The article describes current world trends in attempts to solve the problem of linking of remuneration for scientific work to its effectiveness; in particular the attempt to transfer the principles of the concept of New Public Management in the sphere of science funding is investigated. The article presents the analysis of results of the new public management model implementation in financing of Russian research organizations using the tools of econometric benchmarking. The analysis leads to the conclusion about the existence of the conceptual limitations of benchmarking and performance management applicability to the research and development sector.
W artykule przedstawiono aktualne trendy światowe w próbach rozwiązania problemu powiązania wynagrodzenia za pracę naukową z jej efektywnością; w szczególności badana jest próba przeniesienia zasad koncepcji nowego zarządzania publicznego w sferze finansowania nauki. Artykuł prezentuje analizę wyników wdrożenia nowego modelu zarządzania publicznego w finansowaniu rosyjskich organizacji badawczych z wykorzystaniem narzędzi ekonometrycznego benchmarkingu. Analiza prowadzi do konkluzji o istnieniu konceptualnych ograniczeń benchmarkingu i stosowaniu zarządzania wydajnością w sektorze badań i rozwoju.

The study analyzes student, school and district level inequalities of Albanian education system as evidenced in two large-scale assessments. Two main datasets were used for this study, PISA 2018 and the Albanian State Matura Exam 2017. Due to the limited availability of data, the study could only consider a small number of dependent variables at the individual, school, and district level. Utilizing a multilevel analysis, the study observes considerable differences among schools and districts in all three PISA domains and the State Matura Exam. The results were inconclusive regarding shortages of resources at the school and district level. Staff shortage was associated with academic performance in the PISA 2018 dataset, but no statistical association could be identified with the lack of school resources. The analysis of the district financial resources did not show any significant relationship between spending and school performance in the Albanian State Matura Exam. Gender disparities were present in both datasets. Socioeconomic factors, which were measured only in the PISA dataset, had an effect on the student’ achievement.

Dalej przedstawia uwarunkowania poprawy efektywności działalności naukowo-badawczej, wyróżniając warunki stwarzane przez środowisko pracy oraz predyspozycje młodych kandydatów do nauki wśród, których na pierwszy plan wysuwa kreatywność. Duży nacisk kładzie na upraszczane metody oceny parametrycznej jednostek naukowych, które nie ujmują samych autorów prac a głównie rangę wydawnictw naukowych.
In the introduction the author presents definitions of the terms used in the article: the effectiveness of scientific work, career and a careerist in science. Next, he presents the conditions for improving the effectiveness of scientific-research activity distinguishing conditions created by the working environment and predispositions of young candidates towards learning, among which creativity is the most important. He puts particular emphasis on the simplified methods of parametric assessment of scientific units which do not only encompass the authors of studies, but mainly the rank of scientific publishing companies.

Opis:
This paper presents a teaching innovation that has proved successful in stimulating the in-class participation and learning effectiveness of Asian students. The sample population of the research was the teachers and the students of universities in Taiwan and Mainland China. Convenience sampling was used. Grey Relational Analysis (GRA) was used to explore the feedback of learning course. The research results showed that (1) students in Taiwan and Mainland China both have a good confience in attendance and teamwork projects at the beginning of the course and; (2) Taiwanese students are confient in their own creativity and application ability at the beginning of the course and students from Mainland China have a regular habit of reading relevant marketing books.

W artykule przedstawiono wyniki badań encefalograficznych w zakresie aktywności pracy mózgu podczas procesu dydaktycznego. Głównym celem badań jest analiza aktywności poznawczej podczas uczenia się z wykorzystaniem symulacji komputerowych w kształceniu technicznym. Porównano aktywność poznawczą z uwzględnieniem wybranych czynników zakłócających w trakcie pracy ucznia na podstawie obserwacji częstotliwości fal pracy mózgu w badaniach QEEG.
The article presents the results of encephalographic studies in the field of brain activity during the learning process. The main object of the researchis to analyze cognitive activity while learning using computer simulations in technical education. Cognitive activity was compared with selected confounders during student’s work based on observation of brain wave frequency in QEEG studies.

W artykule przedstawiono koncepcję oceny procesu poznawczego na podstawie planowanych badań elektroencefalograficznych QEEG. Głównym problemem badawczym jest próba odpowiedzi na pytanie, czy i w jakim stopniu wykorzystanie nowoczesnych programów symulacyjnych stosowanych w kształceniu zawodowym wpływa na efektywność kształcenia. Efektywność kształcenia jest pochodną aktywności procesu poznawczego podczas uczenia się. W celu odpowiedzi na ten problem planuje się analizę aktywności mózgu dzięki rejestracji i obserwacji przebiegu róż-nych fal oraz wielkości potencjałów generowanych przez układ nerwowy.
The article presents the concept of assessment of the cognitive process based on planned QEEG encephalography. One of the stages of the planned research is to determine the research problem and any variables. The main research problem is, therefore, the attempt to answer the question whether and to what extent the use of modern simulation programs used in vocational education affect the effectiveness of teaching? The effectiveness of teaching is a derivative of the activity of the cognitive process during learning. In order to answer this problem, it is planned to analyze brain activity by recording and observing the course of various waves and the magnitudes of potentials generated by the nervous system.

