This paper aims to prove that during the transformation process in Poland of the sectors of general economic interests due to specific economic characteristics of those sectors and the fact that interests of three groups participating in the decision making in this process: government, management and employees turned out being non controversial prevented loosing the monopoly status they initially enjoyed. The method used was the analysis of the stages of negotiation illustrated by subsequent documents of official strategies chosen for three sectors: railway, electricity and the final result illustrated by the structure of the market. Preventing the monopoly status permitted those groups seeking the rent, the monopoly status created or even demand that rent in the form of subsidy from the public authorities budgets by the threat of the strike which is the grave threat in the sectors delivering the service of general economic interest.

Pojmowanie przedsiębiorstw napotyka na trudności związane rozróżnieniem ich publicznego, czy też prywatnego charakteru. Tradycyjnie publiczny charakter przedsiębiorstw sprowadza się do ich finansowania przez państwo. Ekonomiczne podstawy publicznego charakteru przedsiębiorstw pozwalają wyróżnić dwa, poza zasilaniem w środki pieniężne, kryteria tego podziału: dostarczanie dóbr publicznych i publiczny kapitał właścicielski. W opracowaniu zdefiniowano przedsiębiorstwo jako formę prowadzenia działalności gospodarczej przez przedsiębiorców, omówiono sektor publiczny, wyodrębniono dobra czyste i uniwersalne sektora publicznego oraz rozróżniono kapitał publicznych i prywatnych przedsiębiorców, pozwalający wyodrębniać konsumpcję zbiorową i indywidulaną. Wiedza ta jest przydatna dla nauki o finansach oraz ekonomii sektora publicznego.
The concept of enterprise involves problems with the differentiation whether it is public or private in character. Traditionally, the public character of enterprise results from the fact that it is financed by the state. The economic bases for the public character of enterprises lead to the distinction of two criteria of such division (apart from money supply) i.e. the provision of public goods and the public ownership capital. The paper defines enterprise as a form of economic activity performed by entrepreneurs, discusses public sector, separates pure and universal public goods and differentiates the capital of public and private entrepreneurs which facilitates the distinction between mass and individual consumption. Such knowledge is useful in the research on public finance and economy.

The global financial crisis causes, as among the greatest crises and consequences, reflected the world in continuously increase of unemployment, poverty and inequality. This crisis was reflected in both developed and developing countries including countries in transition. The fact cannot be denied that the effects of financial crisis are even felt in the Republic of Kosovo where during this period of time following consequences could be clearly noted: decrease of the real economy, poverty, reduction in remittances, decrease of external investments, contracting criteria for bank loans and other direct and indirect effects. However, the global economy did continue to recover during 2010 and 2011. Nevertheless, uncertainty regarding to the volatility of global economic recovery in this period is greater than in the previous period. This setting is mainly extracted from instability of financial market due to problems with public finances in several EU member States and entry of protective measures by some rapidly growing economies and developing countries, in response to large capital inflows. It is important to consider the fact that, despite the recent crisis, economic growth model, based on the deepening of EU integration process, in terms of finance, trade, labour markets and institutions, remains as best model for developing countries and Kosovo itself. Special treatment is given to achieved achievements and projections for the following years under policies compiled by the Government of the Republic of Kosovo to enable generic analysis for concrete situation of our national economy. Also, this paper shall explain the underlying factors which will influence on a more accelerated economic development.

