The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Artykuł przedstawia miejsce PR w systemie bezpieczeństwa publicznego. Część pierwsza skupia się na zasadach PR w następujących jego sferach: relacje z mediami, informowanie publiczne, internetowy PR i publicity, w odniesieniu do działalności instytucji publicznych .
The article presents PR locus in the public safety system. The first part is focused on PR rules in following areas: media relations, public information, Internet PR and publicity, towards to public institutions’ activity. PR is a fundamental aspect of public institutions’ activity in both normal and abnormal conditions. It is dealt with as a fifth, independent management function as well. As a typology of PR rules is truly problematic aspect, object tools useful for public officers are worth to take into considerations. Group of the tools is constituted by media relations, public information, publicity, relations with citizens, internal communication, visual identity, special events, sponsoring, scientific researches and funds winning for scientific needs. The first four in three, important towards to PR locus in the public safety system, organizational conditions (normal conditions, image crisis conditions and reaction for public safety threats conditions) have been described.

W artykule przedstawiono wyniki analizy systemu bezpieczeństwa publicznego w Polsce pod kątem miejsca Państwowej Straży Pożarnej (PSP) w tym systemie. Szczególną uwagę zwrócono na relacje PSP z innymi podmiotami bezpieczeństwa państwa w kontekście ustawowych obowiązków tej polskiej organizacji ratowniczej.
The State Fire Service (PSP) is a leading element in many safety areas of public safety system in Poland. The main reason of participating PSP in the system is its scope of legal duties. PSP is placed among the other manners and tools in functional model of national safety system. The organization can be used for fulfillment of many different, but very important safety functions. PSP is not a subsystem of public safety system, whereas it has an organizational characteristic attribute. This fact leads to achieve a synergy effect by all PSP elements, taking all legal duties into consideration, and constituting PSP as the organization in a synthetic meaning. As PSP is integral element of the public safety system and the national safety system, it is in relation with the Polish Parliament, The Polish President, The Cabinet, the governors and the local government.

Podstawowym celem rozważań jest ustalenie zasad działania numeru alarmowego 112 w Polsce oraz zbadanie jego wymiaru praktycznego, zmierzającego do stworzenia skutecznego systemu obsługi wezwań alarmowych. Podstawą metodologiczną rozważań jest założenie, iż przedsięwzięcia podejmowane w zakresie tworzenia systemu obsługi numeru alarmowego 112 przyczyniają się do poprawy jego skuteczności.
The below text describes issues connected with the functioning of the Public Safety Answering System in Poland. The study indicates the direction of organisational, legal and technical undertakings that serve to build the national system of receiving the emergency calls and also presents statistic data. The basic purpose of the considerations is to set up rules of how the emergency number 112 in Poland should function and to investigate its practical dimension that aims to create an effective system of processing emergency calls. The methodological basis of the considerations is the assumption that the undertakings made within the creation of the operation system of the emergency number 112 contribute to the improvement of their effectiveness.

Niniejszy artykuł prezentuje proces tworzenia struktur Systemu Powiadamiania Ratunkowego w naszym kraju. Układ opracowania wynika ze specyfiki zadań i działań podejmowanych w zakresie stworzenia profesjonalnego systemu powiadamiania ratunkowego. Autor wyróżnił podjęte działania z podziałem na sferę formalno – prawną, techniczną i organizacyjną, zwracając szczególną uwagę na budowę centrów powiadamiania ratunkowego. Artykuł kończą wnioski z przeprowadzonych działań.
This article is describing a process of creating structures of Emergency Notification System in Poland. The author focused on localization of Emergency Notification System in national safety system and showing cooperation of authorities and the rescue services, and the effects that this cooperation brought. The article regards to the specific type of tasks, which author set apart in the changing law, building ICT and organizational part, especially creating PSAP (Public Safety Answering Point). At the end of the article author presents conclusions of conducted activities.

