    Opis:
    Nordic co-operation is renowned throughout the world and perceived as the collaboration of a group of countries which are similar in their views and activities. The main pillars of the Nordic model of co-operation are the tradition of constitutional principles, activity of public movements and organisations, freedom of speech, equality, solidarity, and respect for the natural environment. In connection with labour and entrepreneurship, these elements are the features of a society which favours efficiency, a sense of security and balance between an individual and a group. Currently, the collaboration is a complex process, including many national, governmental and institutional connections which form the “Nordic family”.

    Opis:
    Celem niniejszego artykułu jest analiza relacji pomiędzy kluczowymi aktorami regionalnymi (zarówno z poziomu przedsiębiorstw, jak i władzy samorządowej) a uniwersytetem. Relacje te scharakteryzowane zostały dzięki rekonstrukcji i porównaniu celów działania poszczególnych aktorów (decydenci regionalni – przedsiębiorstwa – uniwersytet). Koncepcja teoretyczna poparta została danymi empirycznymi zebranymi w trakcie pracy badawczej w ramach grantu promotorskiego MNiSW pt. „Społeczna produktywność szkół wyższych. Nowa koncepcja produktywności nauczania” (wywiady pogłębione z kluczowymi przedstawicielami uniwersytetów, władzy lokalnej/regionalnej i przedsiębiorstw). Rezultatem pracy jest odpowiedź na pytania, nurtujące ostatnio zarówno środowiska naukowe, jak i szerokie środowiska społeczne: w jaki sposób uniwersytet może „się otworzyć” na swoje otoczenie społeczne i w jakich obszarach otwarcie to może przynieść najwięcej korzyści i dla samego uniwersytetu, i dla regionu.
    The purpose of this article is to analyse the relationship between the key regional actors (fromboth businesses and local government) and the university. These relations will be characterised on the basis of the attempt to reconstruct and compare the objectives of the actions of individual actors (regional decision makers – companies –university). The theoretical concepts are supported by empirical data collected under a MNiSW research grant entitled “Social productivity in higher education. The new concept of learning productivity” (in-depth interviews with key representatives of universities, local government and businesses). As a result I attempt to answer both a scientific and a broad social question: how can the university “open up” to its social environment, and in what areas can it be the opening of the greatest benefits for the university and the region.

    The notion of region is particularly vague, as this issue is referred to by studies from various disciplines. It has long been one of the subjects of interest of the Council of Europe which perceives local and regional administration as one of the fundamental ingredients of modern European democracy. The European Charter of Local Self- -Government is the main document that regulates these matters in the Council of Europe law system. It is accompanied by a number of other documents, including The European Charter of Regional Self-Government. The article provides an analysis of these normative deeds within the realm of Union law. When the Single European Act entered into force, regions have become an important part of Union policy. Committee of the Regions set up in 1994, whose operation is related to the principle of subsidiarity and programming of the idea of the Europe of Regions, is the most important body concerned with regional issues.

    W niniejszym artykule zaprezentowano częściowe wyniki badań dotyczące obecności komponentu działań na rzecz rozwoju regionu w dokumentach strategicznych szkół wyższych w Polsce. Wykorzystując jedną z metod badań niereaktywch – analizę treści, przedstawiono dostępne misje i strategie uczelni pod kątem kierunku oraz obszaru deklarowanych działań na rzecz rozwoju regionalnego.
    The paper presents partial results of research on the presence of the question of regional development activities in the strategic documents of higher education institutions in Poland. Using a non-reactive method: content analysis, the author explores the available missions and strategies of universities in terms of the direction and the scope of pledged actions for regional development.

    Region Morza Śródziemnego jest regionem specyficznym pod względem zróżnicowania ognisk zapalnych. Na obszarze tym występuje cała gama potencjalnych konfliktów zbrojnych. Ogniska zapalne, jakie się tu pojawiają, mają swój rodowód w postaci waśni na tle narodowościowym i religijnym, ekonomicznym, demograficznym i pozostają w ścisłym związku z różnymi postaciami terroryzmu. Integracja państw w ramach Wspólnot Europejskich wprowadziła oprócz intensyfikacji działań na polu ekonomicznym także znaczące postępy na polu współpracy w dziedzinie bezpieczeństwa. W rejonie Morza Śródziemnego ta kwestia miała szczególne znaczenie z uwagi na fakt, że jest to główne miejsce potencjalnego zagrożenia dla bezpieczeństwa Unii Europejskiej. To właśnie dzięki UE współpraca w ramach Partnerstwa Eurośródziemnomorskiego oraz Unii dla Morza Śródziemnego pozwala na efektywne realizowanie zadań związanych z zapewnieniem bezpieczeństwa w regionie.
    The Euro-Mediterranean Partnership (EMP) is certainly the most important regional process that currently exists in the Mediterranean as it brings together all of the European Union member states and 10 Mediterranean countries. The European Union (EU) creates a significant security impact at the global level, through the projection of its own model (as a regional integration process) to the whole world. The Mediterranean can be regarded as the major area where the EU tries to project its own model. The Mediterranean is a significant region as it epitomizes the world with all its vulnerabilities in the face of global security challenges. It is the meeting point of various religions and the stage of intractable conflicts, socio-economic, and political grievances. Illegal immigration, illicit arms and drug trafficking as well as international terrorism are some of the challenges that face the Mediterranean.
