Issues of IT project imlementation process in public institutionsThe article deals with the problem of IT project implementation process in polish public institutions from contractors’ (who represent business companies) point of view. In projects which are carried out together by public institutions and privately held companies, many times we have to face misunderstandings which arise due to differences between these types of institutions and different ways of managing projects. The paper is organized as follows. Introduction presents unique features of IT projects. Next, authors present public institution (as clients ordering IT solutions) and restrictions (including legal contrains) which they have to follow while implementing IT solutions. Then article presents problems and challenges of implementation process. The authors present process of IT project implementation from theoretical and practical point of view and show reasons of IT project failures and challenges of implementation process of IT projects in public institutions.

W artykule przestawiono wyniki przeprowadzonego badania potencjalnych i pożądanych interakcji pomiędzy sektorem publicznym i doradcami zewnętrznym w zakresie wdrażania projektów publicznych w modelu koncesyjnym i w formie partnerstwa publiczno-prywatnego. Badanie objęło cztery projekty realizowane obecnie w Polsce i zostało przeprowadzone w formie analizy studium przypadku. Prezentowane w artykule wyniki przeprowadzonego badania mogą znaleźć zastosowanie w usprawnieniu procesu podejmowania decyzji odnośnie zasadności i właściwych form oraz obszarów problemowych wykorzystania doradców zewnętrznych przez władze publiczne we wdrażaniu projektów PPP i koncesyjnych.
The article presents the potential and the desired interaction between the public sector and external consultants in the process of implementation of public projects in the concession model and in the form of public-private partnerships. The study included four projects currently implemented in Poland and was conducted through case study analysis. The results presented in the paper can be used to streamline the process of deciding on using external consultants and to determine the appropriate forms and problem areas of using external consultants by the public authorities in the implementation of PPP and concession projects.

Opis:
One of the contract awarding systems in public sector in Poland is the Design & Build system. In this system, a client concludes a contract agreement with only one company, a contractor, in order to carry out both design and construction of works. While deciding on this form of delivery of a public project, the client is obliged to conduct a single proceeding aiming to select the contractor. In this paper, public works contracts awarded in the D&B system in Poland are analysed, whilst attention was put on the contracting modes and assessment criteria. The results are assessed against the experience of other countries and recommended methods for selection of the Design and Build contractor.

Considerations apply to both the projectifi cation process, its essence, as well as the operation of projectifi ed public organizations including local government organizations. The authors draw attention to the fact that the initial enthusiasm and uncritical assessment of projects, as an antidote to the bureaucracy of the public sector, may be premature. Projectifi cation causes a number of changes that are not always positive and also further limit the activities of public organizations.

Contract engineer selection criteria in FIDIC standards industrial projects . A management company, in Polish conditions known as a contract engineer, participates in the implementation of construction projects under popular FIDIC Contract Terms and Conditions. The engineer becomes the representative of the contracting authority with the rights and obligations specified in the contract, and their qualifications and experience will be important for the success of the project. The selection of the right contract engineer should therefore be a key decision for the investor. The aim of the paper is to analyze the criteria of selection a contract engineer used by contracting authorities for public industrial projects.

The paper looks at the questions related to project bonds as an alternative source of financing investments. Public aid can be involved even in such peculiar public activity sector as culture and heritage conservation. Hence, the EU projects implemented in this area may be subject to legal restrictions on state aid. In this respect, particular legal doubts concerning state aid arise in the context of “impact on trade” premise. This situation is a consequence of both lack of clear definition thereof and the peculiar nature of culture projects. The present paper is aimed at identifying particular issues that ought to be taken into account when determining the possible impact on trade (recommendations for judicature). These issues aren’t actually defined in law, but only in few judgments and literature. Hence, there is a necessity to make further researches.

Dziś grantowe finansowanie na świecie stało się bardzo popularne. Stopniowo, agencje rządowe zaczynają korzystać z zarządzania projektami do realizacji regionalnych strategii i programów. Dzięki szkoleniom przeprowadzanym w różnych europejskich instytucjach rządowych na poziomie lokalnym, regionalnym i krajowym, należy stwierdzić, że ukraińscy przywódcy rządu często nie stosują podejścia projektowego w ramach poszczególnych procesów operacyjnych i funkcjonalnych w strukturze instytucji. Co więcej, istnieje wyraźny brak zrozumienia tego, jak korzystać z podejścia opartego na projektach na bieżąco w celu praktycznej realizacji regionalnych strategii i programów. W tym artykule opisano procedurę rozwiązania tego problemu. Głównym zaleceniem jest to, że zarząd powinien ustanowić podejście do zarządzania projektami, w których wszystkie lub przynajmniej większość działań w zakresie wdrażania programów regionalnych są uważane za projekty. Autorzy dają praktyczne wskazówki dla realizacji tego podejścia w ukraińskich instytucjach państwowych.
Today grant funding in the world has become very popular. Gradually public institutions are finally making use of project management to implement regional strategies and programmes. Through the training at various European public institutions, at local, regional and national levels, it becomes evident that Ukrainian public managers to a substantial degree fail to pervade project approach as part of the respected functional operations, processes and structure of the institutions. Moreover, there is an apparent lack of understanding on how to use project approach on an on-going basis for the operationalization of regional strategies and programmes. This article suggests a procedure to address this issue. The main recommendation is that senior public management should establish a project approach whereby all or at least the majority of functional activities for regional programmes’ implementation is seen as projects. The authors offer the guidelines to implement this approach in Ukrainian public institutions
На сегодня финансирование грантовых проектов стало очень популярным. Постепенно государственные учреждения начинают использовать управление проектами для реализации региональных стратегий и программ. Благодаря тренингам в различных европейских государственных учреждениях на местном, региональном и национальном уровнях, становится очевидным, что украинские государственные руководители в значительной степени не используют проектный подход в рамках соответствующих функциональных операций, процессов и в структуре учреждений. Более того, существует явная нехватка понимания того, как следует использовать проектный подход на постоянной основе для практической реализации региональных стратегий и программ. Данная статья предлагает процедуру для решения этой проблемы. Основная рекомендация состоит в том, что высшее руководство должно установить проектный подход к управлению, при котором все или, по крайней мере, большинство функциональных мероприятий по реализации региональных программ рассматриваются в качестве проектов. Авторы предлагают практическое руководство для реализации этого подхода в украинских государственных учреждениях.

