Artykuł bazuje na opracowaniu „Strategia Rozwoju Infrastruktury Lotnictwa Cywilnego na Mazowszu”, wykonanym w Instytucie Geografii i Przestrzennego Zagospodarowania PAN w 2008 roku dla Mazowieckiego Biura Planowania Przestrzennego oraz dla władz samorządowych województwa mazowieckiego. Przede wszystkim przedstawiono skrót analiz istniejącego i przewidywanego popytu na przewozy lotnicze w oparciu o potencjał demograficzny, ekonomiczny oraz rozwój turystyki, a następnie wariantową analizę dostępności przestrzennej, posługując się wypracowaną oryginalną metodyką delimitacji obszarów rynkowych. Przeprowadzone badania posłużyły dla postawienia wniosków lokalizacyjnych w postaci tabeli waloryzacyjnej, przydatnej do wyboru budowy lub rozbudowy lotnisk regionalnych na Mazowszu. Ma to znaczenie z punktu widzenia możliwości opracowania wariantowych scenariuszy rozwoju transportu lotniczego w regionie, zdeterminowanych przede wszystkim rozwojem innej infrastruktury oraz kształtowaniem się popytu.

Warunki stawiane przez Unię Europejską oraz unijne programy przedakcesyjne, powiązane z koncepcją Europy Regionów, odegrały znaczącą rolę w zmianie, a przypadku niektórych krajów aspirujących do członkostwa, w tworzeniu regionalnych ładów instytucjonalnych.
This paper deals with emerging configurations of developmental regionalism, different patterns of multi-level governance in the CEE countries using examples from the Czech Republic, Hungary and Poland. EU conditionally and pre-accession programmes linked to the idea of a Europe of the Regions played considerable role in the changing, and in the case of some of the aspiring member countries, in the creating of regional institutional landscapes. While later, the same programmes became instigators of (re)centralization and re-nationalization, the interaction between uniform EU conditionality and diverse domestic conditions resulted in various emerging versions of NMG, different configurations of regionalism.

More and more frequently, one witnesses these days the appearance of a new approach to historical cultural landscapes. Not only do they now embrace objects of historical and environmental value, but also the potential for local and regional development. However, such an understanding of historical cultural landscapes, as a potential for local and regional development, necessitates additional instruments, plans, approaches, and methodologies. The article presents an analysis of a landscape plan in Germany and a case study on the potential of historical cultural landscapes for local and regional development in Poland. Conducted studies reveal the usefulness of activities for the protection of historical cultural landscapes in the context of land management. Such activities contribute to the improvement of landscape protection and conservation methods, taking into consideration their potential for local and regional development at the same time.

Celem artykułu jest zbadanie procesu wydawania decyzji o warunkach zabudowy i zagospodarowania terenu w gminach wiejsko-miejskich położonych w strefie zewnętrznej Szczecińskiego Obszaru Metropolitalnego oraz określenie, czy poszczególne gminy prowadzą zbliżoną, czy odmienną politykę w tym zakresie i od czego zależą ewentualne różnice. Badania odnoszą się do czterech gmin wiejsko-miejskich położonych w strefie zewnętrznej Szczecińskiego Obszaru Metropolitalnego. W badaniach dotyczących lat 2007–2010 określono, jak co roku w każdej gminie kształtowała się liczba wydanych decyzji o warunkach zabudowy, ilu ustaleń o warunkach zabudowy odmówiono oraz ile – i na jakie cele – wydano decyzji o ustaleniu lokalizacji inwestycji celu publicznego. Ponadto określono udział procentowy w decyzjach wydanych ogółem decyzji: przeznaczonych na cele gospodarcze, wydanych na rzecz osób prawnych oraz wydanych na terenie miasta.
The aim of this paper is to examine the process of issuing decisions on building conditions and land management in rural-urban areas located in the outer zone of the Szczecin Metropolitan Area, and to determine whether the individual municipalities adopt a similar policy in this case. We also study the possible reasons for the differences. In the research, covering the years 2007–2010, we examined four rural-urban municipalities located in the outer zone of the Szczecin Metropolitan Area. We specified the number of decisions regarding the building conditions in each year and in each municipality, we counted the motions which were denied and the decisions to establish the locations of a public purpose investment. In the latter case, we also studied the purpose of such investments. Moreover, in the total number of the decisions issued for economic purposes, we defined the percentage of those made in favour of legal persons and those made in the city’s area.

