Opis:

Supporting smart specialization, taking into account regional potential, makes sense in the case of probable, significant increase of a competitive advantage in the region. This should result in economic growth. In turn, countering dispersion of the EU support by indicating smart specialization of a given region, constituting one of the policy objectives for regions, does not guarantee development of these specializations, and therefore, economic growth. One must remember that development of given specializations is a result of the local-level processes, which determine the market and at the same time being the main stimulant for their formulation. The strategic objective should be the introduction of such a system which will generate innovations, taking into account the advanced technologies and their diffusion into less developed areas. Flexibility should be an important aspect, understood as the capacity of specific areas to modify the use of their own potential. It is important to shape and promote pro-innovative and proentrepreneurial stances. Designating smart specialization and supporting it with the EU funds cannot be a goal in itself, but a carefully considered and prudent financial policy.

The article presents an analysis of the urban policy being implemented in the Mazovian Region. The actions addressed to urban areas are analyzed retrospectively and prospectively in the context of the key Mazovian strategic and implementation documents. There follows a characteristic of the mechanisms and solutions of particular importance to the future of urban policy in Mazovia. Finally, recommendations concerning the development of the Mazovian Region are presented, with special focus on the development of urban areas. The recommendations are based on the analyses and studies conducted within the Development Trends of Mazovia project.

The paper is focused on the introduction and operation of a novel model of EU-induced structure of governance networks-composed of public administration, business and civil society actors. It takes up a case of institutional structures to manage EU structural funds in Poland. In particular, the role of social partners, i.e. representatives of non-governmental organizations in the European Regional Development Fund-related region-level and nation-level steering and monitoring committees is analyzed. Following a brief exposition of regionalization principles, arrangement for regional development policy in Poland and changes induced by the country’s accession to the EU, legal and institutional frameworks for the inclusion of social partners in the committees responsible for the programming, management and evaluation of the EuropeanRegional Development Fund are scrutinized. Empirical evidence of social partners’ participation in the proceedings of such selected committees is introduced and analyzed. Opportunities, challenges and dilemmas of civil society actors faced with new modes of governance are discussed.

The article presents an overview of the Mazovian regional government’s development policy during the two decades since the changes in the administrative division of Poland. The legislative context is presented, with particular focus on the acts which determined the role of regional governments in the implementation of development policy. Next, the horizontal and historical consistency of Mazovia’s development policy is presented and set against the problems resulting from faulty redistribution mechanisms (the so-called “Robin-Hood tax”). Some changes serving to fix the mechanism are identified. The distribution of European funds is mentioned in the context of modifications to the statistical division of Mazovia (effective as of 2018), as the new NUTS-2 regions have a direct impact on the structural funds available to Mazovia. The article also presents Mazovia’s cooperation with foreign regions and international institutions outside the EU. Finally, the effects of the implementation of Mazovia’s development policy in 1998–2018 are discussed. The article is based on an earlier, Polish-language version, published in issue 25 of Mazovia: Regional Studies. The data and information analyzed in the article were collected in the Mazovian Office for Regional Planning. The presentation of a 20-year overview of the Mazovian regional government’s activity in one article allows for a new perspective on the effects and added value of the implementation of a consistent development policy in the region.
Celem artykułu jest przegląd polityki rozwoju województwa mazowieckiego na przestrzeni ostatnich dwudziestu lat. W artykule omówiono reformę podziału administracyjnego Polski wprowadzoną na przełomie 1998 i 1999 roku oraz zmiany legislacyjne determinujące zakres kompetencji samorządu województwa w zakresie prowadzenia polityki rozwoju. Następnie przedstawiono zintegrowaną politykę rozwoju realizowaną w województwie mazowieckim w ujęciu horyzontalnym (integracja dokumentów strategicznych i planistycznych) oraz historycznym (konsekwencja w ustalaniu i realizacji celów rozwoju). Praktyka wdrażania polityki rozwoju została zestawiona z problemami wynikającymi z subwencji regionalnej (tzw. „janosikowego”). Wskazano przy tym na postępy w zakresie naprawy wadliwego mechanizmu redystrybucji środków między województwami. Kwestia dystrybucji środków z poziomu unijnego została wspomniana przy omawianiu zmian w podziale statystycznym województwa (na jednostki NUTS -2), jako że jest to czynnik mający bezpośredni wpływ na wysokość i rodzaj wsparcia w ramach polityki spójności. Poza działalnością na poziomie Unii Europejskiej, omówiono współpracę województwa mazowieckiego z innymi regionami i instytucjami na poziomie międzynarodowym. W ostatniej części artykułu przedstawiono efekty realizacji polityki rozwoju województwa mazowieckiego w latach 1998–2018. Działania realizowane w poszczególnych okresach zilustrowano przykładami najważniejszych inwestycji i projektów oraz zestawiono z aktualnymi dokumentami wdrożeniowymi. Artykuł został przygotowany na podstawie analizy danych i informacji zebranych w Mazowieckim Biurze Planowania Regionalnego w Warszawie. Zestawienie w jednym miejscu informacji na temat dwudziestu lat funkcjonowania Samorządu Województwa Mazowieckiego pozwoliło na przedstawienie, z nowej perspektywy, efektów i wartości dodanej prowadzenia konsekwentnej polityki rozwoju w regionie.