Przedstawiono prace studentów dotyczące analizy przestrzeni publicznej pod kątem zagospodarowania Skweru im. „Solidarności” oraz koncepcje projektowe obiektów handlowo-usługowych, uwzględniając zastosowanie współczesnych rozwiązań technologicznych i materiałowych. Projekty ukazują różnorodność rozwiązań architektonicznych, dając szansę odnowy przestrzeni publicznych, jednocześnie wpływając na poprawę wizerunku miast i komfort życia jego mieszkańców.
The article presents tendencies consisting in planning the integrated space between the object and the existing surroundings. The students' works on the analysis of public space in terms of the development of the. "Solidarity" and design concepts of retail and service facilities, taking into account the application of modern technological and material solutions. Projects show the diversity of architectural solutions, giving the opportunity to renew public spaces, simultaneously improving the image of cities and the comfort of living of its residents.

Artykuł zawiera charakteryzację procesu przygotowania i realizacji projektu PPP od koncepcji do fazy operacyjnej.
The advancement of modern societies results in a constantly growing demand for various services, which need to be delivered evenly across any given population, which in turn created an increase in public investments and spending on related utilization and maintenance costs. In order to meet the new requirements, public entities had to search for better ways of fulfilling public obligations. The main purpose of the following article is to characterize the main features of public-private partnerships, as well as the economic, political and managerial aspects of its execution. The article contains a whole model of a project realization, from an initial idea to full operation.

Opis:
The permanent increase in the number of projects implemented in public administration, as well as the implementation of several projects at the same time causes that some processes are repeated and take the form of functions that can be treated as permanent tasks assigned to positions or organizational units. Additionally, the increase in the complexity of projects and the need to gather knowledge and experience from accomplished projects are in favour of the need to build and operate a project management office in these units. The article is an attempt to identify organizational units in town offices with county rights in Poland that realise typical tasks for a project management office. The study concerns the determination of the place of these units in an organizational structure and tasks implemented by selected organizational units acting as a project management office.
Ciągły wzrost liczy realizowanych projektów w administracji publicznej, a także realizacja w tym samym czasie kilku projektów powoduje, że niektóre procesy powtarzają się i przybierają postać funkcji, które mogą zostać potraktowane jako stałe zadania przydzielone stanowiskom bądź jednostkom organizacyjnym. Dodatkowo, wzrost stopnia skomplikowania projektów i potrzeba gromadzenia wiedzy i doświadczenia ze zrealizowanych projektów przemawiają za potrzebą budowy i funkcjonowania biura zarządzania projektami w tych jednostkach. W artykule podjęto próbę identyfikacji jednostek organizacyjnych w urzędach miast na prawach powiatu w Polsce, które realizują zadania typowe dla biura zarzadzania projektami. Określono miejsce tych jednostek w strukturze organizacyjnej oraz wskazano zadania realizowane przez wybrane jednostki organizacyjne pełniące rolę biura zarzadzania projektami.

W artykule przedstawiono rozważania dotyczące funkcjonowania przestrzeni publicznej o charakterze kulturalnym oraz jej integrację z systemem przestrzeni miejskich na przykładzie Chojnic. Kontemplacja nad wszystkimi zagadnieniami – tożsamości, kultury w mieście, aspektów społecznych przestrzeni publicznej – opiera się na projekcie zagospodarowania przestrzeni wokół Chojnickiego Centrum Kultury. W przedstawionym obszarze zauważa się brak aktywności społecznych, zamknięcie działalności kulturalnej wewnątrz obiektu, brak tożsamości miejsca oraz funkcjonalnej integracji ze strukturą miasta. Ponadto działania władz miejskich na rzecz poprawy stanu obszaru dotyczą wyłącznie modernizacji obiektu wraz z projektem zagospodarowania przestrzeni w funkcję parkingową. Zauważa się także brak powiązań pomiędzy przestrzeniami o potencjale kulturowym. Zakres projektu obejmuje część analityczną oraz część projektową. W pierwszej części oparto się na literaturze dotyczącej przestrzeni publicznych oraz – w części analiz fizyczno-geograficznych – na dokumentach sporządzanych dla obszaru miasta. Analizy społeczne oraz gospodarcze poparto danymi Głównego Urzędu Statystycznego. Ostatecznym rezultatem niniejszego opracowania jest projekt zagospodarowania przestrzeni przy Chojnickim Centrum Kultury. Na potrzeby odpowiedniego funkcjonowania obszarów o podobnej funkcji publicznej w mieście, stworzono także koncepcję spójnego systemu przestrzeni, za pomocą powiązań przestrzennych i funkcjonalnych, na bazie istniejącego potencjału.
In this article it is considered the functioning of art public space and its connection with all structure on the example of Chojnice city. The contemplation is based on a development project for the public space around the Chojnice Cultural Center. In this area it could be noticed that there is no social activities, identity and integration between the space and the city. Another problem is unavailability of a culture for all the society, because of its introversion into the culture institutes. Furthermore, the operations of local authorities refer only to modernization of Cultural Centre building. The thesis contains two main parts, the first one - analyses, and the second one - the project of the space. The first part focused on natural environmental analyses was based on documents containing environmental information relating to the Chojnice city. Social review was made of the basis of available statistical data, and finally spatial analyses resulted from an on-site verification. The ultimate result of this study is spatial development project for area of Centre for Culture in Chojnice city,which was based on analyses and adapted to existing local conditions . The added value was a project of system of public spaces based on relationship between each other.

