In Poland, there is a problem with the proper storage of portable archaeological monuments. This is one of the most important, if not the most important issue of archaeological heritage management. Archaeological monuments are owned by the State that does not properly fulfil its obligations. The lack of a good system and organization, effective law, and above all, proper storage space for archaeological monuments is a fact and this is a nationwide issue. This article deals with the legal and practical issues related to the subject matter. Several storage and study facilities, which were created in Poland by local archaeological milieus, are also presented. These are examples of good practices and responsible attitudes, which can serve as models to be followed. However, at the country level, the problem of storing archaeological monuments remains unresolved and requires a systemic approach, not the bottom-up initiatives and solutions.

The paper presents two important complexes of archaeological sites in Czermno and Gródek in Lublin Voivodeship. Their character, research history, state of preservation, ownership status, threats, state of archaeological research and current forms of heritage protection are discussed. The conclusions of the study indicate the need for further archaeological research of an interdisciplinary nature as well as the necessary actions related to preventing further destruction, including changes in the scope of legal protection. The paper ends with the postulate of establishing the “Czermno-Gródek Archeological Open-air Museum” an organizational unit, which would be responsible for the protection and preservation of both archaeological complexes, and would coordinate further research focusing on these sites.

Preventive archaeology in Romania has been only quite recently formally regulated by law. Even though the principles established by the Malta Convention, which regulates the guidelines for the protection of archaeological heritage, are complied with, at least in theory, there are numerous shortcomings at the national level. Based on discussions with several archaeologists and other stakeholders involved in archaeological research and heritage protection in Romania, we would like to present some of the issues raised. We offer recent convincing examples, but also potential solutions to these issues, which clearly affect Romania’s cultural heritage protection and research. We refer to both the difficulties encountered by archaeologists due to the confusion and shortcomings present in the legal texts, but also to the inability of the authorities to enforce the existing laws.

The article mentions several issues related to the initial archaeological survey financed by the General Directorate for National Roads and Motorways and to the program of “Polish Archaeological Record”. The attention was drawn to imperfect legal provisions included in the Act on the protection and the guardianship of monuments in force, which prevent the effective protection of the archaeological heritage and the smooth execution of building investments. The identification of archaeological sites before the execution of a building investment is of a key significance and is supposed to protect the artefacts from destruction and prevent the suspension of the building works - it is in the interest of both the monument protection services and the building sector. Carrying out the advance surface survey and test excavations in the area of the planned road investments should be a rule. Moreover, the test excavations on a wide scale should be the basic method for the screening of the area. In the Polish legal reality, it is difficult to implement.

The article aims to present the multifaceted activity of Józef Żurowski (1892-1936), an archaeologist and conservator of prehistoric artefacts in Małopolska. The study relies on extensive archival material and Żurowski’s numerous publications. In the years 1920-1936, he was the conservator of the Krakow region and later the West Małopolska region, acting successively on behalf of the State Group of Prehistoric Monuments Conservators and the State Archaeological Museum in Warsaw. Żurowski’s most outstanding achievements include carrying out the first excavations in the banded fl int mine in Krzemionki, conducting research on multicultural sites in Złota, supervising the digging of the monumental Krakus Mound, discovering and interpreting the first burials of the Bell Beaker culture in Poland, as well as examining many early medieval cemeteries. As a conservator, he not only inventoried and excavated many archaeological sites - such as numerous strongholds, barrows, and the caves of the Ojców Jura - but also ensured their protection and preservation. Józef Żurowski died prematurely at 45, yet he is one of the most distinguished Polish archaeologists of the Second Polish Republic.

The times of the Second Polish Republic were a particularly important period in the development of Polish archeology, because after Poland regained independence, the first state institution was established to organize the protection of archaeological monuments throughout the country. It was the State Group of Prehistoric Monuments Conservators functioning in the years 1920-1928. Their activities in the Kielce voivodeship brought particularly interesting results. Conservators and delegates of the State Group of Prehistoric Monuments Conservators did a lot in the field of inventory and protection of archaeological monuments in the Kielce region, undertaking surface and excavation rescue research, as well as popularizing archeology among the inhabitants of the region. The result of their activities was the registration, discovery, and exploration of many archaeological sites, including such valuable ones as a complex of multicultural sites in Złota near Sandomierz and in Książnice Wielkie, and a unique complex of striped flint mines in Krzemionki near Ostrowiec. The sites discovered at that time in the Kielce voivodeship are still the subject of interest and research to Polish archaeologists.

Amateur searches for archaeological artefacts, most frequently with the use of metal detectors, are generally aimed at building up private collections. They have also become a source of income in the illegal trade in artefacts. Collecting ancient artefacts as recyclable metal is a new phenomenon. At the scrapyard in Milczany, Sandomierz district, several kilograms of such scrap were found, among which two fibulae from the Roman period, Almgren 67 and 43, were recognised. They are valuable in the research into the history of the Przeworsk Culture. The authors also note the widespread practice of collecting striped flint, used by modern jewellers, which has resulted in the devastation of several sites which were relics of ancient mines of this material. The authors consider the scientific value of the recovered artefacts, which often cannot be localised precisely. They call for the unceasing promotion of the value of archaeological artefacts and indicate its effectiveness in the Hrubieszów Basin

Niniejszy artykuł dotyczy problemów konserwatorskich związanych z projektowaniem konstrukcji osłonowych nad reliktami eksponowanymi w otwartych rezerwatach archeologicznych. Poruszono tu kwestie związane z definicją osłony, terminologią oraz jej funkcją. Na podstawie badań prowadzonych przede wszystkim przez włoskich uczonych udowodniono, że nieodpowiednio zastosowane lub źle dobrane osłony przyczyniają się do procesów degradacyjnych chronionej substancji zabytkowej. Największe zagrożenie dla reliktów znajdujących się pod osłonami stanowi powstający tam specyficzny mikroklimat, który trudno jest kontrolować, ale można minimalizować jego niekorzystne skutki posiadając odpowiednią wiedzę dotyczącą uwarunkowań klimatycznych otoczenia oraz reakcji substancji zabytkowej w zaistniałych zmiennych warunkach atmosferycznych, a także uwzględniając stan zachowania reliktów. Artykuł ma na celu zwrócenie uwagi na ten niezwykle ważny proces analityczny i badawczy, który powinien poprzedzać prace projektowe i warunkować decyzje co do sposobu ich realizacji.
This article addresses conservation issues associated with designing shelter structures over relics exhibited in open archaeological reserves. Questions concerning the definition of a shelter, terminology and the function were discussed here. On the basis of the research carried out mainly by Italian scientists it has been proved that inappropriately applied or poorly selected shelters contribute to the degradation of the preserved historic substance. The greatest danger to the relics preserved under the shelters is posed by the specific microclimate created there, which is difficult to control, but its negative influence can be minimised when one has sufficient knowledge concerning climate conditions of the surroundings and the reaction of the historic substance in the known changeable weather conditions, and considering the state of preservation of the relics. The article is to draw attention to that extremely important analytical and research process which ought to precede project work and condition decisions about the manner of realising those projects.

The State Council for Preservation of Prehistoric Monuments was the first informal group dedicated to the protection of archaeological heritage in the history of Poland. The Council operated on the basis of the act on protection of monuments issued by the Regency Council of the Kingdom of Poland on 31th October, 1918. After the legislative changes in 1928, the Council was dissolved and replaced by the State Archaeological Museum in Warsaw. The article depicts the tumultuous history of those two institutions and the system of heritage protection during the interwar period.