Celem artykułu jest ukazanie roli klastrów w rozwoju regionu. Odwołując się do literatury przedmiotu analizie poddano trzy aspekty problematyki regionalnego wymiaru prorozwojowych funkcji klastrów. W pierwszej części artykułu scharakteryzowano czynniki i mechanizmy powstawania klastrów. Skupiono się zarówno na endo-, jak i egzogenicznych czynnikach warunkujących ten proces, akcentując zarazem ich wzajemne przenikanie się i uzupełnianie prowadzące do powstania zintegrowanej kooperacyjno-konkurencyjnej struktury klastrowej na poziomie regionu. W drugiej części przedstawiono warunki sprawnego funkcjonowania klastrów, podkreślając decydujące znaczenie relacji między głównymi regionalnymi aktorami gospodarczego układu sieciowego, tj. sektorem prywatnym a publicznym. W trzeciej części artykułu analizie poddano prorozwojowe oddziaływanie klastrów na poziomie regionalnym. Przedstawiono korzyści w zakresie zwiększania wydajności i zdolności do innowacji firm lub sektorów należących do grona, a także w zakresie generowania impulsów motywujących do tworzenia nowych form w regionie. W zakończeniu artykułu – odwołując się do klasycznego ujęcia przedsiębiorczości – ukazano stymulujący wpływ klastrów na rozwój regionu przezzwięzłą analizę ich roli w realizacji funkcji regionalnej przedsiębiorczości. W wymiarze praktycznych implikacji przeprowadzonych charakterystyk i analiz wskazano główne kierunki i sfery działań władz publicznych odnośnie realizacji polityki regionalnej wspierającej powstawanie i rozwój klastrów.
The purpose of this article is to show the role of clusters in the development of the region. Referring to the subject literature, three aspects of the regional dimension of the pro-development function of clusters have been analyzed. The first part of the article characterizes clustering factors and mechanisms. The focus on both the endogenous and exogenous factors determining the process, at the same time emphasizing their interpenetration and complementarity leading to formation of the integrated Cooperative-competitive cluster structure at the level of the region. The second part presents the conditions for the efficient functioning of clusters, underlining the decisive importance of relations

W opracowaniu podjęto próbę określenia perspektyw osiągania spójności społeczno- -ekonomicznej w Polsce. Wskazano, że istniejące uwarunkowania rozwoju obszarów peryferyj-nych niosą zagrożenia dla urzeczywistniania spójności społeczno-ekonomicznej. Zarówno globali-zacja, jak i realizacja polaryzacyjno-dyfuzyjnego modelu rozwoju generują impulsy pogłębiające nierówności rozwojowe. Także narastająca nierównowaga finansów publicznych wprowadza utrudnienia – tak w sferze realnej, jak i regulacji – dla harmonizowania celów spójności społecz-no-ekonomicznej z efektywnością ekonomiczną. Rozstrzygnięcie strategicznego dylematu polityki rozwoju w zakresie alternatywnego wyboru między konkurencyjnością a spójnością terytorialną wymaga holistycznego podejścia do procesów rozwojowych.
The article attempts to assess the perspective of achieving socio-economic cohesion in Poland. There was indicated that existing determinants of development of peripheral regions are connected with threats to realization of socio-economic cohesion. Globalization as well as realization of polarized and diffusive development model generate impulses increasing developmental disparities. Increasing unbalance in public finances makes it more difficult – in both: real and regulation spheres – to harmonize aims of socio-economic cohesion with economic efficiency. To adjudicate a strategic dilemma of development policy concerning a choice between competitiveness and territorial cohesion it is required to adopt alternative, holistic approach to developmental processes.

The article consists of three components. The first part has theoretical character and explains key words as “strategy”, “development strategy” and “strategy of the development of tourism”. It also gives some short characteristic of development strategy construction process. Legal grounds of creating concept papers in the area of tourism were also discussed. In addition, important documents which have meaning for creating the strategy of the development of tourism on the district and commune level were briefly characterised. In the second part authors make an attempt to determine the place of tourism in concept papers of commune self governments and districts of the Lodz province. A strategy of the development of tourism was analyzed in details on the example of Belchatow city and commune. As a summary of the analytical part of the article, authors pointed some common mistakes in analyzed concept papers. Among them there are: the lack of indicating sources of financing planned actions in the development of tourism, the lack of analysis of outside and foreign markets. In addition, in many documents there were no world and domestic trends in tourism analyzes, and only few proposals about new, original tourist products. In concept papers authors also indicate the most significant mistakes like lack of regional ideas for tourism industry cooperation and for creating promotional strategies of the given area. The last part of the article was devoted to analyze “best practices” of the tourism management in the Norwegian Oppland county. The review of chosen methods and directions of managing the tourism in Norway was conducted to find some examples which can be simply used in the Lodz province.