W obliczu gwałtownie postępujących zmian technologicznych, teleinformatyka i procesy nią rządzące warunkują perspektywiczny rozwój organizacji, utrzymując ją w odpowiedniej kondycji, aby mogła realizować swoje cele. Z uwagi na fakt, iż projekty teleinformatyczne obarczone są wysokim ryzykiem niepowodzenia, ich efektywna realizacja wymaga zapewnienia skutecznego sposobu zarządzania. Niniejsze opracowanie odnosi się do jednostek sektora publicznego, które w znacznym stopniu determinują efektywność i dynamikę rozwoju całej gospodarki. Stanowią przy tym duży odsetek pośród podmiotów, w których projekty teleinformatyczne kończą się niepowodzeniem. Zważywszy na odmienne w stosunku do sektora prywatnego uwarunkowania ekonomiczno–prawne oraz istotę funkcjonowania organizacji publicznych zasadne jest usankcjonowanie w nich własnego podejścia do zarządzania projektami, dostosowanego do ich potrzeb i możliwości.
Rapid technological progress and the related pervasive computerization have been observed in recent years. Thus, the Information Technology (IT) sector has become the key area of the development of numerous organizations. IT projects are burdened with the highest risk of failure and their effective completion requires a proper management method. This study refers to public sector entities determining the effectiveness and dynamics of economic development. Moreover, public institutions constitute a large percentage amongst entities where IT projects fail. Given the different economic and legal conditions for the private sector and the conditions of public organizations, it is reasonable to sanction their own approach to project management, suited to their needs and preferences.

W grudniu 2012 roku brytyjskie ministerstwo skarbu opublikowało wizję zmiany obowiązującego systemu partnerstwa publiczno-prywatnego (Private Finance Initiative – PFI) na nowy model o nazwie Project Finance 2 (PF2). Celem opracowania jest przedstawienie istoty oraz przyczyn tej reformy oraz wskazanie możliwości wykorzystania doświadczeń brytyjskich w rozwoju partnerstwa publiczno-prywatnego w Polsce. Artykuł charakteryzuje cztery główne kierunki zmian w systemie brytyjskim, tj. (1) zwiększenie wskaźnika value for money, (2) poprawę transparentności i centralizację zarządzania przedsięwzięciami, (3) zwiększenie efektywności projektów poprzez wzrost wiedzy na temat formuły PPP i rozwinięcie standaryzacji umów oraz (4) poprawę elastyczności realizowanych inicjatyw na poziomie operacyjnym. Opracowanie identyfikuje podstawowe słabości partnerstwa w Polsce – niewystarczający poziom wiedzy o istocie partnerstwa wśród potencjalnych stron umowy, niedostateczną wiedzę w zakresie ekonomii i zarządzania inwestycjami po stronie kadr podmiotów publicznych oraz niski poziom standaryzacji projektów PPP. Wzorując się na reformie brytyjskiej, przedstawiono również rozwiązania mające na celu ograniczenie tych barier, np. opracowanie systemu rozwoju kompetencji urzędników państwowych oraz rozwój standardów dobrych praktyk obowiązujących w projektach PPP.
In December 2012, the British HM Treasury published a document aiming to change the current system of public-private partnership (Private Finance Initiative – PFI), into a new model called Project Finance 2 (PF2). This paper presents the essence of and the reason behind this reform and indicates the possibilities of using British experiences in the development of public-private partnership in Poland. The article characterizes four major trends in the British system, being (1) to increase the rate of value for money, (2) to improve the transparency and centralization of project management, (3) to increase the efficiency of projects through the increase of knowledge on PPP and by developing standardization of contracts, and (4) to improve the flexibility of ongoing initiatives at the operational level. The study identifies fundamental weaknesses of the partnership system in Poland – the insufficient level of knowledge about the partnership system among the potential parties within a contract, insufficient knowledge of economics and investment management among public entities officials and the low level of PPP projects standardization. Furthermore, following the example of the British reform, the study recommends solutions to these barriers, such as introduction of public officials’ competence development system and development of standards of good practices in PPP projects.

Objectives: The purpose of this paper is to create a model of public-sector and other-sector projects. Research Design & Methods: An extensive review of literature was performed. The snowball approach was applied for collecting relevant papers. Models of differences between public-sector organisations and other organisations were chosen as the reference models for building a model for project level. Findings: There are differences between managerial processes between public-sector and other-sector projects in all project management areas (integration management, scope management, cost management, schedule management, quality management, hr management, communications management, risk management, procurement management, and stakeholder management). Hence the most adequate model for explaining these differences is the dimensional model. Implications / Recommendations: Project managers will be able to better align their managerial methods to the sector in which project are implemented. For instance, in public-sector projects in the area of HR management motivation should be more focused on non-financial factors. Contribution / Value Added: The proposed model is the first, original, comprehensive model describing the differences between public-sector and other-sector projects.

