Purpose: Comparing the values of residential real estate in individual countries is a complex task which requires taking into account a number of factors relating to both the economic situation and the quality of life in a given country. The aim of the study is to present an original and universal method of determining the index that allows to compare the value of residential real estate in cities located in different countries. Design/methodology/approach: In addition to the absolute average prices of a square meter, the approach to determining the above-mentioned index proposed by the authors utilises the analysis of parameters related to the quality of life, the level of public services offered to residents by a given country, as well as economic parameters. Findings: On the basis of the presented methodology, the authors have compared the values of residential real estate in two sample cities with similar population and characteristics, i.e. Poznań in Poland and Denver in the USA. The conducted research shows that the value of residential real estate in Poznań is higher by 6.14% in the city centre and 18% outside the city centre. Originality and value: The proposed method of comparison is original and universal in nature and may be successfully applied both in theoretical research and in practice, e.g. by investors.

Opis:
Purpose: The aim of the study is to assess the short- and long-term impact of the pandemic on the activity of REITs on selected global markets. Design/methodology/approach: The research tool consisted in an analysis of the available REIT market indices – FTSE NAREIT Index, and the basic capital market benchmarks, such as the S&P 500, Dow Jones and Russel 2000 indices. On this basis, it could be observed that REITs behaved in a similar way to the capital market, and the reactions of the main global REIT indices dynamically reflected the situation in which the global markets found themselves. Findings: Similar to the 2006-2008 financial crisis, REITs reacted dynamically to the global situation at the beginning of the COVID-19 pandemic. However, this effect has been short-lived so far, and the largest drops in rates of return were observed in the first stage of the pandemic, i.e. in March and April 2020. The long-term effects of COVID-19, on the other hand, relate to the verification of the perception of individual real estate market segments, reconstruction of investment strategies and the search for new directions for building property portfolios, which can be verified when the pandemic is over. Originality and value: The study is an attempt to join the international discussion devoted to the assessment of the impact of the pandemic on global economies, including real estate markets, regarding the functioning of REITs as one of the most common forms of indirect real estate investment in the world.

This paper is devoted to the problematics of the transparency of the real estate market. The transparency of this market is evident in entering agreements. A large amount of objective data, to which all interested parties have access to, is a necessary condition for the market to be effective. The market is however effective when the process reflects the changes occurring on the market. The market of real estate is a vague market, which means that it is ineffective. In this paper, an attempt has been made to identify the characteristics of the causes and their occurrences of the low level of transparency of the real estate market. The methodics of the research on the transparency of the national market of real estate is applied by one of the most acknowledged advisory firms in the world.

Factors, which determine the value of real estate in macro, micro and ultra environment are presented in this article. A key point used in order to classify determinants belonging to macro, micro and ultra environment was the presentation of qualities of real estates. According to the literature these features were divided into physical, economic, legal and environmental. The so called complex model of real estate estimation was also proposed in order to determine the real estate value including variables, which defined the value of properties and variables, which affected this value. Determinants specifying a particular real estate i.e. diagnostic variables from ultra environment were included to the variables which determined the value of real estate. At the same time determinants placed in micro and macro environment were assigned to variables which affected the value of the property.

Purpose: The aim of the study is to determine the impact of noise, treated as a phenomenon accompanying transport infrastructure, on the market value of residential real estate. Design/methodology/approach: The article presents a study of the seasonality of phenomena, which makes it possible to determine their cyclical character, e.g. price jumps on the market taking place for a specific period of time. The analysis of the dynamics of these phenomena allows to show changes in the economic situation, e.g. an increase or decrease in the price for 1 m2 of living or usable space. Additionally, the authors have also included a study of the interdependence of phenomena (correlation), which made it possible to determine the interrelationships between the phenomena (or their absence), i.e. the impact (or no impact) of noise on the price for 1 m2 of flat area in dwellings located in the civil or military flight zones. The compilation of the obtained data has been combined with the analysis of the structure of dwellings in terms of their area, floor on which they were located, number of rooms, as well as the age of the building. Findings: The conducted research has shown that noise is an important price factor on the housing market. A number of residential real estate offers have confirmed the relationship between the falling price and increasing noise, and vice versa – the lower the noise level, the higher the price. However, the amount of research into the effect of noise on the price still seems to be insufficient, which makes it difficult to forecast the impact of the noise level on the future value of dwellings. Therefore, it is problematic to determine the trend of such an impact. Originality and value: The noise factor is an important element not only in the decisionmaking process concerning the purchase of a dwelling, but also during investment activities carried out by developers. Locating an investment in the vicinity of a source of noise may significantly reduce the potential income from the sale of dwellings due to a drop in their value. Noise, which affects human life processes, is indirectly reflected in land and housing prices. The impact of the noise level on the decrease in the real estate value is determined by the noise depreciation index (NDI) or noise sensitivity depreciation index (NSDI). These indices show how a change of 1 dB in the noise level in the vicinity of a real estate affects its value.

