    In many areas of Poland, areas of transport exclusion related to the lack of public transport service or insufficient offer are identified. After 1989, when Poland underwent political transformation and consequent economic transformation, funding for bus and rail transport collapsed. While rail transport experienced a significant regression in connections, regional bus transport can be said to have been completely eliminated. On the map of the whole of Poland, Kartuzy poviat is an exception, where the role of the carrier has been taken over by a private company which offers transport services at a level corresponding to demand, thus positively influencing the transport habits of the inhabitants. The article examines the change in the offer in bus and rail transport in Kartuzy poviat in the years 1990-2023 and shows that the private bus carrier performs tasks that should de facto rest with the state authorities.

    Zgodnie z obowiązującą ustawą o publicznym transporcie zbiorowym samorządy wojewódzkie mają obowiązek zorganizowania publicznego transportu na szczeblu regionalnym. Jednym z najważniejszych zadań samorządów do tej pory było uchwalenie planu zrównoważonego rozwoju publicznego transportu zbiorowego. Dokument ten szczegółowo opisuje politykę rozwoju transportu publicznego na najbliższe lata. W niniejszym artykule podjęto próbę opisania oraz porównania najważniejszych aspektów organizacji publicznego transportu drogowego w świetle planów transportowych wszystkich 16 województw. Zaplanowany sposób organizacji regionalnego transportu autobusowego jest mocno zróżnicowany w przeciwieństwie do priorytetowej roli transportu kolejowego. Ponadto niemal wszystkie województwa wyrażają chęć uruchomienia publicznego transportu drogowego w jednym momencie, od początku 2017 roku. Szczególną uwagę poświęcono rozdziałom wojewódzkich planów transportowych opisującym sieć komunikacyjną, na której planowane jest uruchomienie przewozów użyteczności publicznej, a także zasady organizacji rynku przewozów i tryb wyboru operatora, pośrednio wskazujące na tryb finansowania regionalnego transportu autobusowego. Porównano i przeanalizowano opublikowane ogłoszenia o zamiarze przeprowadzenia postępowania na wybór operatora w drogowych przewozach użyteczności publicznej w województwach. Spośród 16 województw 14 uruchomi regionalną komunikację autobusową od przyszłego roku, mającą przeważnie rolę uzupełniającą i dowozową w stosunku do funkcjonującego transportu kolejowego, a podstawową tam, gdzie transport kolejowy nie dociera.
    In accordance with the national law of public transport, regional governments (voivodships) have the responsibility to organize regional public transport. Adoption of the plan of sustainable development of regional public transport has been so far one of the main local government tasks. This document contains policy for regional railway and road public transport development for the coming years. The article attempts to describe and compare the most important aspects of the organization of public road transport in the transport policies of all 16 voivodships. The organization of regional public bus transport is diversified, in contrast to the priority role of railway transportation. Moreover, almost all the voivodships are willing to launch road regional public transport at one time, from the beginning of 2017. Particular attention is focused on voivodship transport policies chapters describing communication network which is planned to run service as a public utility, the principles of transportation market guidelines and the way of the operator selection, indirectly presenting the mode of financing the regional bus transport. The announcements of the intention to selection of operator in regional bus public transport have been compared and analyzed. 14 of 16 voivodeships are launching regional bus transportat next year and this service plays mainly complementary role and feeding connection in relation to the functioning of railway transport. Bus transport will be the basic transport service in the areas where rail transport does not operate.

    Opis:
    The accessibility of regional centers by public transport in a defined area is a very specific problem. Depending on the organization of public transport, there is a potentially related phenomenon – social transport exclusion. The aim of the study is to express the existence of a relationship between public transport and regional development in the rural self-governing region Trnava. At the same time, we identify municipalities – more precisely areas – with reduced transport accessibility in relation to their regional development and we determine the most advantageous means of public transport for the population who does not have the possibility to use a car. The procedure was to use an electronic database of train and bus timetables to obtain information about the studied characteristics for the return journey during the 24 hours of working days (Tuesday). We found that rail and combined transport have better quality in about half of the region’s municipalities. The Pearson correlation coefficient of product of moments indicated that the value of the correlation between the number of points for public transport and points for regional development is only 0.36, and therefore there is no strong connection between them. However, the individual extreme and average values of these indicators and especially their sub-components have shown us that there is a certain dependence between these values. The results show that despite a lower impact on public transport on regional development, it has a more decisive influence, leading to the strengthening of public transport.

    Nowy model rozwoju, przedstawiony w Strategii na rzecz odpowiedzialnego rozwoju, przyjętej przez Radę Ministrów 14 lutego 2017 r., to przede wszystkim rozwój odpowiedzialny oraz społecznie i terytorialnie zrównoważony. Strategia jest kluczowym dokumentem państwa polskiego w obszarze średnio- i długofalowej polityki gospodarczej, definiuje, zdaniem rządu, nowy model rozwoju Polski, w tym rozwoju regionalnego – zrównoważonego, równomiernie obejmującego cały kraj i uwzględniającego różnorodność i specyfikę polskich miast, miasteczek i wsi. Każdy taki obszar kraju musi być włączony w procesy rozwojowe, przez zidentyfikowanie i wsparcie jego indywidualnych zasobów i unikatowego potencjału. W niniejszym artykule przedstawiono założenia tej strategii odnoszące się do transportu publicznego.
    The new development model, described in the Strategy Towards the Responsible Development, adopted by the Council of Ministers on February 14th, 2017, is above all the responsible development and socially and territorially balanced. The strategy is a crucial document of the Polish state in area of average- and long-term economic policy, that defines, according to the government, the new model of Poland’s development, including regional development - balanced, evenly covering the whole country and taking into account the diversity and specificity of Polish cities, small towns and villages. Each such an area of the country must be included into developmental processes, by identifying and supporting its individual resources and the unique potential. In the article assumptions of this strategy referring to the public transport were presented.