Szpitale publiczne funkcjonują w stanie ciągłej restrukturyzacji. Reformy państwa, niekorzystna sytuacja ekonomiczna itp. powodują konieczność wdrażania kolejnych działań restrukturyzacyjnych. Nieliczne szpitale mogą pozwolić sobie na realizację działań związanych z restrukturyzacją rozwojową. Wydaje się zatem, że najistotniejszym etapem restrukturyzacji (głęboko przemyślanym) powinno być jej odpowiednie zaplanowanie. W artykule opisano 25 lat reform sektora ochrony zdrowia, które wpłynęły na obecną sytuację publicznych szpitali. Celem artykułu jest przedstawienie wyników badań dotyczących przygotowania szpitali do restrukturyzacji. Przedstawiono wybrane wyniki badań dotyczące sposobu i zakresu planowania działań restrukturyzacyjnych w szpitalach publicznych i zestawiono je z zasadami zarządzania projektami.
The public hospitals operate in a constant state of restructuring. Government reforms, the unfavorable economic situation of healthcare institutions, which results from unsuccessful restructuring make it necessary to implement further restructuring actions. Only a few hospitals can afford to activities connected with the development restructuring. It seems that the most important stage of restructuring (which are deep thought) should prepare the appropriate plan (project). The article describes twenty-five years of reforms in the health sector, which had an impact on restructuring and the current situation of public hospitals. Presents the results of planning restructuring actions in public hospitals and summarizes them with the principles of project management.

The article is devoted to the state regulation of the processes of modeling of the development of the coal industry of Ukraine in the context of structural transformations of the national economy. An important task of modern science of public administration is to provide systematic methods of substantiation of public administration decisions to determine the vector of development of society as a whole and individual sectors of the national economy, which actualizes the formation of a model of justification of coal industry development strategy. It is proved that the effectiveness of the organizational mechanism of state regulation is ensured through a transparent system of control over changes in the technical and economic parameters of the coal industry of Ukraine. The author proposes the formation of an appropriate tool for programming effective change within a certain cyclical nature of the industry. Systematized information on strategies relevant to planning of the development of the coal industry and the mining sector as a whole. Analytically interpreted information of the optimal plan by the method of dynamic programming using recurrent Bellman equations is presented. The optimal plan of tactical actions at formation of strategy of development of the coal industry in a cycle of a mining and industrial complex is defined. The comparison of the optimal plan with possible alternative actions of the management staffof the coal industry is carried out. The perspective plan of tactical actions through priority use of projects of the maximum profitability at formation of strategy of development of the coal industry in a cycle of a mining and industrial complex is presented. The plan of tactical actions through priority support of projects of preservation of a current condition at formation of strategy of development of the coal industry in a cycle of a mining and industrial complex is presented. The optimal plan of tactical actions in forming the strategy of coal industry development in the cycle of mining complex with good initial state of resource potential, with probable highest level of initial state of resource potential, with unsatisfactory initial state of resource potential is presented. It is proved that the current critical state of the resource base of coal mining provokes the emergence of natural irrational behavior in Ukraine, when the crisis focuses only on economic benefits without proper management of resource potential, which emphasizes the importance of public administration in resource management in crisis development programs of the coal industry. The developed methodology provides the best solution to the two-criteria problem of public administration of the coal industry: the implementation of public administration functions, including economic, and providing conditions for sustainable efficient resource use.

W artykule omówiono zagadnienie teorii interesariuszy w projektach infrastrukturalnych podmiotów publicznych realizowanych w formule partnerstwa publiczno- -prywatnego. Przedstawiono koncepcję partnerstwa publiczno-prywatnego, potrzeby jego zastosowania w projektach realizowanych przez sektor publiczny. Zwrócono uwagę na koncepcję teorii interesariuszy oraz ich klasyfikację ze szczególnym uwzględnieniem projektów PPP. Dokonano identyfikacji interesariuszy oraz podkreślono ich rolę w procesie realizacji projektu PPP. Stwierdzono, że sukces inwestycji zależy także od właściwego zarządzania poszczególnymi interesariuszami w tego typu przedsięwzięciach.
The article discusses the issue of stakeholder theory in infrastructural projects of public entities implemented in the formula of public-private partnership. The concept of public-private partnership and the need to apply it in projects implemented by the public sector was presented. Attention is paid to the concept of stakeholder theory and their classification with particular emphasis on PPP projects. The stakeholders were identified and their role in the process of implementing the PPP project was emphasized. It was pointed out that the success of the investment also depends on proper management of individual stakeholders in this type of projects.

Celem opracowania jest prezentacja roli pełnionej przez jednostki wspierające zarządzanie projektami w uczelniach publicznych. Dążąc do realizacji tak postawionego celu, wykorzystano metody analizy źródeł literaturowych i danych statystycznych udostępnionych w bazie KSI SIMIK 07-13 oraz badanie ankietowe. W artykule przedstawiono projekty unijne jako istotny element kształtowania rozwoju publicznych uczelni technicznych w Polsce. Następnie omówiono w nim główne zadania jednostek wspierających zarządzanie projektami. Zaprezentowano także analizę danych uzyskanych w trakcie badania ankietowego dotyczącego zarządzania projektami unijnymi w publicznych uczelniach technicznych w Polsce. Respondentami byli kierownicy projektów unijnych realizowanych przez publiczne uczelnie techniczne w perspektywie finansowej 2007-2013. W wyniku przeprowadzonych analiz wskazano na istotną rolę jednostek wspierających zarządzanie projektami w publicznych uczelniach technicznych w Polsce.
The aim of the study is to present the role played by units supporting project management at public universities. In pursuit of this objective, methods of analyzing sources and statistical data provided in the KSI SIMIK 07-13 database and the questionnaire survey have been used. The article presents EU projects as an important element of shaping the development of public technical universities in Poland. Then it discusses the main tasks of individuals supporting project management. The final part of the text presents an analysis of data obtained during the survey on the management of EU projects in public technical universities in Poland. Respondents were managers of EU projects implemented by public technical universities in the financial perspective 2007-2013. As a result of the analyzes, the role of units supporting project management in public technical universities in Poland was pointed out.

