle represents a great risk for its crew. This paper is about the protection systems that are using in the World and provide a comprehensive and effective protection of the vehicles. The mainly task of these systems is to safe the crew. The paper divides the protective anti-mine system into the external protection system and internal protection system. Each of these two basic groups is nearly specify in the text and there are also application examples for military mobile technology. In the end to sum the paper up there are some approaches to improvement of safety and protection of the vehicles.

Článok pojednáva o problematike BOZP. Poukazuje na jej význam pre zamestnancov a zamestnávateľov, definuje hlavné dokumenty v tejto oblasti na Slovensku. Pozitívny ekonomický vplyv zlepšenia pracovných podmienok, špeciálne BOZP je spojené s vyššou produktivitou práce, efektivitou ale aj kvalitou práce a kvalitou poskytovaných služieb, čo môžu tvoriť len zdraví a motivovaní zamestnanci. Pretože veľa zamestnávateľov ako aj zamestnancov má veľmi nízke právne povedomie týkajúce sa BOZP je dôležité poskytnúť študentom a učiteľom kvalitný systém vzdelávania v tejto oblasti. Tento článok podáva informácie ako je výchova k BOZP implementovaná v základných a stredných školách a špecifikuje výchovu budúcich učiteľov k BOZP predovšetkým na UMB v Banskej Bystrici. Je veľmi dôležité mať dobré učebnice alebo učebné materiály (skriptá, monografie, e-learning) pre tento účel čo je aj obsahom tohto článku.
The article is concerned to the issue of Safety and Health Protection. It shows off its meaning according to the employers and employees, it defines main documents of the area in the Slovak Republic. The quality and level of safety at work and the employees´ health in a wider context presents culture, social and economical maturity of both – employers and the state. The positive economical influence of the improvement of working conditions, especially Safety and Health Protection, is conveyed with higher productivity, efficiency as well as the quality of work or quality of the services provided, which is created only by healthy and motivated employees. Since many employers as well as many employees have low legal awarness related to Safety and Health Protection, it is neccessary to provide both students and teachers in that area with high quality system of education and the article gives information such as education towards Safety and Health Protection which is implemented at primary and secondary schools and it specifies education of the next teachers to Safety and Health Protection more at the University of Matej Bel in Banská Bystrica. Itis very important to have good textbook or educative material for this purpose, various kinds of textbooks, monographies, internet web sites, e-learning, everything is briefly described in this article.

Construction objects arise during the implementation of construction projects. Participants in these projects are interested in taking systematic actions to improve the state of occupational safety and health protection. The effectiveness of these activities requires that they be carried out as part of a comprehensive system of managing the construction project implementation process. The safety management and health protection system is part of the overall project management system, which includes: organizational structure, planning, responsibility, rules of conduct, procedures, processes and resources and requires analysis of safety and health protection issues in its individual areas, phases and stages. This is primarily due to the fact that proper management is the most effective way to ensure an adequate level of safety and health protection (S&HP), desirable both due to the need to comply with legal provisions in force in construction, social expectations, and the possibility of obtaining positive economic effects by individual process participants in the scale of the entire construction project. The article proposes a theoretical model of the built undertaking that can be used to recognize the state of bioses. The model distinguishes parts, activities and areas in accordance with the logical course of the process, which was assigned to individual stages of the project. A research tool - RADAR S&HP - was developed to identify the factors affecting S&HP. To assess the condition of bioses, an analytical and mathematical model of the examined undertaking was formulated to ultimately determine the directions of preventive actions in the field of safety and health protection at individual stages, phases and areas of the construction project implementation process.