Subject and Purpose of the work: The present paper aims to analyze the functioning and coverage of the public distribution system in rural Haryana, India. Materials and methods: For analyses, secondary data were taken from various government reports like the Economic Survey of Haryana, Economic Survey of India, Census of India, Food and Supply Department, Haryana, etc. The analyses were conducted using descriptive statistics. Results: The study’s findings revealed that the public distribution system facilitates 51.45 percent of the total rural population of Haryana. As Per the guidelines of the National Food Security Act (NFSA) 2013, 75 percent of the rural population should be covered by the States under the benefits of the public distribution system. The public distribution system operates in the State with a vast network of Fair Price Shops (FPS) and a well-organized structure. The study revealed that the ratio of the beneficiaries of PDS to the FPS in Haryana is quite satisfactory and meets the criteria fixed by the Food and Supply Department of India. Conclusions: The State of Haryana does not meet the criteria of NFSA, 2013. One primary reason is that a large part of the population falls under the APL category, which has been excluded from the benefits of PDS after the implementation of NFSA, 2013

W artykule scharakteryzowano bezpieczeństwo zrównoważonego autobusowego transportu publicznego miast oraz politykę powoływania metropolii w Polsce. Przedstawiono wyniki badań i ich charakterystykę dla bezpieczeństwo systemu transportu miast metropolitalnych Wrocławia i Rzeszowa. Oceniono stopień zagrożenia bezpieczeństwa publicznej komunikacji autobusowej oceną ekspertów O oraz wskaźnikami zagrożenia bezpieczeństwa W3 i W4. Stosowane wskaźniki charakteryzują bezpieczeństwo systemu transportu wynikające z uszkodzenia układu (zespołu, podsystemu) autobusu w ciągu jednego roku. Obliczono także procentowy udział uszkodzeń układów autobusów Mercedes-Benz O530 Citaro oraz Jelcz 120 MM jako przyczyna powstawania kolizji i wypadków w MPK Wrocław.
The safety of the sustainable public bus transport of cities and policy toward metropolis appointment in Poland is characterized in the article. The results of the research and characterization for the safety of the transport system in metropolitan cities of Wroclaw and Rzeszow are shown. The experts’ assessment of security risk of the public bus O and indicators of security threats W3 and W4 are rated. The factors characterize security of transport system resulting from damage to the bus assembly during one year of operation. Percentage share of bus system damages for Mercedes-Benz Citaro O530 and Jelcz 120 MM as a cause of collisions and accidents in MPK Wroclaw is also calculated.

Cel: Jako cel niniejszej publikacji przyjęto zdefiniowanie systemu zarządzania bezpieczeństwem publicznym (SZBP) i opracowanie jego modelu w ujęciu teorii złożoności. Metody: Cel publikacji został osiągnięty na podstawie badań przeprowadzonych w ramach projektu naukowego pt. „Koordynacja, komunikowanie i zaufanie jako czynniki skutecznej współpracy międzyorganizacyjnej w systemie zarządzania bezpieczeństwem publicznym” sfinansowanego ze środków Narodowego Centrum Nauki przyznanych na podstawie decyzji numer DEC-2012/07/D/HS4/00537. Przeprowdzono w tym celu badania desk research literatury polskiej i zagranicznej, a także 15 wywiadów swobodnych z pracownikami policji, straży pożarnej oraz stacji ratownictwa medycznego. Wyniki: W wyniku przeprowadzonych badań i analiz został rozpoznany i opisany przebieg działań realizowanych w procesie zarządzania bezpieczeństwem publicznym. Zidentyfikowano również grupy podmiotów realizujących działania w tym procesie, a także scharakteryzowano jednostki odpowiedzialne za prowadzenie przedsięwzięć. Na podstawie teorii złożoności został opracowany model SZBP. Został on następnie scharakteryzowany za pomocą cech złożonych systemów adaptacyjnych (CAS). Wnioski: W ramach zrealizowanych badań zidentyfikowano obszar badawczy współczesnego zarządzania bezpieczeństwem publicznym. Zdefiniowano również SZBP jako dynamiczny układ nieskończonej liczby jednostek, którego celem jest zapewnienie bezpiecznych warunków funkcjonowania wszystkim podmiotom na danym obszarze administracyjnym przy wykorzystaniu posiadanych zasobów i w ramach obowiązujących reguł formalnych i nieformalnych relacji, charakteryzujący się niepowtarzalnością i zmiennością działań oraz ciągłym dostosowywaniem się do aktualnych warunków i pojawiających się potrzeb. W systemie tym kompetencje poszczególnych jednostek uzupełniają się, a podejmowanie przedsięwzięć wynika z uwarunkowań prawno-organizacyjnych, sytuacyjnych, a także codziennej praktyki służącej wzmocnieniu formalnych i nieformalnych relacji i zachowań poszczególnych jednostek. Dalsze pogłębione badania wymagają zidentyfikowania i poddania analizie czynników wpływających na skuteczność przedsięwzięć realizowanych w SZBP.
Aim: The purpose of this publication is to define the system of public safety management (PSM) and to create a model in accordance with complexity theory. Methods: Purpose of the publication was achieved on the basis of research carried out under the project titled “Coordination, communication and trust as factors driving effective inter-organizational collaboration in the system of public safety management”. This project was financed by the National Science Centre based on decision reference no. DEC-2012/07/D / HS4/00537. To achieve the aim a desk top exercise was performed, analysing Polish and overseas literature. Additionally, 15 unstructured interviews were conducted with members of the police service, fire service and emergency medical rescue staff. Results: As a result of research and analysis, the public safety management process was established. Entities participating in this process were identified as well as the formations responsible for performing tasks were typyfied. A model of the public safety management system was created based on the complex system theory approach and further enhanced by the features of a complex adaptive systems (CAS). Conclusions: The performed analysis has revealed a research area covering contemporary public safety management. Additionally, PSM was defined as a dynamic structure of an infinite number of entities whose aim is to ensure the safety of all participants in a given administrative area, using existing resources within established formal rules and informal relationships. This system is characterized by a unique variety of activities and continuous adjustments to a current environment and emerging needs. Under PSM individual competencies of participating establishments complement each other. Operations are undertaken on the basis of legal, organizational and situational circumstances as well as daily practices, which strengthen formal and informal relationships and organisational behaviours of individual entities. Further studies need to identify and analyze the factors, which influence the effectiveness of operations implemented by PSM system.