The aim of the following article was the confirmation of the viability of implementation of the project called the “Żuławy Loop”. Solving the problem requires an analysis of the available documentation and research conducting. Feasibility study of the project showed a negative profitability of the project at the financial level. No financial feasibility was a reason to refrain from investments. The basic method of assessing the effectiveness of infrastructural projects, where the beneficiaries are public, is the economic analysis. It showed the profitability of the project for the local community. The benefits generated by the investment confirmed the results of own research. The project will contribute to improving the socio-economic situation of the region. Therefore, the implementation of the project was most certainly justified.

Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Opis:
Strategic partnerships or public-private partnerships (hereinafter referred to as PPPs), as a model for long-term cooperation between the public and private sectors, are increasingly being applied in today’s unpredictable times due to the speed and efficiency of preparation as well as implementation of various projects. In local and regional activities where the public sector is confronted with various issues related to the implementation of domestic and EU projects, the PPP model is an example of how the private sector can be involved in addressing insurmountable challenges and activities with its rapid and smart adaptation. The aim of this paper is to explain the theoretical significance of the PPP model with particular emphasis on local and regional self-government, as well as to demonstrate its positive and negative aspects. The theoretical framework provides a clear definition of PPP or strategic partnership and explains its growing role and importance in Croatia. A concrete example of a PPP model of a local government and a Higher Education Institution from Zagreb is presented through the paper. The above example is presented as a model of strategic cooperation and shows how a more efficient and effective public service such as studying in one city can be obtained. The role and importance of such and similar projects is increasingly expressed precisely in the light of the needs of the local population, who are ultimately the ones creating the offer and demanding for their money the highest level of public services in their local communities.
Strateško partnerstvo ili javno-privatno partnerstvo (u daljnjem tekstu: JPP) kao model dugoročne suradnje između javnoga i privatnog sektora sve više dobiva primjenu u današnjem nepredvidivom vremenu zbog brzine i učinkovitosti pripreme te provedbe raznih projekta. U lokalnim i regionalnim aktivnostima gdje se javni sektor suočava s raznom problematikom realizacije tuzemnih i EU projekta, model JPP je primjer kako se privatni sektor svojom brzom i vještom prilagodbom može uključiti u rješavanje nepremostivih izazova odnosno aktivnosti. Cilj ovoga rada je objasniti teorijski značaj modela JPP s posebnim naglaskom na lokalnu i regionalnu samoupravu te je svrha objasniti njegove pozitivne i negativne aspekte. Teorijski okvir rada daje isto tako jasnu definiciju JPP ili strateškog partnerstva te objašnjava njegovu sve veću ulogu i značaj u Hrvatskoj. Kroz rad je prikazan konkretan primjer modela JPP jedne lokalne samouprave i Visokoobrazovne institucije iz Zagreb. Navedeni primjer prikazan je kao model strateške suradnje te kako se može doći do učinkovitije i efikasnije javne usluge kao što je studiranje u jednom gradu. Uloga, važnost i značaj ovakvih i sličnih projekta sve je više izražena upravo u vidu potreba lokalnog stanovništva koji su u konačnici oni koji kreiraju ponudu te zahtijevaju za svoj novac najvišu razinu javnih usluga u svojim lokalnim sredinama.

Development strategy affects many aspects of university operations. In public technical universities, we can clearly notice its impact on the process of creating applications for subsidies from European Union funds. Aim of the study was to identify the impact of university development strategies on the EU projects implemented in it. To this end, a literature analysis was carried out and a quantitative study was carried out using a questionnaire. Survey respondents were the managers of EU projects implemented in public technical schools. First part of the work presents theoretical aspects of development strategies and project management. Next, based on the conducted study, relationship between the development strategy and the process of preparation and implementation of projects in public technical universities was defined. In the course of research, it was stated that technical university development strategy sets the directions for actions implemented as part of EU projects.
Strategia rozwoju wpływa na wiele aspektów funkcjonowania szkoły wyższej. W publicznych uczelniach technicznych możemy zauważyć wyraźne jej oddziaływanie na proces powstawania wniosków o dofinasowanie ze środków Unii Europejskiej. Celem opracowania była identyfikacja wpływu strategii rozwoju uczelni na realizowane w niej projekty unijne. W tym celu dokonano analizy literatury oraz przeprowadzono badanie ilościowe z wykorzystaniem kwestionariusza ankiety. Respondentami badania byli kierownicy projektów unijnych zrealizowanych w publicznych uczelniach technicznych. W pierwszej części pracy przedstawiono teoretyczne aspekty dotyczące strategii rozwoju oraz zarządzania projektami. Następnie, w oparciu o przeprowadzone badanie, określono zależności między strategią rozwoju a procesem przygotowania i wykonania projektów w publicznych uczelniach technicznych. W toku badań stwierdzono, że strategia rozwoju uczelni technicznej wyznacza kierunki działań realizowanych w ramach projektów unijnych

Public universities are entities that implement several research, educational and investment projects. To create favorable conditions and to support the efficient and effective implementation of the projects you may consider setting up a departmental project management office (PMO). The article presents the essence of PMO, as well as the characteristics of public universities that affect its operational model. It also presents an operational example of PMO within a technical university.

Zarządzanie projektami jest jednym z podstawowych narzędzi nowoczesnej administracji publicznej. Do chwili obecnej nie istnieje spójny model zarządzania takimi projektami, zdefiniowany z punktu widzenia administracji centralnej. Artykuł zawiera wynik próby utworzenia zarysu takiego modelu. Artykuł powstał w wyniku wykonania przeglądu najlepszych praktyk zarzą-dzania projektami publicznych z 93 krajów. Praktyki te zostały pogrupowane w sześć obszarów: zarządzanie portfelem projektów publicznych, jednostki organizacyjne, procesy i metodyki zarządzania, zarządzanie wiedzą, aktorzy projektów publicznych oraz rozwój systemów zarządzania projektami publicznymi. Obszary tewspólnie tworzą zarys modelu zarządzania projektami publicznymi. W artykule wprowadzono pojęcie p-Rządu, czyli rządu, który opiera swoje działanie na skutecznym zarządzaniu projektami.
Project management is one of the basic tools of modern public administration. So far, there has not been any coherent model of management of such projects, defined from the point of view of the central administration. The article contains a result of an attempt to produce an outline of such a model. The article is an effect of a review of best practices of public project management from 93 countries. Those practices are grouped in six areas: public project portfolio management, organisational units, management processes and methodologies, knowledge management, public project actors, and development of public project management systems. These areas jointly form an outline of the public project management model. In his article, the author introduced the notion of p-Government, i.e. the government which relies its activity on an effi cient project management.

