Blisko dziesięcioletni okres członkostwa Polski w UE pokazał, że unijne fundusze stanowią istotny element stymulujący rozwój naszego kraju w różnych wymiarach. Celem artykułu jest próba oceny znaczenia wybranych programów operacyjnych dla realizacji celów Strategii Europa 2020 w Polsce. Analiza stanu kontraktowania i wydatkowania środków przeznaczonych na projekty realizowane w ramach wybranych Programów Operacyjnych, wskazuje na zaawansowany poziom ich realizacji. Implikuje to obserwowany postęp w osiąganiu celów strategii Europa 2020.
Nearly ten years of Polish membership in the EU have shown that EU funds are an important element in stimulating the development of our country in different dimensions. This article aims to assess the significance of selected Operational Programmes for the realization of the objectives of the Europe 2020 Strategy in Poland. The analysis of contracting and spending levels of funds for projects realized within selected Operational Programmes, indicates an advanced level of their implementation. This results in the observed progress in achieving the objectives of the Europe 2020 strategy

Wraz z wejściem Polski do Unii Europejskiej możliwe stało się korzystanie z programów finansowanych z funduszy strukturalnych oraz funduszy spójności, zwiększyła się także dostępność do programów wspólnotowych. Artykuł poświęcono omówieniu zagadnienia wspierania rozwoju sektora małych i średnich przedsiębiorstw w Polsce i innych krajach UE. Przedstawiono istotę i klasyfikację metod wspierania MSP oraz bankowe i pozabankowe instytucje wspomagające jego rozwój w Polsce i wybranych krajach UE, a mianowicie Wielkiej Brytanii, Niemczech, Włoszech, Portugalii i Grecji.
In the first part of the article the role of a SME sector in all member countries of European Union has been presented, including Poland, the same as present standing and prospects of that important sector of national economy. In the next parts of the paper the essence and classification of methods used to support SME sector have been shown, along with the characteristics of institutions which deal with supporting this sector of economy in Poland and in chosen countries of European Union. In the summary the review of opportunities in the field of SME support has been made, resulting from accession of Poland into European Union.

W artykule została omówiona istota koncepcji rozwoju regionalnego opierając się na innowacjach, zgodnych z inteligentnymi specjalizacjami. Jego zasadniczym celem była ocena tego, czy wyłonione w regionach inteligentne specjalizacje będą miały decydujący wpływ na możliwość uzyskania finansowania przez beneficjentów w ramach regionalnych programów operacyjnych wybranych województw. Weryfikowana była teza, że w pewnych przypadkach władze regionalne nie koncentrują się na kierunkach rozwoju, określonych w dokumentach strategicznych.
The article presents the essence of smart specialisations and the purpose of their definition in EU member states. The author conducted an analysis of ROP priority axes under which financing could be provided for actions consistent with the adopted specialisations. The principal aim of the article was to evaluate the degree of convergence between support of projects on a regional level and the provisions of strategic documents where directions for region’s development based on smart specialisations are defined. Thus, the validity of the thesis which says that regional authorities sometimes fail to focus on adopted directions associated with allocated funds, could be verified.

Okres finansowania 2007-2013 to czas, kiedy Polska została największym benefi-cjentem środków unijnych. Wsparcie przeznaczone dla gmin umożliwiło zrealizowanie wiele inwestycji prowadzących do ich rozwoju gospodarczego oraz podnosząc ich konkurencyjność. Gmina Ożarów, wykorzystując środki własne oraz wsparcie zewnętrzne, inwestowała w infrastrukturę techniczną, społeczną, ochrony środowiska, a także rozwój społeczny i gospodarczy. Rewitalizacja miasta Ożarowa zdecydowanie poprawiła jego atrakcyjność gospodarczą, społeczną oraz turystyczną. Zwiększyły się szanse rozwojowe miasta względem sąsiednich gmin. Rewitalizacja oznacza także silny impuls do rozwoju gospodarczego całej gminy dzięki funkcjonalnej i odbudowanej infrastrukturze technicznej i społecznej w strategicznych obszarach miasta, gdzie skupiają się główne funkcje sfery usług publicznych.
The period of 2007-2013 was when Poland became the biggest beneficiary of the European funds. The support given to Polish communes made it possible to accomplish many investments leading to their economic development and increasing their competitiveness. The Ożarów Commune, using its own funds and the European support, invested in technical and social infrastructure, environment protection as well as social and economic growth. The revitalization of Ożarów has considerably improved its economic, social, and tourist attractiveness. The development opportunities of the city have changed in comparison to the neighboring communes. The revitalization was also a strong impulse for the economic growth of the whole commune due to the rebuilt technical and social infrastructure in the strategic areas of the city where the main spheres of public services are located.