W artykule przyjęto założenie, że pomiędzy ośrodkami metropolitalnymi a ich otoczeniem regionalnym występują naturalne interakcje. W badaniu przeprowadzonym na przykładach Krakowa i Małopolski, Warszawy i województwa mazowieckiego oraz Wrocławia i województwa dolnośląskiego analizowano, czy relacje te uwzględnia się w polityce rozwoju na szczeblu lokalnym (wielkomiejskim) oraz regionalnym (otoczenie miasta-rdzenia). Brak kompatybilności tych polityk przynosi negatywne skutki dla rozwoju województwa. Wpływ dużego miasta na rozwój jego otoczenia mógłby być większy, gdyby relacje rozwojowe pomiędzy metropolią i regionem zostały wzmocnione przez działania interwencyjne podmiotów polityki. W artykule podjęto próbę odpowiedzi na pytanie, jaki może być udział polityki władz samorządowych w obserwowanym wpływie badanych metropolii na rozwój ich otoczenia regionalnego oraz jak wykorzystywane są naturalne interakcje zachodzące pomiędzy tymi podmiotami. Obecnie władzom lokalnym i regionalnym często zarzuca się, że dokumenty strategiczne tworzy się bez uprzedniej konsultacji z zainteresowanymi środowiskami. Połączenie wysiłków władz przyniosłoby korzyści dla obu szczebli terytorialnych i spowodowało spójny rozwój społeczno-gospodarczy.
The main hypothesis of the article is that there are natural interactions between metropolitan centers and their surrounding areas (regions). In the present study, focused on the following three examples: Krakow and the Malopolska region, Warsaw and the surrounding Mazowieckie Voivodship, and Wroclaw with the Dolnoslaskie Voivodship, the author analyzes if these interactions are taken into consideration in the development of policies at the local (metropolitan) and the regional level (region surrounding the core city). A lack of compatibility of these policies has a negative impact on the development of the region. The impact of large cities on the development of their environment would be greater if it was encouraged by politicians and their interventions. The author attempts to determine how local governments can influence the impact of metropolitan cities on their surrounding areas, and what use can be made of their natural interactions. Nowadays, local and regional authorities are often accused of creating strategies without prior consultation with the interested parties. Combining the efforts of local and regional authorities would ensure a coherent socio-economic development and could be beneficial for both levels of self-government.

Artykuł przedstawia wybrane zadania Mazowieckiego Biura Planowania Regionalnego (MBPR), których realizacja miała znaczący wpływ na rozwój subregionu siedleckiego. Biuro od 20 lat realizuje obowiązki samorządu Województwa Mazowieckiego w zakresie polityki rozwoju i zagospodarowania przestrzennego. Opracowywane w Biurze, szeroko uspołeczniane dokumenty strategiczne i opracowania analityczno-studialne, pozwoliły na jak najlepsze uwzględnienie specyfiki poszczególnych obszarów Mazowsza w polityce rozwoju regionu, prowadzonej przez jego władze. Władze, a efektami na obszarach słabo rozwiniętych, w tym w subregionie siedleckim, były m.in. preferencje w dofinansowywaniu projektów ze środków Unii Europejskiej (UE) w ramach kolejnych edycji Regionalnego Programu Operacyjnego Województwa Mazowieckiego (RPOWM). Bardzo ważnym aspektem polityki rozwoju regionu jest także wspieranie współpracy samorządów różnych poziomów w realizacji zadań o znaczeniu ponadlokalnym. W ostatnich latach, w wyniku współdziałania jednostek samorządu województwa, w tym MBPR, z samorządami lokalnymi, powstały zintegrowane plany inwestycyjne w poszczególnych obszarach Mazowsza, m.in. w subregionie siedleckim. Ich realizacja przebiega przy dofinansowaniu z RPOWM 2014–2020 w ramach specjalnego instrumentu wsparcia pod nazwą Regionalne Inwestycje Terytorialne.
The article presents selected tasks, realized by the Mazovian Office for Regional Planning, which have had a significant impact on development of the Siedlce subregion. For 20 years, the Office has been fulfilling the duties of the Regional Government of Mazovia in the area of regional and spatial development policy. The Office prepared broadly publicized strategic documents and analytical studies, which allow for thr specifics of individual parts of Mazovia to be taken into account in the regional development policy, carried out by its authorities. The effects in the region’s less developed areas, including the Siedlce subregion, included preferences in yhe co-financing projects with European Union funds within subsequent editions of the Regional Operational Program of the Mazovia Region (RPOWM). Another key aspect of the region’s development policy is supporting cooperation between local governments of various levels in the implementation of tasks of supralocal importance. In recent years, as a result of the cooperation of the regional government’s units, including the Mazovian Office for Regional Planning, with local governments, integrated investment plans have been prepared in several areas of Mazovia, including the Siedlce subregion. Their implementation is co-financed from the RPOWM 2014–2020 within a dedicated instrument called Regional Territorial Investments.