Na podstawie epistemologicznej koncepcji tworzenia wiedzy naukowej proponuję nowy sposób oceny roli metod mieszanych w badaniach: przez odniesienie ich nie tylko do poziomu publikacji, lecz także do projektu badawczego. Na przykładzie wybranych publikacji z zakresu zdrowia publicznego wskazuję dwie różne role metod mieszanych w tworzeniu nowej wiedzy: rola generatywna na poziomie projektu badawczego oraz synteza dotychczasowej wiedzy na poziomie pojedynczych publikacji.
Based on the epistemological concept of scientific knowledge creation, I propose a new way of assessing the role of mixed methods research design: by referring them not only to the level of publication but also to the research project. On the example of selected public health publications, I point to two different roles of mixed methods in the creation of new knowledge: a generative role at the level of a research project and the synthesis of existing knowledge at the level of publication.

Celem opracowania jest prezentacja roli zarządzania wiedzą w projektach unijnych realizowanych w publicznych uczelniach technicznych. Dążąc do realizacji tak postawionego celu, dokonano analizy źródeł literaturowych oraz przeprowadzono badanie ankietowe. W pierwszej części artykułu przedstawiono podstawowe zagadnienia związane z zarządzaniem wiedzą. Druga część tekstu dotyczy roli zarządzania wiedzą w realizacji projektów dofinansowanych ze środków Unii Europejskiej i oparta została na danych pierwotnych zgromadzonych w trakcie przeprowadzonego badania ankietowego. Studia literaturowe oraz wyniki badań własnych potwierdziły istotne znaczenie zarządzania wiedzą w skutecznej realizacji przez publiczne uczelnie techniczne projektów dofinansowanych ze środków unijnych.
The aim of the study is to present the role of knowledge management in EU projects implemented in public technical schools. Aiming at achieving such a goal, literature sources were analysed and surveys carried out. First part of the article presents the basic issues related to knowledge management. Second part of the text concerned the role of knowledge management in implementation of projects co-financed from the European Union funds and was based on primary data collected during the survey. Literature studies and results of own research have confirmed the importance of knowledge management in effective implementation of projects co-financed with EU funds by public technical universities.

In the project a system was developed, that visualizes real time GPS navigation data over the public security system. Vehicles equipped with GPS/GSM unit can connect to the city security system (tel. 112) via Internet and multiple viewer users can track their motion in real-time. Artykuł obejmuje prezentację wybranych aspektów zarządzania zasobami projektu unijnego realizowanego przez uczelnię publiczną. Szczególna uwaga poświęcona została etapowi planowania zasobów projektu. Planowanie zasobów w projektach współfinansowanych ze środków Unii Europejskiej odgrywa kluczową rolę w związku z dokonywaną przez ekspertów oceną składanych wniosków o dofinansowanie, w których określane są zasoby niezbędne do realizacji danego przedsięwzięcia. Celem artykułu jest wskazanie relacji występujących pomiędzy zarządzaniem zasobami uczelni i zarządzaniem zasobami projektu unijnego.
The article includes a presentation of selected aspects of the management of the EU project carried out by a public university. Particular attention has been devoted to resource planning stage of the project. Resource planning in projects co-financed by the European Union plays a key role in connection with the evaluation of applications for funding, which is carried out by the experts, and which sets forth the resources needed to implement the project. This article aims to identify the relationships that exist between the university resource management and managing the resources of the EU project.

Projekty finansowane z funduszy zewnętrznych, zwłaszcza z funduszy Unii Europejskiej, powinny być oceniane pod kątem ich efektywności. Bez takiej oceny nie ma możliwości stwierdzenia, czy zostały osiągnięte przyjęte w nich cele oraz założone rezultaty. Pomiar efektywności projektu dostarcza również informacji, czy dokonany został transfer nowej wiedzy i czy w wyniku tego transferu nastąpiły oczekiwane zmiany. Celem niniejszego artykułu jest przedstawienie znaczenia ostatniego etapu projektu ,,miękkiego” – oceny jego efektywności. W pierwszej części artykułu opisano specyfikę projektów wdrażanych przez jednostki samorządu terytorialnego oraz zdefiniowano pojęcie efektywności projektów nieinwestycyjnych, a także ich ocenę – ewaluację. Dokonano analizy efektywności edukacyjnego projektu partnerskiego wdrażanego przez powiat nowosądecki oraz zaprezentowano model wdrażania projektu partnerskiego zakończonego sukcesem.
In case of projects financed from external funds, especially from funds of the European Union their effectiveness should be assessed. Without such an evaluation it is impossible to state, whether their goals have been reached and planned results obtained. The purpose of this article is to present the importance of the last phase of the „soft” project – an assessment of its effectiveness. The first part of the article describes the specifics of the projects implemented by local government units and defines the concept of the effectiveness of non-investment projects, as well as their evaluation. The analysis of the effectiveness of the educational partnership project implemented by the Nowosądecki County and presented a model of implementation of the Partnership completed successfully.

