W artykule przedstawiono zastosowanie podejścia ukierunkowanego na architekturę systemu informatycznego w procesie projektowania oprogramowania eksperymentalnego do budowy modeli ścieżek klinicznych. Artykuł przedstawia także wyniki analizy zasadności zastosowania standardów BPMN, GELLO, UML, OCL, XML oraz HL7 w kontekście ich przydatności do modelowania architektury systemu informatycznego. Wybrany zestaw standardów oceniany jest pod kątem uzyskania pożądanych efektów budowy architektury systemu informatycznego oraz tworzenia modeli ścieżek klinicznych w oprogramowaniu eksperymentalnym.
The paper describes the use of an information system architecture-driven approach in the process of experimental software design to build models of clinical paths. This article presents the results of the analysis of the applicability of BPMN, GELLO, UML, OCL, XML, HL7 and GLIF standards in the context of their suitability for modelling system architecture. Selected set of standards is evaluated in terms of obtaining the desired effects of construction of information system architecture and creation of clinical paths models in the experimental software.

W artykule przedstawiono główne wymagania związane z systemem zarządzania środowiskowego na szczeblu samorządów. Autorzy scharakteryzowali trzy poziomy zarządzania środowiskowego: strategiczny, taktyczny i operacyjny. System zarządzania środowiskowego powstaje w oparciu o standard ISO 14001, jednakże samorządy powinny brać pod uwagę także specyficzne zasady realizacji swoich zadań. Lokalne systemy zarządzania środowiskiem powinny stanowić gwarancje zrównoważonego rozwoju gmin.
The paper presents the key requirements connected with the Environmental Management System in local governments. Authors characterise three levels of environmental management: strategic, tactical and operational. The Environmental Management System is built according to the standard ISO 14001 but local government should take into consideration specific principles of their activities. Local Environmental Management System should ensure sustainable development.

Celem artykułu jest przedstawienie wymagań stawianych dostawcom w zakresie wdrażania systemowego zarządzania jakością i środowiskiem. W opracowaniu tym na podstawie literatury przedmiotu, wytycznych zawartych w międzynarodowych standardach zarządzania, wytycznych dla dostawców opracowanych przez przedsiębiorstwa (będące producentami wyrobów gotowych) oraz obserwacji wynikających z praktyki gospodarczej przeanalizowano istotę tych wymagań jako podstawy oceny i rozwoju dostawców. Wyniki przeprowadzonych analiz wskazują, iż skuteczne wdrożenie tych wymagań przyczynia się do doskonalenia jakości procesów i produktów, ograniczania negatywnego oddziaływania na środowisko, ograniczania ryzyka mogących wystąpić zagrożeń w łańcuchach dostaw oraz do budowania relacji opartych na wzajemnym zaufaniu pomiędzy partnerami tego łańcucha.
The aim of the article is to present the requirements to suppliers in the field of implementation of quality management and environment system. The study was based on literature, the guidelines contained in international management standards, guidelines for providers developed by the companies (the producers of finished products), observation of economic practice was analyzed the essence of these requirements as the basis for evaluation and development of suppliers. The results of the analysis indicate that the effective implementation of these requirements improve the quality of processes and products, reducing negative environmental impact, reducing the risk of possible dangers in the supply chain and to build relationships based on mutual trust between the partners of this chain.

W artykule rozpatrywane są zmiany właściwości użytkowych budynku, jakie powstają od momentu oddania do użycia do czasu tzw. wyjścia z użytkowania. Wyodrębniono dwa, niezależne procesy jakie występują w trakcie eksploatacji budynków: pierwszy - stałe pogarszanie się właściwości użytkowych obiektu oraz drugi - wzrost wymagań użytkowników. Poddano szczegółowej analizie te zjawiska: przedstawione są zarówno główne przyczyny ich powstawania jak i przebieg tych zjawisk zapisany jako funkcja czasu. Praca zawiera stosowne przykłady.
This article considers changes in the utility properties of a building which occur over the period from when it comes into use and when it is taken out of use. Two independent processes occurring during building use are identified: firstly a continuous deterioration in the building's utility qualities, and secondly an increase in users' expectations. Detailed analysis of these phenomena is presented, including their main causes and their progress as a function of time. The article also contains relevant examples.