Inspired by the prominent effects that experimental methods have achieved in economics, management, and other fields, this paper tries to introduce the experimental methods into the teaching of real estate economics. For investigating the feasibility and the effectiveness of experimental teaching in a real estate course, we designed and conducted an experiment about the real estate bubble. The effectiveness of the experiment was assessed by questionnaires in four aspects: theoretical understanding, perceptual knowledge, study enthusiasm and practical skills. The results indicate that the experimental methods can be used as an effective teaching method for a real estate economics course.

Opis:
The main purpose of this article is to describe a dependence between prices of flats and index of creditworthiness in Poland. In the empirical part of this paper the author tests mentioned relations according to Engle-Granger's procedure. Moreover the long time relation had been verified by Johansen's procedure and a VAR model. This case leads to the examination and estimation cointegration with testing lags between very important variables on real estate market in Poland. The database used in the research contains monthly observations from the middle of 2010 to the beginning of 2014.

W publikacji zawarto analizę opodatkowania nieruchomości w Polsce na przykładzie miasta Bydgoszcz w latach 2011-2013. Celem rozważań jest ukazanie złożonej problematyki opodatkowania nieruchomości w Polsce oraz kształtowania się jego wysokości w latach 2011–2013. Wysokość stawek podatkowych od nieruchomości zależy od samorządów jednotek terytorialnych, jednakże nie mogą być one wyższe od maksymalnych stawek zawartych w ustawie o podatkach lokalnych. Dochody pozyskiwane z podaktu, o którym mowa zasilają znacznie budżet samorzą-dów jednostek terytorialnych, wpływając znacznie na rozwój infrastruktury.
In her article, the author included an analysis of real estate taxation in Poland on the example of the city of Bydgoszcz in the years 2011-2013. An aim of considerations is to present the complex problems of real estate taxation in Poland as well as formation of its volume in the years 2011-2013. Th e amount of real estate tax rates depends on local self-governments; however, they cannot be higher than the maximum rates provided by the Local Tax Act. Revenues obtained from the tax in question significantly increase the budget of local self-governments considerably affecting development of the infrastructure.

The concept of real estate multi-product involves multi-functional development of an area, focused on the comfort of potential inhabitants, i.e. application of large areas where people may live, work, shop and spend their free time actively. The work included an analysis of the primary real estate market in Krakow in 2017‑2020. The above analysis was carried out on the basis of transactions obtained from the official register at the city hall. The results of the research made it possible to observe the changes taking place in the market: the prices grew moderately, and the number of transactions was between 8,000 and 11,000 each year. In 2020, due to the COVID-19 pandemic, the number of transactions conducted dropped sharply. Despite the reduced interest of potential buyers, prices per square meter of residential space increased significantly during the period under review. Thus, the pandemic only affected the number of transactions and not the average price per unit of space.

The aim of the article is to analyse the financial standing of real estate development companies listed on WSE and to fix on this basis their competitive position in Poland in the years 2007-2013. Liquidity, debt, turnover, profitability and market efficiency ratios were used to construct the taxonomic measure of investment attractiveness (TMAI). It was the basis for a comparative assessment of the companies financial condition. The financial condition of the company determines its survival and development opportunities in a competitive and changing market environment, and therefore – it is an indicator of competitive position. The group of companies with a stable competitive position and good financial condition is small. Most companies showed frequent changes in the ranking. Entities whose financial condition underwent systematic deterioration dominated in the examined population. TMAI indicator has a generally low value, which means that the financial condition of the realtors is weak.

A considered problem is a valuation of real estate. It is important to specify their exact market value, which is the result of several factors. Valuation of property is made on the basis of information and transactions on the local market. Moreover, the valuation always is based on the data of the similar properties. A comprehensive set of data is needed for these reasons. It is quite confusing because the number of transactions on the local market often is not sufficient. The purpose of this paper is to present a method for multicriteria valuation of real estate. This procedure is based on the Analytic Hierarchy Process (AHP) and the Goal Programming (GP). It was designed especially for valuation in situation in which information are limited. The proposed method was used for the valuation of the real estate located on Warsaw.