Purpose: In recent years more and more agile methods of software production have been used in information projects (IT projects). Apart from some common features with other measures, IT projects have their own specificity which should be considered prior to the choice of the Traditional Project Management (TPM) or Agile Project Management (APM) for management of a particular project. Owing to the specificity of the implemented projects the approach presented in agile methods is more and more frequently chosen and preferred both by the solutions providers and the clients. Furthermore, the use of one of the traditional or agile methods should be preceded by analysis of various types of conditions of the sector in which the public administration entity is functioning. Legal conditions, organizational and decision-making culture, project financing methods and maturity of teams and the whole organisation in the project management area, affect not only the choice of methods but also the final success of the project. The multicriterial analysis of limitations in information projects implementation in the public sector allowed identification of the most important recommendations within necessary changes. The article points out that agile methods will not entirely replace the traditional management of IT projects in the public sector, with the most effective approach being their harmonious coexistence. Design/methodology/approach: The recommendation to use the TPM and APM approaches in Polish public administration entities was preceded by analysis of the most important legal acts for this purpose and comparison of the position of our country (or cluster to which Poland is qualified) in the acknowledged European study from the cycle of eGovernment Benchmark dating back to the years 2004-2018. Recommendations for implementation of IT projects in the public sector were supported by analysis of CHAOS reports dating back to 2012-2018 and 11th, 12th and 13th Annual State of Agile Reports respectively from 2016, 2017 and 2018. The article does not treat separately each of the best known methodologies and methodologies of confirmed effectiveness, but considers the shared philosophy of traditional or agile approach. Findings: The development of e-government proceeds due to the implementation – from the private sector – of the form of management through the development of projects. Analysis of the position of the Polish e-government in the eGovernment Benchmark points to a high backwardness of the public sector in Poland as compared to other countries. The backwardness may be made up for through implementation of effective methods of IT project management. However, the choice of an agile method should be preceded by an analysis of specific achievable benefits and conditions which have to be fulfilled as they are necessary to achieve such benefits. The public sector conditions connected with the Public Procurement Law and informal limitations resulting, among other, from organisational and decisive culture will not allow, as for now, to fully use agile methods. Originality/value: The public sector in Poland is the largest but at the same time the most difficult customer of services and products from the ICT sector in Poland. For a large purchaser of the ICT sector solutions the choice of the most effective project management method becomes a significant determinant of the project’s success. In practice, there is no organization or project in which a methodology in its pure form could be used. Therefore, a given methodological approach has to be adjusted to the conditions of the sector in which the organisation is functioning and to a specific project.

The aim of this article is to explain social campaign as a theoretical and practical category. Starting from the definition, types of the campaign was described, as well as a place in innovating marketing actions. Particular attention was paid to the methodology of designing and to the implementation an effective social campaign. The events chosen from the Polish market, such as conferences, debates, annual contests for the best campaigns and research results was described in the article. In conclusion, the selected examples of social campaigns from the Polish market were presented.

Opis:
The purpose of this article is to present, on the one hand, the synthetic issues arising from the implementation of projects in the public-private partnership (PPP) formula in conjunction with financing from the European Union in Poland, and, on the other hand, the state policy regarding the development and evaluation of projects of hybrid structure in the new financial perspective for 2014-2020. The importantce of achieving added value resulting from the implementation of an investment in the public-private partnership model is stressed, in particular in a situation of a constant deficit of resources and the rising expectations of stakeholders. Special attention is paid to the prevailing economic downturn being a result of the crisis and the increasing indebtedness of the public sector in the context of the possibility of obtaining funds from the EU budget for the period 2014-2020.
Celem artykułu jest syntetyczne ukazanie zarówno problematyki związanej z realizacją przedsięwzięć w formule partnerstwa publiczno-prywatnego w powiązaniu z finansowaniem ze środków Unii Europejskiej w Polsce, jak również przedstawienie polityki państwa w zakresie rozwoju i ewaluacji projektów o strukturze hybrydowej w nowej perspektywie finansowej na lata 2014-2020. Autor podkreśla istotne znaczenie wartości dodanej wynikającej ze wdrożenia inwestycji w modelu partnerstwa publiczno-prywatnego przy nieustannym deficycie posiadanych zasobów i narastających oczekiwaniach interesariuszy. W szczególności w artykule zwrócono uwagę na panującą dekoniunkturę gospodarczą, będącą efektem kryzysu oraz narastające zadłużenie sektora publicznego w kontekście możliwości pozyskiwania środków z budżetu UE w latach 2014-2020. Jednocześnie zaprezentowano przestrzeń prawno-organizacyjną dla PPP w zakresie uregulowań Unii Europejskiej i rozwiązań krajowych. W ramach artykułu przeprowadzono również ogólną analizę zidentyfikowanych projektów hybrydowych w Polsce do końca 2013 r. W rozważaniach autor usiłował skoncentrować najistotniejsze, a zarazem ważne postanowienia wynikającej z planowanej i kreowanej na podstawie założeń polityki rządu w upowszechnianiu przedsięwzięć w układzie współpracy sektorów (publicznego i prywatnego), oraz łączenia przedmiotowej kooperacji z dodatkowymi źródłami finansowania w celu lewarowania inwestycji. Artykuł jest też próbą poszukania odpowiedzi dotyczących możliwości podjęcie w przyszłości działań w celu popularyzacji inwestycji w formule partnerstwa publiczno-prywatnego, w tym projektów hybrydowych.

W ostatnim czasie zauważyć można w Polsce zwiększone zainteresowanie przedstawicieli administracji publicznej zagadnieniami związanymi z usługami infomobilnymi, które wynika przede wszystkim z zapisów znajdujących się w ustawie z 16 grudnia 2010 r. o publicznym transporcie zbiorowym. Odpowiedzią na to zainteresowanie jest projekt POLITE, którego tematem jest kształtowanie polityki odnoszącej się do technologii informacyjnych w transporcie publicznym. W artykule podjęto próbę scharakteryzowanie zarówno usług infomobilnych, jak również projektu POLITE.