The SECRICOM Project as a communication system for operational crisis management, requires paying significant attention to the requirements engineering phase. Any mistakes made during the requirements gathering phase may affect the subsequent software development phases, which creates excessive operational risks for the users of the system. These types of risks - as in any other critical systems - could have serious consequences, such as inefficiency of rescue actions and loss of lives. This article presents the requirements engineering process, which was defined and carried out for the needs of the SECRICOM project. It describes the system's environment (the crisis management reference structure and the main organizational rules) and its impact on the developed. As a result, a requirements engineering process for SECRICOM is proposed. Finally, main points of gathered requirements are presented.
W systemie SECRICOM, ze względu na tworzenie systemu komunikacji do operacyjnego zarządzania kryzysowego, szczególnie ważne było położenie szczególnego nacisku na etap gromadzenia wymagań. Błędy popełnione na etapie specyfikacji wymagań mogą rzutować na kolejne etapy wytwarzania systemu, co w rezultacie generuje nadmiarowe ryzyka dla użytkowników systemu. Ryzyka te - jak w przypadku innych systemów krytycznych - mogą spowodować poważne konsekwencje, w tym obniżenie skuteczności akcji ratunkowych, a nawet straty po stronie ludności. W artykule przedstawiono proces inżynierii wymagań, który zdefiniowano oraz przeprowadzono na potrzeby projektu SECRICOM. Przedstawiono środowisko systemu (zarówno referencyjną strukturę zarządzania kryzysowego, jak i główne zasady organizacji) oraz określono wpływ na budowany system. Na zakończenie przedstawiono główne wnioski z zebranych wymagań.

The research problem raised in the paper concerns materials management of mining enterprises. It is an important area of activity in these enterprises, mainly due to the fact that the cost of materials consumption is, after the personnel cost, the second position in the cost structure in terms of value. In order to conduct the mining works planned in an efficient way, it is necessary to provide materials supply as well as to prepare them and transfer to production. It can only be achieved in the way of appropriate planning, which includes the division into product range and time periods. The way of planning should be adjusted to the specific conditions and the character of consumption, as well as link those with an operational production plan. Although a great number of publications on planning methods can be found, not many of them refer to the specificity of mining production processes, especially material requirements planning. The objective of this paper is to present the theoretical assumptions of the material requirements planning process and the practical aspects of this process in the operating activity of mining enterprises. The paper is of theoretical and cognitive study character. The research was based on a systematic review method - systematic literature review, supplemented with the analysis of internal documents and programs used in materials management of mining enterprises.

The short period of the functioning of management accounting in enterprises operating in Central and Eastern Europe may suggest that advanced professional models identified by management accounting researchers and described in world literature have not developed in this region. The main objective of the study was to identify the role of a management accountant in enterprises operating in Poland as compared to international solutions. The set objective has been met thanks to the analysis of the information included in job offers seeking management accountants. The obtained results show that in enterprises operating in Poland, management accountants play the role of in-house business consultants strongly oriented towards matters of the organisations for which they work. However, they do not participate in the decision-making processes on equal terms with other managers, which means that they are not business partners yet. The study broadens the existing state of knowledge by adding a description of the current level of development of the role of management accountants in Poland as compared to the concepts considered to be models in developed countries. It is also a starting point for further, more detailed research on the development of this profession in Central and Eastern European countries, which to date has not been a subject of research.
Krótki okres funkcjonowania rachunkowości zarządczej w przedsiębiorstwach działających w Europie Środkowo-Wschodniej może sugerować, iż w tym rejonie nie doszło do wykształcenia się rozwiniętych modeli zawodowych zidentyfikowanych przez badaczy rachunkowości zarządczej i opisanych w literaturze światowej. Głównym celem badania była identyfikacja roli specjalisty rachunkowości zarządczej w przedsiębiorstwach działających w Polsce na tle rozwiązań międzynarodowych. Dzięki analizie informacji zawartych w ofertach pracy poszukujących specjalistów z obszaru rachunkowości zarządczej cel został osiągnięty. Uzyskane wyniki pokazują, iż w przedsiębiorstwach działających w Polsce specjaliści rachunkowości zarządczej pełnią rolę wewnętrznych konsultantów biznesu silnie zorientowanych na sprawy organizacji, w której pracują. Nie współuczestniczą oni jednak na równych zasadach z innymi menedżerami w procesach podejmowania decyzji, co oznacza, iż nie są oni jeszcze partnerami biznesu. Badanie wzbogaca istniejący stan wiedzy o opis aktualnego poziomu rozwoju roli specjalistów rachun-kowości zarządczej w Polsce na tle koncepcji uznawanych za modelowe w rozwiniętych krajach świata, a także jest punktem wyjścia dla dalszych pogłębionych studiów nad rozwojem tego zawodu w krajach Europy Środkowo-Wschodniej, co jak dotychczas nie było przedmiotem badań.

Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

The article presents the basics of requirements analysis with respect to the general concept and methodology of implementing content management systems in organisations. The essential aim of the article is to present selected aspects of the concept of requirements analysis applied in the case of Enterprise Content Management (ECM) class systems. The literature on applications of IT systems still lacks a systemic approach to the implementation of ECM class systems, and above all, a presentation of the vital role of requirements analysis at the pre-implementation stage. Therefore, this article is an attempt to fill this gap. The first part of the article will present the most important concepts related to the area described. The main content of the article is the second part, which contains a description of the proposed approach to requirements analysis, supported by relevant examples.
W artykule zaprezentowano podstawy analizy wymagań w odniesieniu do ogólnej koncepcji i metodyki wdrażania systemów zarządzania treścią w organizacji. Podstawowym celem artykułu było zaprezentowanie wybranych aspektów koncepcji analizy wymagań stosowanej w przypadku systemu klasy Enterprise Content Management (ECM). W literaturze na temat zastosowań systemów IT wciąż brakuje systemowego podejścia do kwestii implementacji systemów klasy ECM, a przede wszystkim przedstawienia bardzo ważnej roli analizy wymagań na etapie przedwdrożeniowym. W związku z tym niniejszy artykuł stanowi próbę wypełnienia tej luki. W pierwszej części artykułu zaprezentowane zostaną najważniejsze pojęcia z opisywanego obszaru. Zasadniczą treść artykułu stanowi część druga, w której zawarty jest opis proponowanego podejścia do analizy wymagań poparty odpowiednimi przykładami.

Systemy sterowania i nadzoru (SSiN) wdrażane jako rozbudowane układy telemechaniki są w obiektach Krajowego Systemu Elektroenergetycznego od lat '90 ubiegłego wieku. Potrzeby wynikające z obowiązku zapewnienia bezpieczeństwa energetycznego oraz wysokiej dyspozycyjności sieci determinują szerokie wdrożenie nowoczesnych systemów telemechaniki zapewniających pozyskiwanie informacji i danych niezbędnych do wykonywania zdalnych sterowań i nadzoru. Zastosowane rozwiązania konstrukcyjne i technologiczne dla SSiN gwarantują wysoki poziom dyspozycyjności systemów oraz nadzorowanych i sterowanych obiektów energetycznych. Dla uzyskania wysokiej sprawności układów zdecydowano o powszechnym zastosowaniu standardu IEC 61850, coraz powszechniej stosowanego przez energetykę zawodową na świecie.
A project of Substation Control System (SCS) implementation in power substations of the national HV (220 and 400 kV) power transmission grids results from the main needs of new methods for asset management. The requirements are based on ensuring the transmission system energy safety as well as the high operational reliability and availability of the grid elements. Reliable operational, maintenance and technical information in real time on power substations and power lines gives many possibilities for increase in the level of using the power assets and for the safe remote control of power system elements. System Operator in Poland accepted the international standard IEC 61850 for new implementation of SCS in own HV power substations. Additionally, the system operator defined many own standards for determining the requirements concerning construction, functions, telecommunication and other technical problems for HV power substations and also for SCS components. These standards deal with the main requirements and typical solutions for building and modernisation of power substations. The paper presents the main assumptions and general effects of the project implemented, general technical requirements and the structure of the proposed technical solutions, general organisational conditions for new methods in operation process of power HV substations and the main advantages of this implementation.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

Opis:
The purpose of this paper is to study how requirements management could be utilized in connection to a service performance measurement system. Public private partnership (PPP) in Finnish Defence Forces’ (FDF) catering operations is studied as a case example. There are two research questions, which are studied: Firstly, do catering operations create KPI’s, which enable inter- functional co-operation and service development? Secondly, do these KPIs support both efficiency and effectiveness of PPP catering operations? Evidence from the previous studies on the subject indicates that there should be a single “power-by-the-hour” metrics unit, which enables a transparent follow-up of the performancebased operations. This research highlights requirements value in creation of economic efficiency and effectiveness from the end-user point-of view and reciprocal value creation between inter-functional service systems. This research’s results show that focus on portion control can produce information, which enhances inter-functional co-operation between PPP stakeholders.

Opis:
Purpose: The issue of quality culture is a topical one, whilst contemporary socio-economic conditions set new requirements for it, including a systemic approach based on the requirements of management standards, which have prompted us to analyze this approach to the subject. Design/methodology/approach: The article presents an in-depth analysis of sourced texts compiled with the requirements of ISO 9004. Findings: The paper specifies the postulates resulting from the analysis of the issue, which, in the opinion of the authors, indicate the most important aspects related to building a quality culture in organizations. Practical implications: The analysis of the issue presented in the article indicates its topicality and importance in the improvement of each organization, indicating the need to implement the activities described in the article into management practice. Originality/value: The presented analysis of the issue indicates the most important contemporary problems for the authors related to building a quality culture. The article contains a model of building a quality culture based on activities shaping the awareness of employees in organizations with an implemented management system.
