The article aims to analyse the development of tools, and assess the resource potential for industrial enterprises in Ukraine, and it also discusses the ways of forming a scientific research methodology. The success of the functioning of an economic entity is determined by the level of resource availability, their structure, the rate of renewal, the efficiency of use and the level of specialization. The scope of an enterprise determines all of these factors by its resource potential. Economists are looking for the best solutions for its evaluation, and thus various ways of previously known and tested methods of improving are proposed. Artykuł ma na celu analizę rozwoju narzędzi i ocenę potencjału zasobowego przedsiębiorstw przemysłowych na Ukrainie, a także omówienie sposobów kształtowania metodologii badań naukowych. O sukcesie funkcjonowania podmiotu gospodarczego decyduje poziom dostępności zasobów, ich struktura, tempo odnawiania się, efektywność wykorzystania oraz stopień specjalizacji. Zakres przedsiębiorstwa determinuje wszystkie te czynniki poprzez jego potencjał zasobowy. Naukowcy ekonomiści szukają najlepszych rozwiązań do jego oceny; proponowane są różne sposoby dotychczas znanych i sprawdzonych metod doskonalenia. Autorzy zwracają uwagę, że nie ma obecnie jednolitej metodologii oceny potencjału zasobowego przedsiębiorstwa w realnym sektorze gospodarki. Istniejące narzędzia pomiarowe to odrębne wskaźniki charakteryzujące efektywność przedsiębiorstwa. Jednak dla pełnej oceny konieczne jest, aby była wszechstronna i systematyczna. W związku z tym zaproponowano procedurę i system wskaźników do oceny głównych rodzajów zasobów, które może zastosować każde przedsiębiorstwo przemysłowe w celu poprawy jego wydajności.

Opis:
Wobec kurczących się zasobów złoża węgla brunatnego Bełchatów w obecnie eksploatowanych polach Bełchatów i Szczerców, przedłużenie funkcjonowania elektrowni Bełchatów, produkującej ok. 20% polskiej energii elektrycznej, wymaga udostępnienia nowych złóż. W artykule przedstawiono wstępną analizę możliwości górniczego zagospodarowania złoża Bełchatów – pole Kamieńsk, zlokalizowanego w bliskim sąsiedztwie elektrowni. Przedstawiono ocenę parametrów geologicznych złoża oraz warunki ewentualnej eksploatacji górniczej, a także uwarunkowania zewnętrzne – naturalne i antropogeniczne. Analizy wykazały, że mimo korzystnych parametrów jakościowych węgla w Polu Kamieńsk, złoże, ze względu na budowę oraz głębokość zalegania, nie przedstawia wartości jako baza zasobowa dla elektrowni Bełchatów. Ponadto obiekty zabudowy powierzchni uniemożliwiają opłacalną eksploatację tego złoża. W konkluzji wskazano, że lokalizacja zwałowiska zewnętrznego w bezpośredniej bliskości złoża Bełchatów – pole Kamieńsk nie jest głównym powodem, dla którego opłacalna eksploatacja tego złoża nie jest możliwa.
In view of the shrinking reserves of the Bełchatów lignite deposit in the currently exploited Bełchatów and Szczerców fields, the prolongation of the Bełchatów power plant activity, producing about 20% of Polish electricity, requires access to new deposits. The article presents a preliminary analysis of mining opportunities for the Bełchatów – Kamieńsk field deposit, located in close vicinity of the power plant. The assessment of geological parameters of the deposit and the conditions of possible mining exploitation, as well as external (natural and anthropogenic) conditions, is presented. Analyses have shown that despite the favourable quality parameters of coal in the Kamieńsk field, the deposit has no value as a reserve base for the Bełchatów power plant due to its geological conditions and the depth to the deposit. In addition, surface development facilities prevent profitable exploitation of this deposit. In conclusion, it was pointed out that the location of the external dump in the immediate vicinity of the Bełchatów – Kamieńsk field deposit is not the main reason why the profitable exploitation of this deposit is not possible.

