Opis:
This article addresses selected aspects of organizational culture to be considered in the context of knowledge based proactive safety and security management of plants, ports and systems of critical infrastructure. It has been often emphasized in the domain literature that business effectiveness of such plants and their resilience against hazards and threats to avoid major accidents depends substantially on human and organizational factors. It becomes obvious that appropriate shaping of these factors is crucial and should be considered in life cycle. Some terms have been also introduced such as safety culture and security culture. Current research topic in this domain includes an interface between safety and security. The article discusses these issues in the context of knowledge based proactive safety and security management being a new challenge, especially in cases of hazardous plants, ports and other complex systems of critical infrastructure. Nevertheless a crucial role plays the human-operator undertaking safety-related decisions during potential abnormal situations and accidents. Below some issues concerning requirements for the alarm system design in context of human factors are outlined and discussed.

Opis:
One of the dimensions treated as part of a company's safety culture or climate is workers' attitudes towards risk and safety. In the present study these personal aspects are defined as workers' safety culture, which is understood as a way of acting focused on life and taking care of one's health. A questionnaire on safety culture was filled out by 200 employees of a metallurgical enterprise. Factor analysis was used to determine empirical scales of the questionnaire, whereas variance analysis was used to test hypotheses. The results confirmed the hypotheses that people who experienced accidents, dangerous situations, and-to a lesser extent-health problems had a lower level of safety culture. Nevertheless not all of the scales determined during factor analysis turned out to be significant as far as all kinds of those undesirable situations are concerned. Proposals for future studies are formulated in the conclusion.

This article presents the results of 3 Polish companies implementing programmes for modifying unsafe behavior. Those programmes involved training workers and supervisors, and observing, registerinh and analyzing the workersʼ behaviour. They focused on the quality of life and safety culture as factors key to the level of unsafe behaviour and, thus, to the level of safety in an organization. To assess the effectiveness of the programmes, the quality of life and safety culture were studied before, during and after the intervention. The implementation of the programmes resulted in a higher level of safety culture and workersʼ well-being and fewer cases of unsafe behaviour. The improved level of safety culture and well-being was different in each company.

Bezpieczeństwo oparte na zachowaniu to metoda, której celem jest wzmocnienie bezpiecznych zachowań pracowników podczas wykonywania pracy. Celem opisanych w artykule badań było zweryfikowanie hipotezy, że systematyczny proces obserwacji pracownika na stanowisku pracy będzie prowadził do wzrostu liczby zachowań bezpiecznych i zmniejszenia liczby zachowań ryzykownych. Badaniem objęto przedsiębiorstwo produkcyjne z branży spożywczej, zatrudniające 500 pracowników. Analizie poddano dane z obserwacji prowadzonych w ramach realizacji programu BBS w ciągu 8 miesięcy. Analiza wskaźnika zidentyfikowanych zachowań ryzykownych wykazała trend malejący, zaś wskaźnika zachowań bezpiecznych wyraźny trend rosnący. Badanie pozwoliło również na wyłonienie stanowisk, gdzie zachowania ryzykowne podejmowane są częściej. Wyniki wskazują także na wzrost świadomości pracowników w zakresie zachowań ryzykownych i wynikających z nich zagrożeń. Dane potwierdzają sensowność wdrażania programów BBS w organizacji.
Behaviour-Based Safety (BBS) is a method used to popularize safe behaviors of employees at work. The aim of the study described in the article was to verify the hypothesis that a systematic process of observation of the employee in the workplace will lead to an increase beliavior's safety and a reduction of the number of risky behavior The study en compassed a manufacturing company in the food industry with 500 workers on payroll. The analyzed data had been collected during the 8 months long observations in the framework of the BBS program. As expected, the analysis of the ratio of identified risk behaviors indicated a decreasing trend, while the rate of safe behaviors a pronounced increasing trend. The analysis also enabled selection of positions where risky behaviors are taken significantly more often. The results also indicate an increase in employees awareness of risky behavior and the results of risks The results indicate the reasonableness of the implementation of programs of BBS in the organization.

Behaviour-Based Safety (BBS) is a popular approach to enhancing occupational safety, with many researchers reporting successes of implementing BBS programs. There are, however, studies that see this approach as illusory, bringing more harm than good. The first goal of this article is to present an overview of literature providing both evidence and elaboration of implementing BBS programs, highlighting both positive and negative views of the approach. The second goal is to discuss the perception of the method, based on a literature review and authors’ own research.

The primary purpose of the research was to investigate the effect of psychological safety on the silent behaviour of academic staff with the mediating role of happiness. This research was descriptive-correlational regarding the data collection method. The statistical population was all employees (administrators and teachers) of public schools in Tehran, of whom 373 persons were selected. The questionnaires included a “psychological safety” questionnaire by Edmondson (1999), a researcher-made questionnaire on “silence behaviour” according to the Vakola and Bouradas questionnaire (2005), and “happiness” by Oxford (1990). Descriptive and inferential statistics (Pearson correlation coefficient and structural equations modelling tests) were used to analyse the data. The results showed a positive and significant relationship between psychological safety and the employees’ happiness. Findings of the structural equations modelling indicated that the direct effect of psychological safety on silence was -0.61, and psychological safety with the mediation of happiness reduced to silence by -0.77. It could be concluded from the results of this research that happiness has an important effect on reducing organisational silence, and this research would provide a theoretical reference for managers to take comprehensive measures to improve happiness in the organisation.

Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

Social campaigns are a tool to promote ideas and attitudes, being at the same time a way of activating recipients to take pro-social behaviors and eliminating attitudes that negatively affect the health, life and development of society. In the current era social campaigns are seen as an element increasing the efficiency of operations in the field of public health or safety, because they have instruments thanks to which a particular social group can be reached. Social advertising, which is a persuasive message should induce attitudes and behaviors socially desirable and provoking abandonment of behaviors that violate the legal order or sense of social security. Examples include social advertising directed to people who are participants in road traffic. The purpose of these projects is to make positive changes in behaviour among all road users and to respect the dangers and consequences of making decisions that violate the law. Also, the governmental programme „Safer Together” has been integrated into the campaign to counteract unwanted traffic incidents and their consequences. His overriding goal, among others, was reducing the scale of phenomena and behavior creating a sense of danger in society. This programme combined actions of many entities including the police, government and local administration, as well as the social partners interested in improving public safety and order. Activity in this field educated and shaped a conscious and cultural participant of the road traffic; It has disseminated the principles of road rescue, first aid and, in particular, the promotion of traffic safety measures. Presented work is an attempt to answer the question of the quality and effects of an integrated approach to road safety issues under the „Safer Total” programme conducted in years 2007‒2015 and social campaigns.

This paper addresses the question of whether adopting safety culture improves hazard prevention in enterprises characterized by high primary risk. To answer this question, sample underground coal mines were examined to investigate the basic elements of the safety culture of employees. This paper presents the results of a diagnosis of the basic elements of the safety culture of supervisors (midlevel managers) and blue-collar workers in 3 underground coal mines. The study used 2 techniques: a Likert-type scale and a questionnaire. The results indicate the need to introduce changes in the safety culture of underground coal mine employees. This study also presents the conditions for improvement. Special attention was paid to (a) the conditions for improving safety culture and (b) a programme for modifying risky behaviours.