The main objective of the study “The role of project management in the hospitality business operation” was to develop recommendations for the selection of project management standards which will allow the effective achievement of their objectives, in particular to define and adjust their management standards. The study was carried out in the period from 01/01 to 31/12/2011, while the fundamental phase of the study fell in the period from 01/08 to 30/11. A set of 5 specific objectives was used which were operationalized into 7 research questions and 5 research techniques, both quantitative and qualitative. The study used secondary data which constituted statistical and demonstrative material, as a result of which it was possible to develop a typology of projects implemented in hotel companies and compare project management standards. The above compilations were used to construct research tools in order to obtain primary data - the results of surveys and individual in-depth interviews. The study allowed the following main conclusions to be drawn: 1. The natural and cultural values of the region as well as regional and local tourist products are not perceived by hotel companies as attractive resources for creating their own offer. 2. Low propensity of hotel businesses to cooperate in integrating promotional activities for the region as an attractive tourist destination. 3. Low interest of hotel companies in the activities of sustainable development. 4. Low effectiveness of dialogue and cooperation between the hotel industry and other actors of the regional tourism market. 5. Moderate satisfaction of hotel companies with the implemented projects, there are no grounds to unequivocally state that the project was successful. 6. Hotels operating in the Łódź region conduct individual marketing activities on a small scale being focused exclusively on the promotion of their own offer. 7. Low propensity of hotel companies to establish cooperation within the tourism industry. 8. Hotel companies in the Łódź Voivodeship implement projects using few management standards. For these conclusions detailed recommendations were formulated indicating possible remedial actions aimed at reversing adverse trends or strengthening positive effects.

The article consists of three components. The first part has theoretical character and explains key words as “strategy”, “development strategy” and “strategy of the development of tourism”. It also gives some short characteristic of development strategy construction process. Legal grounds of creating concept papers in the area of tourism were also discussed. In addition, important documents which have meaning for creating the strategy of the development of tourism on the district and commune level were briefly characterised. In the second part authors make an attempt to determine the place of tourism in concept papers of commune self governments and districts of the Lodz province. A strategy of the development of tourism was analyzed in details on the example of Belchatow city and commune. As a summary of the analytical part of the article, authors pointed some common mistakes in analyzed concept papers. Among them there are: the lack of indicating sources of financing planned actions in the development of tourism, the lack of analysis of outside and foreign markets. In addition, in many documents there were no world and domestic trends in tourism analyzes, and only few proposals about new, original tourist products. In concept papers authors also indicate the most significant mistakes like lack of regional ideas for tourism industry cooperation and for creating promotional strategies of the given area. The last part of the article was devoted to analyze “best practices” of the tourism management in the Norwegian Oppland county. The review of chosen methods and directions of managing the tourism in Norway was conducted to find some examples which can be simply used in the Lodz province.

W artykule przedstawiono szanse i zagrożenia występujące w procesie realizacji projektu uporządkowania gospodarki ściekowej na przykładzie wybranej gminy – Lędziny. The paper presents opportunities and threats which occurs in process of sewage management arrangement project realization, on a case of Lędziny commune. Main stress has been given on specific of project which has been co-found by European Regional Development Found in Infrastructure and Environment Operational Programme. Problem of investment provide by red or yellow FIDIC is also considered.

In this study I try to prove that the effects of economic development concentrate in the area of settlement which is underpinned by settlement infrastructure. Balancing the development of this infrastructure constitutes therefore the base for balancing the regional economy. Issues of sustainable development of settlement infrastructure can be divided into two aspects. The first is the effect of balancing the development of infrastructure for harmonious development of civilization subordinated to the principles of sustainable development. The second is to prevent increase in infrastructure disparities. The primary objective of this paper is analytical summary of saturation in flats and the number of seats in theaters, cinemas etc. by voivodships in Poland in the period 2006–2010. The results of the analysis indicate that the saturation in fl ats in Poland is increasing in all voivodships but in varying degrees. The number of seats in theaters, cinemas, etc. decreases or increases depending of region.