The article looks at the issue of public health understood as an important factor of production. The author also analyzes the impact of the population’s health on economic growth. Korporowicz discusses a variety of approaches to public health, with a particular emphasis on a socioeconomic approach. She highlights the economic aspect of health as a component of human capital that creates the basis for examining living conditions and socioeconomic development. Health also needs to be evaluated for the purposes of economic calculations in the area of health protection policies, the author says. Such evaluations are used to determine the costs of health insurance, for example in the case of car accidents. The author counters a popular belief that the level of human capital is exclusively associated with education and public spending on education. According to Korporowicz, the health status of the population influences the level of human capital, while healthcare needs to be treated as a major socioeconomic category. Health is a resource that is subject to wear and can be enhanced and partly replenished by adequate investment. It plays an increasingly important role in the structure of production. Without it, uninhibited economic growth is impossible, the author argues. Korporowicz sets out to prove that health and healthcare can be analyzed in terms of the theory of public goods. Health is an asset that can be used in a specific way, the author says, but its benefits cannot be directly accessed through the market; nor is health subject to competition because the more health there is among individuals, the more society benefits as a whole. This is what sets public goods apart from private goods, which means that the idea of analyzing health on the basis of the public goods theory is justified, the author argues. It needs to be assumed that economic growth is impossible without a healthy and efficiently functioning innovative and creative society, Korporowicz adds. In modern economies, economic efficiency strongly depends on the intellectual potential and health of the population, the author concludes.

The aim of the Senate’s proposal to amend the Acts is to improve the reliability of financial reporting of ‘public interest entities’. Attention was drawn to the need to strengthen the protection of nonprofessional investors in the capital market against potential abuses by entrepreneurs participating in the issuing and offering of corporate bonds. According to the author of the opinion, if implemented correctly, the project could improve, among other things, the quality of financial information transfer and the security of capital market transactions. At the same time, the author accuses the bill of increasing the regulatory burden, which may reduce the competitiveness of the capital market and also have negative consequences for the state and local self-government budgets.

RESEARCH OBJECTIVE: The systematic global market risk of the type found in the gigantic Norwegian Oil Fund, called “Government Pension Fund – Global (GPF-G),” is discussed at length in this study. The objective is to find out if the risk capital animate ethical venture initiative. In the financial and entrepreneurial literature it has over time become common to relate systematic vulnerability and risk to a long range of factors that might cause imbalance and failure. THE RESEARCH PROBLEM AND METHODS: It is by scholars postulated that risks today related to innovations and unethical and uncontrolled venture capital have a different significance for everyday life from the risks that applied to previous historical eras. It claims that human activity, innovation and technology in advanced political and economic modernity produce as a side-effect risks venturing investment. That demands specialised expertise to access and recognize, and are collective, global, and irreversible in their impact. THE PROCESS OF ARGUMENTATION: To abstain from venturing actions are a way out of the dilemma for the investors. The Norwegian petroleum activity under regulatory management and control is an example of that. The Fund’s revenues have been shrinking lately following the oil prices of the market diving down globally. Perhaps the Norwegian Oil Fund, it is argued, ought to be restructured in a framework of ethics to become less risk exposed in a global financial market perspective, and become more innovative and ethical directed. RESEARCH RESULT: The Norwegian government first transferred capital to the fund in May 1996. By the end of the second quarter of 2017, the fund had received a total of 3,360 billion NOK and amassed a cumulative return of 3,622 billion NOK. The fund generated an annual return of 5.9 percent between 1 January 1998 and the end of the second quarter of 2017. After management costs and inflation, the annual return was 4.0 percent. Norway is invested its oil capital savings mainly in European and U.S. financial markets. In the Norwegian debate on the Oil Fund policy it has also been proposed that the management of the Fund should focus on investments for helping forward entrepreneurship, economic growth and poverty alleviation in developing countries, and ethical management in general. CONCLUSIONS, INNOVATION AND RECOMMENDATIONS: Ethical management of the Norwegian Oil Fund could be exercised in two different manners; by negative exclusion or positive selection. For some years now, in the public debate, it has been recommended that the ethical management should be reoriented from negative screening to innovative positive selection. Instead of excluding companies that violate the decided ethical standards, one should invest only in companies and branches that appear to be, in some sense, an active force for the good on ethical issues.