Opis:
Theoretical considerations of the multicast Quality of Service (QoS) routing have been a rapidly developing and dynamic research area for years. Several algorithms derived from different approaches have been proposed, while the pool of valid solutions to the problem is steadily growing. When new solutions are compared with their predecessors, as much information as possible about their characteristics and differences is needed. Both the graph theory and the optimization theory provide robust and objective means of comparing not only algorithms, but also the results they produce. However, any possible extension to the comparison methods is vital and can bring interesting new information that would eventually lead to innovative conclusions. This article presents a method, derived from practice and experience, that simulates the drainage of resources accumulated by consecutive communication allocations. The nature of this comparison is an extension to the classical measurement of the success ratio and this creates a context of the continuous measure of a success rather than a simple binary value. In this article such a method with regard to algorithms optimizing multicast problems for more than two criteria is used for the first time and leads to an interesting conclusion about the influence of the number of the criteria on the result.

Enterprise resource planning (ERP) is a computer-based information system for enterprise integration. ERP integrates information from all functional areas of enterprise to support management processes. The implementation of ERP is an expensive and time-consuming process but for contemporary enterprises it is a necessity. The effective enterprise management is impossible without on-line information about business processes executed in all functional areas. The ERP implementation involves a strategic decision that influences enterprise development for many years. Thus, ERP systems should evolve together with enterprises. The paper proposes a benchmarking methodology that enables evaluating the implementation of an ERP system in three manufacturing companies focused on make to-order production. The enterprises make small series or single prototype production. The research is based on benchmarking of the enterprises that implemented ERP systems in the past years. It involves comparison of the most important financial ratios and statistical data extracted from the ERP system. Results of data analysis are a basis for a proposed procedure of ERP evaluation. The procedure enables not only evaluating the ERP system implementation but also determining functional areas that require support, changing business processes or functionality of ERP. The proposed benchmarking methodology presents how much the ERP system is adapted to enterprise requirements. Examples presented are based on a case study of Polish enterprises.

Opis:
A new algorithm is proposed for phased array radar search function resource allocation. The proposed algorithm adaptively priorities radar search regions and in overload situations, based on available resources, radar characteristics, maximum range and search regions, optimally allocates radar resources in order to maximize probability of detection. The performance of new algorithm is evaluated by the multifunction phased array radar simulation test bed. This simulation test bed provides capability to design and evaluate the performance of different radar resource management, target tracking and beam forming algorithms. Some results are presented that show capabilities of this simulation software for multifunction radar algorithms design and performance evaluation.

The aim of the article is to indicate the influence of human resource policy on the presence of Polish science in global science. Research findings include an analysis of changes over time in the number of research personnel and papers indexed in the Web of Science database. The research method used in the study is statistical analysis with the use of correlation analysis and regression analysis. Application of these tools allowed for establishing basic relationships between the analysed variables. Obtained results point to the fact that the human resource policy in Polish science, aimed at increasing the number of papers published at international level or in international circulation, turns out to be effective. This growth was especially visible in the years 1999–2011.

Modern businesses boost management by implementing integrated IT systems, such as highly popular in Poland – SAP software, to aid the enterprise resource planning (ERP). This paper evaluates the implementation of an ERP system at a steel wheel rims manufacturer and distributor. The main research method was questionnaire, conducted at the Logistics & Customer Service department. The data acquired from the conducted research were analysed and processed to evaluate the implemented solution. Areas for improvement were pinpointed and concerned the adjustment of the software solution to the needs of the enterprise.

