Opis:
The scientific study is devoted to the development of conceptual bases, principles and scenario of the modelling of environmental safety in the system of sustainable development. The study considers artificiality, structural instability, quantifiability and duality of environmental safety. Factor and time components of safety determined according to the modified stochastic approach are also disclosed. They interpret the dependence of the environmental competitiveness of the region on the level of environmental hazard (component by component), innovation and investment activity aimed at improving the state of the environment. The authors of the paper argue that safety modelling, in view of institutional transformations (or responses), characterizes the level of response to challenges, taking into account the analysis of environmental safety issues in the system of sustainable development, the state of legal mechanisms, the struggle against threats and risks, etc. In the light of the aforementioned, an econometric model of the period and change in the dependence of the ecological competitiveness of the territory on the level of environmental hazard, innovation and investment activities aimed at improving the state of the environment is developed. The obtained results of the modelling, based on modified stochastic approach using real information that quantitatively reflects the features of such processes, prove a significant influence of genetic factors on competitiveness.

The transport systems are now equipped with more telematics devices for improvement the functionality and safety purposes. One of the methods of evaluating telematics systems is modeling. The paper presents the basic model of typical land transport means (vehicle with anti-collision system, railway system) related to standard reliability model including non-safety, critical state. This model based on Markov processes theory may be more detailed corresponding to “telematics” control state connected with system reaction for driving improper action or device failure and activation the emergency control procedure.

First, basic notions of the multistate system safety analysis are introduced, i.e. the multistate components and the multistate system, the multistate system component safety function, the multistate system safety and the multistate system risk function are defined. Moreover, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Furthermore, there are constructed safety models of the multi-state homogeneous and non-homogeneous series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series, series-“m out of n”, “m out of n”-series, series-consecutive “m out of n: F” and consecutive “m out of n: F”-series systems and their safety functions are determined. Moreover, a very often met in practiceseries system composed of multistate subsystems identical with the considered earlier multistate systems is considered and its safety function is determined.

In the paper the safety function of a multistate series network with dependent assets, with dependent subnetworks and with dependent assets of its subnetworks is determined. The multistate series-parallel network with dependent assets of its subnetworks and multistate series-“m out of k” network with dependent assets of its subnetworks is considered. Further the multistate parallel and “m out of n” networks with dependent assets are analyzed. The safety function of multistate parallel-series and “m out of l”-series networks with dependent assets of its subnetworks, and finally of multistate parallel-series and “m out of l”-series networks with dependent subnetworks and dependent assets of these subnetworks are determined. Proposed theoretical models of dependency are applied to the safety analysis of the exemplary electricity network. Finally, the obtained results are compared with results for the considered electricity network without assumption about dependencies between assets and subnetworks.

This report focuses on the safety analysis in the multistate ageing system after changing the safety state by any of its components, the inside interactions among the remaining components may cause the change of those components’ safety states. As we consider multistate systems, in a local, equal and mixed load sharing model of dependencies. For them, we analyze the safety of a multistate parallel-series and “m out of l”-series system, assuming that the lifetimes of subsystem components in the safety state subset are decreasing according to the local load sharing rule and the lifetimes of subsystems are decreasing according to the equal load sharing rule.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. For every of them the main safety paremeters are defined. Furthermore, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Finally, the Baltic Port and Shipping Critical Infrastructure Network is defined and described in the same way.

Regions are Europe’s basic levels of management. The literature was reviewed to identify regional safety analyses and some of the factors that are important for road safety in the regions. Next, data were collected at the regional NUTS 2 level in Europe for the years 1999-2008. An analysis of the data helped identify factors which have the strongest bearing on fatalities and other safety measures. This paper presents the initial results of a broader research programme on road safety at the regional level.

A number of international studies argue that there is a correlation between the number of traffic fatalities and the degree of public activity. The studies use the unemployment rate to support that argument. As unemployment grows miles travelled fall, a factor known to affect road safety. This relationship seems to be true for Poland, as well. The model presented in the paper is intended to prove it. It is a structural time-series local level model with the explanatory variable (the unemployment rate) and some interventions. Because of the dynamic nature of traffic safety developments it lends itself very well to modelling in that way.