The main purpose of this article is to present the problem of arising the tax obligation on real estate tax in the case of newly-built buildings. In the act on taxes and local fees the Polish legislation indicates two cases, the existence of which conditions the arising of tax obligation on this category of buildings: 1) completion of a construction or 2) beginning the use of a building or its part before the final completion. The two premises mentioned above are equivalent. Accordingly, arising any of them causes the obligation to pay tax from January the 1st of the year following the year in which such a premise arises.

The article contains a description of the relationship between the consent of the owner of uninhabited real estate and the public law obligations resulting from the submitted declaration concerning the amount of the fee for municipal waste management. The author negatively assesses the legal solutions that give owners of uninhabited real estates the freedom to choose whether they want to be included in the municipal waste management system. Given the massive scale of performance of the service of waste collection and management, the tightness of the system is important, which is not guaranteed by the regulations adopted by the legislator.

Artykuł dotyczy zagadnienia kreacji ceny na rynku nieruchomości oraz procesu wartościowania, czyli ustalenia wartości nieruchomości na własne potrzeby przez podmioty niebędące specjalistami w zakresie obsługi rynku. Wartościowanie w tym ujęciu jest procesem komplementarnym z procesem szacowania nieruchomości, czyli ustalania ceny przez rzeczoznawcę majątkowego. W artykule postawiono szczegółowe cele badawcze dotyczące przybliżenia zjawiska wartościowania na rynku nieruchomości oraz wybranych behawioralnych aspektów percepcji wartości nieruchomości w ujęciu behawioralnym. Do realizacji celów posłużono się metodą krytycznej analizy i kompilacji dorobku literaturowego w części teoretycznej, zaś część badawczą zrealizowanie poprzez wskazanie przykładów kreowania ceny pochodzących z polskiego rynku nieruchomości (studium przypadku). Przeprowadzone badania potwierdzają zaistnienie zjawiska wartościowania nieruchomości przez podmioty rynkowe. Omówione przykłady wskazują na wartościogenne środowisko systemu rynku nieruchomości oraz skłonności własne podmiotów do percepcji ceny, prowadzące do wartościowania nieruchomości i nadania jej subiektywnej wartości. Najważniejsze wnioski płynące z pracy pozwalają dostrzec wartość nieruchomości jako kategorię złożoną oraz podkreślić znaczenie procesu cenotwórczego, obserwowanego przez pryzmat podmiotowej strony rynku nieruchomości.
The article concerns the issue of pricing in the real estate market and the process of valuation, i.e. for determining the value of real estate for own use by the entities not being specialists in the field of real estate activities. Valuation in such an approach is the process complementary with the process of property valuation, i.e. pricing by the property valuer. In their article, the authors put specific objectives related to approximation of the phenomenon of valuation in the real estate market and the selected behavioural aspects of the perception of real estate value in the behavioural approach. In order to implement the objectives the authors used the method of critical analysis and compilation of the literary output in the theoretical part, whereas the research part was carried out by way of pointing out to examples of pricing from the Polish real estate market (case study). The carried out survey confirm the occurrence of the phenomenon of valuation of real estate by the market entities. The examples in question indicate the valuegenic environment of the system of the real estate market and own propensities of entities to price perception, leading to valuation of real estate and to assign it with a subjective value. The most important conclusions issuing from the study allow seeing the real estate value as a complex category as well as emphasising the importance of the pricing process, observed through the prism of the subjective part of the real estate market.

The REIT (Real Estate Investment Trust) returns demonstrate a time-varying linear correlation with various equity indexes, therefore they are fit for multi-asset portfolio enhancement. On the one hand, each REIT sector is characterised by a unique set of return properties, and on the other, companies within those sectors remain homogenous. The aim of this research is twofold: firstly, to verify the earlier studies on how adding REITs to mixed equities/bonds portfolios affects their risk and return characteristics, and secondly, to contribute to these studies by examining the impact of adding different REIT sectors to such portfolios over a relatively long and more up-to-date sample, i.e. the period of 1990-2019. The results indicate that, in contrast to what some previous studies suggested, adding the REIT index exposure leads to a limited portfolio enhancement only. More significant and consistent effects can be achieved by the inclusion of individual REIT sectors in an investment portfolio. Apartment REITs offered diversification benefits across the entire spectrum in all the periods, while Industrials were useful across the curve in 1990s and 2010s. Self-storage exposure, on the other hand, improved the investment portfolio performance in each of the studied decades. In general, it was enough for investors who strived for portfolio improvement over the three decades between 1990 and 2019 to have a small portion of their Value holdings replaced with the REIT sector exposure to obtain a positive impact on both the returns and the risk.