Research background: The value of clusters in developing advanced technology products and services as well as promoting regional growth is acknowledged by many policymakers and researchers (Lee et al., 2012). Hence, clusters are identified as enablers of the circular economy and resource efficiency in this study. Companies aim to enhance competencies and create competitive advantages in global competition and this can be achieved through pulling from a common and accessible pool of resources, information and demand for innovation which means that companies can profit from belonging to a cluster. Purpose of the article: The main aim of the article is to overview the scientific literature that addresses the circular economy, identify clusters and their role in the circular economy and suggest how small and medium enterprises could engage in a circular economy through clusters' performance development. Methods: Bibliometric literature analysis enables identifying the latest trends in scientific articles regarding a circular economy and clusters. The analytical hierarchy process (AHP) allows for composing the scheme of the cluster?s competitive advantage within circular economy. Findings & Value added: The findings suggest that resource efficiency is considered to be one of the most important ambitions and clusters can work as enablers of a circular economy for small and medium enterprises (SMEs), gaining a competitive advantage at the same time. Clusters can encourage and provide conditions in which SMEs would turn to a circular economy. The scheme of Cluster's competitive advantage proposed by the author can help cluster's coordinators, policymakers and all the concerned parties to verify the importance of clusters' involvement in the circular economy.

In times of accelerated development of suburban, rural and open landscape areas, it is important to know at the design stage what the impact on the existing landscape would be from investment projects, especially large-scale investments such as wind power plants, industrial plants, complex of buildings, silos, etc. Currently, local authorities who have to take decisions on the location of potential investment projects lack the tools, methods and procedures for determining the impact of a project on the landscape. This article presents the Visual Resource Management (VRM) model, which is a tool used in the U.S. to evaluate the visual quality of the landscape, determine appropriate levels of land management, determine the potential visual impact of proposed designs and outline appropriate measures to integrate planned development into the environment. A working example was used to identify the key indicators for making an assessment of the impact of an investment project on the landscape.

Artykuł stanowi prezentację rozwiązań stosowanych w rachunkowości zarządczej, które są jednocześnie wsparciem procesu motywowania pracowników. Rachunkowość zarządcza poprzez ścisłe powiązanie z funkcjami kontrolnymi jest niezwykle użyteczna zarówno w ocenianiu pracowników, jak i monitorowaniu ich bieżącej pracy oraz efektów, jakie ona przynosi. Wysoka jakość kapitału ludzkiego może stanowić przewagę konkurencyjną przedsiębiorstwa. Pozostawiona bez kontroli i odpowiedniego poziomu wynagradzania finansowego i pozafinansowego może przyczynić się do upadku przedsiębiorstwa.
The article is a presentation of the solutions used in management accounting, which are at the same time support the process of motivating employees. Management Accounting, through close links with control functions, is extremely useful both in assessing employees and monitor their work, and the effects that it brings. The high quality of human capital can be a competitive advantage of the company. Left unchecked and with an appropriate level of financial and non-financial rewards, can contribute to the collapse of the company.

Introduction/background: The essence of human resource management is the effective and strategic management of the organisation's people. The key elements of this process are recruiting and selecting appropriate candidates, developing and motivating employees, ensuring harmonious team relations, evaluating staff and managing their departures. Appropriate human resource management contributes to increased productivity, employee engagement and the achievement of organisational goals. Aim of the paper: The aim of this study is to present the functioning of selected human resource management processes among retail shop employees in a retail company in the sports and functional apparel industry, and to develop conclusions and recommendations contributing to the improvement of HRM processes in the studied company and other organisations. Materials and methods: For the aim of the study such research techniques like observation, interview and questionnaire survey were used. Results and conclusions: As a result of the research conducted, conclusions have been developed regarding individual human resource management processes. Recommendations were also made that can be used to improve HRM both in the organisation studied and in other companies. Among the most important areas for improvement were the process of managing departures and the incentive systems used in the organisation.