W artykule zaprezentowano proces kształtowania polityki rozwoju regionalnego w Polsce, w tym przybliżono reformę administracyjną, utworzenie samorządowych województw oraz ich udział w kreowaniu i poprowadzeniu polityki regionalnej. Jednak zasadnicza część pracy poświęcona została zaprezentowaniu genezy kontraktu wojewódzkiego oraz jego wpływu na budowanie polityki regionalnej w Polsce, w tym przede wszystkim relacji pomiędzy rządem, odpowiedzialnym za realizację polityki interregionalnej oraz samorządem realizującym politykę intraregionalną. W ostatniej część opracowania przybliżono założenia kontraktu terytorialnego, będące w dużej mierze wynikiem doświadczeń wynikających z realizacji kontraktów wojewódzkich oraz opisano usytuowanie kontraktu terytorialnego w procesie kształtowania polityki rozwoju regionalnego w latach 2014-2020.
The article presents the process of shaping regional development policy in Poland, this brought closer administrative reform, the establishment of local regions and their participation in creating and leading the regional policy. However, a substantial part of the work was devoted to the presentation of the origins of the provincial contract and its impact on building regional policy in Poland, including in particular the relationship between the government, responsible for the implementation of the policy of interregional and intraregional self-government implements policy. In the last part of the study brought closer assumptions territorial contract, which is largely the result of the experience gained from the implementation of regional contracts and describes the location of the territorial contract in the process of regional development policy in the years 2014-2020.

Opis:

Przedmiot badań: Przedmiotem zainteresowania jest obszar zarządzania projektami przez parki naukowo-technologiczne w Polsce, w tym finansowanymi ze środków publicznych. Parki dotychczas były badane raczej w kontekście uwarunkowań historycznych ich funkcjonowania, charakterystyki i efektywności świadczonych usług oraz w aspekcie makroekonomicznym w szczególności w połączeniu z oceną wpływu interwencji publicznej środkami finansowymi UE, aniżeli w obszarze zarządzania projektami i odpowiadających im metodyk. W artykule dokonano analizy pojęciowej i funkcjonalnej parków jako instytucji otoczenia biznesu. Zaprezentowano wyniki badań empirycznych dotyczących identyfikacji stosowanych w parkach metodyk zarządzania projektami. Wskazano trzy modele służące do oceny organizacji pod kątem doboru optymalnej metodyki zarządzania projektami. Rezultaty badań mogą okazać się przydatne dla praktyki zarządzania projektami przez parki stanowiące element systemu innowacji w polityce rozwoju regionalnego w procesie dalszej ich profesjonalizacji. Cel badawczy: Przedstawienie dominującej metodyki zarządzania projektami w parkach naukowo-technologicznych stanowiących ośrodki innowacji w Polsce, a także wyjaśnienie wpływu na sposób zarządzania projektami (zmianą) w organizacji takich parametrów, jak kultura organizacyjna, zespoły oraz rodzaj projektów. Istotnym zagadnieniem wydaje się kwestia, w jaki sposób i jakim zestandaryzowanym narzędziem, bez względu na indywidualne cechy organizacji, można badać przyjęte w parkach metodyki i podejścia do zarządzania projektami wpływające na skuteczność i efektywność funkcjonowania całej organizacji. 1 Metoda badawcza: Własne badania ankietowe przeprowadzone metodą CAWI z kadrą kierowniczą parków objętych próbą badawczą z wykorzystaniem narzędzia Agile Suitability Filter Tools określonego w PMBoK® Guide 2017 badającego potencjał organizacji w trzech aspektach: kultura (struktura) – zespół (ludzie) – projekty. Zastosowano także analizę materiałów źródłowych, w tym porównawczą przepisów prawnych odnoszących się do parków i źródeł finansowania projektów. Wyniki: W parkach przeważa zwinne (agile) podejście do zarządzania projektami. Jednakże ze względu na specyfikę parków jako organizacji typu not-for-profit oraz na realizowane przez nie projekty, źródła i zasady ich finansowania postuluje się dostosowanie metodyki zarządzania projektami do odpowiednich rodzajów projektów, wewnętrznych możliwości organizacji oraz warunków określonych przez jej otoczenie zewnętrzne, w tym instytucje UE, krajowe lub regionalne dofinansowujące projekty ze środków publicznych.
Background: The research is focused on the project management process in the science and technology parks (STP) in Poland, including projects financed by public funds. STP have so far been described in the context of historical conditions of their activity, features, and efficiency of the services they provide, as well as in the macroeconomic aspect, particularly in connection with the assessment of the impact of public intervention by EU funds, rather than in the area of project management and their appropriate methodologies. A conceptual and functional analysis of STP as business supporting institutions was performed. The results of the author’s empirical research on identification of project management methodologies used in STP were presented. Three models concerning the methods of organizational evaluation in relation to the selection of the appropriate project management methodology were pointed out. Research results may prove useful for the practice of project management into the STP that are a part of the innovation system in regional development policy and to make them more professional. Research purpose: The aim of this paper is to present the dominant methodology of project management in STP that belong to the innovation centres in Poland, as well as to clarify the impact of the following factors on changing the organizational management structure: organizational culture, teams, and types of projects undertaken. An important issue seems to be how and with what standardized tool, regardless of the individual features of the organization, is used to examine the project management methodologies and approaches implemented in the STP, affecting the effectiveness and efficiency of the whole organization. Methods: The survey carried out on the basis of CAWI with CEOs of the STP as a research sample using the Agile Suitability Filter Tools specified in the PMBoK® Guide 2017 that examine the capability of organizations in their three aspects: culture (structure) – team (people) – projects. An analysis of reference materials and documentation was also applied, including comparative analysis of legal provisions relating to STP and project financing sources. Conclusions: The agile project management approach is predominant in STP. However, the specificity of STP as a not-for-profit organization and the projects they implement specially determines their rules and sources of funding for projects. As such, it is postulated that the project management methodology should be adapted, both to the appropriate types of projects, internal capabilities of the organization as well as the conditions determined by its external environment, including the principles for implementation of projects co-financed by EU, national or regional bodies from public contribution as well.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