Artykuł prezentuje wyniki badania, którego celem była ocena użyteczności ewaluacji realizowanych na potrzeby regionalnych programów operacyjnych 2007–2013 (RPO). Badanymi elementami, składającymi się na użyteczność ewaluacji, były: jakość, adekwatność i wiarygodność wniosków wynikających z ewaluacji. Badanie zrealizowano w formie analizy dokumentów na reprezentatywnej próbie 71 raportów ewaluacyjnych ukończonych w latach 2008–2012. Wyniki badania pokazują, że wiele raportów nie dostarcza istotnych rekomendacji oraz nie udziela odpowiedzi na kluczowe pytania badawcze. Najczęściej w trakcie ewaluacji nie udaje się odpowiedzieć na pytanie o wpływ RPO na rozwój społeczno-gospodarczy województw. Zaobserwowana niska użyteczność dokonywanych ocen stanowi podstawę do sformułowania wniosków o negatywnych trendach w rozwoju systemu ewaluacji RPO, obejmujących nastawienie systemu na dostarczanie prostych informacji i „produkcję raportów”, a nie zaspokajanie faktycznego popytu na wiedzę.
The paper presents an analysis of usability of regional operational programmes 2007−2013 (ROP) evaluations. The elements of usability under study are: quality, relevance, and credibility of the evaluation assumptions. The study consists in desk research of a representative sample (n = 71) of the evaluation reports completed between 2008 and 2012. The results show that many reports do not contain important recommendations and do not answer key research questions. In most cases, the evaluations fail to supply an answer on the impact of ROP on the socio-economic development of regions. The limited usefulness of evaluation reports leads to conclusions about negative trends in the development of the ROP evaluation system, which is focused on providing simple information, reports production, and does not respond to actual demand for knowledge.

State of the environment and environmental infrastructure is one of the factors determining the quality of life of residents in a given territory. The main objective of the Regional Operational Programme for the Lower Silesia voivodeship for 2007-2013 was to increase the level of living in Lower Silesia, and to improve the competitiveness of the region while respecting the principles of sustainable development. Implementation of this objective was to be achieved through the implementation of the objectives assigned to individual priorities. The aim of the priority IV Environment and Ecological Safety was the improvement of the environment, preventing its degradation and conservation of biodiversity and natural assets of Lower Silesia, as well as the improvement of safety in the region through counteracting natural and technological risks and eliminating their effects and to support active in this range of emergency services. Objective of the study is to show how the implementation of projects funded under Priority IV contributed to improve the environment and infrastructure for environmental protection. For this purpose, will be compared with the results of completed projects statistics regarding the state of the environment and environmental infrastructure in the region. The analysis will be carried out in the various environmental components that correspond to the thematic focus of the various activities carried out under Priority IV. The analysis will therefore be conducted in the area of waste, water and wastewater management, air quality, flood protection infrastructure, restoration of degraded land, protect the environment from natural and technological risks and to protect biodiversity.