The key issue is indicating a method of establishing municipal real estate resources. This will give an answer to how a municipality self government becomes the owner or perpetual lessee of a real estate. Real estates become a part of municipal real estate resources mainly as a result of execution of communalization regulations. Furthermore, the resources become larger due to the execution of the pre-emption right, by acquisitive prescription, statutory inheritance or transfer of a property. Due to the fact that every local self government unit has its own real estate resources, processes of establishing these are of crucial importance.

In accordance with the legal rules that applied until the end of December 2013, the Polish real estate intermediary was obliged to perform in accordance with these rules as well as professional standards, with particular accuracy and care appropriate for the nature of the profession as well as the principles of professional ethics. On 13 June 2013 Polish Parliament adopted an Act amending the existing law on the exercise of certain professions, abolishing regulation of the profession of real estate intermediary or agent. From 1 January 2014, virtually all requirements became obsolete, like the need to possess a license, to possess proper education, the completion of an apprenticeship and the lack of a criminal record. The question arises how the real estate market coped with compliance with the law as well as professional standards and ethics. The aim of this article is to present proposals for new solutions in the area of professional standards for real estate intermediaries, in response to the changed markets conditions, and to compare the changes in the principles of professional ethics.

The article assesses the development potential of the local housing property markets in urban and rural municipalities of the Olsztyn poviat (administrative district) in the Warmińsko-Mazurskie region. Using a synthetic indicator, a ranking of municipalities was drawn up for the years 2005-2011 based on the housing conditions as well as on demographic, economic and spatial conditions. Calculated synthetic indicators under the dynamic approach, i.e. for 2005-2011, as well as static approach, i.e. for 2011 alone, allowed for pinpointing the municipalities that have the potential and are developing - (Barczewo, Biskupiec, Dobre Miasto, Olsztynek) as well as municipalities without the potential and and showing no change in this area - BA type (Jeziorany). A lack of statistical significance between the synthetic indicators of local development and the development of local housing property markets has been shown.

The main research goal was to explore the linkage between regulatory framework and university level real estate education in Poland. In order to achieve the research goal we analyzed the results of European and American to-date research into real estate education and we studied curricula from selected Polish universities for compliance with ministerial minimum requirements. Finally, we conducted a survey among students studying real estate economics from state universities with the best economics faculties in Poland. Based on the conducted research, it has been established that in their specialization choices Polish students are motivated mainly by pragmatic factors (professional prospects, possibility to obtain a broker’s or administrator’s license) and by interests. On the other hand, though, the research has revealed that in all the Polish schools surveyed curricula for the subject of real estate economics have been to a greater or lesser degree adjusted to the minimum programs connected with professional license system, and do not differ significantly from one another.

The aim of the paper was to prove the legitimacy of the strategic approach to administration of municipal real estates. The author introduced the legal and economic aspects of the municipal real estate stock administration, and she emphasized the specificity and goals set in the process of administrating the subject stock. In the course of the research, the arguments for reshaping the municipal real estate stock administration model were identified. The arguments were based on the assumption that the administration process should be derived from the classification of real estates according to (current and future) municipal tasks and needs stipulated in strategic documents. The study also comprised the description of activities taken up by local authorities in subsequent stages of designing the strategy of municipal real estate administration.
Celem artykułu jest wskazanie zasadności strategicznego podejścia do gospodarowania nieruchomościami komunalnymi. W rozważaniach przedstawiono prawne i ekonomiczne aspekty gospodarowania, a także wskazano na specyfikę i cele gospodarowania nieruchomościami komunalnymi. Zidentyfikowano argumenty uzasadniające zmianę modelu gospodarowania nieruchomościami komunalnymi, wskazując, iż podstawą procesu gospodarowania zasobem nieruchomości komunalnych powinna być klasyfikacja nieruchomości ze względu na realizację (obecnie i w przyszłości) zadań gminy i potrzeby wynikające z dokumentów strategicznych. W rozważaniach przedstawiono ponadto działania podejmowane w kolejnych etapach opracowywania strategii gospodarowania zasobem komunalnym.