The aim of the work is to identify effects of the process of revitalization in the space of a region. The authors examine the results which were achieved on closing the realization of revitalization projects in the years 2007-2013 in Opolskie Voivodeship. They also undertake an attempt to determine their significance for the perspective shaping of the regional development policy. The research was conducted on the basis of the analyses of: applications of revitalization projects co-financed within the Regional Operation Program for Opolskie Voivodeship in the years 2007-2013, local revitalization programs in the cities of Opolskie Voivodeship, focus studies conducted in 12 cities of the region, as well as survey research carried out among representatives of all local government units in the voivodeship. The results of the studies point to the fact that the attained effects of revitalization only partially were in accordance with the assumptions of the conception of revitalization and its idea. It is indicated that cities, mainly medium-sized and large, are privileged regarding the range of generating positive changes which result from revitalization and that economic effects are marginalized.

Opis:

The paper critically discusses several widespread views about regional development and how it can be stimulated by regional policy. It is argued that in the current development paradigm it is neither possible nor expedient to achieve regional convergence, which in effect would lead to a deep change in understanding the very assumptions of the EU Cohesion policy. It is indicated that external stimuli do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sports championships. One of the most broadly used models for an ex ante evaluation – the HERMIN model – is also discussed.

The purpose of the article is to demonstrate the close relationship between regional development and territorial marketing, which based on the implementation of the marketing concept focuses on creating regional and local products and their effective positioning towards potential buyers. The presented thesis is a result of reflection on using regional marketing in creating regional policy, based on consideration of the specific features of the region which marketing specialists are supposed to know in order to create a marketing plan for the respective region. Further, the marketing plan may be used in the political strategy of regional development based on the satisfaction of the residents’ needs and their individual development. The care of politicians, who fulfil their functions following the election by the citizens, and the development of residents would coexist with the creation of regional development. The phenomena should be closely interrelated. When describing the interrelation from a scientific perspective, it must be said that synergy of the indicated types of activity depends on a series of facts and correlations which fall within various scientific domains. Therefore, there is a need for multidisciplinary approach. The authors of the article hypothesize that management of regional development should be supported by the professional use of regional marketing, taking into account the assumption that each organization should shape its impact system by analysing its needs, already used solutions and the needs of its stakeholders. The views expressed are based on the analysis of selected literature.

Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

The aim of this paper is to offer an empirical insight into the spatial effects of growth of regional income and disparities across EU regions (NUTS 2). Since regions are spatial units and there are interrelated standard linear regression is not sufficient to evidence the convergence process. Two models (Spatial Lag Model – SLM and Spatial Error model – SEM), derived from spatial econometrics, have been used to identify and explain spatial effects in convergence clubs—all EU countries (EU-28), countries that entered the EU in 2004 (EU-13) and countries that were in EU prior to 2004 (EU-15). Unconditional and conditional β-convergence has been examined in the period 2000-2015 thus covering two financial perspectives (including n + 2 rule3). Dummy variables have been also applied to catch the country-specific effects, such as national policies, legislation, technology progress, etc.

The new development policy paradigm has significantly redefined its territorial dimension towards the perception of internal diversity of regions, multi-level management, creating integrated programs dedicated to the strategic intervention areas (National Strategy for Regional Development, p. 15). In this article I am analyzing the development policy in relation to the territories of two Polish counties – Janów Lubelski and Miechów. Although both areas are similar in statistical terms, they differ considerably in terms of development policy. This is due to the differences in the policy of regional authorities as well as local governments, especially the counties authorities. The differences are evident both when comparing the strategic documents of both counties as well as the statements of representatives of both units gathered during field research. Based on the analysis, it can be stated that the local authorities of some units are increasingly aware of their actions in the wider development context. But still, there are places where development policy is understood to mean the acquisition of external means.