This article is dedicated to the economic mechanism of the dynamic sea port logistic (transport) cluster in the economy of the Odessa region. The need to transition to the new cluster structures and their implementation into the Ukrainian economy is caused by the high degree of efficiency, as well as the influence, which the ports and logistics businesses have on the economy of the country. In this paper, models of influence of transport and logistics companies in the form of cluster on the effectiveness of foreign economic activity of the Odessa region are associated with the State Enterprise "The Odessa Sea Commercial Port". The results can be used at sea ports, transport and logistics, and other industrial enterprises, as well as to create sea port dynamic clusters. Defined and described in the paper models and mechanisms are universal, so they can be used for the calculations to improve the efficiency of foreign economic activity in different regions.

Artykuł omawia wyniki badania empirycznego przeprowadzonego w około 50 gminach czterech województw. Na podstawie analizy dokumentów urzędowych, wyników ankiet i wywiadów pogłębionych z politykami i urzędnikami samorządowymi przedstawia różnice i podobieństwa w postrzeganiu ubiegania się o dofinansowanie w poszczególnych programach operacyjnych. Artykuł prezentuje poszczególne etapy ubiegania się o środki od wyboru programu operacyjnego aż do wyboru projektów przeznaczonych do realizacji przez instytucje zarządzające programami. Zwraca uwagę na problemy wynikające ze stosowanych procedur, zróżnicowanej konkurencji w ubieganiu się o środki i zjawiska nieformalnego oddziaływania na wyniki selekcji projektów. Odwołując się do wyników wcześniejszych badań, analizuje też zmiany jakie zachodziły między programami realizowanymi w okresie 2004-2006 i 2007-2013.
The article discusses the results of empirical research conducted in ca 50 municipalities located in four Polish regions. The authors conduct desk research of official documents, questionnaires and in-depth interviews with local government staff and politicians, and present differences and similarities in opinions on various Operational Programmes. The article discusses all stages of applying for EU grants: from selection of an Operational Porgramme to the final decision of the Managing Authority on the list of selected projects. It refers to issues arising from formal procedures, the passionate character of the competition for funds in individual Operating Programmes, as well as informal mechanisms of influence on the outcome of the selection processes. Unlike earlier research, the article discusses the changes in the Programmes implemented within the 2004-2006 and 2007-2013 perspectives.

Małe elektrownie wodne są obecne w systemie planowania przestrzennego w Polsce. Na szczeblu krajowym podkreślono dużą rolę planowania przestrzennego w rozwoju energetyki odnawialnej, w tym MEW. Wydaje się jednak, że na szczeblu regionalnym (wojewódzkim) postulat ten nie został zrealizowany. Podkreślano konieczność rozwoju małej energetyki wodnej jako OZE, ale nie wskazano negatywnych oddziaływania MEW na środowisko. Na szczeblu lokalnym wskazano instrumenty prawne lokalizacji MEW.
Small hydropower plants are present in the land use system planning in Poland. At the national level the important role of spatial planning in the development of renewable energy was highlighted, included small hydroplants. However, it seems that at the regional level this demand has not been realized. The necessity of developing small hydroplants as a renewable energy was highlighted, but negative environmental impact was not indicated. At local level legal instrument of small hydropower plants is specified.

W artykule podjęto próbę określenia, w jaki sposób w ramach systemu zarządzania przestrzenią na szczeblu lokalnym i regionalnym w Polsce realizuje się wytyczne związane z ochroną środowiska. Przeprowadzono również analizę instrumentów zarządzania przestrzenią na szczeblu lokalnym, czyli miejscowych planów zagospodarowania przestrzennego, studium uwarunkowań i kierunków zagospodarowania przestrzennego, decyzji o warunkach zabudowy i zagospodarowania terenu, oraz regionalnym – czyli planów zagospodarowania przestrzennego województw.
The objectives which are important from the point of view of environmental protection can be implemented in different ways, using various management tools. Therefore, it should be noted that it seems to be fully reasonable to assume that some of the important aims in terms of environmental protection will be achieved through spatial management tools. The main objectives of this article are to determine how the spatial management system is carried out at the local and regional level in Poland in relation to the environmental protection as well as to assess the current state of affairs in this area and also to propose some changes. Particular attention was paid to the direct instrument of spatial management, which is the local development plan.