Subject and purpose of work: The aim of the work is to present the possibilities and assess the use of support for smart specializations under the EU cohesion policy 2014-2020 in the Lubelskie Voivodeship. Research tasks: classification of projects implemented under the ROP of the Lubelskie Voivodeship 2014-2020 (ROP LV) depending on their adaptation to the region's smart specializations; determining the size of support for the development of region's smart specializations. Materials and methods: The research material is a database of projects co-financed from EU funds for 2014-2020, projects implemented under axis 1 of ROP LV were analyzed. Results: The total value of funding for the region's smart specializations was PLN 194 million. The largest number of projects was implemented by enterprises within the specialization of IT and automation. About 20% of funds were acquired by entities from outside the smart specialization industries. Conclusions: ROP LV is an important tool to support research and development activities in the Lubelskie Voivodeship.

Opis:
Przegląd badań dotyczących rozwoju społeczeństwa informacyjnego wskazywał, że zarówno Polska, jak i województwo podkarpackie (na początku perspektywy finansowej UE w latach 2007– 2013) znajdowały się na niskich pozycjach rankingów. Dlatego też bardzo pożądane były wszelkiego rodzaju inicjatywy zmierzające do poprawy stanu rzeczy. Prowadzone działania powinny być skierowane z jednej strony na dostęp technologii informacyjno-komunikacyjnych (zakup sprzętu, budowę sieci dostępowej, rozwój usług publicznych), a także ze stroną popytową związaną z zwiększoną świadomością korzystania z tych technologii. W programach operacyjnych zatwierdzonych przez Komisję Europejską sformułowano zadania dające szansę na rozwój społeczeństwa informacyjnego. W województwie podkarpackim główne działania były finansowane z III osi priorytetowej Regionalnego Programu Operacyjnego Województwa Podkarpackiego na lata 2007–2013, która miała na celu przygotowanie infrastruktury ICT podmiotów publicznych pod wdrożenie systemów umożliwiających sprawne zarządzanie oraz dostarczanie potrzebnych usług mieszkańcom. W ramach RPO WP 2007–2013 zawartych zostało 60 umów o dofinansowanie na realizację projektów o wartości 348 512 876,19 zł. Ze względu na rozwój społeczeństwa informacyjnego w regionie omówione zostały dwa projekty kluczowe, tj. Podkarpacki System e-Administracji Publicznej – PSeAP i Podkarpacki System Informacji Medycznej – (PSIM). Należy podkreślić, duży wpływ projektów na rozwój elektronicznych usług świadczonych na terenie województwa podkarpackiego szczególności w zakresie administracji i zdrowia. Warto zaakcentować, że większość wprowadzonych e-usług publicznych nie była wcześniej dostępna w skali regionu, a zbudowana infrastruktura plasuje województwo wśród lepiej wyposażonych infrastrukturalnie regionów UE.
The overview of research on the development of the information society has indicated that (at the beginning of EU’s 2007–2013 financial perspective) both Poland and Podkarpackie Province were rated very low in the rankings. Therefore, it was desirable to launch all kinds of initiatives to improve the situation. On the one hand, the measures to be taken were supposed to provide access to information and communication technologies (the purchase of equipment, building the access network and the development of public services); on the other hand, they were intended to focus on the demand side associated with an increased awareness of using these technologies. The operational programmes approved by the European Commission formulated tasks giving the opportunity for the development of the information society. The main measures implemented in the Podkarpackie Region were financed from the 3rd priority axis of the Regional Operational Programme of the Podkarpackie Province for 2007–2013, which was aimed at preparing the ICT infrastructure of public entities by implementation of systems enabling efficient management and supply of necessary services to inhabitants. As part of the 3rd priority axis of ROP PP 2007–2013, 60 agreements on co-financing were concluded for implementation of projects with the value of 348 512 876,19 PLN. As regards the development of information society in the region, two key projects should be given special attention, i.e. the Podkarpackie Public e-Administration System (PSeAP) and the Medical Information System in Podkarpackie (PSIM). What has to be particularly stressed is a large impact of the implemented projects on the development of electronic services in the Podkarpackie Province, particularly in the areas of administration and healthcare. It is also worth emphasizing that the majority of the introduced public e-services was not available earlier in the region, and the current infrastructure ranks Podkarpackie Province among more developed regions of the EU in terms of infrastructural development.