Opis:

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

The author analyses the relationship between regional disparities and economic efficiency. He also examines the efficiency of regional policy tools in the context of regional disproportions and economic efficiency. In the first part of the paper, the author discusses the main areas of controversy concerned with the regional distribution of business activity and its influence on economic growth. Then, using a graphic model to present the theory of endogenous growth and the New Economic Geography-and additionally considering social capital-Gajewski analyzes the economic effects of interregional transfers, subsidies for enterprises, investment in transport infrastructure and innovation policy. The author concludes that regional policy measures designed to support the regional diffusion of innovation and reduce its costs are the most effective instrument of regional policy, from the perspective of economic efficiency and the need to level out regional differences. Subsidies to enterprises seem to be the least beneficial, if not harmful, regional policy tool, Gajewski says. His research findings indicate that the use of various other regional policy instruments leads to an “equity-efficiency tradeoff,” or a conflict between economic and social objectives.

Opis:

Development policy defining trends of changes in Polish economy is the source of many solutions implemented from the top down into economic practice. It also happens around initiatives realized in the area of clusters. The confrontation of program documents and research reports with cluster theory does not give rise to a positive evaluation of this organizational formula in the Polish economic practice. The newly established institution of key national clusters has been integrated into the complex public-private system far from universally accepted theoretical concept of a cluster. The chosen method of selecting key clusters raises serious concerns as it leads to the unauthorized segregation of market operators/participants in the access to public funds.

In the Russian Federation, interregional cooperation is limited, which negatively affects regional development and contributes to growing regional disparities. The goal of this research is to gain better understanding for slow and inconsistent development of interregional relations in Russia. The main hypothesis is that the lack of proper coordination and communication between the federal and regional levels of government, between regions themselves, as well as between regional authorities and other stakeholders in regions’ development is one of the key problems that hampers development of interregional cooperation in contemporary Russia. Retrospective, statistical, and content analysis were used to test this hypothesis. The analysis of the federal policy toward regional development since 1990 has shown gradual increase in centralisation of authority. The regional policy stimulated interregional competition and dependence on federal investments and subsidies. Nevertheless, the study of strategic plans of Siberian regions shows that with proper coordination and communication between interested parties some of the problems inhibiting interregional cooperation can be resolved. Better coordination, in turn, requires improvement of the institutional infrastructure. The findings are relevant for policy makers and scholars in the field of regional development. Further research is needed concerning the most efficient forms of coordination institutions.

Artykuł podejmuje analizę rozwoju regionalnego w Polsce, gdyż jest to temat bardzo ważny i aktualny. Celem artykułu jest weryfikacja poziomu rozwoju regionów w Polsce, a także dążenie do wskazania takich kierunków rozwoju polityki regionalnej. Do realizacji celu użyto głównie metody statystycznej, ale także metody opisowej oraz porównawczej. W pierwszej części artykułu przedstawiono teoretyczny aspekt rozwoju regionalnego. Następnie ukazano analizę trendów rozwojowych w poszczególnych regionach. W ostatniej części znajduje się próba oceny kierunków rozwoju polityki regionalnej w Polsce. Artykuł jest poprzedzony wprowadzeniem i zakończony wnioskami. Należy dążyć do zrównoważonego rozwoju i zwiększenia konkurencyjności regionów, a tym samym konkurencyjność całej globalnej gospodarki.
The aim of this article is analyze the regional development in Poland, because it is theme very important and current. Purpose of article is verification of level a regional development in Poland, as well as aspiration for such indication of direction regional development. For realization of purpose they use mainly statistic method, but descriptive method and comparative method too. In the first part of the article they presented theorethical aspects of regional development. Next they showed is analysis of development trend in regions. The last part is attempt of estimate direction of development the regional policy in Poland. The article is preceded by basics, finished with conclusions. It belongs to aim at sustainable development, and boost of competitiveness of regions, but the same competitiveness of whole global economy.

Expenditure on structural policy is the second largest item in the European Union’s budget. Structural funds and the cohesion fund are intended for the bloc’s poorest countries and regions, and their aim is to increase the cohesion of the entire community. Under the EU reform treaty, the traditional model of economic and social cohesion would be expanded to include a third dimension-territorial cohesion. The authors analyze the implications of the introduction of territorial cohesion to European structural policy. They evaluate EU program documents and research in this area. Szlachta and Zaleski set out to explain why the territorial dimension of European structural policy is important to Poland and why European cohesion policy should be modified after 2013. The paper describes the theoretical foundations of European structural policy, paying special attention to the role of regional factors for community-level intervention and the course of convergence processes. Against this background, the authors describe the EU’s regional policy and its territorial dimension over the past 20 years. The paper also discusses the most important conclusions from a public debate on territorial issues in Europe, and mentions issues such as the EU Green Paper on territorial cohesion and its importance for reforming the EU’s structural policy after 2013.

The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

The smart specialisation is a new EU’s concept towards the regions. It assumes upgrading of innovation and competitiveness basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE’s funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.

