Przed inżynierem w dzisiejszych czasach stoi wiele różnorodnych wyzwań. Inżynier tworząc dzisiaj, tworzy rzeczywistość jutra, dlatego tak ważne jest, aby łączyć to, co jest znane i nieznane. Podchodzić do problemów jako wyzwań, które zawsze da się rozwiązać, ale nie w taki oczywisty sposób, jakby na początku mogło się to wydawać. Przestrzeń ograniczają jedynie powierzchnie, które tworzą obiekt budowlany. W przypadku brył platońskich są to trzy figury płaskie: trójkąt równoboczny, kwadrat i pięciokąt foremny.
Nowadays, engineers are facing many different challenges. An engineer working today is creating the reality of tomorrow; that is why it is so important to combine the familiar with the unknown; to approach problems as challenges which can always be solved, but not as easily as it may appear at first glance. Space is limited only by surfaces comprising the building being constructed. In the case of Platonic solids, they are three plane figures: equilateral triangle, square, and regular pentagon.

Currently in Poland there are two models for an public urban transport companies. The first is based on the mechanisms of budgetary economy, while the second is based on market principles. In the budgetary model, the efficiency is calculated and verified in accordance with the balance between costs and incomes. The market model and its efficiency is based in terms of increasing capital. To evaluate the financial efficiency of the public urban transport companies, standard indicators are not good enough as they are typical for other kinds of enterprises. The principles of a financial efficiency, is in responsibility of companies own economic and financial system. However, it will be different, depending on the adopted organizational and legal form of a chosen kind of public entity.

Opis:
The concept of „public utility”, used in contemporary language of the law and juridical language, was also used in Roman law as utilitas publica. This concept allows to separate the public sphere from the private sector. However, the boundary between sphere of public sphere and private sector have not always been blurred since ancient times. In ancient Rome, the boundary between what was public and what was private was changing and depended on a type of political system, an understanding of the public good or the boundaries of individual’s autonomy. In contemporary times there is also a debate over how far should the powers of the State reach. There is even a discussion about the redefinition of the State, and even about the need for withdrawing the State from the areas of activities traditionally belonging to its empire. It is assumed that the public utility is a service as well as leading production used to meet the needs of all people in a continuous manner. It is not required, that this availability is truly enjoyed by all.

As an element of structural and material solutions, aluminium and glass façades are the mainstay of urban architecture; they are especially used in public utility buildings. The article provides a review of architectural styles and trends of the 20th century, when exterior elevations began to take the form of aluminium and glass façades. It illustrates the main architectural trends of urban architecture in the 20th century and their evolution throughout the years. Furthermore, it specifies and refers to the architecture of the 20th and 21st centuries in Kraków and presents selected public utility buildings which have become an integral part of architecture in this city.

In the public utility area, the self-government of a region is entitled to establish capital commercial and to join them, without any restrictions. While outside the public utility area, self-governments of regions can establish capital commercial companies only if their performance is to consist in the activities listed in Article 13 (2) of the Act on the Regional Self-Government. Therefore the basic issue that determines the possibility to establish a limited liability company or a public company by a self-governmental region is to define and distinguish between public utility area and non-public utility area in the activities of this self-government.

The subject of this article is a part of a broader debate related to the participation of the private sector in the execution of public services. It concerns those services which are provided to recipients in the conditions of a natural monopoly, based on a license (so with the privilege of exclusivity) awarded to private companies for executing the state’s tasks. Objectives: To seek for the optimum economic model for public utility services in the sector of municipal waste management; to present the results of studies regarding the efficiency of companies in the sector of management of municipal waste and the systems that such companies function within. Research Design & Methods: Multi-criterion rankings with the use of synthetic variable, the structure of which has been based on zeroed unitarisation (method of zeroed unitarisation – MZU). Owing to general financial data, technical and operational data, as well as output data, it was possible to determine rankings of effectiveness for companies in the system of municipal waste management and communes. What is more, a correlation diagram was created – the dependency between the aggregated effectiveness of companies and the aggregated effectiveness of waste management in communes. Findings: Communes which entrust municipal companies with management of an integrated system for municipal waste management or/and its individual chains feature more properties of operating, economic, and financial effectiveness within the scope of management of municipal waste. Implications / Recommendations: It is demonstrated that communes which entrust municipal companies with management of an integrated system for municipal waste management – or/and its individual chains – feature more properties of operating, economic, and financial effectiveness within the scope of the management of municipal waste. Contribution / Value Added: Further extended research into the organisation and management of the municipal waste management system. Article classification: The article presents an original and innovative analysis of the municipal waste management sector with the use of the developed research method of aggregation and unit efficiency ranking. The purpose is to continue the extended research on the organisation and management of the municipal waste management system.