Cel: Bezpieczeństwo i ochrona zdrowia na budowie (BIOZ) zależą od wielu czynników. Są one zróżnicowane i często trudne do ustalenia, gdyż różnią się w zależności od zastosowanych technologii, a także organizacji i metod prowadzenia prac budowlanych. Celem artykułu jest przybliżenie czytelnikom zasad stosowania analizy wielokryterialnej w budownictwie na przykładzie metody DEMATEL przeznaczonej do diagnozy stanu bezpieczeństwa pracy i ochrony zdrowia. Projekt i metody: Artykuł został opracowany w oparciu o literaturę naukową oraz posiadaną wiedzę i wyniki badań własnych autora. Do określenia bezpośrednich zależności pomiędzy czynnikami mającymi wpływ na bezpieczeństwo i ochronę zdrowia w ujęciu przyczynowo-skutkowym wykorzystano wyniki badań ankietowych przeprowadzonych wśród kierownictwa budów w ramach projektu badawczego Narodowego Centrum Nauki nr N N115 347038 (2010–2013) pt. „Identyfikacja stanu bezpieczeństwa i ochrony zdrowia w polskich przedsiębiorstwach budowlanych po wejściu do UE i zaprojektowanie modelu zarządzania bioz spełniającego europejskie kryteria jakościowe, ochrony środowiska, ergonomii i ochrony pracy”. Na ich podstawie zastosowano metodę DEMATEL. Wyniki: Istnieje wiele sposobów identyfikacji czynników wpływających na poziom bezpieczeństwa i ochrony zdrowia. W artykule zaproponowano wykorzystanie metody DEMATEL, która znalazła zastosowanie w rozwiązywaniu złożonych zagadnień, w tym także w budownictwie. Wykorzystanie metody DEMATEL do identyfikacji czynników mających wpływ na poziom bezpieczeństwa i ochrony zdrowia na budowie na szczeblu kierownictwa budowy i ustalenie zależności przyczynowo-skutkowych pozwoliły na utworzenie mapy znaczenia (relacji), na podstawie której można było stwierdzić, które z analizowanych czynników były dominujące i wymagały szczególnej uwagi w dalszym postępowaniu. Wnioski: Podczas realizacji procesu budowlanego występują różnorodne czynniki mogące stanowić zagrożenie dla zdrowia, a nawet życia pracowników budowy. W związku z tym czynniki te należy identyfikować, na przykład za pomocą badań ankietowych lub poprzez wykorzystanie wiedzy pozyskanej od ekspertów. W dalszej kolejności należy stosować metody badań operacyjnych, które dzięki użytym modelom matematycznym oraz ustalonym kryteriom, pozwalają oceniać możliwe decyzje oraz poszukiwać decyzji optymalnej.
Objective: Work safety and health protection at construction sites (WSHP) depends on many factors. They are varied and difficult to identify, as they vary between the applied technologies, and the organisation and methods of work.. This paper aims to familiarise the readers with the rules of applying multi-criteria analysis in construction as exemplified by the DEMATEL method, which is designed to diagnose the state of work safety and health protection. Design and Methods: This paper is based on research literature and the author’s own knowledge and research findings. In order to determine the direct relationships between the factors affecting work safety and health protection in terms of cause and effect, the paper uses the results of National Science Centre research project, N N115 347038 (2010-2013), involving a survey conducted among construction managers, on “The identification of the state of work safety and health protection within Poland’s construction industry following entry into the EU and the design of an WSHP management model meeting the European qualitative, environmental, ergonomics and labour protection criteria”. They served as the basis for the use of the DEMATEL method. Results: There are many ways to identify factors that affect the level of work safety and health protection. The paper proposes the use of the DEMATEL method, employed extensively for solving complex problems, including in the construction industry. The use of the DEMATEL method to identify factors affecting the level of work safety and health protection at construction sites and to determine the causal relationship has made it possible to create a map of significance (relations) that can be used to determine which factors were dominant and required special focus when performing further action. Conclusions: Many factors occur during the construction process which may pose a threat to the health and even life of the construction workers. These can be identified, for instance, by questionnaire surveys or expert knowledge. This should be followed by operational research methods, which, via set criteria and applied mathematical models, enable the evaluation of decisions so as to ascertain the optimum decision.

The principles of civil aviation safety are considered. At present time, aviation is an ultra-safe system, (i.e. a system that experiences less than one catastrophic safety breakdown every one million production cycles). But, unfortunately, we can never state that aviation activities will be absolutely safe. In current conditions the increase of the civil aviation safety level is one of the principal objectives of the world air transport development. The paper pays special attention to the civil aviation threats and risks in the context of globalization processes. The investigation deals with problems of global implementation of Annex 19 to the Convention of the International Civil Aviation. Present research paper discusses new theoretical approaches to searching for methods to assess the “safety space” of civil aviation activity. Special attention is paid to an effective test, proposed by A. Wald.

During firefighting and rescue operations there is a high probability that rescuers will come into contact with ionizing radiation and radiation contamination. The firemen of the State Fire Service and the Volunteer Fire Service perform a number of tasks during the action [Obwieszczenie Marszałka Sejmu… 2009], for which they are prepared during exercises and theoretical sessions. A significant reduction in the probability of radiation or radiation contamination risk can be achieved by taking appropriate precautions and following certain rules and procedures. The actions at which ionizing radiation occurs take place very rarely and procedures are regulated by the “Rules of conduct in the event of radiation risk” [Komenda Główna… 2009] annexed to the “Rules of the organization of chemical and environmental rescue in the National Firefighting and Rescue System” [Komenda Główna… 2013]. The aim of this article is to present the possibilities of protecting the rescue team during fire and rescue operations associated with the potential presence of radioactive materials at the scene.