Celem artykułu jest przegląd polityki rozwoju województwa mazowieckiego na przestrzeni ostatnich dwudziestu lat. W artykule omówiono reformę podziału administracyjnego Polski wprowadzoną na przełomie 1998 i 1999 roku oraz zmiany legislacyjne determinujące zakres kompetencji samorządu województwa w zakresie prowadzenia polityki rozwoju. Następnie przedstawiono zintegrowaną politykę rozwoju realizowaną w województwie mazowieckim w ujęciu horyzontalnym (integracja dokumentów strategicznych i planistycznych) oraz historycznym (konsekwencja w ustalaniu i realizacji celów rozwoju). Praktyka wdrażania polityki rozwoju została zestawiona z problemami wynikającymi z subwencji regionalnej (tzw. „janosikowego”). Wskazano przy tym na postępy w zakresie naprawy wadliwego mechanizmu redystrybucji środków między województwami. Kwestia dystrybucji środków z poziomu unijnego została wspomniana przy omawianiu zmian w podziale statystycznym województwa (na jednostki NUTS- 2), jako że jest to czynnik mający bezpośredni wpływ na wysokość i rodzaj wsparcia w ramach polityki spójności. Poza działalnością na poziomie Unii Europejskiej, omówiono współpracę województwa mazowieckiego z innymi regionami i instytucjami na poziomie międzynarodowym. W ostatniej części artykułu przedstawiono efekty realizacji polityki rozwoju województwa mazowieckiego w latach 1998–2018. Działania realizowane w poszczególnych okresach zilustrowano przykładami najważniejszych inwestycji i projektów oraz zestawiono z aktualnymi dokumentami wdrożeniowymi. Artykuł został przygotowany na podstawie analizy danych i informacji zebranych w Mazowieckim Biurze Planowania Regionalnego w Warszawie. Zestawienie w jednym miejscu informacji na temat dwudziestu lat funkcjonowania Samorządu Województwa Mazowieckiego pozwoliło na przedstawienie, z nowej perspektywy, efektów i wartości dodanej prowadzenia konsekwentnej polityki rozwoju w regionie
The article aims to present an overview of the development policy in Mazovia during the last two decades. First, the changes in the administrative division of Poland in 1998/1999 are discussed along with the legislation which determined the powers of the regional government in terms of implementing development policy. Next, the integrated development policy implemented in Mazovia is presented from a horizontal perspective (integration of strategic and spatial planning documents) and a historical one (consistency in setting and pursuing development goals). The practice of development policy implementation is set against the problems resulting from regional subvention (the so-called “Robin Hood tax”). The article points to progress in this respect, identifying some changes serving to fix the faulty mechanism of redistribution of funds among Polish regions. The distribution of European funds is mentioned when changes in the statistical divison of Mazovia are discussed, as the new NUTS-2 regions have a direct impact on the amount and type of Cohesion Policy support available to Mazovia. Apart from activity on the level of the European Union, the article presents Mazovia’s cooperation with other foreign regions and international institutions. The last part of the article discusses the effects of the implementation of Mazovia’s development policy in 1998–2018. The actions undertaken in individual programming periods are illustrated through examples of the most important investments and projects and set against contemporary implementation documents. The article was based on the analysis of data and information collected in the Mazovian Office of Regional Planning. The presentation in one text of information covering two decades of the Mazovian Regional Government’s activity has allowed for a new perspective on the effects and added value of the implementation of a consistent development policy in the region.

Opis:

The paper aims to establish whether and to what extent the recommendations of classical and Keynesian economics can be used in regional policy making. The author attempts to resolve the dilemma as to whether regional policy should take the form of a traditional policy of equalization, which would mean limiting support to only the poorest regions, or whether it should be oriented toward supporting richer areas. Pastuszka analyzes the literature on the subject and reviews research reports on the mechanisms of the socioeconomic development of regions. The analysis shows that there should be a reasonable balance between the impact of liberalism and interventionism in regional policy making, the author notes. The key recommendation that comes from such an approach to regional policy is that a polycentric model of moderate concentration should be promoted, Pastuszka says. The essence of this model is to strengthen medium‑sized and small cities and build a functional communication network between them and between these cities and surrounding areas. When strengthened economically, these areas (surrounding cities), being the natural hinterland of large conurbations, can become their equal partners, and at the same time offer an additional incentive for regional development, the author argues. Therefore measures financed with public funds should be aimed to launch, supplement and strengthen the internal potential of individual subregions, according to Pastuszka. The top priority of regional policy interventions should be to fund activities aimed at facilitating the establishment and operation of local enterprises of key importance to the internal potential of subregions. Another priority is to strengthen the network of formal and informal links between these enterprises and scientific research institutions, consulting and training centers as well as public administration, the author concludes.
Celem pracy jest odpowiedź na pytanie, czy i w jakim zakresie w kreowaniu polityki regionalnej można wykorzystać dorobek koncepcji teoretycznych nurtu klasycznego i/lub nurtu keynesowskiego? Podjęte w artykule rozważania są próbą rozstrzygnięcia dylematu, czy polityka regionalna powinna mieć charakter tradycyjnej polityki wyrównawczej, co oznaczałoby zawężenie wsparcia tylko do najbiedniejszych regionów, czy powinna być nastawiona na wspieranie bogatszych obszarów. Starając się osiągnąć wyznaczony cel pracy, dokonano przeglądu dotychczasowych rozważań na temat mechanizmów rozwoju społeczno‑gospodarczego w układzie regionalnym, przy zastosowaniu metody analizy literatury przedmiotu. Analiza wykazała, że przy kreowaniu polityki regionalnej należy zachować racjonalną równowagę między wpływem zarówno liberalizmu, jak i interwencjonizmu. Kluczową rekomendacją płynącą z takiego podejścia pod adresem polityki regionalnej jest promowanie modelu policentrycznej umiarkowanej koncentracji,której istotą jest wzmocnienie średnich i małych miast oraz budowanie funkcjonalnej sieci powiązań między nimi oraz między tymi ośrodkami i otaczającymi je obszarami. Tak wzmacniane gospodarczo obszary (otaczające miasta), będąc naturalnym zapleczem aglomeracji, mogą stać się ich równorzędnymi partnerami i jednocześnie dodatkowym bodźcem rozwoju regionu. Dlatego działania finansowane z publicznych środków powinny zmierzać do uruchomienia (tam gdzie ich nie ma), uzupełnienia (tam gdzie jest ich niewiele) i wzmocnienia (tam gdzie są relatywnie słabe) wewnętrznego potencjału poszczególnych subregionów. Priorytetem interwencji polityki regionalnej powinno być finansowanie wszelkich działań nakierowanych na ułatwienie w tworzeniu i funkcjonowaniu lokalnych przedsiębiorstw, mających kluczowe znaczenie dla potencjału wewnętrznego subregionów, wzmocnienie sieci powiązań formalnych i nieformalnych między tymi przedsiębiorstwami, instytucjami naukowo‑badawczymi, ośrodkami doradczo‑szkoleniowymi i administracją publiczną.