In 2016, the title of the European Capital of Culture was awarded to Wrocław. To celebrate the year of 2016 citizens could partake in many cultural initiatives prepared specially for this occasion. The proposals aimed at the people of Wrocław included the ECC 2016 Microgrants program, under which any citizen could realize, gain funding, as well as obtain administrative and promotional support for their designed cultural activity. Field studies conducted during the first two editions of the program served as the basis for a report, which includes conclusions regarding the perception of the urban space submitted by task performers. Low-budget cultural activities proved to be an excellent pretext for the citizens to reconsider the issues of public space in Wrocław, access to cultural events or the manner of constructing official discourses about the city and its space. This article focuses on the issue of space in the context of Microgrants 2016 and presents the outcomes of the fieldwork.

La crisis hiperinflacionaria de 1989-1990 en Argentina inaugura un período de lucha entre diferentes fracciones de capital por la orientación del rumbo económico del país. Esta lucha cristalizará también en las instituciones del Estado, particularmente en el Ministerio de Economía, quien irá definiendo la orientación de las políticas públicas de acuerdo a la relaciónde fuerza que prime en ese momento. De este modo los grupos concentrados locales serán beneficiados en una primera etapa para luego ser desplazados por la banca acreedora. Este conflicto de intereses se resuelve tras la entrada del país en el Plan Brady cuando se conforma unaalianza entre las distintas fracciones de capital contra el trabajo. El programa de privatizaciones encarado por la administración Menem y las políticas de ajuste estructural dictadas por los organismos de crédito internacional son dos de los fenómenos que contribuyen a la confluencia de estos sectores, precarizando la situación de miles de trabajadores argentinos.

Across the globe, public administrations are employing communication to develop programs to respond to the challenges of bringing society to the core of policy making and of searching for innovative ways to generate growth. But how much do these programs achieve, and to what extent are their consequences positive? Building on theorizing about intangible assets in the public sector and based on economic indicators as well as on survey data from 17 countries, this paper explores whether specific intangible assets that are citizens’ perceptions-based can operate as sources of growth. More specifically, the article looks at citizen engagement and trust, intangible resources that are built upon organizational behaviors as well as activated through communication. Results allow us to compare the relation of these resources with growth with the relation of tangible capital with growth in 17 countries. Based on findings, the article discusses implications for public sector communication.

Media, as the name suggests, mediate social communication and oftentimes also play a leading role in constructing it by manipulation (Nierenberg, 2011). Pierre Bourdieu (1998) points out that intellectuals have a moral obligation to react to media manipulation, by offering themes and ideas enriching discourses and helping to make symbolic capital (Bourdieu, 1986) socially wider accessible. In this text we show how the media discourse currently dominating in Poland creates an image of the public sector. We claim that such an image may ignite a destructive conflict, provoking a number of managerial dysfunctions. Instead of cultivating such an image we propose an approach more oriented towards diversity, which may promote constructive conflicts, which are creative, and also support humanistic functions of management and makes the symbolic capital of the ethos of public service more easily socially available.

The aim of this essay is to discuss the possibility of applying knowledge from the field of sociology and other disciplines into the theory of public diplomacy. Due to changes in the international environment, public diplomacy (a complementary tool of foreign policy) is used for various foreign policy goals including spreading state influence. We identify the need for alternative approaches to public diplomacy especially within the domain of value and norm diffusion. Current prevailing concepts, such as state branding (derived from marketing discipline), do not prove to be effective in the political aspect of this field. This calls for the implementation of new approaches in international relations and diplomacy, particularly from sociology, psychology and communication studies. This article should stress the importance of transferring the knowledge from the above mentioned fields into the theory of public diplomacy-which has been neglected (or only now starting to gain importance) in the theory of international relations. It tries to draw attention especially of sociologists who have much potential to contribute to its development and analysis.

In the public utility area, the self-government of a region is entitled to establish capital commercial and to join them, without any restrictions. While outside the public utility area, self-governments of regions can establish capital commercial companies only if their performance is to consist in the activities listed in Article 13 (2) of the Act on the Regional Self-Government. Therefore the basic issue that determines the possibility to establish a limited liability company or a public company by a self-governmental region is to define and distinguish between public utility area and non-public utility area in the activities of this self-government.