Wymagania stawiane obecnie operatorom transportu zbiorowego na świecie nie ograniczają się już tylko do zapewnienia wysokiej jakości usług. Coraz częściej wiodącym kryterium funkcjonowania firm transportowych staje się bezpieczeństwo przewozu. Wynika to nie tylko z wymagań stawianych przez jednostki samorządowe zawiadujące transporrem, ale również z coraz wyższej świadomości społecznej, która po zamachach terrorystycznych stawia bezpieczeństwo na pierwszym miejscu. Najbardziej bezpieczne rodzaje transportu zbiorowego (lotniczy i kolejowy) od kilku lat funkcjonują - zgodnie z wymaganiami wprowadzonymi poprzez dyrektywy europejskie - w oparciu o zbudowane i wdrożone w przedsiębiorstwach przewozowych Systemy Zarządzania Bezpieczeństwem (Safety Management System - SMS). Wymagania te nie obejmują jednak najliczniejszego transportu zbiorowego opartego na przewozie tramwajowym i autobusowym. W publikacji przedstawiono możliwości adaptacji stosowanych już w transporcie rozwiązań do zastosowania w tych najbardziej popularnych transportowych środkach technicznych.
Requirements, which are nowadays posed in front of the operators' of public transport worldwide, are no longer limited only to assure the high quality of services. More and more often the leading criterion for transport companies running is transport safety. It results not only from a demand to live up to a standard performed by the local authorities responsible for transport , but also from the growing and more sensitive social awareness which after terrorist attacks gives priority to the safety and security. For several years, the most secure types of public transport i.e. air and railway transport are being run in accordance with the requirements introduced through the European directives - based on the Safety Management Systems (SMS), constructed and implemented in transport companies. These demands do not comprise however, the most frequent services of public transport based on the tramway and buses carriages. In the article the possibilities of adaptation of the solutions that are already applied in transport also in these most popular technical means of transport have been presented.

Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Literature studies and results of own research have enabled preparation of recommendations to increase the level of safety of project management system co-financed from EU funds at public universities.

After the alarming findings of NIK’s audit at ten schools in the Lubuskie Region (none of the audited schools organised classes in compliance with the principles of mental work hygiene, nor provided full safety to students), NIK decided to conduct a wider audit that covered the whole country. It comprised 7,000 out of 19,000 state schools at the primary and middle level. Such a broad scope makes it one of biggest audits in the history of NIK. Unfortunately, the audit confirmed the results of the audit conducted in the Lubuskie Region. The negligence, whose effects frequently posed a threat to the health or even to the life of students, most often were due to basic errors in the management of state schools.