Introduction/background: This article presents the advantages of using project management in an enterprise. The article is developed on the basis of a literary review including the results of the author's own research. Aim of the paper: The goal of the article is to identify the main advantages for the introduction of project management in an enterprise. Materials and methods: The method of writing the article is a literary review, which was made on the basis of research materials from international scientific journals. As an example, the author considers the public sector of the Republic of Kazakhstan. Results and conclusions: Based on the literature review described in the article, the results obtained from the implementation of project management at enterprises allow to reveal in more detail the advantages of using project management. However, the existing problems faced by some enterprises still remain a barrier to achieving certain goals of the enterprises themselves. Based on the author's own research, the article examines the indicators of the implementation and use of project management on the example of the public sector of Kazakhstan. Problems in the implementation and use of project management in the public sector are based on the lack of necessary national standards, qualified specialists and not high involvement of the state authorities in the implementation of project management. According to these problems, recommendations are given that can help solve some problems and improve the overall project management system in the public sector.

The author presents public‑private partnership as a formula for financing infrastructure investment needs of the Polish local and regional authorities, as well as availability of financing for such projects. The first section of the paper briefly examines rationale for the use of public‑private partnership, including budgetary reasons and value‑for‑money concept. Next, the effectiveness of public‑private partnership, opportunities and threats related to this form of public services provision are presented. Finally, the author discusses the question of bankability and assessment of public‑private projects, in general and in the Polish market conditions as well.

Artykuł dotyczy zagadnienia fi nansowania misji mediów publicznych z punktu widzenia regulacji Unii Europejskiej. Osią wywodu jest fakt, że współistnienie konkurujących ze sobą prywatnych i publicznych nadawców jest główną cechą systemu prawnego europejskiego rynku mediów. Autorka podejmuje dwa zagadnienia: 1) wskazuje zarys unijnych (w tym krajowych) ram prawnych funkcjonowania mediów publicznych realizujących misję; 2) stwierdza, że pozyskanie środków publicznych z przeznaczeniem na realizację misji to proces złożony i generujący dodatkowe koszty.
This article concerns the issue of fi nancing of the public service media remit from the perspective of EU regulations. The key feature of electronic media markets in Europe is the coexistence of private and public broadcasters competing with each other. The author makes attempt to outline the national and EU legal framework for the public service media remit. In addition to this, the complexity of approaches in fi nancing the public service media remit are being discussed.

Zagrożenia społeczne wpływają w sposób istotny na styl życia i bezpieczeństwo jednostek oraz całych grup społecznych, również na poziomie lokalnym. Rozwiązania tego typu problemów mogą polegać na kreowaniu możliwości rozwojowych i efektywnym rozwiązywaniu problemów społecznych, zwłaszcza w wymiarze socjalnym, poprzez właściwe wkomponowanie w sferze bezpieczeństwa powszechnego przedsięwzięć z zakresu wsparcia socjalnego i społecznego oraz przeciwdziałania patologiom społecznym. Przy realizacji tego typu przedsięwzięć wykorzystuje się podejście projektowe. Celem artykułu jest ocena praktycznego wykorzystania koncepcji dojrzałości projektowej organizacji w procesie zarządzania projektami na rzecz bezpieczeństwa lokalnego w instytucjach publicznych. Metodą badawczą wykorzystywaną w niniejszym opracowaniu jest krytyczny przegląd koncepcji i poglądów występujących we współczesnej literaturze przedmiotu. Wskazano na propozycje rozwiązań, m.in. traktowanie podejścia procesowego jako procesu oraz stosowanie modeli dojrzałości projektowej do oceny zdolności i wiarygodności jako warunków dostępu do środków publicznych.
Social threats significantly affect the lifestyle and safety of individuals as well as whole social groups, also at the local level. Solutions to this type of problems may consist in creating opportunities for development and effective solving of social problems, especially in the social dimension through proper incorporation of undertakings which ensure social and community support in the sphere of public safety, and through counteracting social pathologies. During the implementation of such undertakings the project approach is used. The aim of the paper is to assess the practical use of the concept of project maturity of an organisation in the process of managing local security projects in public institutions. The research method used in this paper is a critical review of concepts and views found in contemporary literature on the subject. Suggestions for solutions are indicated, including treating the process approach as a process and using project maturity models to assess capability and reliability as conditions for access to public funds.

Celem artykułu jest analiza korelacji pomiędzy przesłankami podejmowania współpracy publiczno-prywatnej a uwarunkowaniami realizacji projektów w formule PPP. Literatura przedmiotu wskazuje szerokie spektrum determinant wyboru PPP w podejmowaniu projektów inwestycyjnych przez sektor publiczny. Wiedza na temat determinant pozwala na eliminację kluczowych barier rozwoju, a także na tworzenie odpowiednich regulacji prawnych dedykowanych PPP. Wyniki przeprowadzonych badań wskazują na dużą liczbę determinant podejmowania współpracy w formule PPP, które są w dominującym zakresie (przez swą mnogość) słabo skorelowane z badanymi uwarunkowaniami realizacji projektów w tej formule.
The aim of the article is analysis of the relation between the premises of undertaking public-private cooperation and the conditions for the implementation of PPP projects. The literature on the subject indicates a wide spectrum of determinants in PPP selection in the implementation of investment projects by the public sector. Knowledge about determinants allows for the elimination of key development barriers, as well as the creation of appropriate legal regulations, public institutions dedicated to PPP, promotion of the partnership by the government among administration employees. The results of the conducted research indicate a large number of determinants of cooperation in PPP, which are in the dominant range (by their multitude) poorly correlated with the researched conditions for the implementation of projects in this formula.