Opis:
Sweet cherry is a vegetatively propagated, perennial plant with high level of heterozygosity and ancient breeding history. Therefore, it is necessary to keep, conserve and evaluate known genetic resources for future breeding programs and fruit production stability. In present, the utilization of DNA molecular genetic analyses is the best suitable method for evaluation of individual accessions, thus we eliminated duplications and characterized the genetic relationships. In our work, we used PCR primer combinations for 19 SSR and 2 EST-SSR loci for analyses of 123 current, old and local sweet cherry cultivars from Czech genetic resources of Research and Breeding Institute of Pomology in Holovousy. In total, 115 polymorphic fragments were amplified, which we used for hierarchical cluster analysis of genetic variability. The result dendrograms were divided into three main clusters and ten subgroups. Clustering corresponded to genealogical and geobotanical characteristics of individual accessions as breeding history of several known accessions.

Material and methods. The study consists of two researches conducted with the use of Google Forms. Two target groups (sports clubs from Baranya County and outstanding sports clubs in Hungary) were taken into consideration. Results. During the interviews in each group of sports clubs, 40 and 52 sports respectively were evaluated. The 12 most important sports were selected for this study. It can be seen that there is no significant difference between the regional and national rankings of sports. Outstanding sports clubs evaluated the given sports higher overall than regional sports clubs with regard to both categories: “the future vision of sport” and “the current impact”. Conclusions. The sport portfolio matrix can serve as the basis for the resource allocation decisions, but it has to be complemented with other funding schemes as this tool incentivizes mostly present performance, whereas strategic considerations should have another platform.
Wprowadzenie. Sport może funkcjonować w wielu kontekstach w społeczeństwie, dlatego wkład finansowy pochodzący od organów rządowych może mieć swoje uzasadnienie. Decyzje dotyczące alokacji zasobów przez podmiot wnoszący wkład są zawsze istotną kwestią. Celem niniejszej pracy było stworzenie zmodyfikowanego narzędzia macierzy portfelowej w celu alokacji środków, które może być stosowane na poziomie krajowym, regionalnym, miejskim lub organizacyjnym. Materiał i metody. Niniejsza praca składa się z dwóch badań, przeprowadzonych z wykorzystaniem Google Forms. Uwzględniono dwie grupy docelowe (kluby sportowe komitatu Baranyi oraz wyróżniające się kluby sportowe na Węgrzech). Wyniki. W wywiadach w poszczególnych grupach klubów sportowych, oceniono odpowiednio 40 i 52 dyscypliny sportowe. Do celów niniejszej pracy wybrano 12 najważniejszych. Można zauważyć, żenie ma znaczącej różnicy pomiędzy rankingiem sportów na poziomie regionalnym i krajowym. Kluby sportowe o wybitnych osiągnięciach oceniły dane dyscypliny sportowe ogólnie wyżej niż regionalne kluby sportowe w obu kategoriach: „wizja przyszłości sportu” oraz „bieżący wpływ”. Wnioski. Macierz portfelowa w sporcie może służyć jako podstawa do podejmowania decyzji o alokacji środków, ale musi być uzupełniona o inne systemy finansowania, ponieważ narzędzie to opiera się głównie na obecnych wynikach, podczas gdy względy strategiczne powinny wykorzystywać inną platformę.

Opis:
The publication presents the issues concerning the management of recruitment processes in public administration. Analysis of the phenomenon has been made on the example of the municipal authority. The aim of this work is the presentation of procedures used in the public administration for recruiting new employees on the example of the municipality, together with an assessment of the procedure, by people who have passed the recruitment process, and proposing changes.
W artykule zaprezentowano kwestie dotyczące zarządzania procesami rekrutacji w administracji publicznej. Analizy zjawiska dokonano na przykładzie wybranego urzędu miejskiego. Celem niniejszej pracy jest prezentacja stosowanej w administracji publicznej procedury rekrutacji nowych pracowników na przykładzie urzędu miejskiego, wraz z oceną tejże procedury przez osoby, które przeszły proces rekrutacji, oraz z przedstawieniem propozycji zmian.