The economic development of Poland and its regions results from a complex interaction of many factors, which include regional innovation policy. The task of regional innovation policy is to identify and develop smart specialisations, which may offer an opportunity of building up sustained competitive advantage of Poland’s provinces. The identification of regional specialisations for the needs of regional policy carried out by Poland’s provinces is a complex process. It must be placed within the context of all other processes of territorial development. To formulate specialisations, it is necessary to perform a thorough analysis of regional economic structures, taking into account both resources of a given region and possibilities of generating revenue. One of the methods used to identify potential regional specialisations is the Krugman dissimilarity index. In the paper, it is employed to analyse dissimilarities between economic structures of Poland’s regions.

We wnioskach sformułowano ocenę istotności i skali problemów dotykających wschodnich obszarów Polski i Niemiec, w tym próbę oceny skuteczności polityki regionalnej.
The paper offers a comparison of changes which have been taking place in the eastern regions of Poland and Germany in the recent years. It sets out to identify the main problems of these areas and explain how they have affected economic development processes. The development trajectories of the eastern regions of Poland and Germany are discussed in the context of the reunification and trans-formation processes, and are related to the policies implemented by the public authorities. In its conclusions, the study evaluates the relevance and scale of the problems affecting the eastern parts of Germany and Poland, among them the effectiveness of their regional policies.

Cohesion Policy has provided new impulses for development in Central and Eastern European Countries (CEECs) that continue to be challenged by regional disparities. This paper investigates the effects of the European Union Cohesion Policy on regional development. After presenting historical development patterns of the investigated area and opportunities afforded by this policy, its effects on a variety of indicators are analysed for the period 2007–2014. The analysis allowed confirming positive effects of EU Cohesion Policy on the development of CEE regions. However, these effects differ across the investigated area. Moving forward, it will be crucial to develop institutions and policies characteristic to each region that are stable and efficient without external funds.

Opis:

The purpose of this paper is to research on the Central and Eastern European countries’ (CEECs) economic development after joining the European Union (EU). Moreover, this study highlights the key policies of economic integration into the EU and integration is a success story for the CEE countries. This paper also describes the key indicators and tools of the development model adopted by the CEE countries as a member of the EU. This study covers the period from 2004 to 2021. The objective of this study is to relate to the EU’s economic and trade policies, and how they brought the development to the region after the successful integration. To what extent, the CEE countries could develop their economic position in comparison to the other EU member countries. The research used empirical and comparative analysis methods to search the economic growth and regional development. Through this method, the research answers the questions and tests the hypothesis. The study concludes that the economic integration of the CEECs into the EU is successful. As a result, the development of this region has been accelerated and the EU’s economic policies have successfully been implemented in many countries. Finally, The EU’s economic policy has changed the dynamics of regions’ development and shaped the stronger trade and common market among the member states. The EU’s integration has impacted the gradual economic growth across the CEE countries.

The quantitative and qualitative dimension of infrastructure determines the pace and level of socio-economic development. Infrastructure investments are of a technical nature, social or institutional. Elements of infrastructure identify the possibilities of developing economic initiatives and attracting external capital, modernizing production growth, including agriculture, living conditions of its inhabitants, and shaping the multifunctional and sustainable development of counties. The principal purpose of the article is to present a level of technical and social infrastructure development in the districts of Nowy Targ and Tatry, and the evaluation of their impact on the social, and economic development of the Podhale region. This article presents the literature review, research methodology, socio-economic situation of Podhale, as well as results of empirical analysis on infrastructure potential and impact on the social and economic development of the Podhale region.