Skuteczność psychologicznych interwencji jest badana według planu eksperymentalnego, w warunkach laboratoryjnych, aby uzyskać wysoką trafność wewnętrzną. Te badania cechują się niską trafnością zewnętrzną. Ruch promowania praktyki klinicznej opartej na dowodach naukowych wiąże się z oczekiwaniem, że interwencje, które uzyskały wsparcie empirycznie w warunkach laboratoryjnych, będą stosowane w warunkach naturalnych praktyki klinicznej. Tu pojawia się problem ich użyteczności. Dyskutowane są dwie metody badania użyteczności interwencji wspartych empirycznie w warunkach naturalnych praktyki klinicznej, oparte na porównaniu grup. Jako alternatywna metoda badania zarówno użyteczności interwencji wspartych empirycznie, jak i interwencji stosowanych rutynowo w praktyce klinicznej jest proponowana metoda oparta na badaniu indywidualnego przypadku.
Empirically supported treatments are rigorously based on experimental research. Applicable implications of these treatments are limited due to low external validity. Naturalistic research is required to increase external validity. Two methodological strategies of clinical utility evaluation of such treatments in natural settings are discussed. A proposal for client-focused research as a means of providing a framework that could potentially be used by researchers and clinicians to evaluate the effects of treatment in routine clinical practice is presented.

Artykuł opisuje budowę i zastosowanie środowiska "rzeczywistości wzbogaconej" na przykładzie systemu "ARES" (ang. Augmented Reality Emergency Simulator). Pierwsza część opracowania charakteryzuje w sposób ogólny stanowisko badawcze do analizy procesu podejmowania decyzji oraz przedstawia przykładowy przebieg gry reprezentującej obszar poważnych gier decyzyjnych. Druga część opisuje metodologię badań porównujących efektywność systemu "ARES", w odniesieniu do tradycyjnych metod kształcenia. W tym celu przedstawiono pozostałe narzędzia dydaktyczne - PANORAMĘ 360[stopni] oraz Prezentację Multimedialną - wykorzystywane w procesie szkolenia strażaków na poziomie interwencyjnym.
The article shows the architecture of "ARES" (Augmented Reality Emergency Simulator) as an example of augmented reality environment application. The first part of compilation describes experimental capacity for decision making analysis as a whole and shows an example of a game representing serious game field. The second part describes effectiveness research methodology between "ARES" and other traditional teaching aids. PANORAMA 360[degrees] and Multimedia Presentation acting as a serious decision game in research. They have been used in firefighters training process on a primary level for many years and their suitable forms for research are described in paper too.

The article aims to explain how controlling influences an organisation as a whole, considering the job performance of employees and managers. It describes the development and verification of the Controlling Effectiveness Model, which characterises the impact, the place of each variable and the direction of each relationship in the effort to shape organisational performance. The hypothesis was verified with the help of empirical research, which was conducted with 264 organisations operating in Poland. The survey took place in October 2019. The authors of the article used the CAWI method. Efforts had been made to ensure a diversified research sample encompassing various organisational characteristics. The exploratory and confirmatory factor analysis and the sequentially mediated regression model were used to verify the hypothesis. The empirical research allowed confirming a statistically significant indirect impact of the quality of controlling on organisational performance. This relationship depends on the job performance of managers and employees. The analysis of the impact made by controlling on the job performance of employees and managers as we as the organisational performance resulted in a mediation model (the Controlling Effectiveness Model) and confirmed the effect of controlling on organisational performance through the impact on job performance of managers and employees. The article has practical implications. The organisations that decide to implement controlling should focus on the quality of this management support method. It is not enough to simply implement controlling as organisations need to ensure the correct implementation. In this context, it is also relevant to properly shape functional, organisational and instrumental controlling solutions (tailored to the characteristics of the organisation as a whole, as well as to the environmental conditions, under which the organisation operates), which determine the quality of controlling.

Kształcenie kompetencji informacyjnych jako istotna forma przygotowania do pełnego uczestnictwa w społeczeństwie informacyjnym jest jednym z podstawowych zadań współczesnych bibliotek. W artykule zaprezentowano problem oceny efektywności działań edukacyjnych podejmowanych w polskich bibliotekach uczelnianych w nawiązaniu do założeń Europejskich i Krajowych Ram Kwalifikacji. Opierając się na literaturze przedmiotu przeanalizowano metody stosowane do badania skuteczności edukacji informacyjnej oraz wskazano najczęściej stosowane narzędzia.
Information literacy education as an important form of preparation for full participation in the information society is one of the main tasks of modern libraries. The article presents the problem of assessing the effectiveness of educational activities undertaken in Polish academic libraries in relation to the objectives of the European and National Qualification Framework. Based on the literature examines the methods used to test the effectiveness of information education and identifies the most frequently used tools.