W artykule opisany został jeden z najbardziej rozpoznawalnych budynków w Szczecinie. Jego przeszłość i aktualna funkcja dowodzi, że gmach historyczny nie musi być jedynie zabytkiem, ale wciąż może być pełnowartościowym obiektem spełniającym wymagania zmieniających się użytkowników. Obecnie, po przeprowadzonej modernizacji, z powodzeniem pełni on funkcję placówki dydaktycznej i jednocześnie jest główną siedzibą Akademii Sztuki w Szczecinie.

In 2018, there was an empirical research conducted in passengers' interest in innovative methods of passenger handling within passenger transport in the Slovak Republic. The research determined the knowledge of passengers regarding new methods, namely, NFC technologies, EMV technologies and ABT technologies. The article defines the methodology of choosing an electronic payment system within public transport, followed by partial results of research multicriteria evaluation of alternatives electronic payment system in public transport. For evaluation of variants, an electronic payment system within public transport was the selected method of a total utility.

Polish Postal Service – the biggest public utility company, has been undergoing many transformations in recent years. The process of changes began on the day when the organization unit called Polish Postal, Telegraph and Telephone Service was divided into two independent organizations: Polish Postal Service public utility company and Polish Telecommunications PLC. The former one provides many different services: from sending typical letters and parcels, through financial services to commercial activities. The market for postal services is rapidly changing under the influence of its growing liberalization and appearance of competitors. This forces Polish Postal Service to undertake actions securing its participation in the market or making it wider. Under the influence of various other factors connected with the development of the society and progress in science and technology, at the threshold of joining the European Union, Polish Postal Service is facing a serious challenge: working out a strategy that will allow a further development of this company that will be harmonized with the European market.