Proces cyfryzacji implikuje wiele korzyści dla aktywnych jego uczestników. Jednakże niektóre przedsiębiorstwa, osoby, grupy społeczne są z tego procesu wykluczone, co prowadzi do powstawania nierówności cyfrowych. Celem artykułu jest ocena polskich regionów (NUTS 2) w zakresie ich włączenia cyfrowego oraz wskazanie na znaczenie funduszy UE we wspieraniu inkluzji cyfrowej w Polsce. Twierdzi się, że rola zewnętrznego finansowego wsparcia pochodzącego z funduszy UE jest istotna w zakresie promowania włączenia cyfrowego w regionach Polski.Wsparcie rozwoju ICT staje się bardzo ważne w Polsce i jej regionach. W perspektywie 2014–2020 opracowano program operacyjny dedykowany promowaniu rozwoju i wykorzystania ICT. Również w ramach programów regionalnych wyodrębniono priorytety bądź przedsięwzięcia związane ze wspieraniem rozwoju ICT. W nowej perspektywie finansowania ten kierunek staje się również istotny. W związku z tym wymaga to realizacji szerokiej gamy wsparcia, począwszy od poprawy dostępu do Internetu, rozwijania usług publicznych, a na dalszym rozwijaniu kompetencji osób skończywszy. Bez podejmowania intensywnych działań w tym względzie problem wykluczenia cyfrowego w Polsce i w jej regionach, będzie ulegał dalszej intensyfikacji.
The digitalisation process implies many benefits for its active participants. However, some companies, individuals and social groups are excluded from this process, which leads to digital inequalities. The aim of the article is to evaluate Polish regions (NUTS 2) in terms of their digital inclusion and to indicate the importance of EU funds in supporting digital inclusion in Poland. It is claimed that the role of external financial support from EU funds is important in promoting digital inclusion in Polish regions.Support for ICT development is becoming very important in Poland and its regions. In the perspective of 2014–2020, an operational programme dedicated to promoting the development and use of ICT was developed: Digital Poland 2014–2020 Operational Programme. Also within the framework of regional operational programmes implemented in the regions of Poland, including Silesia, priorities or undertakings related to the support for ICT development were identified This requires the implementation of a wide range of projects, from the improvement of access to the Internet, through the improvement of accessibility and quality of public e-services, to further development of digital competences. Without prompt actions in this regard, the problem of digital exclusion in Poland and its regions will further intensify.

Regional Operating Programme of the Mazowieckie Region
Opis:
Osiedla mieszkaniowe budowane w latach 70. i 80. XX w., stanowiące ważny element struktury urbanistycznej polskich miast, podlegają procesowi starzenia. Dotyczy to zarówno zasobów mieszkaniowych, jak i otaczającej je przestrzeni, prowadząc do sytuacji kryzysowych. Idea rewitalizacji, zgodnie z definicją zawartą w dokumentach strategicznych Unii Europejskiej, oparta jest na procesie wielokierunkowych działań naprawczych i służyć ma poprawie złej sytuacji. Projekt Program rewitalizacji przestrzeni całości terenu SMB „Imielin” w Warszawie pozwolił na identyfikację zjawisk negatywnych, obejmujących sferę przestrzenno-funkcjonalną, przyrodniczą i społeczną. Niestety możliwości uzyskania środków na działania naprawcze z funduszy UE (zgodnie z zapisami w obowiązujących dokumentach strategicznych, w tym RPO WM) nie odpowiadają realnym potrzebom spółdzielni mieszkaniowych. Obszary wsparcia ograniczone są wyłącznie do renowacji części wspólnych wielorodzinnych budynków mieszkalnych. Problem mieszkalnictwa traktowany jest zatem marginalnie, mimo iż w założeniu rewitalizacja osiedli mieszkaniowych ma bezpośredni wpływ na poprawę życia mieszkańców miast.
The housing estates built in the 1970's and 1980's, constituting important elements of the Polish cities' urban structure, are growing old. That process affects their substance and surrounding open spaces, leading to crisis situations. The idea of revitalization, according to the definition contained in the strategic documents of the European Union, is based on the process of conducting multidirectional renewal activities, serving the improvement of housing estates' condition. The project called Revitalization Programme of the SMB "Imielin" Housing Estate in Warsaw identified negative changes in spatial, functional, natural and social aspects. Unfortunately, the scale of EU funding (according to the specifications of the strategic documents, including the Regional Operating Programme of the Mazowieckie Region) do not match the current needs of housing cooperatives. Financial support is limited only to common areas of multi-family houses subjected to renovation. Therefore, the housing problems are rather marginal despite the fact that by assumption the revitalization of housing estates influences directly the improvement of the residents' living conditions.

