The Curonian Lagoon is a shallow freshwater lagoon of significant environmental value in the south-eastern part of the Baltic Sea. The objective of the study was to evaluate changes of ice indices (duration, thickness and breakup dates) of this lagoon and to assess their possible tendencies in the 21st century. A methodology was developed combining the assessment of past changes (1960–2017) of ice indices and their projections in the near (2021–2040) and far (2081–2100) future periods using a hydrometeorological database, statistical methods and regression analysis as well as regional climate models and RCP scenarios. Climate change has a considerable impact on ice conditions in the Curonian Lagoon. During the historical period of 1960–2017, the Curonian Lagoon was covered with ice for 72 days a year, ice thickness reached 23 cm, whereas ice breakup was observed in the middle of March on average. According to the different scenarios, in the near and far future periods, ice duration will last 35–45 and 3–34 days, respectively. Ice thickness is projected to be 13–15 cm in the near future, whereas, at the end of the century, it is expected to decline to 0–13 cm. In the past, the lagoon ice cover remained until the middle of the third decade of February. At the end of the 21st century, RCP8.5 scenario projects the most drastic shifts: the permanent ice cover might be absent, whereas short-term ice cover is expected to melt already in the beginning of January.

Climate model results for the Baltic Sea region from an ensemble of eight simulations using the Rossby Centre Atmosphere model version 3 (RCA3) driven with lateral boundary data from global climate models (GCMs) are compared with results from a downscaled ERA40 simulation and gridded observations from 1980 –2006. The results showed that data from RCA3 scenario simulations should not be used as forcing for Baltic Sea models in climate change impact studies because biases of the control climate significantly affect the simulated changes of future projections. For instance, biases of the sea ice cover in RCA3 in the present climate affect the sensitivity of the model’s response to changing climate due to the ice-albedo feedback. From the large ensemble of available RCA3 scenario simulations two GCMs with good performance in downscaling experiments during the control period 1980–2006 were selected. In this study, only the quality of atmospheric surface fields over the Baltic Sea was chosen as a selection criterion. For the greenhouse gas emission scenario A1B two transient simulations for 1961 –2100 driven by these two GCMs were performed using the regional, fully coupled atmosphere-ice-ocean model RCAO. It was shown that RCAO has the potential to improve the results in downscaling experiments driven by GCMs considerably, because sea surface temperatures and sea ice concentrations are calculated more realistically with RCAO than when RCA3 has been forced with surface boundary data from GCMs. For instance, the seasonal 2 m air temperature cycle is closer to observations in RCAO than in RCA3 downscaling simulations. However, the parameterizations of air-sea fluxes in RCAO need to be improved.

A major source of energy on Earth is solar irradiation. This paper uses the Kolmogorov-Zurbenko filter to smooth and examine sunspot numbers and proves that solar irradiation levels near Earth are strictly proportional to sunspot numbers. This paper also examines the transport of that energy through the atmosphere to Earth’s surface. Long term air temperatures on the surface of Earth perfectly follow the cosine square law along latitudes. Time components of long term temperatures have oscillations which follow oscillations in sunspot numbers, but due to the regular delays in energy transmission they are delayed 4-7 years. Cloud formations and vapor accumulations also contribute to those delays, which have a well-organized time-space structure. The main purpose of this paper is the numerical identification of human influence over changes in solar activities, which may allow researchers to identify the effects of various sources of those influences. This evaluation can only be achieved by separating the scales in order to avoid any false influence from other scales. The clear separation of scales can only be achieved using the Kolmogorov-Zurbenko filter.

This study tackles the question: Do very high-resolution convective-permitting regional climate model (RCM) simulations add value compared to coarser RCM runs for certain extreme weather conditions, namely strong wind and storm situations? Ten strong storm cases of the last two decades were selected and dynamically downscaled with the RCM COSMO-CLM (24 and 2.8 km grid point distance). These cyclones crossed the high-resolution model domain, which encompasses the German Bight, Northern Germany, and parts of the Baltic Sea. One storm case study (storm Christian of October 2013) is discussed in more detail in order to analyze the smallscale storm features and the associated potential added value of the high-resolution simulation. The results indicate an added value for atmospheric dynamical processes such as convective precipitation or post-frontal cloud cover. The multiple storm analysis revealed added value for the high-resolution regional climate simulation for 10 m wind speed, mean sea level pressure, and total cloud cover for most storms which were examined, but the improvements are small. Wind direction and precipitation were already well simulated by the coarser RCM and the higher resolution could often not add any value for these variables. The analysis showed that the added value is more distinct for the synoptic comparisons than for the multiple storm study analyzed with statistical measures like the Brier Skill Score.