W artykule dokonano identyfikacji zagrożeń bezpieczeństwa publicznego w transporcie kolejowym oraz przedstawiono koncepcję systemu monitorowania i nadzoru obiektów kolejowych w dużym węźle kolejowym na przykładzie Warszawskiego Węzła Kolejowego - WWK. Zaproponowana koncepcja inteligentnego monitoringu bezpieczeństwa publicznego węzła kolejowego stanowi otwarty system teleinformatyczny pozwalający w przyszłości na rozbudowę przestrzenną, tzn. można do sytemu wprowadzać sukcesywnie coraz więcej monitorowanych obiektów oraz zwiększać monitorowany obszar w danym obiekcie. Proponowane rozwiązanie stanowi przykład systemu monitorowania i nadzoru pozwalającego na zwiększenie bezpieczeństwa w transporcie kolejowym.
The article is to identify risks of public safety in railway transport and the concept of resetting the system of monitoring and supervision of railway facilities in a large railway node by the example of Warsaw Railway Junction - WWK. Switched concept of the system of monitoring and supervision of railway facilities in a large railway node is an open computer system that allows future expansion of the spatial: it means that you can enter into the system more and more monitored objects and increase the monitored area in a given subject. The proposed solution is an example of a system that allows monitoring and surveillance improvement in safety of railway transport.

W artykule opisano proces tworzenia Systemu Powiadamiania Ratunkowego (SPR) w Polsce. Autor skoncentrował się na przedstawieniu SPR jako systemu mającego znaczący wpływ na poczucie bezpieczeństwa obywateli i ich oczekiwań w tej sferze wobec państwa. Szczególną uwagę zwrócono na sferę techniczną systemu, rozwiązania już istniejące, ale także nowe technologie mogące mieć zastosowanie w systemie powiadamiania ratunkowego, takie jak: media społecznościowe, system eCall, SMS czy nowe techniki lokalizacyjne. Pewne elementy SPR w Polsce porównano z rozwiązaniami funkcjonującymi w innych państwach europejskich. Na koniec autor przedstawił wnioski z prowadzonych przez siebie badań.
This article describes a process of creating the structures of Emergency Notification System in Poland. The author focused on presentation of Emergency Notification System as a system which influences the sense of citizens’ security as well as their expectations towards the state. The author concentrates on the ICT existing part of the system, and on new technologies which can be applied in emergency notification, for example: social media, eCall, sms or new techniques of localization. Certain elements of the Polish system were compared with the solutions operating in other European countries. At the end of the article, the author presents conclusions based on his research.

Artykuł jest próbą odpowiedzi na pytanie jak zaawansowane technologie zastosowane we współczesnych autobusach miejskich znajdują odzwierciedlenie w rzeczywistej redukcji liczby zdarzeń drogowych i polepszeniu bezpieczeństwa użytkowania. Analiza dotyczy okresu 2013-2017 r. wdrażania i eksploatacji zrównoważonego transportu publicznego w mieście. Wprowadzono nowoczesne autobusy Autosan Sancity 10LF i Mercedes-Benz Citaro 12 CNG ale eksploatowane były wciąż starsze konstrukcje typu Jelcz 120 M/4 12 CNG i Solaris Urbino 12 CNG. Zbadano poziom zagrożenia bezpieczeństwa transportu miejskiego wynikający z liczby kolizji i wypadków. Ocenę przeprowadzono za pomocą wskaźnika W3 charakteryzującego poziom zagrożenia bezpieczeństwa systemu transportowego wywołany także intensywnością uszkodzeń układów autobusu w ciągu jednego roku. Oceniano prawdopodobieństwo wystąpienia uszkodzenia analizowanego układu P(U*) oraz istotność wpływu uszkodzeń tych systemów autobusów na zagrożenie bezpieczeństwa transportu miejskiego O.
The article is an attempt to answer the question how advanced technologies used in modern city buses, are reflected in the actual reduction of the number of road accidents and improving the safety of use. The analysis concerns the period 2013-2017 of implementation and exploitation of sustainable public transport in the city. These were modern buses Autosan Sancity 10LF and Mercedes-Benz Citaro 12 CNG as well as conventional structures Jelcz 120 M/4 12 CNG and Solaris Urbino 12 CNG. The level of threat to the safety of urban transport resulting from the number of collisions and accidents was examined. The assessment was carried out using the W3 indicator characterizing the level of transport system security risk caused also by the damage of bus systems in one year assessed: probability of failure of the analyzed P system (U*) and significance of damage to these bus systems to the risk of urban transport security O.