Opis:
Polityka Unii Europejskiej nakłada na Polskę obligatoryjne cele związane ze wzrostem produkcji energii pochodzącej ze źródeł odnawialnych (OZE). Realizacja inwestycji OZE wymaga wysokich nakładów finansowych, czemu sprzyjać mogą środki wdrażane w ramach Regionalnych Programów Operacyjnych. W pracy przedstawiono cele polityk krajowych oraz regionalnych wobec województwa zachodniopomorskiego w zakresie inwestycji w sektor energetyczny. Analizie poddano podział środków strukturalnych na realizację priorytetów inwestycyjnych dotyczących rozwoju odnawialnych źródeł energii w Regionalnym Programie Operacyjnym Województwa Zachodniopomorskiego. Dokonano również porównania planowanych nakładów inwestycyjnych w zakresie rodzajów OZE zaplanowanych w woj. zachodniopomorskim w odniesieniu do pozostałych województw.
The policy of the European Union imposes obligatory goals on Poland, related to increasing the production of energy derived from renewable sources (RES). Realising the RES investments requires considerable financial efforts, which can be supported by the resources provided within the Regional Operational Programmes. The article describes the goals of domestic and regional policies towards the West Pomeranian voivodeship in terms of investments in the energy sector. An analysis of the distribution of structural resources for the realisation of investment priorities in relation to the development of renewable energy sources in the Regional Operational Programme for the West Pomeranian Voivodeship was conducted. A comparison of the planned investment expenditures in terms of the types of RES for the West Pomeranian voivodeship in the context of other voivodeships was made as well.

The implementation of the sixteen regional operational programmes will also contribute to the realisation of the goals envisaged by the Lisbon Strategy, the Strategic Guidelines of the Community 2007-2013, as well as National Strategic Reference Framework 2007-2013 regarding enhanced competitiveness of an economy based on knowledge and enterprise, which should create new jobs. Thanks to enhanced competitiveness an improvement in public administration is expected to occur, which will contribute to a higher living standard in regional communities. It is worth emphasising that the implementation of regional operational programmes hinges on a correlation with horizontal policies of the EU, that is Nature 2000, sustainable development, equal opportunities, energy policy and information society. In summary, in the years 2007-2013 all regions in Poland will have a real opportunity toimprove their functioning, and as a result raise the standard of living of its inhabitants. Regional operational programmes serve as tools which, if used well, will lead to a major improvement in the condition of public administration.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

Rural development policies lately take an inter-sectoral area-based approach. This turn raises questions relating to governance on the one hand and issues relating to the participation of different sectors therein on the other. In this paper I present a case study from Germany, focussing on three area-based rural development funding programmes, two temporary pilot programmes and a mainstream scheme. The concept of regional governance is shown to play a crucial role in the implementation of pilot programmes, while mainstream policy only partly is affected. Forestry as a sector was found to only play a minor role in such processes of regional governance. This paper reveals sector – internal as well as – external causes of this phenomenon and closed with conclusions on how to (sector-internally and – externally) enhance forestry participation to area-based rural development programmes.