The paper presents a computer software that uses a database of the MS Access format and is meant to facilitate management of protection setting calculations for bays in a MV network system. The database collects and saves information about the network topology, parameters of its component elements and about the applied protection devices together with their settings. Interface of the application supports the process of the network topology development and the selection of protection devices and their settings. It also makes possible to check efficiency of the protection equipment operation by checking their sensitivity, operation range, redundancy as well as coordination of the operation times.

Autorzy opracowania tworzą zespół badawczy, który zwraca uwagę na zagadnienia zarządzania bezpieczeństwem w sytuacjach kryzysowych. Jednym z elementów zarządzania bezpieczeństwem jest realizacja § 17. 1 i 2 Rozporządzenia Ministra Spraw Wewnętrznych i Administracji z dnia 7 czerwca 2010 r. w sprawie ochrony przeciwpożarowej budynków, innych obiektów budowlanych i terenów (Dz.U. 2010 nr 109 poz. 719). Zapis rozporządzenia określa wymóg przeprowadzania ćwiczeń w zakresie próbnych ewakuacji. Zespół badawczy zwrócił uwagę na zapis, który nakazuje dyrektorom placówek oświatowych przeprowadzać ćwiczenia w zakresie próbnych ewakuacji raz w roku. W artykule przedstawiono wyniki badań ankietowych na próbie 1017 studentów I roku w województwie podkarpackim, którzy odpowiadali na pytania odnośnie udziału w próbnych ewakuacjach. Potwierdzeniem stawianych hipotez w niniejszym artykule są dane uzyskane od Komendantów Powiatowych (Miejskich) Państwowej Straży Pożarnej.
The authors of the article make up the research team which draws attention to the issues of safety management in crisis situations. One of the elements of safety management is the implementation of § 17. 1 and 2 of the Ordinance of the Minister of the Interior and Administration of 7 June 2010 on fire protection of buildings, other building facilities and areas (OJ 2010 No. 109, item 719). The range of the regulation sets out the requirement to conduct practice evacuation drills. The research team drew attention to the provision which requires the directors of educational institutions to perform exercises on evacuation drills once a year. The article presents the results of surveys on a sample of 1,017 first-year students in the Podkarpackie Province who responded to questions regarding the participation in evacuation drills. The hypotheses of this article were confirmed by the data obtained from District (Urban) Commanders of the State Fire Service.

At the present time, there are many abandoned areas and places that are affected by extraction activity, but which continue to be of importance due to valuable mineral resources. This article deals with environmental protection for their future use in terms of potential mineral resources. The area of Ruskov in Eastern Slovakia is typical with its rich deposits of andesite. Currently, there is no extraction activity at the site. The problem is related to effectively securing and protecting the environment for future use. The aim of the article is to indicate the possibilities for securing and protecting the area. The procedure can be applied universally to similar types of areas. According to the physical and chemical analysis of the water sample, the water in the quarry is of a basic high magnesium-bicarbonate type. The total mineralization 375 mg/l, pH – 8.4, content of Na – 13.4 mg/l, Ca – 41.1 mg/l, Mg – 26.2 mg/l, Fe – 0.04 mg/l, Mn – 0.012 mg/l and in the hydrogeological investigation the mineralization of precipitation water ranged from 25.8 to 48.0 mg/l, pH 6.0-6 6. From the comparison of values for inflows to the pit of the old Ruskov quarry and the values of groundwater runoff in the volcanic massif, we can state that only a part (approx. 50%) of groundwater from the volcanic massif is involved in the inflow to the quarry. The greater part of the underground runoff flows in the local sub-system to the local erosion base, which is represented by the valley of the Bystré stream, or it joins the flow of the intermediate stream (Olšava valley, erosion base). In the previous extraction activity in the Old Quarry of Ruskov, as well as after it was flooded in August 2014, no adverse effects on the flow and groundwater regime were observed in the evaluated area. Based on the previous evaluation of the hydrogeological conditions of the area, we can state that after the interruption of extraction at the Ruskov – old quarry deposit and the termination of pumping of quarry water, there is no expected adverse influence on the flow and groundwater regime in the evaluated area.