Aim: The aim of this publication is to present the most important aspects concerning the conditions for evacuation of people with various types of disabilities – from mobility problems, to reduced perception in the event of a threat, and to indicate the most important challenges both in terms of legal regulations, as well as organizational and technological conditions for ensuring effective evacuation of disabled people. Introduction: People with disabilities are a group that requires special consideration when planning evacuation from public utility facilities, because many of these people – depending on the type and degree of their dysfunction – will not be able to evacuate from the danger zone on their own. The inspection carried out in 2019 by the Delegation of the Supreme Audit Office in Poznań confirmed the need to adapt the applicable legal regulations in this regard (in practice, fire safety instructions, evacuation plans, staff training and equipping facilities with adequate equipment supporting the evacuation of people with disabilities) [1]. In addition to legal and technological aspects, a very important factor in the effective evacuation of disabled people are organizational solutions adopted in a given facility, which should take into account the individual specificity (cubature) and functions of a given facility. Methodology: As part of the research process, theoretical research was used, such as: analysis of literature and legal documents, synthesis, generalization, inference, comparison and analogy. During the research, national and foreign sources (from the United States and Great Britain) were analyzed. The selection of individual countries was guided by the level of development of the solutions adopted in these countries dedicated to supporting the evacuation of disabled people in a situation of threat to their life or health, as well as the availability of data sources. Conclusions: The presented analysis of the conditions for the evacuation of people with disabilities from public utility buildings shows the challenges that both the legislator and managers of facilities in the country face in this area, as well as the emergency services. The latter – similarly to people with disabilities – are the systemic beneficiaries of the desired changes in the area of law and tactics of rescue operations, from the moment of alerting about an event in the facility where there are people who are unable to evacuate themselves. Introducing good practices, verified in other countries, into common application, should significantly improve rescue operations. The expected effect will be to shorten the time of providing help to all people unable to evacuate themselves in an emergency – regardless of their number, as well as the type and specificity of the public facility in which the life or health threatening situation occurred.
Cel: Celem niniejszej publikacji jest przedstawienie najważniejszych aspektów dotyczących warunków ewakuacji osób z różnymi rodzajami niepełnosprawności – począwszy od problemów z poruszaniem się, na ograniczeniu percepcji w sytuacji wystąpienia zagrożenia skończywszy – oraz wskazanie najważniejszych wyzwań zarówno na płaszczyźnie regulacji prawnych, jak i warunków organizacyjnych oraz technologicznych dla zapewnienia skutecznej ewakuacji osób niepełnosprawnych. Wprowadzenie: Osoby niepełnosprawne to grupa wymagająca szczególnego uwzględnienia w przypadku planowania ewakuacji z obiektów użyteczności publicznej, ponieważ wiele z tych osób – w zależności od rodzaju i stopnia posiadanej dysfunkcji – nie będzie w stanie samodzielnie ewakuować się ze strefy zagrożenia. Przeprowadzona w 2019 roku kontrola Delegatury Najwyższej Izby Kontroli w Poznaniu potwierdziła konieczność dostosowania obowiązujących regulacji prawnych w tym zakresie (w praktyce instrukcji bezpieczeństwa pożarowego, planów ewakuacji, przeszkolenia personelu oraz wyposażenia obiektów w adekwatny sprzęt wspomagający ewakuację osób z niepełnosprawnością) [1]. Poza aspektami prawnymi i technologicznymi, bardzo istotny czynnik skutecznej ewakuacji osób niepełnosprawnych stanowią przyjęte w danym obiekcie rozwiązania organizacyjne, które powinny uwzględniać indywidualną specyfikę (kubatura) oraz funkcje danego obiektu. Metodologia: W ramach procesu badawczego wykorzystano badania teoretyczne, takie jak: analiza literatury i dokumentów prawnych, synteza, uogólnianie, wnioskowanie, porównanie oraz analogia. Podczas badań dokonano analizy źródeł krajowych oraz zagranicznych (ze Stanów Zjednoczonych Ameryki i Wielkiej Brytanii). Przy doborze poszczególnych państw kierowano się poziomem rozwoju przyjętych w tych państwach rozwiązań dedykowanych wsparciu ewakuacji osób niepełnosprawnych w sytuacji zagrożenia dla ich życia lub zdrowia, a także dostępnością źródeł danych. Wnioski: Zaprezentowana analiza warunków ewakuacji osób z niepełnosprawnością z obiektów użyteczności publicznej pokazuje wyzwania, jakie w tym obszarze stoją zarówno przed legislatorem, jak i zarządcami obiektów w kraju, a także przed służbami ratowniczymi. Te ostatnie – podobnie jak osoby niepełnosprawne – są systemowym beneficjentem pożądanych zmian w obszarze przepisów prawa oraz taktyki prowadzonych działań ratowniczych, już od momentu alarmowania o zdarzeniu w obiekcie, w którym przebywają osoby niezdolne do samodzielnej ewakuacji. Wprowadzenie do powszechnego zastosowania dobrych praktyk, sprawdzonych w innych państwach, powinno w wyraźny sposób usprawnić działania ratownicze. Spodziewanym efektem będzie skrócenie czasu dotarcia z pomocą do wszystkich osób niezdolnych do samodzielnej ewakuacji w sytuacji zagrożenia – bez względu zarówno na ich liczbę, jak i na rodzaj i specyfikę obiektu użyteczności publicznej, w którym doszło do sytuacji zagrażającej życiu lub zdrowiu.