Opis:
The definition of dynamic areas of searching for shipwrecks, and/or the movement of pollution across waters of Szczecin Lagoon first requires the knowledge and specification of hydro-meteorological conditions across the area. This article compares wind parameters from various sources of meteorological stations located close to Szczecin Lagoon. The wind speed and direction were obtained from Ueckermuende, I Brama Torowa (Urząd Morski Szczecin), and Kopice (wind meter of Szczecin Maritime Academy). Wind direction data analysis was based on directional statistics methods and tools.

Opis:
This paper presents a mathematical model of the ejection seat trajectory in a symmetrical design. The component speeds and displacements of the seat in function of time are determined by means of an analytical method. The model takes into account the change of air density in function of height and the change of free fall acceleration dependent on the latitude and flight height of the seat. The gravity load that acts on the pilot in the chest-back direction in function of the flight height and speed is determined. The mathematical model with the initial conditions is used for creation of a computer application with the use of MATLAB software, owing to which it was possible to obtain the flight trajectory of the seat in relation to the aircraft and in relation to the ground. The minimum distance which the seat flows over the vertical stabilizer depending from the pilot’s mass and the aircraft speed is determined.

Opis:
Risks relating to external hazards, either natural or man-made, have to be taken into consideration in the design of nuclear and other industrial facilities. These risks have to be studied to guarantee the availability and efficiency of safety functions which, e.g. in the case of power reactors, enable a safe shutdown, maintain the reactor in a safe shutdown state, ensure the residual heat removal and the containment of radioactive products. With a view to design protection against risks related to external hazards, these hazards have to be assessed in an appropriate manner. The methods used can be either deterministic or probabilistic. In both cases, the method strongly relies on observations (e.g. flood records) that are processed to define a maximum event for the respective facility design. Moreover, the validity of these records over a certain time frame like 100 years has to be checked. Coping with external hazards such as flooding in the future requires an in-depth assessment taking into account new data, further developed methodologies and criteria. Some of these ideas, developments and applications are provided.

Opis:
Numerical modeling is one of the most promising and most developed scientific research tools [2]. The important advantage of this method is the ability to obtain results in a much more efficient way than using conventional experimental tools. In addition, the application of experimental methods is not feasible in solving numerous technical issues due to the inability to make direct measurements of the analyzed physical quantities. In the above mentioned applications, numerical modeling is an ideal research tool, which strongly contributes to the development of the contemporary science. This paper presents the stress analysis of the landing gear, which is a key element to ensure high operational reliability coefficient of the aircraft. The performed analysis is an example of the application of computational methods in solving technical issues in the area closely related to safety engineering.
Modelowanie numeryczne jest obecnie jedną z najbardziej obiecujących i rozwijanych naukowych metod badawczych, której najistotniejszą zaletą jest możliwość uzyskania danych wynikowych w sposób daleko bardziej efektywny niż z zastosowaniem klasycznych metod eksperymentalnych. Ponadto liczne są zagadnienia, do rozwiązania których aplikacja metod doświadczalnych nie jest wykonalna z uwagi na brak możliwości dokonania bezpośrednich pomiarów analizowanych wielkości fizycznych. Między innymi w takich zastosowaniach doskonale sprawdza się modelowanie numeryczne jako narzędzie badawcze służące rozwojowi współczesnej nauki. W pracy przedstawiono problematykę zastosowania numerycznych metod obliczeniowych w rozwiązywaniu zagadnień technicznych z obszaru ściśle związanego z inżynierią bezpieczeństwa na przykładzie analizy wytrzymałościowej podwozia samolotu, czyli kluczowego elementu zapewniającego wysoki współczynnik niezawodności eksploatacji statku powietrznego.

Dependent failures are extremely important in reliability analysis and must be given adequate treatment so as to minimize gross underestimation of reliability. German regulatory guidance documents for PSA stipulate that model parameters used for calculating frequencies should be derived from operating experience in a transparent manner. Progress has been made with the process oriented simulation (POS) model for common cause failure (CCF) quantification. A number of applications are presented for which results obtained from established CCF models are available, focusing on cases with high degree of redundancy and small numbers of observed events.