The aim of the paper is to analyse the theoretical aspects of the European Green Deal and to identify its potential impact on the Community's regional development processes. The paper presents the objectives and assumptions of the doctrine and its global dimension. The theoretical foundations of the doctrine in economic and social dimension have been defined. An attempt was made to identify and analyse the impact of the European Green Deal on regional development processes in the European Community. Regional development has been defined as the process of development of economic potential, increase in the competitiveness of economic entities and the standard of living of the countries' inhabitants, in their regional decomposition, which takes place as a result of transforming factors and resources into goods and services, ensuring economic security. The influence of the European Green Deal on factors of economic growth and development, factors of competitive advantage of countries, system of both public and private value (natural resources, national assets), transformations in the structure of economies (emerging and declining industries), as well as costs necessary to make the doctrine a reality were indicated.

Global climate change is anticipated to have consequences on water resources and the environment both at global and local/regional levels. Efforts towards proper management of future water resources and resolving potential water-related conflicts require the formulation of appropriate techniques to downscale the output of global climate models (GCM) to local conditions for hydrologic prediction. The paper presents an integrated framework for modeling the impact of climate change on river runoff that combines methodology for downscaling climate change scenarios for a basin scale with a hydrological model to estimate the impact of climate change on a river runoff. The modeling framework uses long-term observations of meteorological and hydrological variables together with a climate change scenario to provide a projection of future flows for the specified time horizon. The framework is based on a spatial weather generator and a distributed rainfall-runoff model. Such a configuration enables a reflection of the uncertainty of future conditions by running multiple realizations of future conditions, and also take into account the spatial variability of hydrological properties in the catchment by maintaining the physical details at a given grid size. The performance of the framework was presented for the Kaczawa basin that is one of the main left bank tributaries of the Odra River – the second biggest river in Poland. The results show simulated changes of the future river flow regime caused by climatic changes for two time horizons: 2040 and 2080.

The economic performance of business enterprises depends not only on the quality of its tangible and intangible resources but also on the influence of external factors which may either stimulate a company’s growth or hinder it. Those external factors which may substantially influence the general conditions of economic performance are classified as barriers to doing business. The aim of this paper is to investigate the relationship between the business barriers and the general business climate. The intensity of barriers in different Polish regions is analysed against the general business climate indices for the Polish economy in selected branches of the service sector in the Polish economy. The ranking of Polish regions in terms of the average intensity of barriers in the service sector (sections H, I and J) is substantially diversified. Only a few regions are characterised by high intensity of business barriers in all three sections. The relationships between the intensity of barriers and the general business climate at the regional level are weaker than at the country level and remain predominantly negative. The position of a region in the general population of regions in terms of business climate varies in time. The following statistical methods have been applied: descriptive statistics measures, correlation analysis, Ward method. The improvement of general business climate in the selected branches of economy in regions, in principle, decreases the intensity of barriers to doing business.
Uzyskiwane przez przedsiębiorstwa wyniki ekonomiczne są uzależnione nie tylko od jakości posiadanych zasobów materialnych i niematerialnych, ale także od oddziaływania czynników zewnętrznych, które mogą stymulować rozwój przedsiębiorstwa lub ograniczać go. Czynniki z otoczenia przedsiębiorstwa, które w istotnym stopniu mogą wpływać na warunki prowadzenia działalności gospodarczej, klasyfikuje się jako bariery dla prowadzenia działalności. W opracowaniu podjęto próbę analizy barier dla prowadzenia działalności na tle koniunktury gospodarczej w wybranych sekcjach sektora usług oraz wyciągnięcia odpowiednich wniosków. Kolejność województw w rankingu według średniego poziomu barier w poszczególnych sekcjach sektora usług (H, I oraz J) dość znacznie się różni. Niewiele jest województw o wysokim poziomie barier równocześnie we wszystkich trzech sekcjach. Zależności między natężeniem barier dla prowadzenia działalności oraz ogólnym klimatem koniunktury na poziomie województw są słabsze niż na poziomie całego kraju, przy czym w znacznej większości przypadków pozostają ujemne. W opracowaniu zastosowano miary statystyki opisowej, analizę korelacji oraz metodę Warda. Pozycja danego województwa na tle pozostałych województw pod względem poziomu koniunktury ulega zmianie w czasie. Wraz z poprawą koniunktury gospodarczej w wyodrębnionych segmentach województw zasadniczo zmniejsza się natężenie barier dla prowadzenia działalności gospodarczej.

Heavy precipitation events in Lithuania for the period 1961–2008 were analysed. The spatial distribution and dynamics of precipitation extremes were investigated. Positive tendencies and in some cases statistically significant trends were deter- mined for the whole of Lithuania. Atmospheric circulation processes were derived using Hess & Brezowski’s classification of macrocirculation forms. More than one third of heavy precipitation events (37%) were observed when the atmospheric circulation was zonal. The location of the central part of a cyclone (WZ weather condition subtype) over Lithuania is the most common synoptic situation (27%) during heavy precipitation events. Climatic projections according to outputs of the CCLM model are also presented in this research. The analysis shows that the recurrence of heavy precipitation events in the 21st century will increase significantly (by up to 22%) in Lithuania.
